The Head of the Unpad Otto Soemarwoto Award committee, Prof. Oekan S. Abdoellah, M. A., PhD, said that Prof. Takeuchi is one of eight elected candidates as the award receiver. The eight candidates consist of seven foreign candidates and one candidate from Indonesia. These candidates are recommendations from certain institutions and individuals. The appointment of the candidates is based on criteria from team of judges of Otto Soemarwoto Award. The criteria includes, having international reputation in eco development field, the resulting work, the influence of scholarly and idea in scientific development, candidate’s achievements in international level, and international network. Then the eight candidates are being discussed during plenary session which is participated by evaluators. Every candidate is presented one by one in front of the evaluators. Admitted by Prof. Oekan, the process of determining the receiver was not easy since every candidate has their own scholarly strength. “We choose Prof. Takeuchi as the result of acclamation,” said Prof. Oekan who is also served as Unpad’s director of Institute of Ecology. This concept then applied as the concept of sustainable development goals (SDGs) that was declared in several countries in 2015. Prof. Takeuchi also brought the element of local wisdom to international level through initiation of Satoyama Initiative Program, an attempt to revitalize and harmonize the balance of socioecological element. A Senior Professor from Japan United Nations University, Prof. Dr. Kazuhiko Takeuchi received Universitas Padjadjaran Otto Soemarwoto

Award during an event that was held at Boscha Observatory, Lembang, on Saturday (7/10). Prof. Takeuchi is considered by Unpad as an academic figure with full commitment and dedication in the environmental field.

Otto Soemarwoto Award for Prof. Takeuchi was given directly by Unpad, Prof. Rector Tri Hanggono Achmad. The event was also attended by West Java Deputy Governor H. Deddy Mizwar, Director General of the Research Development and Innovation Agency Ministry of Environment and Forestry RI Henry Bastaman, Director of the Boscha Observatory Dr. Mahasena Putra, colleagues and family representatives of Prof. Otto Soemarwoto along with the leaderships and deans of Unpad.

academicians. He is often in a research collaboration with some of them. With Prof. Otto, in a period of 1997-2007, Prof. Takeuchi was at least contributing to graduate 100 graduates from Bachelor, Magister, and Doctorate within Unpad.

Reflecting from the famous name of Prof. Otto Soemarwoto as one of Indonesia’s environmental figures, Unpad is expected to strengthen back its commitment about the environment. Prof. Otto explains, the Main Scientific Pattern resulted from Prof. Otto Soemarwoto, Prof. Mochtar Koesoemaatmadja, and Prof. Didi Atmadilaga’s ideas will still be the groundwork of Unpad’s development in the future.

“This award is being the good starting point for Unpad to recognize how important the environment is,” said Prof. Oekan.

Meanwhile, the Rector said, Prof. Otto in his era was one of the academicians who pushed Unpad to contribute in global level. The implementation of the Main Scientific Pattern, “Build and Respect Law and Living Environment in National Development” until now is the activity model for learning in Unpad.

In that awarding event, it was also being held an international seminar entitled “Eco-Development” at the Boscha Observatory area. This seminar presented some overseas speaker, such as Dr. Laura Franco-Garcia (Netherland), Prof. dr. Jon C. Lovett (United Kingdom), Prof. Dr. Maria Victoria Espaldon (Philippine), and Prof. Dr. Shahbaz Khan (UNESCO), also Chay Asdak, M. Sc., PhD (Unpad), and Arief Anshory Yusuf, PhD (Unpad).*

RECTOR BESTOWS PROF. TOMMY KOH A MOCHTAR KUSUMAATMADJA AWARD

The Rector of Universitas Padjadjaran, Prof. Tri Hanggono Achmad, bestowed Mochtar Kusumaatmadja Award to an academic and diplomat from Singapore, Prof. Tommy Koh. Prof. Tommy Koh was considered to have the same career and dedication as Prof. Mochtar Kusumaatmadja in the field of international law.

The award was bestowed in Gedung Merdeka, Bandung, on Saturday (14/10). Those who were presented at the ceremony includes Prof. Mochtar Kusumaatmadja and family, Vice Minister of Foreign Affairs M. Fachir, 7th, 8th, 9th, and 10th Rector of Unpad, directors of university and faculties, judges team, and the guests.

Prof. Tommy Koh was an academic from National University of Singapore (NUS). He served as the Dean of NUS’s Faculty of Law, lawyer, diplomat in various countries, and Singapore representative at the United Nations (UN). One of Prof. Tommy’s political careers that contributed a lot to Indonesia was when he

served as the president of the Third United Nations Conference in 1980-1982. During the conference, Prof. Mochtar Kusumaatmadja managed to obtain acknowledgement from the world over his concept of Wawasan Nusantara, the acknowledgement of Indonesia as an archipelago state at the international level. It was the result of Prof. Mochtar’s struggle for 25 years.

Head Judge of Mochtar Kusumaatmadja Award’s, Prof. Dr. Etty R. Agoes, LLM, said that Prof. Tommy managed to carry out his duty as the president of conference. The conference often met dead end all the time.

Furthermore, Prof. Etty said that Prof. Tommy’s close relationship with Prof. Mochtar, careers and accomplishments in the field of international law made him worthy to receive Mochtar Kusumaatmadja Award. On the other side, Prof. Tommy also actively introduced Indonesian arts and culture in Singapore. Besides being an academic and

practitioner, Prof. Tommy was also interested in arts and cultural heritage. He was also one of the National Arts Council’s founders and became the leader of various cultural institutions and national museum.

The Mochtar Kusumaatmadja Award is a form of appreciation for Prof. Mochtar’s dedication in the field of international law at both national and international levels. The concept of Wawasan Nusantara that Prof. Mochtar proposed became a strong guidance for Indonesia to show the country’s existence to the world.

During his speech, Rector said that Prof. Mochtar was a diplomat who puts a lot of attention on the border of Indonesia’s sovereignty. Starting from Deklarasi Djuanda, a concept of marine territorial border by Prime Minister Djuanda Kartawidjaja in 1957, Prof. Mochtar brought this concept to the international level. Scholarly, Prof. Muchtar, now 88 years old, is an expert of maritime and international law. He was also once served as a diplomate and often became the negotiator in some historical events. In his professional career, he often represents Indonesia in several United Nations international conferences.

Prof. Muchtar was once served as the Dean of Unpad’s Faculty of Law and became the Rector in 1973. A year into his rector period, Prof. Muchtar was appointed as the Minister of Justice within Kabinet Pembangunan II (The Second Ministry of Advancement) between 1974 and 1978. He then continued as the Minister of Foreign Affairs in Kabinet Pembangunan III and IV (The Third and Fourth Ministry of Advancement) between 1978 and 1988.

The bestowal of Mochtar Kusumaatmadja Award was held simultaneously with International Seminar titled “Sustainable Development Goal 14 on Live below Water: What Can Indonesia Contribute through ITS Global Maritime Fulcrum Policy?” In this occasion, the signing of Memorandum of Understanding between Unpad and the Ministry of Foreign Affairs regarding the implementation of Three Pillars of Higher Education was also conducted.*

Indonesia with other developing countries agreed to declare South-south and Triangular Cooperation

or Kerja Sama Selatan-selatan dan Triangular (KSST). This cooperation is considered importantly as Indonesia contributory effort for jointly improving the developing countries capacity.

The Head of Multilateral Policy Analysis and Development Center at the Ministry of Foreign Affairs of Republic of Indonesia, Fikry Cassidy said that Indonesia is trusted to help improving developing countries capacity. This cooperation is based on solidarity, equality, and win-win situation between Indonesia and developing countries.

As the speaker of National Seminar “Exploring Indonesia’s Role in South-south Cooperation” at the Asian-African Conference Museum, Bandung, Monday (9/10), Fikry explained that this cooperation philosophy is taken from the values which were born after the Asian-African Conference had been held.

Therefore, the support given by Indonesia is not similar to other supports given by developed countries. The support forms given by Indonesia are training, human resources development, science and technology transfer, workshop, and internship program.

As the follow-up, Indonesia routinely donates various facilities and technologies.

Fikry explained, by reflecting on the Asian-African Conference or Konferensi Asia-Afrika (KAA) that could encourage the third countries independence, Indonesia’s contribution for South-South and Triangular Cooperation or Kerja sama Selatan-selatan dan Triangular (KSST) is no longer in doubt.

On the other side, the economic condition of Indonesia is increasing at the global level. Indonesia’s admission as a member country of G20 encouraged the activeness of contribution improvement for developing countries.

“The budget of Indonesia’s support in KSST has been increasing tenfold since 2016 according to estimation data,” said Fikry.

KSST manifestation has been actively driven by Ministry and State-owned Enterprises. However, Fikry also encouraged this cooperation to involve all aspects, including academics and college students.

Meanwhile, the Lecturer of International Relationship of FSIP Unpad, Viani Puspita Sari, S. IP., MM, said that, despite becoming the contributor, Indonesia is still in the lower middle class. Therefore, this position makes Indonesia not want to become the ruler of economy performer.

“KSST has been done merely as an implementation of Indonesia’s responsibility as the G20 country member,” said Viani.

The support programs such as training and science transfer are expected to continue. Viani

encouraged this cooperation to continue up to technical matters. “If we indeed focus on this goal, even if the level is lower middle class, we have to handle it seriously,” said Viani.

The seminar held for the cooperation of Unpad’s Asian-African Study Center and RI’s South-south National Coordination team was also attended by other speakers, the Head of Education and Water Resources and Construction of Kemepurp, Ir. K. M. Arsyad, and the lecturer of Universitas Parahyangan, Yulius Purwadi.*

ECONOMY HAS INCREASED, INDONESIA CONSOLIDATES SOUTH-SOUTH AND TRIANGULAR COOPERATION

Unpad Faculty of Agriculture dispatched 120 students and 24 field lecturers to conduct Thematic Community Service Program in 16

districts in Bandung, Sunday (8/10) at Unpad Faculty of Agricultural’s student center, Jatinangor. The participants were departed formally by Unpad’s Director of Education and Student Affairs Prof. Dr. Wawan Hermawan, M.S., accompanied by the dean of Faculty of Agriculture Dr. Ir. H. Sudarjat, M.P.

In this occasion, Prof. Wawan said that Unpad Community Service program in the future will be integrated with various researchs and services for the society under the guidance from the professors/lecturers. Through this integrated community Service program, it is expected to improve student’s quality and percentage of graduation on time, for example through student’s final task integration with this program.

The implementation of this Thematic Student-Community-Service Program is synergized with assisting program on the production of farmer’s soybean and chili seeds. This program is a cooperation between Unpad Faculty of Agriculture with Ministry of Agriculture of the Republic of Indonesia in straightening the seeds/seedlings of crops commodities especially soybean and horticulture.

The theme of this Thematic Student-Community Service Program is “Strengthening the Food

Endurance in Bandung district by Increasing Soybean and Chili Production” with the motto “Farmer Friends”. It will be held in 19 villages/districts in Bandung for 2 months. This is a form of Unpad’s concern especially Faculty of Agriculture’s to help increasing knowledge and prosperity of farmers around by increasing the production of soybean and chili seeds.

The participants of this Thematic Student-Community-Service Program have been provided by practical knowledge and various efficient technologies or teknologi tepat guna (TTG) that has been produced by the lecturers. Through Technical Guidance (Bimtek) held on Saturday-Sunday (7-8/10) then, TTG which are the lecturers’ product are expected to be implemented in real life around the society.

This Technical Guidance was joined by 225 participants consisting of 120 students, 75 young farmers, and 24 field lecturers. The participants had a technical briefing of the activities that would be done in the field (Bandung) for two months. The Technical Guidance material was filled by the lecturers of the Faculty of Agriculture as the interviewees that provide various TTG to be implemented later by the farmers.

Mimosa pudica L. is always being remembered as a plant able to close its own leaves when being touched or blown. This seismonastic

move is a defensive mechanism done by this plant from its enemy.

However, behind its uniqueness, this plant has many medical benefits for our body. Ever since a long time our ancestor used this shrubs group of plant as a potion to heal and maintain their health. Some etnopharmacology references call this plant used as one of the compound for uric acid healing.

These various references get into the interest of lecturer from Pharmacology and Clinic Pharmacy Department Faculty of Pharmacy Unpad, Dr. Sri Adi Sumiwi, M. S., Apt., to do further research about the efficacy of Mimosa pudica L. as anti-uric acid. The research has been conducted since 2013 and has done toxicity and activity tests.

When being interviewed by Public Relation Unpad, Dr. Sri elaborated that this research is using Mimosa pudica L.’s herb. This means all parts of the plant (leaf, trunk, and flower) is used as simplicia to make extract. The herb has been dried then be grinded until refined before made as extract.

Herb powder Mimosa pudica L. is extracted with ethanol solution 70% inside maceration bottle. In the maceration bottle, ethanol and Mimosa pudica L.’s powder is soaked while sometimes being stirred until releasing quintessence. This process is done for 3 days. Every day the extract is collected and the solution is replaced with the new until there is enough extract.

Later, the extract is evaporated with evaporator vacuum machine. In this device, there is evaporation process in intermediate temperature in order to not ruining the simplicia consisting of the substance. This process means to separate the alcohol with substance in the extract. After a while, the extract is

going into coagulation process and separated from its alcohol solution.

The coagulated extract is moved to another container. In this container, the extract is once again evaporated above water heater so it will be even thicker. This process is still done to remove alcohol solution. The water solution in the extract however is still in a little amount, not more than 10%.

Then, Mimosa pudica L.’s extract is tested in activity preclinically dan toxicity.. Based on animals use ethics on research, Dr. Sri tested subchronic toxicity on animal for 3 months.

In the process, animal is given extract with effective dose. This was done regularly for 90 days. Next, an observation of various organ function parameters with hematology, clinical biochemistry, organ index, and histology were conducted.

As the result, after three months of trial, Mimosa pudica extract is rated safe for long term using. In the previous studies, toxicity test on animals acute have been done which try to produce LD50 of 2g/Kg body weight included in the category of practical non toxic.

“Almost all medicines actually have toxic effect if it is used in excessive dosage, therefore they have to be used according to their effective dosage,” said the Professor who was born in Bandung on November 10th, 1957.

Activity test is done by in vitro and in vivo. In vitro test is done by inhibiting the enzyme. This test sees how the activity of preventing formation of uric acid by using xantin which is supposed to use oxidose xantin enzyme will cause the uric acid. The result, Mimosa pudica extract can detain oxidose xantin enzyme so that this extract can prevent the forming of uric acid.

The in vivo test is being done by testing on animal which is mouse that is being inducted with

potassium oxonate so the rate of uric acid is high. With the use of Mimosa pudica extract the rate of uric acid is going downward.

In another word, this Mimosa pudica extract has been categorized as standardized herb. Dr. Sri explained, there are three categories of herb medicines in Indonesia,they are jamu, standardized herb, and phytopharmaca. Jamu is an herb category which has not been done in a preclinical way, or known having any benefits based on empirical data.

For standardized herb category, herb medicines have been tested in a preclinical way. Shortly, these medicines have been based on researches, and tested to preclinical stage. In this category, medicines can be made into modern kinds, such as tablet, caplet, or capsule. As the Mimosa pudica, it has been made into tablets.

Beside phytopharmaca category, the herb medicine has been tested clinically on human. But, Dr. Sri stated, not many of herb medicines in Indonesia are categorized as phytopharmaca.

The reason is, phytopharmaca testing is complex and requires cooperation from various parties. Since, this test use humans as their experimental material. “It needs approval from the person and must cooperate with medical doctor,” she added.

Beside that, the process of phytopharmaca clinical tests needs a big amount of cost. This will affect to the selling price of the product itself. “If the price is high, consumers will not buy it and choose synthetic medicines instead,” said Dr. Sri.

Research on herbs that has long been done by Dr. Sri also received a grant of national research. The result of this study has been published in both national and international journals, as well as being presented in both national and international scientific seminars.

Six students from faculty of communications science, Universitas Padjadjaran won the championship

on “I-Bravery 2017” which was held by Communications Studies Student’s Association Faculty of Communications and Business Telkom University (Tel-U) at the Tel-U campus, Bandung, Tuesday (26/09).

“I-Bravery” is a national competition in the field of Communication Science themed The New Media Restoration. In this competition, the six students were divided into two teams. The first team consisted of Marsha Fabiola (Ilkom), Nisrina Hanifah (Ilkom), and Dwi Arti Sugiarti (Ilkom), which were the members of the team “Langenmaita” won the 1st place in the category I-Solve.

Still in the same category, the second team consisted of Mutia Rifa Lutfita (D3 Public Relation), Dwina Apriliasari (D3 Public Relation), dan Risca Amelliya (D3 Public Relation) were the members of the team “Victorie” won 3rd place. This race category was one of the Public Relation Challenge contest in the event “I-Bravery 2017”.

Delivered in a release received by Unpad publicist, the I-Solve competition aims to challenge prospective Public Relation practitioners to be able to create a solution for misusing of contemporary media that have some propaganda potentials. The

Solution is created to bring up tranquility when using the media.

The participants must pass two stages of the competition. In the first stage, the participants must send a creative proposal and business plan abstract about public relation planning program themed “With millenial turn on the peace”. Participants were asked to design an innovative and creative public relation program in the form of stories conveyed through various media. (transmedia storytelling)

After the first stage, the participants were selected into five teams to compete in the final stage. In the next stage, participants were challenged to present the public relation planning program that has been designed. Next, in the impromptu case session, participants were challenged again to compose a public relation planning program in fifteen minutes.

“Langenmaita” carried a program called “Skinny Suryani” and “Victorie” carried a program called “Prakarsa Sama Rasa”. Both teams were thankful on winning the “I-Bravery 2017” competition.

“Alhamdulillah we can win the national competition representing Unpad, hopefully we can continue to excel to motivate and inspire others.” says Mutia.*

Three students of Universitas Padjadjaran who joined in Student activities unit English Speaking Union (ESU) won the 1st place at

National Level PMDC (Perbanas Marketing Debate Competition) 2017 on September 24th - 26th at Perbanas Institute, Jakarta.

The three students, Rita Nurhasanah (Anthropology), Giovanni Nickson (Communication Management), and Naila Putri Zasa (Public Relation) won the 1st place after defeated a debate team from University of Indonesia and London School of Public Relations on final. Universitas Padjadjaran also succeeded on beatin Telkom, the champion for the last two years in a row, in the semifinal.

In a release received by Unpad Publicist, one of the team members, Rita Nurhasanah even won as The Best Speaker in this competition that has been running for 13 years.

“We’re very happy with the result. The result of hard working research and our everyday practice and team work we did was not in vain.” said Nabila

“Yes, we’re very happy with this achievement, moreover our friends become the Best Speaker. In this competition the three of us learnt a lot about marketing.” add Giovanni

PMDC 2017 uses the theme “Using Marketing to Fully Reach Global Market Access.” This year there are 30 universities competing from various area in Indonesia.*

UNIVERSITAS PADJADJARAN RECTOR INAUGRATES A NUMBER OF LEADERS IN UNPAD AREA

Rector of Universitas Padjadjaran, Prof.Tri Hanggono Achmad inaugurated the Director, Vice Dean, Directorate Secretary, Head and

Secretary Office, and Commitment Planner Officials in Unpad Area. The Inauguration was held in the Executive Lounge Room of Gedung Rekorat Unpad in Jatinangor, on Tuesday (3/10)

During his speech, Rector said that inauguration of structural official was an advanced implementation after Unpad decided as Legal Entity State University (PTNBH). To respond the rising challenges, a public university corporation needs the organization and governance to be able to answer them.

“The important point is that we have to continue to improve our governance, by keeping on perfoming the bureaucracy reformation chart that we have built. This governance is based on program need we build” said the rector.

One of the challenges that he officials often deal with is communication problem and coordination between job units. Rector explained, every official is fully concentrated on job units they embraced. However, every leader of job units should be connected to each other.

This challenge then is realized through the efficiency of official job units. One of the efficiency

conducted is to maximize the vice dean’s role at the faculty level to one person. Rector said, changing a number of vice dean from two into one is done so that the communciation process and coordination can work optimally.

“The vice deans once consisted of three people, and then we changed it into two people and it still causes the challenge of job division coordination” continued him.

Strengthening the communication and coordination is not only done between job units, but it’s also done between job units and faculties. The maximum of ERP-based e-office system implementation and plan system, it should be able to minimize the communication problem between job units problem.

Another message from rector is the leaders of job unit should be able to maximize the role of educational staff. Currently, Unpad keeps improving its academic perfomance at either national or international level. Therefore, lecturers were encouraged to concentrate in tridharma aspect.

The leaders derived from the lecturers who are being inaugurated are expected to improve educational staff’s perfomance in every unit. “We hope that tedious are ready to fill in the positions which originally should be managed by educational staff” said the rector.

In the early 2018 we hope that, job units and faculties could do a stronger coordination to support better Unpad governance.

In these days, higher education institutes do not only provide knowledge and research, but also contribute to develop the economy and

transfer the knowledge and research to the society. Government encourages higher education institutes to be one pivotal pillar for improving the nation’s competitiveness.

“It’s everyone’s responsibility to improve higher education institutes’ standard,” said an Expert Staff in the academic field of Kemenristekdikti, Prof. Paulina Pannen, during her speech in “Konferensi dan Seminar Nasional Jabatan Fungsional” at Graha Sanusi Hardjadinata Unpad, Bandung, on Thursday (12/10).

Since it’s everyone’s responsibility, educational staffs played an important role in maintaining the standard of higher education institutes. Prof. Paulina encouraged educational staffs to improve the relevance of quality and quantity. The role wasn’t limited to administrative workers at higher education institutes, but contributed to educating and learning activities.

Educational staffs have to involve in various activities of higher education institutes’ tridarma. Prof. Paulina explained, educational staffs’ activities are often separated from tridarma activities. In fact, lecturers’ activities won’t work well without educational staffs’ contribution, and vice versa.

The Apparatus Human Resources Assessor of Badan Kepegawaian Negara, Yulina Setiawati NN, S.H., M.M., said, government facilitated specific functional positions with various regulations, starting from UU Aparatur Sipil Negara tahun 2014 until Peraturan Pemerintah Nomor 11 tahun 2017.

Specific functional positions regulation was government’s attempt in reforming the bureaucracy. The regulation aims to create government that is clean, free of KKN (Corruption, Collusion and Nepotism), accountable, and able to provide first-rate service to society. In addition, this regulation also changed the base of human resource management from administration-based into skill-based.

The national conference and seminar was held in Indonesia and facilitated by all Unpad’s education staffs. During his speech, Unpad’s Rector Prof. Tri Hanggono Achmad appreciated this ceremony that purely managed by educational staffs.

“It’s one of Unpad’s attempts to support the reformation of bureaucracy,” said the Rector.

Looking at the current global challenge, educational staffs were expected to anticipate various changes at higher education institutes level. Rector hoped that educational staff didn’t only respond, but also had initiative to anticipate and imagine the challenges that lay ahead.

Educational staffs became one of pivotal pillars that initiated changes. Hopefully, this conference could give the government relevant feedbacks regarding specific functional positions’ regulation.
