Future Conditions
• Replace damaged underground water, sewer and drainage lines
as needed;
• Repave the roadway from curb to curb;
• Replace damaged sidewalks and driveway aprons; and
• Install Americans with Disabilities Act-compliant curb ramps at
intersections.

Proposal For One-Way Conversion of Conti Street
The City of New Orleans Department of Public Works (DPW) is
exploring the feasibility of permanently converting Conti Street
between Rosedale Drive and City Park Avenue, and Virginia Street
from Conti Street to Rosedale Drive to one-way traffic.

Project Boundaries
The City of New Orleans Roadway Design Guide’s minimum
width for roadway design is 26 feet.
There is not enough room in the right-of-way to make these
streets 26-feet-wide, so DPW is proposing converting these
blocks to one-way in an effort to provide ample room for
vehicular traffic while maintaining:
• Existing street widths
• Parking
• Trees
• Neighborhood character

Many properties were built very close to the right-of-way but the project
will attempt to maintain the existing street widths as much as possible.

Concept #1: 20-foot-wide Roadway
Concept #1 is a 20-foot wide, two-way asphalt roadway including:
Six-foot-wide permeable parking strips on each side
• Sidewalks pushed closer to the front of each property
• Removal / replacement of some trees

16-foot-wide roadway converted to one-way allows:
• Maintaining existing street widths, parking, existing right-of-way
• Keeping most, if not all, street trees

Process For A Street Directional Change

Process for a directional change on a street:
DPW determines if the proposed change will cause any
circulation issues.
• if so, the request will be denied.
• If not, the request continues through the process
A mail-out survey is conducted among the properties
adjacent to the roadway proposed to be changed.
• Once the surveys are returned, the results are tallied.
• If a minimum of 2/3 of the respondents are in favor of the
change, a date is selected for the conversion to take place.

The process for a directional change on a street:
On the designated date, signage changes are made and the
directional conversion is put into effect.
• A six-month trial period begins.
• During the trial, DPW monitors the conditions and accepts
feedback from the public.
Upon completion of the trial, a determination is made by DPW
if the conversion can be made permanent based on
observations and comments received.
• If it is made permanent, the process ends.
• If it is determined that the roadway should revert to its previous
operation, the signage is modified, and the roadway is returned
to its original configuration.

projects, HUD-funded National Disaster Resiliency Competition
(NDRC) grant projects, SWB-funded Sewer System Evaluation
and Rehabilitation Program (SSERP) (sewer consent decree)
work and City-funded bond project work.
• Work will create thousands of construction jobs across the city
and maximize economic opportunity for the City’s small and
disadvantaged businesses

What to Expect During Construction
There will be signage placed prominently to indicate road closures for vehicular,
pedestrian and bike traffic. Impacts related to sequencing will be communicated to
the community by the RoadworkNOLA office.

• Access to driveways may be restricted temporarily

Efforts to minimize construction impacts
✓ Construction signage placed around the sites.
✓ Any temporary closures will be communicated in advance.
✓ Construction equipment will not be staged in areas that prohibit residential
access and parking.
✓ Any changes to garbage and US Postal services will be communicated in
advance.
✓ Residents will be informed throughout construction.
Regular work hours are Monday-Friday 7 a.m. to 5:30 p.m.
Permission for occasional weekend work may be granted, if required.
