EXECUTIVE SUMMARY

Focusing on the provision of decent work to all Caraganon workers and believing that change is inevitable and part of public service improvement, DOLE Caraga made its best effort to deliver effective services and meet the targets for 2013 with the good leadership of Regional Directors Ofelia B. Domingo, Joel M. Gonzales and Johnson G. Cañete.

The program targets under the Employment Facilitation and Manpower Development Services were all met except for the job contractors covered for capacity building, which was based on the number of participants during the training. The attainment of a very satisfactory performance in the job search assistance, labor market information, capacity building for partners and employment regulation programs was attributed to the extraordinary effort of the PESO managers, pre-registration scheme during job fairs, involvement of the Career Guidance Network and the increase in job vacancies brought about by the opening of big supermarkets and malls in the region.

Employment Relations, Standards Enforcement and Protection programs also posted a very satisfactory accomplishment because of the strong partnership and linkaging with the Regional Coordinating Committee in the conduct of trainings where modules and inputs were not just general labor standards and occupational safety and health standards but also productivity and maintenance of harmonious work relationship and in the enrolment of companies under the Kapatiran program where performing Labor-Management Councils (LMCs) identified by the National Conciliation and Mediation Board were tapped. Best effort was done by the field office heads and hearing officers for the attainment of 98.6% disposition rate of labor standards cases which means only cases filed in November 2013 were not disposed and no cases lapsed based on the prescribed period. The two-tiered wage advisory in the mining sector was also issued spearheaded by the Regional Tripartite and Productivity Board. The most significant highlight in this area was the recognition given by Secretary Rosalinda Dimapilis-Baldoz to DOLE Caraga for implementation of the Single Entry Approach (SENA). Caraga region garnered the 2 awards: Most Speedy Settlement and Most Improved Settlement Rate from October 2010 to September 2013. SENA is 2013 National Winner of Presidential Lingkod Bayan Award.

306% accomplishment in the number of informal sector and disadvantaged workers benefiting from livelihood program was posted, an achievement creditable to the increase of livelihood funds because of Bottom-Up Budgetting (BUB). 48 livelihood projects were established with a total amount of P15,922,728.27. Emergency employment was also given to agriculture workers affected by typhoon Pablo in Agusan del Sur and wood-based workers in Agusan del Norte. Relief goods for the Yolanda affected DOLE employees in Tacloban City and technical assistance in the establishment of livelihood projects for LGU-Alang Alang were also provided. The only thing we needed to give more focus is the liquidation of the fund releases which we could do with the full support of our LGU counterparts and accredited co-partners.

EXECUTIVE SUMMARY

In the General Administration and Institutional Support, Caraga utilized 100% of its budget allocation for 2013. In providing services, the region saw to it that transparency and accountability were achieved. 100% compliance with Anti-Red Tape Act was evident. Continuous systems improvement was also adopted proven by the retainment of the ISO 9001:2008 accreditation after the surveillance audit by the Certification International Philippines, Incorporated on December 26-27, 2013. The human resource was given utmost importance thru the provision of in house team building and trainings spearheaded by RD Johnson G. Cañete.

Labor Day was significantly celebrated with a mass, recognition program, release of livelihood grants, career advocacy congress, job fair, kasambahay orientation and registration and granting of wishes of child laborers’ wishes.

The DOLE Anniversary celebration was one of the most meaningful and fruitful activities in 2013 as the DOLE Caraga family including the RCC touched the hearts of child labourers when their needs and wishes were granted thru the proceeds of the WALK FOR A CAUSE “Lakaw Pa-ra Sa Mga Bata: Sayong Pamasko”. Each participant paid P20.00 and the proceeds were used to buy educational supplies, food, clothing and other stuff. Prior to the celebration, families of child laborers were also provided with basic needs. Government agencies and private companies sponsored for the installation of electricity and water in some of the houses and in the procurement of bicycles to some kids to be used in going to school. 21 parents were also awarded negokarts.

The establishment of satellite offices of the 3 attached agencies of DOLE in the region was instrumental in the delivery of labor and employment services. Employees Compensation Commission (ECC) with 2 personnel assisted in the labor compliance program; Occupational Safety and Health Center (OSHC) with 1 personnel in the OSH training programs and National Reintegration Center for OFWs (NRCO) in concerns relating to OFWs. The DOLE Regional Coordinating Committee in the region continued to be cohesive in attaining the goal of providing decent and productive work to the workers. TESDA, NLRC, NCMB, OWWA, RTWPB, POEA, PRC, Regional PESO FEDERATION and the new additions to the group, ECC, NRCO and OSHC met with DOLE on a monthly basis to plan and implement convergence programs. Media visibility was also given focus as the RCC held monthly press conference where TV, radio and newspaper representatives picked out success stories, developments and plans of each agency.

The change of leadership from RD Ofelia Domingo (January to April), Joel Gonzales (May to Ju-ly) to Johnson Cañete (August to present) brought so much improvement in the regional op-eration as it opened wide opportunities for varied inputs, innovations and strategies in program implementation.

Special Program for Employment of Students

8,185 poor but deserving students were provided bridging employment in partnership with the local government units (LGUs) and the academe, posting an accomplishment of 104% against target of 7,882.

Job Fair

In coordination with the Regional Coordinating Committee, LGUs, academe, line agencies and recruitment agencies, 12,094 applicants were registered during the Labor Day, Independence Day, DOLE Anniversary and other special job fairs with an accomplishment of 134% against target of 9,000 and a hired-on-the-spot (HOTS) rate of 32%.

Phil-Jobnet

Through the Phil-Jobnet, the DOLE’s on line job matching facility, 348 establishments were accredited and registered against target of 208 posting an accomplishment of 167%.

120 of these registered establishments posted their vacancies in the Phil-Jobnet, an accomplishment of 200% against target of 60.

37,381 vacancies were posted with an accomplishment of 187% against target of 20,000.

Skills Registry System

100% accomplishment in the implementation of SRS. 29 LGUs were provided computer sets and technical assistance in the establishment of the system.

Public Employment Service Office (PESO) Program

The Public Employment Service Of-fices (PESOs) in the LGUs facilitated the registration of 87,198 job applicants, referred 86,237 and placed 85,789. This posted a 106% accomplishment.

6 PESOs were institutionalized, a very positive response of the LGUs in fully implementing labor and employment programs.

29,794 students were given career and employment coaching/

advocacy covering 159 public schools.

Child Labor Prevention and Elimination

children from worst form of labor (113 against target of 107 from the identified and profiled

children of child labor free barangays)

Interventions included profiling,

awareness seminar to both parents and children, MOA with

IACAT and LGU re provision of livelihood and technical

assistance, involvement of private sector particularly in the giving

of big discounts for parents to start their businesses and granting

every child’s wish during Labor Day and DOLE Anniversary.

Financial Management

The region posted a 100% utilization rate of 2013 budget allocation.

91.27% liquidation rate on employees’ cash advances, excluding those accounts which are not yet due for liquidation in accordance with the prescribed period.

Human Resource Management

95.23% accomplishment on the filling up of vacant positions. Only 2 positions were not filled up due to election ban.

533% accomplishment in the conduct of in-house trainings for personnel and in facilitating them for overseas and local trainings. High accomplishment is attributed to the increase of the number of personnel and the new Labor Laws Compliance System where all Labor Laws Compliance Officers needed to undergo series of seminars and workshops.

100% compliance with Anti-Red Tape Act. Field Offices were evaluated by the Civil Service Commission and received “acceptable” rating and positive feedback on the delivery of services.

DOLE Caraga retained its ISO 9001:2008 accreditation after the surveillance audit conducted by the Certification International Philippines, Incorporated on December 26-27, 2013.

Labor Day in Caraga

FEATURED PROJECTS AND EVENTS

With the theme “Providing full, decent and productive employment for every Filipino

worker”, DOLE Caraga celebrated the 111th Labor Day with a holy mass at St.Joseph

Cathedral in Butuan City, followed by a motorcade from the church through J.C. Aqui-

no Avenue to DOLE Caraga Regional Office grounds.

OIC Regional Director Joel M. Gonzales delivered his opening speech in the program

held at DOLE Caraga compound to formally welcome the participants, stakeholders

and guests. He presented the job fair, angel tree, career congress, awarding of livelihood aid to

OFWs and the kasambahay orientation and registration as major activities of the celebration. He

further stressed the significant change in Caraga Region’s labor trends from the industrial and

agro–fisheries and farming pools to the services sector; a pro-active effect from the string of

calamities brought about by climate change. Based on the report from NEDA, he quoted; “It is the

Industry Sector’s productivity that is driving the growth of Caraga’s economy.”

Simultaneous with the celebration in Butuan City was the special commemoration for the informal

sector workers in Patin-ay, Prosperidad, Agusan del Sur. A job fair intended for graduates of 4Ps

families was conducted in collaboration with DSWD. The activity turned to be a one-stop-shop

since processing of barangay clearance, NSO, MC security paper, SSS, PhilHealth, PAG-IBIG,

NCII and passport was done. Livelihood fair added to the color of the celebration including the

distribution of educational supplies, food and clothings to 20 child laborers. The Provincial

Government of Agusan del Sur and DSWD shouldered the expenses of the activity. Governor

Adolph Edward Plaza and DWSD Regional Director joined RD Gonzales during opening program.

32% Hired on the Spot in the Job Fair

The highlight of the entire event was the conduct of simultaneous job fairs in Butuan City and Agu-

san del Sur, (in cooperation with ACLC and TESDA) Out of the 2,098 total registered appli-

cants, 1,562 were interviewed. The said program generated over 32% or 496 hired on the spot

(HOTS) applicants for 2 days (May 1-2, 2013). The DOLE’s advocacy in improving employ-

ability of the workers in the community became true.

Regional Career Advocacy Congress

Participated in by 164 guidance counselors, faculty members, school principals, HR managers,

PESO Managers and Officers/ Members of the Caraga Youth Council, the congress met the

urgent need to congregate solutions to the current setback of employment issues in Caraga

Region as emphasized by TESDA Regional Director Florencio F. Sunico, Jr. in his message.

Inputs during the plenary sessions included Labor Market Information Trends, Integration of Ca-

reer Guidance in the K to 12 Program, Career Path in Trade Skills, Priority Course in Trade Skills and Career Path in

Science and Technology. DOLE Caraga, CNCCA, PRC, TESDA, CHED, DOST and DEP-Ed fully supported the said

activity which aims to address the lingering problem of job-skills mismatch in the labor market and open up job opportuni-

ties via career choices and services in the region.

Innocent despair triggered by Poverty…

Edelyn Rosales, an 11-year old girl identified as child labourer

from lower Doongan, Butuan City. This is the face of hunger

and misfortune brought about by the creeping darkness of

poverty. Society has to take a bold step to alleviate such dire

situation among the young, forced to work by parents instead of going to school. Like Edelyn, who

was one of profiled child labourers in Butuan City, other children touched the heart of DOLE Cara-

ga leading to the implementation of the “Angel Tree Project” reaching out forty-two (42) most at-

risk children by granting them with things they wished to have such as food, clothing, toiletries and

educational supplies. A feeding program was also done in Doongan, Butuan City in collaboration

with CSWD and JAKA Equities. Joy and contentment were seen in the faces of the 162 children

who benefited from the program.

Showcase of Livelihood Programs

DOLE Caraga invited livelihood beneficiaries who have sustained their businesses after receiving

aid from the agency. Shown in the picture is Mrs. Margarita R. Abaqueta (left) and her worker for

30 years Mrs. Lydia Flores (right) weaving their baskets for display as they prepare for the

Livelihood Trade fair. She is very grateful for the training assistance given by DOLE Caraga 10

years ago. With vigilance and careful analysis on the market development, she is able to maintain

her native handicrafts and other products while providing job opportunities for the poor women in

their community. Another beneficiary organization that became a pride of DOLE Caraga in terms

of livelihood project success, sustainability and organizational management is the San Francisco

Association of Differently-Abled Persons. SAFRA-ADAP garnered the 2013 National Villar Sipag

Award with a cash of P250,000.00. From a school desk production project, SAFRA-ADAP

levelled up to an enterprise and became one of the most active NGOs/accredited co-partners in

Agusan del Sur. DOLE provided more than P1.5M financial assistance to the group.

In cooperation with the National Reintegration Center for OFWs (NRCO), Livelihood Assistance

(Sari-Sari Store, Buy and Sell, Piggery, Livestock, Retail, Processed Food Dealer) was awarded to

18 displaced and distressed OFWs towards the end of the culminating program. In addition, free

overseas calls and internet was sponsored by Globe Telecoms and Bayantel to further assist

OFWs to be in touch with their families abroad.

“Batas Kasambahay” Orientation and Registration

DOLE Caraga in collaboration with the Local Government City of Butuan conducted an orientation to “Kasambahays”

and other stakeholders to enlighten them as regards the government’s efforts to reinforce self-

esteem, security and promotion of the rights and well-being of household helpers. Major issues

and concerns raised by the participants during the open forum were satisfactorily addressed by

the resource persons. Another highlight of the activity was the video presentation of abuses to

“Kasambahays” acquired from the Visayan Forum Foundation.

Synchronous with the orientation was the registration of all participants to various government

agencies like the Social Security System (SSS), PhilHealth (PHIC) and Pag-ibig Fund (HDMF). It

was witnessed by Barangay Captains, Labor Unions and Butuan City PNP. This was a welcome

development to the prospective/current household helpers, drivers, etc. who will be accorded au-

tomatic coverage of such benefits (SSS, PhilHealth and Pag-ibig) by their employers for the first

time.

words from then Regional Director Ofelia B. Domingo during her outgoing message

at Goat2geder Restaurant, Butuan City on April 16, 2012. She stressed the

importance of paying attention to minute details as the key to good leadership.

RD Domingo spearheaded the ISO certification of the region to be at par with other

international agencies. She established partnerships with both private and

government sectors, promoted the Industrial Peace Tripartite Councils (TIPC),

enhanced “Kapatiran Wise-TAV” and upheld anti- child labor initiatives as well as

anti-illegal recruitment program. While RD Domingo assumes responsibility in Re-

gion 12, ARD Joel M. Gonzales will act as the OIC Director of Caraga Region. He committed

to sustain developments initiated by the former director. “We will sustain its efficiency and

effectiveness and deliver the services as expected of us”, he said. The DOLE Caraga per-

sonnel believed that with his capability and experience, there is no doubt he would take the

agency to new heights under his leadership.

Caňete stressed in his acceptance speech during the welcome ceremonies on August 1, 2013. He began his piece with 2 brief stories having undisclosed lessons. He materialized the first story as encouragement to face fears and weaknesses. “Everyone has weaknesses that need to be developed and honed. Nobody will grow if you continue to shy away from challenges and adventures.” In the second story, he related himself as a driver only of the re-gion rather than the Einstein. “I am not the Einstein that you are waiting for. I am just the driver of this regional office, you know very well your region and you are the Einsteins of Caraga. I am here only to bring you to your destination. Each one of us is a unique individual and we come to together to produce unique outputs. This is our story… this is our beginning”, Dir. Johnson emphasized. Naomi Lyn C. Abellana, OIC - Assistant Regional Director, formally welcomed Atty. Johnson G. Caňete as the new head of the DOLE Caraga Region. “We welcome you to the region full of adventures. Adventure because of the surfing gest in Siargao, Sohoton Cave, Tinuy-an Falls and Enchanted River; some of the famous tourist spots in Caraga” she said. With DOLE Caraga only at its 18

th year, she accentuated

the wide opportunity to effect change and attain sustainable development. Directors from TESDA, Dr. Florencio Sunico, Jr., NCMB, Atty. Ligaya Lagumbay, OWWA, Ron Lionel M. Bartolome, NLRC, Atty. Nicodemus Palangan and RTWPB, Earl Dela Victoria, also expressed their full support for the newly assigned director. ”My presence here is proof of my support for your auspicious beginning”, Dr. Sunico said. He also committed to assist in all programs initiated by the department.

One-of-a-kind Team Building Activity

RD Johnson G. Cañete initiated a one-of-a-kind team building activity for all DOLE Caraga employees at the Amontay Beach, Nasipit, Agusan del Norte on August 21-23, 2013.

The 3-day activity aims to enhance camaraderie among employees, promote team communication as the key to molding a successful working group, building positive spirit and showing consideration and respect and recognize and maximize quality, productivity and employee involvement in achiev-ing a remarkable goal.

No other personnel were aware of what was going to happen except him and 5 job order employees. Majority expected it to be something ordinary like lecture and round table discussion coupled with exercises. Hurray! Every day turned to be a day full of surprises, lessons and hopes that an organization like DOLE Caraga, amidst diversities and challenges, could still emerge as best unit!

Starting with getting to know the organization and understanding oneself, RD Cañete facilitated the presentation and discussion and was able to bring out one-word description from each participant. Activities involving physical interaction thru several games (indoor and outdoor) were done for 3 days. The participants were grouped in four colors corresponded with animal; red dog, yellow cat, blue horse and green lion. The highlight of the team building was the awarding of the group winners based on the points they earned in the structured learning exercises. What was noticeably good during the awarding was not the fact that 1 group won and the other did not but the camaraderie and friendship that emerged from all members and the effort they all exerted to win a point.

Team development is really about creating an effective team spirit in a group of people who need each other in order to accomplish

common goals. All participants felt they were valued, respected and motivated to commit themselves to go the extra mile to meet and exceed organizational expectations as well

as to use the knowledge and skills acquired during the activity in the implementation of programs and services of DOLE. What else could the participants say but crave for more team buildings like this!

DOLE Anniversary celebrated on a Friday the 13th

Friday the 13th is believed to be a day full of bad luck, yet DOLE Caraga chosed

to defy this superstition by celebrating its 80th anniversary on the 13

th of

December, Friday. “Friday the 13th here in Caraga is a very difficult and

wonderful day. Ingon sila ang trese kay dili maayo nga adlaw.. sobra kaayo ang trese karong adlawa kay 5:30 palang sa buntag naglakaw nata para sa sayong pamasko alang sa mga bata. That is the DOLE 80

th Anniversary… that is Friday

the 13th here in Caraga.” RD Johnson Cañete said during his message at

Imadejas Convention Hall. For eighty years of efficient public service, DOLE Caraga dedicated the event to the Child Laborers in Caraga Region. The activity kicked-off with a fun walk for a cause; proceeds of which were given to the unfortunate child laborers as “sayong pamaskong handog”. 1,300 individuals gave their support for the cause gathering a total of P 90,000 to realize the children’s Christmas wishes. The walk was then followed by a celebration of mass at the Immaculate Conception Parish. RD Cañete thanked all the participants and supporters of the celebration. He also awarded 204 individuals who were recognized for the years of untiring support. To DOLE Caraga. He was also very pleased to announce the 1st National Awardee for the Most Outstanding LMC (Labor Management Council) in the Country given to Taganito Mining Corporation. Top Performing PESO Managers, Best SRS (Skills Registry System) Implementers, RCC Members and, Partners and Stakeholders were also recognized. To ensure the well-being of the profiled child laborers in Caraga Region, parents were given negokarts as a livelihood starter kit to provide for their daily needs instead of letting their kids work to help augment their income. Aside from the negokarts given, 2.4M worth of livelihood grants were also released to 8 beneficiaries. Among the approved livelihood projects were Bread and Pastry Baking, Rice Mill Services, Catering Services, Vermi-Composting, Dried Sea-weeds and, Mud Crab Fattening. The highlight of the activity was the distribution of Christmas gifts to the 50 child

laborers from Doongan, Butuan City. These children were found to have been

scavenging from the near dumpsite. A team headed by Naomilyn C. Abellana,

Assistant Regional Director of DOLE Caraga, arranged the fund raising project

and gathered the wish list of the children to be granted. An 11- year old

Princess Rose Ann Lucerio, who asked to have an electricity connection, was

overjoyed to have found that her wish was fulfilled. The two boys who have

received bicycles were almost speechless during the interview “Wala ko

nagdahum ate nga mahatag jud ang bike.. salamat kayo sa DOLE”, Joshua

Visitacion said. Three (3) children had cellphones with for e-load business while

the rest of them asked for school supplies, a bag of groceries for their Noche

Buena, shoes and, clothes. Not a sad face can be seen in that hall; the children,

along with their parents were utterly filled with happiness. The kids serenaded

the crowd as a way of thanking the people who have contributed and made their

wishes come true. In addition to the gifts, the children had a grand Jollibee

moment, eating lunch and having fun with Jollibee himself. “Lipay kayo mi sir,

ma’am, salamat gyod kayo sa tanan… sa DOLE Caraga.” Anyone who could

witness the joy of the kids would surely shed a tear of concern and happiness!

DOLE Caraga reached out to Yolanda Victims

DOLE Caraga was among the regional offices which responded immediately to the call of Yolanda affected areas in Region 8.

On November 11-15, barely 3 days after the typhoon Yolanda hit Region 8, RD

Cañete headed the 13-man team to Tacloban City to help DOLE employees.

The team brought relief goods and cash assistance. Twenty five (25) DOLE

employees/families were given food, medicine and cash. The team also

complemented other regional offices in the cleaning and clearing up of the

DOLE office and in transporting additional relief goods to the victims. LGU-

Alang Alang was chosen as DOLE Caraga’s adopted LGU.

On November 20-30, 2 personnel were sent to profile workers who are willing

to avail of the emergency employment. Of the 54 barangays of Alang Alang,

Leyte, 46 were profiled consisting of 1,380 individual victims and would be

beneficiaries of 15 days emergency employment. 480 workers started to work

on November 22 while 900 on November 25. The personnel from Caraga also

assisted in the finalization of emergency and livelihood project proposals and

conducted rapid assessment in the area. Their last day was spent assisting

Secretary Baldoz during the distribution and release of PPEs to workers.

On December 2-13, 2 personnel assisted in the provision of emergency

employment to the 1,380 typhoon Yolanda victims in the Municipality of Alang-

Alang. They were tasked to clear out the roads and eliminate debris especially

in the canals. As a safety measures, the DOLE in cooperation with the ILO

provided them with the necessary PPEs (proper protective equipment). They

also attended the meeting with different department heads/representatives of

LGU-Alang-alang to form a rehabilitation team on Sustainable Livelihood

Program/Rapid Assessment in Typhoon Yolanda Affected Areas. The body

agreed that the livelihood programs will be a package of comprehensive

approaches to full recovery of Alang-Alang named as ‘Livelihood Assistance

for Alang-alang Damaged by Yolanda (LADY) in memory of the late

Bernardita “Lady” Belarde, Planning Officer III of DOLE-RO8 and a resident of

Alang-alang, Leyte.

On December 16-27, another set of interventions was provided to Alang Alang,

Leyte by another 2 personnel. These included the assistance in retrieving Dai-

ly Time Records, List of Beneficiaries and the Certificate of Project Comple-

tion, processing of emergency employment documents re: payroll, list of bene-

ficiaries and Certificate of Project Completion and in the payment of wages of

990 workers amounting to P3.9M. The proposal for the Palay Production

Project was also finalized and submitted for funding.

The last batch of DOLE Caraga workers travelled to Tacloban City on January

6-17, 2014. They facilitated the payment of wages for workers who availed of

emergency employment and assisted in the delivery of additional relief goods.

The total assistance given and spent by DOLE Caraga including the relief

goods, if converted to cash, amounted to about P615,000.00.

The SRO-CARP Project

San Isidro Farmers Association (SANIFA) under ROSSANIM Agrarian Reform Community of Barangay San Isidro, Las Nieves, Agusan del Norte is 2013 SRO-CARP project site. Organized on May 20, 2006 and registered with DOLE on February 22, 2007, SANIFA has 102 regular members ( Male: 59 Female: 43). Sources of livelihood include rice, corn and cash crops (camote, cassava, banana, vegetables) production, backyard livestock production (native chicken, swine, car-abao, duck raising), motorcycle operation, peanut, fruit trees and rubber pro-duction.

DOLE-RO approved the proposal amounting to 505,000.00 and released to SANIFA on December 13, 2013

DOLE - RO approved 241,200.00 Emergency Employment Fund for ARBs and non-ARBs in barangay San Isidro.

Implemented and monitored the 10-day emergency employment (August 26 to September 6, 2013), 150 ARBs, non ARBs employment generated (122 male, 28 female) and liquidated the amount granted. Program of work included road rehabilitation, de clogging of canal, cleaning up of creeks and tree guard making. Income per beneficiaries – 1,608.00

Five(5) detailed Plans formulated for Enterprise and Agribusiness Operations:

- Rice and Corn Mill Services for Trading and marketing - FARM Tractor Services - Handicraft production and marketing - Sheller and Solar Dryer Services - Lending Services

Released of Seed capital to thirty(30) identified ARBs in the amount of 150,000.00 from the SROs-CARP fund(5,000.00)
