DLB | TRANSITION & OPERATIONS SUPPORT
We’re DLB Associates, a dynamic team of consulting engineers, collaborating in a boundary-free culture to produce optimal solutions for clients ranging from global technology leaders to retail franchise concepts.
We see the bigger picture of each engineering challenge; we employ an adaptive approach to problem solving, and tailor our broad continuum of services to meet the needs of the client where they want to be met.
Simply put, DLB is a firm like no other, producing solutions like no other.
The role of facility operations is evolving with advancements in technology requiring operations to be engaged beyond their traditional functional boundaries in a cross functional role for increased business agility. DLB provides the tools necessary to shape, prepare, and transition a facility into the next generation of operations.
Maintaining maximum uptime and peak performance for any type of building or facility is challenging as studies have shown that up to 75% of outages are caused by HUMAN ERROR. Such incidents can be costly not only due to resolution costs, but also by adversely affecting the business image and ultimately, customer confidence.
T2O & OS SERVICES OVERVIEW
DLB provides 2 services that facilitate WORLD CLASS OPERATIONS:
Transition to Operations (T2O) Services
Operations Support (OS) Services
DLB’s T2O services are client focused, and utilize a tailored approach that provides the analysis, processes, tools, knowledge, and continual support to ensure reliability and operational excellence for the life of the facility.
These problems can be attributed to the project handover phase, which is often undervalued, misunderstood and overlooked. DLB bridges the gap in the traditional delivery system through the development and implementation of their T2O service.
By using structured and proactive methods, DLB to creates a seamless facility transition with a strong focus on collaboration among key stakeholders to fully integrate operations while minimizing risk.
For facilities that are already operational, DLB’s OS (Operations Support) services provide the technical strategies and analysis to maximize efficiencies and performance through leveraging our unmatched experience and credentials.

2 | T2O & OS SERVICES OVERVIEW
Transitioning a project from construction to live operations is a challenging and dynamic process.
DLB works with our clients to understand their turnover, occupancy, and operational needs; many times it is discovered that there are great benefits to early occupancy.
EARLY OCCUPANCY PROTOCOL & RISK MITIGATION
DLB has often customized an approach allowing projects to be turned over in prioritized stages rather than waiting for 100% completion, thus maximizing flexibility and revenue.
Many times in a phased handover scenario, construction activities occur in parallel with client operations. Proactive measures are taken to help mitigate the risks associated with ongoing construction in this live environment through effective planning, communication, and oversight.
To keep the facility online, DLB’s proprietary early occupancy work procedures and custom programs are implemented to ensure clients are not adversely affected.
Going live doesn’t have to be a gamble.
EARLY OCCUPANCY PROTOCOL & RISK MITIGATION | 3
Even an expertly designed and installed infrastructure is at risk without proper training and knowledge transfer. Enhancing the knowledge base of the operations staff will increase the reliability of the facility while minimizing risk and maximizing uptime.
DLB performs a needs analysis to develop a unique and highly structured custom training program. Both individual equipment and holistic systems training is delivered by subject matter experts in classroom and hands-on field environments.
4 | TECHNICAL TRAINING
TECHNICAL TRAINING
Training is designed with an “operational mindset” to provide students with a general understanding of the purpose, function and operation of the major components within the infrastructure.
A training library, including presentations and videos, is produced and provided for onboarding new hires and ongoing refresher training.
DLB provides a tailored program that ensures the operators have the skills and understanding to operate the facility effectively and efficiently.
Types of training offered:
Equipment Training
Systems Training
Advanced Level Systems Training
Continual Training Programs
Human error contributes up to 75% of all facility FAILURES.
Commissioning Integration Training
Failure Scenarios
Design / Specialty Workshops
ENHANCED ESSENTIAL DOCUMENTATION
ENHANCED ESSENTIAL DOCUMENTATION | 5
A common problem in today’s facilities include outdated and inaccurate as-builts, as well as wasted hours digging through O&M manuals to find specific information.
DLB’s methodology for essential documentation has proven to reduce unnecessary rework and associated costs while producing a cohesive documentation package as a valuable facility lifetime resource.
A unique and adaptive approach allows us to customize the deliverables enabling seamless operator onboarding as well as empowering facility operations to be more effective and comfortable managing facilities.
Quick Reference Operating Manuals (QROM)
Document Management Solutions
Permits
Studies / Test Reports
Sequence of Operations (SoO)
Providing Accurate and Easily Accessible Information
One example is a proprietary document developed by DLB which provides vital information culminated from various technical resources into a single document that can be quickly and easily referenced serving as “CliffsNotes” for the facility.
Developing world-class documentation is useless without proper organization and management. At DLB we leverage technology to provide solutions including file security, revision control, keyword searching, embedded data in 3D models, access from mobile devices in the field and many more features that can streamline information management.
DLB offers the following customized project documentation deliverables:
Customized O&M Manuals
Enhanced As-Builts
Building Information Modeling (BIM)
Warranties
Commissioning Reports
PROCEDURE DEVELOPMENT
Operating a facility without pre-developed, vetted and approved procedures introduces UNNECESSARY RISK and VULNERABILITY. To prevent sole reliance on reactive heroics, DLB provides a proactive and structured approach to procedures.
DLB uses an iterative process with clientele to collaboratively review draft documents and field verify procedures. The final product is a sequential guide that will reduce safety risks, minimize downtime, and help maintain integrity within the operational environment resulting in long term cost savings.
Procedures are structured to effectively convey essential information in a live environment using the appropriate balance of graphics and narrative.
These procedures also help level set the team members by providing even the least experienced operators with the right tools so they may respond in the same manner as the most experienced.
DLB is seasoned in developing and providing all types of procedures including:
Emergency Operating Procedures (EOPs)
Maintenance Operating Procedures (MOPs)
Standard Operating Procedures (SOPs)

NEW JERSEY | HEADQUARTERS Our primary goal for our headquarters was to create the physical embodiment of the DLB culture. As with the processes utilized for our clients, tremendous attention to detail was paid to our needs and the result was a truly optimal environment that effortlessly integrates with the way we work.
The New Jersey office is over 70,000 square feet and technologically advanced, with a heightened focus on learning, communication and collaboration. The design concepts of the headquarters were then carried through to our other offices, so our entire firm is able to operate as one virtual office in a seamless manner.
This approach facilitates the ability to deliver brilliant results for our clients.
NEW YORK | OPENED WINTER 2010 Optimally located in One Penn Plaza, our new 20,000-square foot NYC office mirrors the environment and technologies of our headquarters that are central to the firm.
The open plan design, large circulation and gathering areas, video conferencing in all of the meeting rooms and dedicated training rooms are true differentiators amongst typical NYC office spaces for engineers.
ATLANTA | OPENED SUMMER 2011 Our most recent expansion is a new 7,500-square foot satellite office, centrally located along the northwest corridor of Atlanta.
Again reflecting the style, atmosphere and cutting-edge technology of our headquarters and NYC office, the latest DLB space includes an open floor plan and video conferencing capabilities in meeting rooms, training rooms and private offices that further expand our virtual office infrastructure.
