We are sailing through mostturbulent period in our life time.We are losing many of ourcolleagues. Our safety is theneed of the hour.

On July 20th I have met OurHealth Secretary Dr. RadhaKrishnan and appealed to issueG.O. on our Honorable ChiefMinister announcement on thesolatium etc. He said he woulddo the needful.

Also met DMS disucussed onthe showcase notice issued toPrivate Clinical Establishments inMadurai. He assured thatappropriate support would begiven. I request our members toopen OPD kindly follow theprotocols and instructions givenby the State office.

On 21st I met Our DPH at hisoffice Dicussed about Diphtheriaout breaking Most of symptomssimilar to Covid. There wereabout 150 cases reported lastyear. This year number of casesnot being reported this could beoverlooked due to Corona.

We are following the Policeand the Auditors on the Scamissue. There was a gap due toCorona. My self and Imm. PastState President Dr S. Kanagasabhapathy keeping the tract.

26th July I have participatedin Doctors Day Celebration atIMA Tambram and IMA Erodealong with Cultural program bythe Zoom.

IMA Kodambakkam conductedthe condolence meeting on thedemise of Dr. S. Chandrasekharan, Dr. Basiyam, DrDakshinamoorthy. Their servicesand simplicity were remembered.28th July - FOMA Meeting

We had a wonderful virtualmeeting with al l otherASSOCIATIONS to strengthen theModern Medical Doctors and IMA.

To come out with single voice todemand the Government for thesafety, secure and peacefulpractice for now and in futureAugust 2nd Cultural event

We had our virtual culturalmeeting organized by Dr Malligaand her team. Very wel lorganized more than 300participants took part. This wasviewed by many of members allover Tamilnadu.NEW EDUCATIONAL POLICY

Central Government Come outof its the new educational policywhich is determinant to themedical education.

It has proposed pluralistichealth care educat ion anddelivery. Allowing lateral entry ofnursing dental and otherdisciplines in to MBBS course.

Under graduate would be 3 or4 years with mult iple exitoptions,with 1or 2 years of studyproducing half cooked certificateor diploma holders. This wouldadversly affect health care systemof our Nation.

There wouldn't be separationsbetween Arts and Science forthat matter with professionaleducation.

Stand alone health universitiesand other technical universitieswill not exist any further. Thiswould severely affect the qualityof health educat ion in thiscountry.

Medical students are expectedto learn yoga Ayurveda unaniand also it would be vice-versa.

This is the time we need tooppose the new educationalpol icy in order to save theintegrity of Modern Medicine.Many of the Points in the NMChave appeared in the neweducational policy by a backdoor entry.CONDOLENCE MEETING

Very sadly and with heavy heartwe conducted a CONDOLENCEmeeting on 11th August we lostour Senior Vice President Dr.G. Kothandaraman along withnearly 50 of our colleaguesduring this pandemic time. Neverin the history of IMA TNSB thishappened. we lost many of oursmembers friends and classmateswho have sacrificed their life inservice of our fellow country men.We honestly feel that they shouldbe given due recognition andrespect by the Government andby the society. For I haveappealed to the Government onevery occasion.

We are asking our seniorcolleagues not to attend OPD.Requesting everyone to takeatmost precautions and follow theprotocols in order to a safepractice. Long live IMA.

Dear Doctors,Greeting from IMA State Office. The

situation of COVID is worsening andthe sad factor is more & more Doctorsare getting affected by COVID and theclutches of Corona has throttled eventhe neck of our Senior State VicePresident Dr. G. Kothandaraman ofRajapalayam. A man of principles whoextended his loyal service to the publicuntil the day of admission. With heavyheart I am requesting all our seniormembers not to venture on directcontact with patients. You have doneenough service to the community eversince you became CRRI. Your familyneeds you, IMA needs you. Inspite ofthe Doctor’s sleepless services, losingtheir social activities, family and whatnot, not a single person from thepublic, press, (or) govt express theirsolace to the community which fightsthe corona face to face. That apartlet us notlose faith, god has given usthe status of Noble Profession whichno other citizen in the world couldclaim.

IMA TNSB have been so farrequesting the Government throughcommunications, direct talks, throughpress releases & meets to extend thesolatium of 50 Lakhs to the family ofDeceased Doctors due to COVIDannounced by our Hon’ble ChiefMinister. Though they give assurancenothing is materialising. In the recentlyconducted EC meeting and PastPresident forum meeting it has beenresolved to give a final memorandumto the Govt before deciding on furtheractions. Please go through theresolution, press releases etc in thefollowing pages.

Congratulations to the fine arts teamunder the chairmanship of Dr. Mallika,the Members Dr. T. Madan Mohan,Dr. Pradeep Johnson, Dr. J. PrabhuRam & Dr. S. Bala Ganesh and

Namakkal Team for conducting virtualfine arts Competition & meet for ourmembers. It was very relaxing moment& congrats to all the participants andprize winners.

I am thankful to most of our branch,office bearers and their team frommany districts for having either startedCOVID care centers of their own (or)tied up with existing centers exclusivelyfor Doctors and their families and healthcare staff. Many COVID care Hospitalsalso has come forward and allocatedfor beds exclusively for Doctors. Eventhen we find it difficult to get beds inthe emergency situation. We haveidentified COVID Nodal Officers fromeach branch who will guide ourmembers on any issues (or) guidanceregarding COVID. Their names are putup in our website and in our groups.Members please make use of them.

Daily we get varieties of issues likenotice from authorities for not openingtheir centers and in contrary someauthorities are closing the centers forlonger duration inspite of the GOadvising 3 days closure only.I wish tobring to the notice of all our membersthat all the office bearers state level /branch level are taking their best effortsto settle the issues and take care ofthe welfare of the members.

Dear friends and respected seniors,It gives me great pleasure to write toyou again as your President elect.

These are difficult times and we'relosing our beloved colleagues inbunches, that too sometimes ascouples to Covid. On one side wehave lost our senior vice President Dr.G. Kothandaraman and on the otherside we're losing youngsters also whowere frontline warriors in the battleagainst this invisible enemy. It's ourduty to identify each and every suchmartyr, and get them the recognitionthey deserve. Solatium is a must butmore importantly they should berecognised by the government for thesacrifice they've rendered by someaward , honour or assistance to theirfamily by way of employment by thestate government. As an associationit's our primary responsibility that theinterest of our members are ofparamount importance. I personallybelieve that since we're a professionalbody of medical doctors, oursubmission of a list that someone diedof such and such disease is morethan enough to substantiate claim forcompensation. Also may I suggest thatwe give a small amount as an

expression of our love to the family ofthe bereaved soldier from theassociation so that the family getsreassured that they are not alone andthat we are with them.

The Corona epidemic has alsoseen a fall in the enrolment of newmembers. I am afraid that in thecoming months it's going to be difficultto meet the day to day expenditure ofthe state office unless we find a wayto improve our membership. In thisregard I request our branch officebearers to encourage more newmembers to join the association byletting them know about the variousbenefits of our schemes like FSS andPPLSSS.

My primary concern has beenPPLSSS accounts which have beenin trouble in recent times. I had alreadypointed out certain difficulties in myprevious post. But fortunately the officebearers of PPLSSS have shown goodresponse to the situation and with thehelp of the auditor they're trying torewri te the whole accounts. Iunderstand that the auditor is visitingPPLSSS office in person on August14th and 15th and I hope things willbe sorted out soon.

The only concern is the guesthouse accounts, where no properincome nor expenditure details areavailable. The receipts of income fromguests have not been documentedproperly and on the other hand theexpenditures are placed as handwrittenvouchers without any stamped receiptsto back up the claim. Many a timesthe expenditure is over and above theincome and unusual money has beenspent on dai ly provisions andvegetables. I've already discussed thisin my last interaction and I againreiterate that strongest action shouldbe taken against the manager of thePPLSSS guest house without showingany leniency.

As I have already pointed outreceipts from the membership is verylow due to the Covid epidemic andthe worst sufferer is TIMA NEWS, asan interim arrangement I suggest thatsome major branches can contributesome money towards publication ofthe magazine by way of sponsorshipthrough their own accruals or by raisingadvertisements. I request the majorbranches to consider my request.

It’s been a very difficult month for ourfraternity. The spread is almost panTamilnadu with the increasing number ofdeaths is worrying and more so of ourbrethren who are at the forefront of thiscorona war. Practice with caution andsafety .

We had an extended finance standingcommitee meeting in trichy where are alot of current issues were discussed anddecisions taken for implementation.

The demand for solatium for ourdeceased colleagues at 50 lakhs from thestate govt and 50 lakhs from the centralgovt insurance will be insisted upon as alsothe ambiguity in swab negative CT positivepatients.

Discussing Realistic package rates withthe insurance companies and govt .

Supply of essential drugs to bemonitored.

The 3m mask initiative by the nationalIMA is a welcome step for transparentpricing and supply which can and will bedone with a lot more essential items thatwe regularly purchase.

Running hospitals for Covid patientsin tier3 towns is a challenge but ourcommunity has responded well and inadvance have prepared well to treat theincreasing number of patients. Once againour resilience would sail us through thesetough times . We’ve lost a lot but learnt alot and will soon adapt to the newer world.

donating organs, livingrelated donors: As perTransplantation Of Humanorgan Act 1994 (TOHA)only immediate bloodrelatives (Brother, sister, parents andchildren) can donate the living organs, onekidney, portion of pancreas, part of liver.

Other donation is Cadaver organdonor- after brain death certified by theroutine formalities can donate all organs.Healthy organs should betransplanted as soon as possibleafter brain death from donor, Heart,Heart Valves, Lung, Liver, Kidney,Pancreas and also Eye, Skin, Bone.

Any one can be a donor, regardless of age, raceof gender., if the person is under age 18, need to haveconsent from parent or legal guardian.Donors whohave given consent during life time should carry theirdonor cards with them and express their wishes totheir near and dear ones. In case of no such consentor donor pledge form was filled before death, then

the relatives to give consent fororgan. Donation lies withperson lawfully in possessionof the dead body.

By doing donation, theterminal disease in organs, heart– heart failure, lungs terminallung illness, kidney- kidneyfailure, liver – liver coma andfailure, pancreas – diabetes,eyes- blindness, heart valve –valvular disease, skin – burnscan be cured.

lergen (something that you areallergic to), one of the symptomsis an increase in heart rate.

The way to do this test is to takeyour pulse, at rest, for one minute.That is your “base” pulse.

When you eat a food that is sus-pect or are exposed to a sub-stance that is suspect, check yourpulse again in 15, 30 and 60 min-utes.

If your heart rate accelerates morethan 10 beats per minute overyour base pulse, it indicates thatyou may be allergic to that par-ticular substance.

ANOTHER METHOD FOR HANDLINGALLERGY PROBLEMS IS TO TAKEMEDICATIONS TO SUPPRESS YOURALLERGY SYMPTOMS.BITES & STINGS:Bee, Wasps, Scorpion & Ant Stings Remove the sting by scraping

sideways using a blunt knife oredge of the card.

Place icepack on the affected areato reduce pain.

Apply pressure immobili sation andseek urgent medical help.

CARE FOR SHOCK Keep the victims lying down (if

possible). Elevate legs 10-12 inches… un-

less you suspect a spinal injury orbroken bones.

Cover the victim to maintain bodytemperature.

Provide the victim with plenty offresh air.

If the victim begins to vomit - placethem on their left side. (lateralposition)

The covid-19 onslaught hasraised questions about the survival ofsmall and mid-sized hospitals.

These hospitals, provider ofabout 85% healthcare services in thecountry, have been bleeding as thepandemic has shifted focus from otherservices to treatment andmanagement of only covid-19patients. Small hospitals typically haveup to 100 beds, medium-sizedhospitals have more than 100 but lessthan 300 beds, while large hospitalshave more than 300. The small andmid-size hospitals have suffered majorlosses and are facing a sustenancecrisis. The small hospitals and nursinghomes have been facing acutefinancial stress due to the sharp fallin people seeking regular treatmentand surgeries owing to covid-19. Mostof the small and mid-size hospitalsdo not have enough reserves and arefacing cash flow challenges to evenpay the salaries of their workers inaccordance to a FCCI study for theperiod April to June 2020.

The government had kept themanagement of covid-19 casesrestricted to public sector initially. Evenduring lockdown 1 and 2, closure ofclinics and routine elective surgeriesand administrative erratic orders likepenalising a doctor or the nursinghome to attend to covid-19 hospitalswere sealed and some cases, FIRs

were lodged for either handling or fordelayed information. This led to fearpsychosis and thus closure of manysmall and medium- sized hospitalswhich are yet to get back to their feetand regain staff straight to per Covidera. Finance minister NiramalaSitharaman had announced ¹ 3 lakhcrore emergency working capital facilityfor businesses, including MSMEs, ¹20,000 crore subordinate debt forstressed MSMEs, ¹ 50,000 croreequity infusion through MSME Fundof Funds, among other measures tohelp the sector. This could be the olivebranch that small and mid-sizehospitals need.

IMA recognising the same hadapprised the government about thecondition of such healthcare units,saying that the survival and viability ofnursing homes and small hospitals inalmost all the districts and towns isimportant for short- and long-termaffordable care. The MSME ministryfinally agreed that these hospitals canregister in the MSME category. Asfar as the benefits are concerned,MSME will decide on it,” was the

statement made by Arun Singhal,special secretary, Union HealthMinistry. The move has beenwelcomed, it is a long pendingdemand put forth by small and mid-size Hospitals that has been finallyrecognised by the Government. Onceregistered through the online portal(https://msme-registration.org/)provided by the government therecognised Hospitals can avail thecredit benefits announced by ourfinance minister at low interest ratesthrough recognised finance institutes.The added benefits include easyavailability of finance, collateral freeloans, lower electricity bills, lowerstamp duty charges, lower propertytaxes among other benefits.

The drastic reduction in hospitalfootfall and the shadow to doubt onwhen the impending crisis will end hascased much pain for small and mid-size hospitals. The announcement ofinclusion of this sector under MSMEhas provided them with hope andencouragement. The financial backbone created by this recognition willhelp this sector weather this courseof pandemic and help it to providequality healthcare for all for manymore years to come. The efforts byIMA to achieve this recognition has tobe appreciated. All eligible membersare encouraged to get registered assoon as possible to avail all thebenefits.

Govt., is insisting all thePrivate Hospitals to treat allPatients with universalprecautions as if we deal withHIV patients. Nearly 85%COVID cases are Asymptomatic and most of the Patientswho visit the NON COVIDhospitals and clinics may bepositive. In such cases we are forced to do COVIDtests before taking up for any procedures andadmissions. But there is acute shortage of PrivateCOVID testing centers in semi urban and ruralareas which increases the load to Government labs.COVID collection centers may be allowed in suchareas by the Govt.

Safety precautions and all Guidelines to followare costly and reflect on patients.

Man power shortage is the major problem andwe have to pay more and also give incentives andinsurance coverage’s, and frequently motivatethem frequently to retain the staffs. Naturally thesecost have to reflect on to the patients.

On one side Govt. is capping the prices wherethere is a wide gap with the Actual expenditure aprivate concern meets out and will lead toconstrained treatment. Govt. Hospitals can dobecause they have enough man power and Govt.is taking care of all the expenses.

On the other side we get Threat fromAuthorities in some Districts giving memos andclosure notices for longer period than the guidelinesif the hospital or clinic happens to get a positivepatient.

In spite of all hardships most of the HealthCare Professionals are doing service and also getaffected with COVID and many have lost theirlives. Even our Associatiozn’s Senior State Vice

This meeting was unique because there were the Galaxy of leaders from IMA TNSB attendingthe meeting and felicitating the webinar. No doubt that we are passing through a hardest and most difficult period of medical practice. Weare very sad to see so many of our senior devoted members of our IMA succumbing to Covid-19. Todaywe heard the news of our Senior Vice-President of South zone Dr.Kothandaraman of Rajapalayamsuccumbing to Covid.

We have paid Death Fraternity Amount of Rs.18,00,000/-, 2 families of our members who dieddue to Covid-19 in this current year, out of total of 46 DFCs paid.

We have to walk on a tight rope between our duty and safety. We are very much concerned withthe family of Covid-19 warriors. They must be in very deep distress over the loss or possible loss of thebread winner of the family all of a sudden while doing their duty to humanity.

It is pertinent that the Government, who insist that all private practitioners open their clinic andhospital and give treatment to all routine cases and also to Covid-19 patients, should bear theresponsibility for any mishap to those practitioners and compensate for the loss if any. Hesitation onthe part of Govt. to help covid warriors on equal footing is not justifiable. Otherwise it will be aninjustice to private practitioners who are compelled to give treatment.

We are happy that we are able to help our members in this testing period.We request all IMA members to join FSS using the concessions announced, like reduction in

NRD amount and waiving of the waiting period for our new members, so that all new members familywill be eligible for DFC amount from the date of their joining the scheme in case some unfortunatethings happen due to Covid-19 virus.
