Engaged DesignBackground In September 2008, Hurricane Ike made landfall on the upper Texas coast, causing more than $3 billion in damages to single family housing across the Houston metropolitan region. Many low-income homeowners impacted by the storm have not yet been able to repair or replace their homes due to limited financial resources. In response, the Texas General Land Office (GLO) granted $152 million to the City of Houston’s Housing and Community Development Department (HCDD) to administer Round 2 of the city’s Disaster Recovery Program (DR2). Investment will provide relief to affected homeowners while creating areas of opportunity where neighborhood revitalization and recovery can occur.

HCDD, through an extensive analysis of Houston’s social and physical conditions, identified six target neighborhoods as high opportunity areas. These Community Revitalization Areas (CRA) and CRA Outreach Areas will collectively receive up to 400 newly designed and constructed homes as part of the DR2 program.

Community WorkshopOn February 1st, the project team welcomed neighborhood residents, community leaders, local design architects, and city staff to Houston Housing Authority’s Neighborhood Resource Center, where they worked together to advance the housing interests of the six target communities. Over 50 participants were in attendance.

The Community Workshop set contextual and programmatic design preferences for CRA & Outreach Areas, and will inform schematic home designs, including floor plans and elevations.

Future events will include a follow up focus group, hosted by the project team and local design architects; and a home design Gallery Show on February 27th to present design ideas generated during the February 1st Community Workshop for selection.

AgendaApproach Participants at the Community Workshop were divided into six groups, based on CRA & Outreach Area neighborhoods (Acre Homes, Independence Heights, Near Northside, Fifth Ward, OST/South Union, and Sunnyside). Participants were encouraged to share and debate ideas with the assumption that all ideas were welcomed. Conversation was educational, informed and engaged.

Work Item 1: ContextParticipants identified neighborhood priorities in the following design categories - building performance, foundation, driveway, roof, porch, texture, doors, windows, and window details. Using a blackjack style card game, complete with a “wild card” option, participants drew their perferred building component and debated each option with their group.

Work Item 2: Home DesignParticipants diagramed their existing home and site layout, then designed their model home to accommodate their family’s needs, indicating programmatic adjacencies and areas of most importance within the home.

ConclusionsEach CRA & Outreach Area shared highlights from their group sessions which included: three things about their neighborhood’s context and three things about their home designs to the entire Community Workshop group.

Fifth WardWork Item #1: ContextGetting above water: community issue - not a building issue

Security: c ommunity issue

Durability: Brick is the preference, it means durability. Prefer brick (siding - aluminum - vinyl sweats) durability of exterior finish is paramount. Brick means permanent visual ‘uplift’ (no discussion of durability of structural system) The rain moves the foundation The siding sweats and grows termites

Energy: meet efficiency that major builders out west

Expandability: house is too small - on one floor reduced operating expenses

Driveways: concrete driveways (are better) is a play yard traditional strips are more grass cutting

Foundations: cost effective no aesthetic preference

Porches: want a porch (non of the above) back

Roof: technical problem

Doors: front door w/ a little bit of glass strong - burglar bars don’t let you out of the house quickly during a fire

OST/South UnionWork Item #1: ContextExisting community:

Peaceful/safe/friendly People have lived there a long time **convenience/conveniently located** - new light rail line on MLK, very exciting to residents Shops and services are available in the community Many older residents (need to consider universal design/aging in place) Lots of big old trees, shade Good sized lots Spacious homes/floor plans Homes are not cookie cutter Important Things

Garages (attached preferred because of weather)

Porch – enlarged is good Residents spend lots of time outside, part of the friendly neighborhood culture so porch is very important as a way to socialize with others/place to sit and be social **like to be outside**

Safety is not a major concern – property crimes/burglaries are not the issue in the neighborhood.  People look out for neighbors and everybody knows each other so strangers stand out. Crime is focused more on commercial properties, public spaces.

 

Materials

Doors: like the look of glass in the door (top half ) but prefer it be obscured in some way.

Flooring: homes have quality materials now – ceramic tile/some wood.  Concerns about cheap materials – carpet especially for allergy and health reasons.

Exterior: brick, brick, brick!  All residents attracted to the permanence and solidity of brick/masonry. 

Foundation: homes in the area are primarily slab on grade – elevation achieved by fill if required.

Driveway: preference for the concrete driveway is clear because it’s what residents are used to.  Like to use the driveway as a gathering space. Understand the benefits of something more permeable when it is explained to them.

Windows: attracted to the traditional pattern/divided lite look.

Roof: pyramid roof with gable expression (red house) is preferred by most.  Like laminated asphalt shingle look, not black asphalt.
