Introduction As an initiative of Tasmania’s 'Growing our Information and Communication Technology Industry’ policy, the
Tasmanian Government has partnered with Telstra Corporation Ltd, for a period of four years, to provide free
Wi-Fi at key tourism locations around the state. The first hotspot was launched at Bridport on 19 December
2015.
The aim of the initiative is to support the state’s tourism sector by providing tourists with the means to share
their unique Tasmanian experiences with friends and family located interstate and abroad.
As part of the service, the public is able to access 30 minutes’ free Wi-Fi services per user, per device, per
location, per day. The free Wi-Fi access is provided under a Tasmanian Government branded network name
(TasGov_Free). Users are required to accept the terms and conditions of use before they are connected through
a one click authentication process.
A free app for the network is available on both the iOS and Android platforms and can be accessed offline to see
which hotspots are nearby. Information on where free Wi-Fi services are offered can also be found at the
website, www.freewifi.tas.gov.au.
This Year One Overview Report provides a summary of usage of the Tasmanian Government Free Wi-Fi
network service from 1 January 2016 to 31 December 2016. Hotspot locations around the state were activated
at different times during the year, meaning the time period for capturing data has been longer in some locations.
At the end of the first year of operation, the Government’s free Wi-Fi network included 56 locations around the
state, with just a handful of locations yet to be deployed.
State wide network coverage The Tasmanian Government Free Wi-Fi network was launched on 19 December 2015. The network has hotspot
locations in all regions (south, north, north west, west, east) across the state. Each location contains one or more
access points, depending on the size of the location and the coverage required at that site.

Usage of the service The network was utilised by almost 150 000 users in the first year of operation, in over 300 000 sessions. As
indicated above, not all locations were live from the beginning of the year.

The majority of users across the network each month were new, unique, authenticated users. Only a small
number of users used the service repeatedly across multiple months during the year.

network for the first year of usage.

Most popular service locations When comparing the usage of each location it is important to note that locations were brought online at different
times during 2016. The following information shows the locations which have received the most amount of usage
over the first year of the network.
Most popular locations by session
The top 10 most popular locations by session are listed below.
The service in the Hobart CBD area location was live from 1 January 2016 and received the most amount of
usage by session in the first year by total number of sessions.
Of the following locations, only Hobart CBD, Glenorchy, Salamanca, Burnie, and Sandy Bay were live in January
2016. The other locations became live later in the year. Port Arthur received the second highest amount of usage
despite not becoming live until June 2016. Cradle Mountain received the fourth highest amount of usage for the
whole year despite not being live until May 2016.

the site of the Hobart Cruise Ship Terminal. It is likely that the majority of users were cruise ship visitors.

Most popular days of usage Usage of the service grew over time, with usage peaking in December 2016. This was also when all of the sites
from the first year of operation had become live. The end of the year is also the peak summer tourism season,
with major events such as the Sydney to Hobart Yacht Race, the opening of the Taste of Tasmania and New
Year's Eve celebrations drawing crowds to locations where the Wi-Fi service was available.

Regional coverage of the service The Tasmanian Government’s Free Wi-Fi network services locations in all five regions of Tasmania - south, north,
north west, west and east.
The state’s four regional tourism organisations were consulted in the process of identifying the preferred
locations across the state, which were finalised in negotiation with the service provider (Telstra).
It was not possible to provide Wi-Fi services in some locations as they did not meet the Government’s service
criteria, which considered factors such as technical feasibility, security and accessibility, frequency of visitation by
international tourists and proximity to existing services. For example, the Government elected not to duplicate
services already provided at key tourism sites in the east coast region which were already serviced by the East
Coast Regional Tourism Organisation's free Wi-Fi network. However, the Government has promoted those
services on its www.freewifi.tas.gov.au website and app.

Network promotion The website, www.freewifi.tas.gov.au, provides information and maps on where service locations are around the
state, highlighting which locations a user is near at that point in time. Each page provides a link to the relevant
Discover Tasmania page for that location. The website also outlines the terms and conditions of using the service,
frequently asked questions, and shows where free Wi-Fi services are offered by other government bodies and
regional tourism organisations. The website has a Chinese text translation option allowing it to be viewed in that
language if required.
Social media advertising of the network has been utilised in order to target specific demographic groups. This
included Facebook advertising, where a general promotion campaign over Christmas/New Year was run to
improve awareness of the network.
A Free Wi-Fi app has also been developed, which allows users to download and access location information
offline.
The service is also promoted with signage at each location, advertising displays at tourism entry points, and flyers
at relevant tourism locations.
