INTRODUCTION

The Central Council of Homoeopathy has its office at New Delhi only. This Council is constituted by the

Central Government under the provisions of Homoeopathy Central Council Act,1973. The Council makes

the policies concerning education and practice in Homoeopathy, and such policies are implemented by its

office which is lead by an Executive Officer known as Registrar-cum-Secretary.

The total number of sanctioned posts in the office of the Council is 35. Amongst the Officers in the

Council, besides Registrar-cum-Secretary, one post of Inspector, two posts of Assistant Secretaries and

three posts of Office Superintendents exist. These officers are assisted by one Junior Hindi Translator-

cum-Head Clerk, one Steno Grade „C‟ and one Steno Grade „D‟, Nine UDCs,Nine LDCs, one Gestetnor

Operator, One Daftri and five M.T.S.

CENTRAL COUNCIL OF HOMOEOPATHY

OBJECTIVES

1. To prescribe minimum standards of education in Homoeopathy.

2. To recommend to Central Govt. for permission of opening of new colleges, increase of seats and

starting of new higher courses.

3. To advise/ recommend to Central Government recognition or withdrawal of recognition of

medical qualifications in Homoeopathy.

4. To negotiate with the authority in any State or Country entrusted with maintenance of a Register

of Homoeopathy Practitioners for settling a scheme of reciprocity for recognition of medical

qualifications in Homoeopathy.

5. To maintain the Central Register of Homoeopathy.

6. To prescribe standards of professional conduct, etiquette and code of ethics to be observed by the

Homoeopathic practitioners.

INSPECTIONS

The Central Council of Homoeopathy conducts inspection of Homoeopathic Medical Colleges to assess

upto what extent the colleges fulfills minimum requirements standard prescribed by it.

The Central Council of Homoeopathy also undertakes inspection of examinations from time to time held

by the Universities for BHMS Degree Course and/or for M.D.(Hom.) Courses at various Centres.

REGISTRATION

(a) CENTRAL REGISTER OF HOMOEOAPTHY

The Central Council of Homoeopathy maintains the Central Register of Homoeopathy in Part I and II

which is based on the State Registers of Homoeopathy.

(b) DIRECT REGISTRATION

Central Council of Homoeopathy grants direct registration to the applicants desirous of it who apply for it

on the basis of recognized medical qualification and State registration. Central Council also process

applications received from such directly registered applicants for their additional qualification.

PERMISSION TO NEW COLLEGES, HIGHER COURSES AND FOR INCREASE IN INTAKE

CAPACITY

The Central Council of Homoeopathy if receive any reference from Central Government in terms of

Section 12 A of Homoeopathy Central Council Act,1973 for opening of a new college, for starting of

new/higher courses or for increase in intake capacity, process the matter for making recommendation to

Central Government.

RECOGNITION OF MEDICAL QUALIFICATION IN HOMOEOPATHY

The Council on receipt of a reference from Central Government in terms of Section 13 of Homoeopathy

Central Council Act, 1973 process the matter and also undertake inspection of concerning colleges for

making recommendation to Central Government. The Council has the authority to recommend to Central

Government for inclusion of qualification in Homoeopathy awarded outside India in Third Schedule after

setting a scheme for reciprocity. Recognised medical qualification as per Homoeopathy Central Council

Act has been defined as “any of the medical qualifications in Homoeopathy included in the Second or the

Third Schedule.”

WITHDRAWAL OF RECOGNITION OF MEDICAL QUALIFICAITON

The Central Council of Homoeopathy where-ever observes from report of inspection that the particular

college(s) is/are not meeting the prescribed minimum requirements standard or where the course of study

and examinations to be undergone in or proficiency required from candidates at any examination of any

University is found deficient, may recommend for withdrawal of recognition of qualification of the

University concerned in respect of such college(s) .

MEETINS

The Board of Governors of Central Council of Homoeopathy and its Committees meet as per requirement

for considering the various matters as per Homoeopathy Central Council Act, 1973 and Regulations made

there-under to take the decisions (including the recommendations to be made to the Central Government,

if any).
