Welcome to the Bush School’s first Donor and Scholar Celebration. We are honored that you are here to meet and get to know our students and faculty. I believe you will enjoy talking with them, as we build on our mutual dedication to the School and to the concept of public service as a noble calling.

We all share the values of our 41st President and on which we base our academic curriculum and leadership training: principled service to others; a belief in the value of education; respect for all; and a firm commitment to public service, whatever the challenges and complexities.

This event is designed to highlight some of the exciting things taking place at the Bush School and to demonstrate how your investments are instrumental to student and faculty success. Our student body now numbers more than 600 students—323 within our in-residence degree programs and more than 300 taking part in our certificate programs. This is our highest enrollment ever, with students from 40 states and 25 different countries currently enrolled in degree and certificate programs. Our distinguished faculty—18 of whom hold endowed chairs or professorships—continue to conduct policy-based research that is having a significant impact on key issues facing the state, nation, and the world; and they are often called on to advise governments and agencies.

Much of this success is made possible by the generosity and commitment of you, our supporters. From the beginning, private and corporate donations have enabled us to provide scholarships to all degree students (a truly unique ability in today’s higher education landscape); to recruit and retain outstanding faculty; and to create a unique, cooperative learning environment.

Next year, we will celebrate the School’s 20th anniversary, a time for reflection on where we’ve been, and an opportunity to look forward to a bright and challenging future. Benjamin Franklin said, “An investment in knowledge pays the best interest,” and that is what you are doing—investing in knowledge and in the future. We are very grateful for your continuing support and your commitment to the quality education we provide at the Bush School today, and invite you to stay part of the Bush School family in the years ahead.

On behalf of all current students at the Bush School: welcome!

I am proud to serve as president of the Bush School Student Government Association. A common concern among prospective students is affordability and scholarships, something current students often think about as well. The Bush School, however, is fortunate to have the ability to provide in-state tuition to all students. The affordability of the Bush School motivated the decisions of students from Africa, Asia, South America, Europe, and across the United States to attend, which has expanded the diversity of backgrounds and ideas represented within the School. From the beginning, the Bush School has provided a welcoming environment for all of us. This is illustrated when faculty take the time to individually call applicants.

This summer, first-year students will embark on amazing opportunities to gain real-world experience in their field of interest. Some of these opportunities include working for federal agencies, the United States European Command, government relations firms, and a conflict and development lab funded by USAID. There will also be many students who participate in an exchange program to Wales and numerous language immersion experiences including focuses in Chinese, Arabic, Russian, and Spanish.

This semester, our second-year students will deliver their final capstone presentations to their clients. The capstones require students to develop informed suggestions for real-world issues facing their clients. The projects include research on the Nuclear Posture Review Report, the Syrian refugee crisis, deterring attacks on US allies, regulation of groundwater in Texas, increased transparency in municipalities, and policies for IT governance.

The Bush School offers a tremendous range in its curriculum, but that is not the only reason students decide to attend. We are prepared through student organizations, month-long simulations, volunteer opportunities, capstones, and language classes to be qualified professionals once we enter the work force. We will leave the School, knowing that our skill sets are impressive and competitive in the arenas we are entering. Without the resources and support that has been afforded to the students of the Bush School, none of this would be possible.

Former President George H.W. Bush has often said that “public service is a noble calling”; and as students, we are firmly committed to joining that calling. Thank you for affording us the opportunity to pursue such a passion.

Greetings!

On behalf of all Bush School graduates, I would like to thank you for your interest in and support of the Bush School. As president of the Former Student Network, I am proud to lead our diverse, active, and engaging alumni as they contribute to the field of public service and beyond.

We are making significant contributions across the globe by applying our rigorous education to public, private, and nonprofit organizations. But more importantly, we are furthering President Bush’s legacy of service and paving the way for future public service leaders. Surely what makes a Bush School education so valuable is that it is imbued with a kind of ethical leadership modeled after President George H.W. Bush and found at Texas A&M University.

Your support allows future public service leaders to have the same kind of experiences and high-quality education as the first seventeen years of graduates experienced. We enjoyed being taught by ambassadors, former agency leaders, respected academicians, and the like. Moreover, “former students,” as we’re called, each carry a record of accomplishment that began in a Bush School classroom.

The challenges faced by government and its interactions with the world are only becoming more complex: terrorism, taxes, public health, and cyber security to name a few. We don’t merely need more public servants; we need more public servants with a Bush School education.

This January, the Former Student Network began an effort among our graduates to fund an endowed scholarship to give back to the school that affected us so deeply and to ensure this opportunity is within reach for all future students. I hope you will join us in contributing to the Bush School of Government and Public Service.

STUDENT SPOTLIGHT: CAPSTONE RESEARCH PROJECTS

Each year, students at the Bush School of Government and Public Service participate in capstone research projects—team-based applied research led by a faculty member—on behalf of real-world clients, including the US Department of State; World Bank; US Cyber Command; Robert Bosch Stiftung; United Way; FEMA; and a host of other federal and state agencies, private firms, and nonprofits. Previous capstone projects have sought to tackle complex problems, such as water use in the Eagle Ford shale; transparency among Texas school districts; enhancing trilateral relations among the US, European Union, and China; immigration reform; and US strategic options for Iran.

Capstone projects require Bush School students to put into practice the skills and academic knowledge they have gained while providing a much-needed service to clients. This type of practical, hands-on experience, combined with the rigorous academic training provided to Bush School students, is one of the many reasons Bush School students achieve a 90-percent employment rate after graduation and are highly sought after by employers in the public, private, and nonprofit sectors.

PROFESSIONALISM AND EFFECTIVENESS IN STATE LEGISLATURES

When the 84th Legislative Session of the Texas Legislature convened on January 13, 2015, seven second-year Master of Public Service and Administration students from the Bush School were getting an up-close view of the action.

The students were members of the Texas Legislative Capstone—a two-semester class taught by Dr. Ann Bowman, professor and Hazel Davis and Robert Kennedy Endowed Chair in Government and Public Service at the Bush School. The students spent the fall semester learning about legislatures in general and the Texas Legislature in particular. They arrived at the capitol in January ready to apply the knowledge and skills learned in their courses to myriad public policy issues confronting the state of Texas and its elected representatives. This is the third legislative session in which Bush School capstone students have worked in the Texas Legislature.

“The members who hire these students as legislative aides and analysts get motivated, well-informed, and highly skilled individuals on their team,” Bowman said. “The experience is invaluable for the students since legislatures are fascinating policymaking institutions, replete with rules and norms that are seldom seen by the public, but are key knowledge for those who plan a public service career.”

US-KUWAITI RELATIONS AND THE 25TH ANNIVERSARY OF THE FIRST GULF WAR

The US Embassy in Kuwait has developed a “25 Years of Friendship” campaign to highlight US-Kuwaiti relations leading up to the war that liberated Kuwait from the Iraqi army in February 1991. The associated capstone project, led by Dr. Robert Holzweiss, deputy director for the George Bush Presidential Library and Museum, supports the embassy’s ongoing work on the campaign. The capstone team studied the history of US-Kuwaiti relations, placing the relationship in the broader context of Middle Eastern politics in the decade preceding the 1990 Iraqi invasion. The capstone team drew from archival sources at the George Bush Presidential Library; secondary source material; and interviews with prominent American officials, who shared first­hand accounts of their experience before, during, and after the Gulf War in order to explain the complex diplomacy which occurred during the period from August 1990 to January 1991.

The team’s final report and a complementary web presentation covered the US–Kuwait alliance and the intense diplomacy that ultimately lead up to the start of hostilities. After presenting their findings on February 18, 2016, to an audience at the Bush Presidential Library that included President George H.W. Bush and the Kuwaiti ambassador to the US, His Excellency Salem Abdullah Al-Jaber Al-Sabah, the group traveled to Kuwait where they met with several high-ranking Kuwaiti officials to discuss their research.

FACULTY SPOTLIGHT - LAURIE PAARLBERG

Dr. Laurie Paarlberg, associate professor and holder of the Robert H. and Judy Ley Allen Professorship at the Bush School, brings a deep knowledge of the nonprofit sector, having worked in and researched the nonprofit world for many years during her distinguished career. An expert on the structure and scope of nonprofit organizations and how they allocate resources, Paarlberg has taught a variety of courses in the field of public administration and nonprofit management. Paarlberg says her professional experience still influences her academic research and gives her a unique perspective, causing her to ask, “How would a manager use this information?”

For more than fifteen years, Paarlberg has been studying changes within the United Way and its funding of local social services. Because the dataset she has built over the years provides valuable information for researchers and has practical implications for other large nonprofits, Paarlberg recognizes the importance of bringing scholars and public leaders into the discussion. In her philanthropy course, students have the opportunity to interact with her contacts at the United Way, enabling them to see her research in action while providing vital information for those pursuing careers in the nonprofit sector.

FACULTY SPOTLIGHT - RAYMOND ROBERTSON

As professor and holder of the Helen and Roy Ryu Chair in Economics and Government at the Bush School, Dr. Raymond Robertson gets to do what he loves—impact public policy through the study of economics and train future leaders entering public service.

“I really like working with Bush School students because they are well prepared and share my focus on making the world a better place,” Robertson said.

A self-described “economic evangelist,” Robertson sees the study of economics as vital to any understanding of public policy. Among his current courses, he teaches Fundamentals of the Global Economy, where he hopes students develop an ability to speak the language of economics before they enter the work force.

Widely recognized as an expert in labor economics and international economics, Robertson currently chairs the US Department of Labor’s National Advisory Committee for Labor Provisions of the US Free Trade Agreements and is actively engaged in other organizations emphasizing sustainable development of companies and communities. Robertson is currently working on ways to increase the visibility and international reputation of the Bush School’s international development and economic policy track in the International Affairs Department. This concentration gives students the theory and practice that will enable them to participate in this vital dimension of public policy.

DONOR SPOTLIGHT: HOUSTON LIVESTOCK SHOW AND RODEO

The Houston Livestock Show and Rodeo (HLSR) has generously supported the Bush School of Government and Public Service through scholarship gifts totaling $375,000. These gifts have allowed the Bush School to offer scholarships to multiple students, significantly reducing the financial burden many students face upon graduation. By the fall of 2016, approximately twenty students will have received scholarships offered through the generosity of the HLSR, allowing the Bush School to attract some of the best students from around the country.

“I am very appreciative of the generous scholarship I received from the Houston Livestock Show and Rodeo,” said Stephanie Gullo, a second-year student in the Public Service and Administration Department at the Bush School. “It has allowed me to focus on my studies, and it cemented my desire to attend the School and to eventually pay it forward to the community through my public service. I’m motivated by the desire to study hard and learn the skills I need to make a difference to others in order to match the value of the investment in my education that has been made by the Houston Livestock Show and Rodeo.”

The HLSR benefits youth, supports education, and facilitates better agricultural practices through exhibitions and presentations. Since its beginning in 1932, the HLSR has committed more than $400 million to a range of activities, including scholarships, research, endowments, and educational youth programs. Beginning in 1957, the Show has awarded more than 16,000 college scholarships. Some 2,200 students are currently

Bush School Dean Ryan Crocker echoed the gratitude of current students receiving scholarships and said the HLSR’s ongoing commitment to students is vital to the School’s future.

“The Houston Livestock Show and Rodeo’s financial support makes it possible for us to recruit outstanding students who might otherwise choose another graduate program,” Crocker said. “We’re grateful for the confidence the Show has shown in our programs; our students; and the value of principled leadership in public service, which undergirds all we do.”

Matt Lamon, Public Service and Administration

As a chief of staff in the Texas House of Representatives, Matt Lamon is able to apply the skills and knowledge he gained while at the Bush School on a daily basis. He directs his representative’s legislative and outreach efforts and manages office administration, budget, and staffing. After graduating from the Bush School in 2007, Lamon worked in public sector consulting in Washington, DC, where he assisted with projects for the US Department of Defense and the US Department of Homeland Security, among others. After a few years working in Washington, DC, Lamon returned to Texas to work as a legislative director in the Texas House of Representatives. Prior to attending the Bush School, Lamon served as a clerk for the Texas House Committees on Judiciary, and Land and Resource Management.

An active member of his community, Lamon is a leader in several volunteer and nonprofit organizations. In recognition of his community service, Lamon was recently named a finalist for the Austin Under 40 Award, given annually at an event hosted by the Young Women’s Alliance and the Young Men’s Business League. The award honors young professionals in Austin who excel in their professions and are dedicated to their community. Lamon continues to serve the Bush School as the current president of the Bush School Former Student Network, where he has worked to strengthen the organization and keep former Bush School students connected with the next class of public service leaders.

Nasir Andisha, International Affairs

Only two years after graduating from the Bush School of Government and Public Service in 2009, Nasir Andisha was named ambassador of the Islamic Republic of Afghanistan to the Commonwealth of Australia, New Zealand, and the Republic of Fiji, continuing a promising career in international diplomacy. Prior to joining the Bush School, Andisha already had a strong background in international affairs, having served as chief of staff for the deputy foreign minister of the Islamic Republic of Afghanistan. He also had taught international relations and principles of economics at the Institute of Diplomacy of the Afghan Ministry of Foreign Affairs and served as a field officer with the International Red Cross. A Fulbright scholarship enabled him to choose between Columbia University and the Bush School to continue his graduate studies. Andisha says he immediately knew the Bush School was the right choice.

“It is a professional school—a school that provides an excellent blend of academics and practitioner experience as well as training in leadership skills,” Andisha said. He views coming to the Bush School as the turning point in his career, broadening his perspective on diplomacy and public service. After graduation, Andisha returned to Kabul, where he again worked for the Ministry of Foreign Affairs as the director of the Fifth Political Division (which includes the US, Canada, Australia, and New Zealand) from 2009 to 2011. He is currently deputy foreign minister for Management and Resources of the Islamic Republic of Afghanistan.
