• Provide a brief overview of the way in which BEST is supporting the education reforms in The Philippines

• Explore the ways in an education system can enable and facilitate teacher development and

• Reflect on the importance of supporting teachers within the Philippines reform process

What will I do today …?



The context for the BEST Program ….



• 58 million children were out of school in 2012

• Dropout remains an issue: in 32 countries, at least 20% of children enrolled are not expected to reach the last grade.

• By 2015, one in six children in low and middle income countries – or almost 100 million – had not completed primary school.

• In many countries less than 75% of primary school teachers are trained up to national standards.

Education for All 1990 – 2015:



General Challenges in addressing in-equality : • Increasing enrolment • Reducing drop out rates and raising elementary

completion rates • Ensuring 100% transition from elementary to JHS • Ensuring disadvantaged groups have equal access

to schooling • Ensuring all children achieve and enjoy school

Specific Challenges: • Supporting teachers in mastering a new curriculum

and introducing student centered inclusive pedagogy

Philippines Context



• $ - a lack of funding

• Lack of coordination between governments and agencies

• Lack of political will to address some of the more difficult challenges

A lack of understanding at a political level about how to support teachers and schools to become more effective in supporting teaching and learning

Development Context The Philippines has been characterised by lagging labour productivity and high population growth.



Development Context Efforts to increase economic growth by moving from labor intensive agriculture to more productive, highly skilled manufacturing and services are constrained by a poorly educated labor force.

Raising Teacher Quality

An education system is only as good as its teachers. Education Quality improves when teachers are supported, it deteriorates if they are not.

The main outcome for the Teacher Development Component of BEST is to raise levels of teacher quality by improving Pre-Service and In-Service Teacher Education.

Day (2004) argues strongly for the importance of passion:

“good teaching can never be reduced to technique or competence” but rather is created from “teachers‟ values, identities, moral purposes”.

What makes a quality teacher?



A teacher‟s „technical‟ ability, therefore, will only take them so far in their journey towards professional excellence; of far greater significance is their commitment and passion for teaching.

The Philippines: what is life like for the class teacher?



• For many years it was assumed that additional training will lead to improved teacher quality. This has often taken the form of mass training designed to support new reforms and initiatives.

Reforms are only likely to be succesful where teachers feel that

• It is relevant to them

• They can implement the changes recommended effectively in their own classroom

• They have some degree of autonomy

• Pre-service training fully prepares new teachers for the classroom

• In-service training adresses existing weaknesses but is also perceived by teachers as supportive rather than prescriptive

• Strategic development of pre service and in service training needs to be based on professional standards for teachers which are K-12 compliant and internationally recognized

• Teachers must take ownership of their own professional development processes and their own journey through career stages

• All training must recognize the significance of work based learning; in pre-service this means that there needs to be a very high level of practicum throughout the program.

• Supporting a number of strategically important areas in pre-service and in-service to raise the levels of teacher quality across the education system.

• A movement away from reliance on prescriptive training to decentralised, school based, localised and context specific professional learning which can respond to national strategy at an operational level.
