    5 percent reduction to the nation'smain feeding iirogrem used' bb 'more than 1 in 7 Americans.The bill's savings would beachieved by allowing states to putbroad new work requirements inplace for many food stamp recipi-ents and to test applicants fordrugs. The bill also would endgovernment waivers that haveallowed able-bodied adults with-out dependents to receive foodstamps indefinitely.More than 47 million A meri-cans are now on food stamps, andthe program's cost more thandoubled in the last five years.

    CNIE NEWS SERVICEJAY An Oklahoma man is believed to have shotanother man in the back while twirling a handgunon his finger like a cowboy as he was riding in thebackseat of a car.The shooting happened T uesday in D elawareCounty, Okla., near the Arkansas state line. I t wasinitially reported to sheriff's deputies as a robbery,said D elaware Count Sheriff's Department CaptGayle Wells.Wells said Rusti J ames, 21, was brought to anArkansas hospital with a small-caliber gunshotwound to the lower left side of his back. James andhis girlfriend, Marion Snell, 23, initially said thatthey had picked up a hitchhiker who tried to robthem and shot James, according to Wells.They told authorities that the hitchhiker got outof their car and fled after the shooting. Deputies

    searched the area but didn't find a suspect.But when detectives interviewed the couple asecond time, they confessed that that they hadmade up the hitchhiker story because they wereafraid of the actual shooter, who they identified as
