1. INTRODUCTION
This document reports on a road safety audit which was carried out on the proposed
entrance to a proposed Student Accommodation Complex at Bandon Road, Cork. This road
safety audit forms part of an application to Bord Pleanala for planning application for the
Student Accommodation.
MHL have been appointed to produce this report by the client.
The Student Accommodation is located on the Bandon Road in Cork City, in close proximity
to the junction of Bandon Road and Magazine Road. The site is an existing joinery, that is
no longer in operation. A single vehicular access is being proposed at the same location as
the existing entrance serving the old joinery. The proposed new entrance has been
positioned at a safer location with improved visibility too and from it. The local road network
is currently within an existing 50 kph speed limit zone. See Figure 1.1 next page which
shows the site and access location.
It is proposed to create a colour contrasted raised platform at this location on Bandon Road
which will facilitate a reduced speed of 30kph. The proposed road layout changes have been
agreed with Cork City Council.
The Audit Team consists of Brian Loughrey (team leader) and Ken Manley (team member)
and Brian Murphy (team member) of MHL Consulting Engineers. The team made a site visit
during daylight hours on 19th March 2020. The weather during the audit visit was dry and
mild and the road surface was dry.
Information provided to assist the Audit consists of the drawings and documents listed in
Appendix C. The information provided was adequate for the purposes of carrying out a stage
1/2 road safety audit for the proposed access design.
No road collision data was provided. The auditors consulted the RSA Road Collision Records,
as published on the RSA website, in the vicinity of the proposed development for the period
2005 to 2016. 2 minor collisions were reported in the vicinity of the proposed access over
the 8-year period.
The Audit has been carried out in accordance with the relevant sections of TII document GE-
STY-01024 (NRA HD 19/15), “Road Safety Audit”. The scheme has not been examined or
verified for compliance with any other standards or criteria. The team drove and walked the
site boundary/public road interface and compiled a list of road safety problems and
associated recommendations which are presented in this report.
An Audit Team Statement is included at the end of the Report.

2. AUDIT ISSUES
2.1. Road Safety Problems & Comments
2.1.1. Problem: Lack of separation from building and trafficked Carriageway
A vehicle exiting the proposed development will have practically zero forward visibility
to pedestrians on the public footpath to the left as indicated below, specifically if both
the vehicle and the pedestrian ‘hug’ the building sides.
Recommendation 1
Consideration should be given to providing a minimum ‘rubbing strip’ adjacent to the
building on the public footpath to deflect pedestrians from a potential collision point.
2.1.2. Problem: No Loading Bay provision for ‘Cissie Young’s’ and the Centra
Store
The drawing submitted for audit proposes 0.9m high bollards fronting the ‘Cissie
Young’s’ pub. There is no provision for a Loading Bay in the area which may result in
delivery trucks occupying the travelled carriageway. This could lead to overtaking
vehicles on Magazine Road colliding with left turners coming from Magazine Road.
Recommendation 2
The designers should consider the option of providing a partial pull-in area for
loading/unloading that would serve both the pub and the Centra Food store.
2.1.3. Problem: ESB Pole left in the centre of proposed footpath
It is proposed to leave an existing ESB Pole in the centre of the upgraded footpath.
This would be a n obstruction to the visually impaired.
Recommendation 3
The ESB/Public Lighting Column should be moved if possible, to the rear of the
footpath.
2.1.4. Comment: Speed Limit Signage
It is understood that the raised area is to be a designated 30kph. No signage is
evident on the drawing submitted for audit. Signage should be provided and agreed
with the Roads Authority as part of the works.

3. AUDIT TEAM STATEMENT
We certify that we have examined the drawings and documents listed in the Appendix to this
Report. The examination has been carried out with the sole purpose of identifying any
features of the design that could be removed or modified in order to improve the safety of
the scheme. The problems identified have been noted in this report, together with
associated safety improvement suggestions, which we recommend should be studied for
implementation. The Auditors have not been involved with the scheme design.
