Regional Director’s Message It is with confidence to affirm that we had a role in the improving economic situation in the region. Anchored on the President’s Social contract with the Filipino People, and the Millennium Development Goals (MDGs), inclusive growth through massive job generation and substantial poverty reduction has been the region’s center of development and employment agenda. The recent Philippine Statistical System (PSS) data showing that the Cordillera Administrative Region’s (CAR) 2012 poverty incidence estimates is down to 17.5% from 19.2% in 2009, is a confirmation that our collective efforts, with other regional bodies, are gradually bearing fruit. Except for the provinces of Apayao and Ifugao, the report indicated that most provinces had reduced family poverty incidence. And we have not been remiss. We gave Apayao the second highest number in livelihood projects geared towards self-employment and poverty alleviation. Key employment indicators are also showing positive results as well as challenges. Despite limited resources, we heightened our job placement efforts for our manpower to have decent jobs. Our DILP-CED program was extensive, benefiting workers in the informal economy. We collaborated with key institutions in manpower development services, and together, our labor market information client base were broadened. Our social partnerships were enhanced and expanded to provide social protection to the vulnerable sectors and retool their available skills. We partnered with industry to create and ensure harmony and productivity at the workplaces. In our desire to provide optimum level of services to our clients, we immersed ourselves in ISO-related trainings for several months while attending to our work concerns. These, we did to improve on our work processes and ourselves, as we aspire to eventually remove any doubt in anybody’s mind of our commitment to public service. Together with other interventions and factors, these attempts are showing some results. Although the 2% increase in working population this year did not up the Labor Force Participation Rate 67.6%, as compared to 68.2% in 2012, Employment Rate rose to 95.2% as against 94.5% last year. On the other hand, Underemployment Rate has shown improvement, down from 15.5% in 2012 to 14.7% this year. For all these team efforts, we received national awards in the areas of excellence, productivity, and best performance. And so we congratulate ourselves for job well done. At the end of the day, however, let us not rest on our meritorious accomplishments. Let these accomplishments inspire and challenge us to persist in instituting continuous improvement in our work processes and attitudes to bar all opportunities for corruption. Let us continue to uphold efficiency and integrity in the regional office. Moving onward to more challenges in 2014!!!

2013 HIGHLIGHTS DOLE-CAR IS ISO

9001:2008 CERTIFIED

DOLE-CAR had a banner year in 2013 h igh l ighted by i ts certification under ISO 9001 :2008 (Qua l i ty Management System) in November 15, 2013. This proves that the regional office is committed to the principle of customer satisfaction by providing an Efficient, Effective and Timely delivery of quality services to its clients.

C e r t i f i c a t i o n International Philippines (CIP) presented the ISO 9001:2008 certificate in a simple ceremony last December 2013. The scope of the certification are the fo l lowing: Provision of Employment Facilitation Services, Provision of Livelihood Assistance, Settlement of Labor Disputes, Issuance of Certificates, Permits and Licenses, and General Administrative Support. This certification covers the Regional Office, the Five (5) Field Offices and One (1) Satellite Office.

2013 HIGHLIGHTS Almora General

Hospital of Tabuk, Kalinga adjudged the 2013 PRODUCTIVITY OLYMPICS National

Winner - Service sector, Small Firms category

The Produc t iv i ty

Olympics is a biennial national competition de s ig ned t o g iv e recognition to micro, small and medium enterprises (MSMEs) to showcase their best productivity improvement practices.

Of the five (5) regional entries to different award categories submitted by RTWPB-CAR, two (2) were adjudged finalists, namely: Almora General Hospital of Tabuk City, Kalinga; and Kabinnulig Para Ti Panagdur-as Ti Abra, Inc. (KAPPIA). The final judging on 09 October 2013 declared Almora General Hospital as national winner under the Service Sector - Small Firms category, receiving cash award of Php 100,000 and a trophy. For being a f i n a l i s t , K A P P I A received Php20,000 cash prize.

2013 HIGHLIGHTS PESO-ALFONSO LISTA

IFUGAO Garners 2012 National Best

PESO Award for 3rd-4th Class Municipality

This year, the National

PESO Congress was held on September 24-27, 2013 at Palo, Leyte. During the Awards Night, PESO-Alfonso Lista Municipality, bested 8 other entries nationwide, as Best PESO for the 3rd-4th Class Municipality category. The winning prize is Php 50,000 cash and 2 big trophies for the PESO Manager - designate and the Local Chief Executive.

The Search for Best PESO was conceptualized to serve as a vehicle in recognizing noteworthy accomplishments of PESO in the delivery of employment facilitation services in their respective areas. Regional winners are automatic entries to the national event with the awarding ceremony done during the National PESO Congress.

Two (2) entries were sent by the region for the 2012 Best PESO, namely: City of Baguio for Highly Urbanized City category, and Alfonso Lista, Ifugao f o r 3 r d - 4 t h C l a s s Municipality category.

CSC CONFERS EXCELLENT RATING

TO DOLE-CAR ON ARTA

T h e D O L E - C A R

garnered an over-al l numerical rating of 95.35% with a descriptive rating of EXCELLENT on the ARTA-Report Card Survey conducted by the Civil Service Commission on July 17, 22-23, 2013.

The result of the survey showed that the region’s compliance to the ARTA provisions was excellent, with a general numerical rating of 94.46%.

H ow ev er , i t w as noteworthy that the region got a higher rating of 96.14% on the over-all client satisfaction. With such rating, the region is awaiting for the CSC-Central O f f i c e ’ s R e s o l u t i o n awarding the Seal of Excellence to the Office, t o g e t h e r w i t h t h e commensurate monetary award.

The three-day survey was conducted by Mr. Greg G. Rimando of the Civil Society Organization, a p r i v a te o r g a n i z a t i o n commissioned by the CSC to do research purposely for the ARTA Report Card Survey for the different g ov e r nm e n t o f f i c e s . Spec if i cal l y des igned interview questionnaires were used to get feedback from clients, and an inspection checklist was used to gauge physical working conditions of the office.

DOLE-CAR REVALIDATED UNDER THE LEVEL II ACCREDITATION STATUS

The Civil Service Commission (CSC) issued CSC Resolution No. 1301685 dated 29 July 2013 to DOLE-CAR, showing that we have continuously been compliant to the requirements of Level II Accreditation Status of the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME HRM). DOLE-CAR is one of the agencies initially accredited by the CSC per Resolution No. 91710 dated 18 June 1991. As an agency accredited under Level II status, we were granted Authority to take final action on appointments, subjects to existing Civil Service laws, rules and regulations.

The DOLE, through the PESOs’ relentless effort in the delivery of employment facilitation services, exceeded it’s annual target of 54,379 by 14% with about 7,714 new entrants added to the labor force last year. This year’s local job placement accomplishment of 62,386 is 2.8% higher than in 2012 with 60,093 workers placed. This was achieved, despite the persistent structural unemployment problem in the Cordilleras that continues to pose challenges to labor market brokering facilities. On job vacancies solicitation, there were 162,929 jobs vacancies that were made available by private entities this year in which jobseekers could choose from. With job applicants totaling only about 83,161, all of the applicants should have been placed in those job openings. However, the complex hiring processes hinder the immediate translation of these job vacancies into actual employment for job seekers.

SM City Baguio HOTS One Lucky Lady on Labor Day

Ms. Iramee Navarro was among the throng that trooped to the Baguio Convention Center on Labor Day Job Fair. A 22-year old registered Nurse, with no sure prospect of working as one, she tried her luck as a call center agent. Having failed to clinch a deal with the company she applied for, she proceeded to SM City, joined Smart’s raffle promo, and won a Samsung Galaxy Y. Upon learning that she is a nurse by profession, SM executives immediately asked her to join SM City Baguio as a company nurse. She gladly accepted the offer. There goes one lucky lady HOTS by SM City on Labor Day.

Job Fairs (JF) continue to offer the ideal venue for more active labor market interaction between and among jobseekers and employers. The selection and hiring processes are shortened, and placement costs minimized. Decent and productive jobs are also ensured, with job offers having passed the scrutiny of authorized personnel. This year, a total of 23 Job Fairs resulted in the registration of 21,032 job applicants, of which 3,596 jobseekers were hired-on-the spot (HOTS), or a 17.4% placement rate.

Youth employment through the Special Program for the Employment of Students (SPES) benefited some 4,476 students, exceeding the annual target by 7%. Though youth unemployment remains high, the government’s bridging programs for the youth are impacting the lives of the poor but deserving students by providing them with employment during summer, vacation time and semestral break. Their earnings augment their educational needs for the next school year or semester.

Career advocacies is one strategy contrived to address the perennial job-skills mismatch that is affecting the employability of job seekers. Job-skills mismatch is one of the reasons for high u n e m p l o y m e n t a n d underemployment among the youth.

The DOLE, wi th the PESOs, and the Cordillera Guidance Counselors Network

(CGCN), a regional federation of seven (7) provincial networks of Guidance Counselors and Advocates actively located in all 6 provinces of CAR and in Baguio City, united to strengthen and intensify career advocacies among third and fourth year high school students and their parents, thus help them learn about their interests, values, skills and personality type. Also, to educate them about how to explore occupations that are most suited to them, and to ultimately teach them how to decide which one is the best choice. DepEd’s Memorandum No. 25, series of 2013, declaring every 2nd week of July as Career Guidance Week bolstered DepEd’s key participation in the effort. This year, a significant 202% increase (28,881) in the number of students and parents provided with labor market information and career coaching services was achieved, compared to last year’s figure of 13,947. The annual target for this indicator was also 133% accomplished.

Steady strides toward Public Employment Service Office (PESO) Institutionalization have gained momentum this year for CAR. The Regional Development Council (RDC) issued Resolution No. 31, series of 2013, enjoining all local government units (LGUs) to institutionalize the PESO. Teamed with heightened advocacy initiatives by DOLE with funding support from BLE, 5 LGUs h av e heed ed t he c a l l a n d institutionalized their PESOs through Sanggunian Bayan Resolutions/ Municipal Ordinances. With these, it is expected that the delivery of employment facilitation services by PESOs concerned would be more focused, and greatly improved.

The RTWPB-CAR, under the Chairmanship of DOLE-CAR Regional Director Henry John S. Jalbuena, issued Advisory No. 01, Series of 2013, entitled “Advisory on the Implementation of Tier Two, the Productivity Based Pay, Provided for by Wage Order RB-CAR-15”. This came out as a companion document to Wage Order No. 15, the first Wage Order that adopted the Two-Tiered Wage System issued by the region in 2012. As of end of December, 2013, 19 companies were monitored to have implemented the Tier Two component of Wage Order No. 15. This was manifested through the

submission of signed MOA between employers and employees of participating companies. Though the implementation is voluntary in nature, it is highly encouraged, as this serves as a reward and incentive for productive workers and hopefully, challenge them to think of ways and means on how they cou ld improve the i r productivity in their workplaces. Meanwhile, series of wage consultations with both employees’ and employers’ groups in the Region were conducted to review whether the economic indicators under Wage Order No. 15 are applicable at present. Such review resulted in the issuance of Wage Order No. 16 on 20 December 2013. Salient feature of this new Wage Order is the integration of certain amount of the Cost of Living Allowance (COLA) to the basic pay and wage adjustments to the level of floor wages for some group of workers. The productivity-based incentive reward scheme was still maintained.

The peaceful co-existence of labor and employer has, over the years, characterized the Cordillera Region. Brokered by government, tripartism has worked incredibly well. The region has continuously worked towards its sustainability by promoting social partnerships through its various programs, and providing dispute resolution services. As a result, mediation-arbitration cases have remained nil. There were 147 Labor Standards (LS) cases this year, as against 280 in 2012, showing a notable drop of 52.5% in cases of this nature. Disposition rate for LS cases was maintained at 100%. This means that all cases arising from routine inspection, complaint inspection, those cases emanating from Technical Assistance Visits (TAV) and from Self-Assessment were either amicably settled, or complied with by affected employers with the issuance of orders of compliance. Total amount of Php 13,116,822 as settlement benefited 1,837 workers.

Meanwhile, we achieved a 75% settlement rate for Single Entry Approach (SEnA) cases, as against the annual target of 70%. For Small Money Claims, cases are negligible with only 7 cases, benefiting a total of 9 workers with settlement amounting to Php 15,505.00.

The reg iona l o f f i ce gradually implemented the Labor Laws Compliance System (LLCS) during the second semester of this year. The LLCS is DOLE’s proactive approach in fostering a culture of voluntary compliance w i t h l a b o r l a ws b y a l l establishments nationwide. The System is a toolbox of DOLE’s programs and services that responds to the training needs and t e c h n i c a l a s s i s t a n c e o f establishments. Included in the toolbox are seminars on Continuing Labor and Employment Education Program (CLEEP). The CLEEP embodies advocacies and seminars on Labor Education Seminars (CLES), Labor Relations, Human Relations and Productivity (LHP), and Labor Education for Graduating Students (LEGS). There are 15 Labor Laws Compliance Officers (LLCO)-designates that include the four (4) LLCOs from NCR. About 923 workers coming from 779 companies benefited from 26 seminars on LHP; 1,652 workers from 1,010 companies from 43 sessions on CLES; and, 13,147 graduating students from 65 schools/institutions on LEGS.

Picture above shows the signing of MOA by representatives of Lepanto Consolidated Mining Company (LCMC) as a “Big Brother” and from the six (6) small companies as “small brothers”, namely: Diamond Drilling Corp. of the Philippines, Yagam’s Catering Services, Highland Warrior Security Agency, Interlink Security and Management Corp., Proquest Security Management Inc., and AV Casem Manpower.

The DOLE Regional Office facilitated the conduct of four (4) batches of free Construction Safety training benefitting one hundred forty nine (149) safety officers. This was coordinated with the OSHC, the ECC, and the Regional OSHNET, in compliance of AO No. 185, series of 2013. Participants to the training are from the construction industry with PCAB Category C,D Trade; small scale miners, and some LGU employees who could not afford to pay training costs. Today, the safety officers are implementing workplace safety and are the health advocates in their respective establishments.

Target for the Kapatiran Wise-TAV program was 100% accomplished with the acquiescence of three (3) large companies that are fully compliant with labor standards to become “Big Brothers” to a total of 14 small enterprises as their “Small Brothers”. These companies are: Lepanto Consolidated Mining Company (LCMC) with 6 small brothers, University of the Cordilleras (UC) with 3 small brothers, and Benguet Electric Cooperative (BENECO) with 5, respectively. By sharing their resources and expertise, the “Big Brothers” groom their “Small Brothers” to improve their working conditions particularly in Occupational Health and Safety. As a result thereof, the “Small Brothers” complied with DOLE requirements, registered under D.O. 18-A, and complied with general Labor Standards.

Anti-Illegal Recruitment-Trafficking In

Persons (AIR-TIP) activities reached a wide audience of 10,891, or 29% more than the annual target of 8,400.

To promote social protection and provide welfare services to workers in the informal economy, and to the ‘kasambahays’, the region facilitated the enrollment of some 11,248 workers this year, exceeding last year’s accomplishment of 9,889 by 13%. The step up in advocacies on the Kasambahay Law greatly benefitted the program. This was achieved in partnership with either SSS, Phil-Health or Pag-ibig, DILG and the PESOs. For the Child Labor Program, pre-emptive assistance through livelihood grants benefited thirty five (35) parents of children-at-risk of becoming child laborers. Educational assistance of Php 2,000 each were given to one hundred eighty (180) identified children-at-risk. As a result, the children remained in school and their parents’ livelihood endeavors help support their basic and educational needs. To support the above initiatives, increased advocacy campaigns for a Child Labor-free barangay resulted in the strengthening of the Barangay Councils for the Protection of Children (BCPCs), and the expansion of partnerships with stakeholders through Memoranda of Agreement.

The Reintegration Program for OFWs and their Families was firmed up during the last quarter through the creation of the Regional OFW Reintegration Committee (RORC) and the deployment of NRCO technical staff to facilitate the program. The RORC is chaired by the DOLE Regional Director, with members from NRCO, TESDA, OWWA, PESO-CAR Federation, and POEA.

Meanwhile, the regional office,

through the PESOs, facilitated the placement for local wage employment of 106 OFWs and their dependents, counseled 1,031 beneficiaries, provided livelihood assistance to 690 beneficiaries, and referred 524 OFWs for skills retooling to equip them with necessary skills in finding new jobs.

“Dati po akong street peddler. Inalok ako ng IOWFO-MPC na maging miembro nila sa hangarin nilang makatulong sa akin. Tumigil po ako sa street vending at nagtayo ng maliit na sari-sari store sa bahay. Dahil active member naman po ako for 3 years, pinautangan nila ako ng Php50,000 para isama ko sa naipon ko sa store. Ngayon po, meron na akong “pasalubong store” sa Baguio at nakapag-employ ng dalawa (2) kong kasama sa coop. Ito ay bilang pasasalamat sa pagtulong nila sa panahon ng aking paghihirap.”

Ms. Anniebeth Gonzales used to go from house-to-house to vend burger and sandwiches in Luna, Apayao. This situation exposed her to environmental and health hazards. She wants to help her husband, who works as Administrative Aide at the Luna MTC, earn additional income to support their small children. A month after availing of the DOLE’s Nego Kart Project, her thriving business found a permanent station at the side of the Bienvenido Memorial Gymnasium in Luna, Apayao. She feels so lucky and thankful to DOLE for providing her with the Nego Kart. She says it does not only facilitate delivery of her products, since most clients now come to her; but her net income increased from P3,000 to P8,000 a month. “I am earning a little amount but that little amount means so much to me as it helps put food on the table, and little savings for our children’s future”, said Ms. Gonzales.

The “Royal Mangek Sili”, showcased in the Trade Fair during the Kalinga Ullalim Festival, is a concoction of sautéed siling labuyo with garlic and vegetable oil. This is a DOLE-assisted livelihood project of the Patiking Bullaguian Farmers Association in 2012. They also sell rice wine. How about sili wine, anyone?

The DOLE-assisted Kalinga Brewed Coffee of the Gawidan Women’s Farmer Association, sold in supermarkets and stores in the Cordilleras and Northern Luzon. This product is a common attraction during DTI and DOT-sponsored trade fairs in the region and in Manila.

Almost a year has passed since the DOLE rushed to the aid of displaced workers of Philex Mining Company. It can be recalled that the mining company has suffered from months of recurring leakages causing environmental concerns that resulted in a P1B fine from the Mines and GeoSciences Bureau (MGB). This dire situation led to the temporary cessation of its operations, displacing 1,439 rank-and-file employees. Through the Workers’ Income Augmentation Program (WIN-AP) of the Department, a total of P499,800 was released to the affected workers via the Philex Rank-and-File Employees Union (PRFEU) on 18 January 2013, to start a water processing and refilling station. This business venture was geared towards the improvement of the socio-economic condition of the union members and their families, provide new employment to their dependents, and sustained additional income. The mining company supported the start-up project by providing a space and construction materials to house the project. With the mining company’s operations gradually gaining ground as compared to a year ago, the rank-and-file employees have also steadily gone back to work. The water processing and refilling station also took off on 25 June 2013, with 2 new employment generated, receiving the minimum wage. To support the project, and to maximize the business opportunity in the community, the union bought a water delivery truck secured through loan. As of end of December, 2013, their total net income is Php 81,376.00. Now, the union members and their families have a sustainable income-generating project that has the potential to grow and supplement their income derived from wage employment.

and Restaurant Industry Facilitated the adoption of 3

Voluntary Codes of Good Practices (VCGPs) in the following sectors: Hotel and Restaurant, Manufacturing, and Wholesale and Retail Services.

A culture of voluntary compliance with labor standards and occupational health and safety, is steadily permeating establishments in the region. Relentless advocacies on the DOLE initiated reform measure on industry self-governance through the establishment of Voluntary Codes of Good Practices (VCGP) by virtue of Department Order No. 115-11, series of 2011, resulted in the establishment of three (3) VCGPs in the Hotel and Restaurant, Manufacturing, and Wholesale and Retail Services.

Despaired for over a month of several follow-ups for the payment of her proportionate 13th month pay, Ms. Marieta Batoon, a former employee of Ayala Land Inc., expressed her satisfaction for the speedy resolution of her request for assistance (RFA) through the Single Entry Approach (SEna). Upon filing of the RFA, DOLE SEna Officer Gerald Vincent Tamayo immediately called her employer to request for a conference, to which the latter readily agreed. During the conference, SEna Officer Tamayo facilitated the payment of the settlement fee of Php 3,000.00 mutually agreed upon by the parties. “Nagpapapasalamat po ako sa DOLE at kahit na maliit lang yung claim ko ay mabilis pa rin nila ako tinulungan. Maraming salamat po at ito na lang kasi ang hinihintay ko para makauwi na sa aming probinsya”, said Ms. Batoon.

Despite limited budget and manpower, but with comparable targets to implement across regions, the DOLE-CAR was not remiss in capacitating its manpower complement through reasonable trainings and coaching/mentoring activities. The apiary project of DOLE-

CAR employees continues to expand. There are about 200 kilos of honey harvested from the 8 colonies on December 2013.

The composting project and

organic gardening is being maintained and sustained. The fruit bearing trees like calamansi, pomelo, and lemon earlier planted at the back portion of the office premise are growing well.

Green landscaping outside

the office is regularly maintained.

Indoor plants are placed in

strategic areas of the office to green and beautify the office. Plants are changed every month.

Disposable files in the store rooms were segregated and request for disposal in the NAP was sent.

staff strictly do proper waste segregation to reduce garbage for collection by the City Environment Protection M a n a g e m e n t O f f i c e (CEPMO). Appropriately labeled trash bins are installed outside the office for proper segregation of trash.

frontline services updated and posted in bulletin boards of the Office to enhance office visibility to clients and as compliance to ARTA and ISO requirements.

Closed Circuit Television

(CCTV) installed inside and outside DOLE-CAR office premises are operating continuously to monitor and record all operations and activities of employees and clients.

As part of our support to the

environment, DOLE-CAR a n d R T W P B - C A R employees visited our adopted area at the Busol Watershed in Baguio City to plant additional pine tree saplings, remove decayed trees previously planted, and did some weeding.
