Nationality has been recorded on the Electoral Register since 2006. 1.2 The Electoral Register is normally published in December but in 2012, the Police Commissioner Elections meant that the register was published slightly earlier in October 2012 and then in 2013 it was published slightly later, in February 2014, to allow for the upcoming introduction of individual registration. Diversity of Nationalities in the Tees Valley 1 Introduction

1.1 This note continues the work undertaken in previous years looking at data from the Electoral Register as a guide to the changing make-up of the Tees Valley population. Nationality has been recorded on the Electoral Register since 2006.

numbers are going in. Some results from the 2011 Census were available at Local Authority level and comparisons were made in 2013’s report available here TVULink01.

2.2 The Electoral registration form has included nationality since 2006. Whilst it is

compulsory to fill in your nationality on the Electoral Register form, not everyone does so and as a result the data received is not complete and varies across the Tees Valley Authorities. Where no information is given, then the nationality is assumed to be UK. It is only Middlesbrough where this is a major factor - currently (December 2014) there are 5% of electors who failed to disclose their nationality (an improvement from 6% last year).

2.3 The report will look at the diversity of nationalities living in the Tees Valley and how those numbers have changed over time.

3 Overall Tees Valley Results 3.1 In December 2006 there were 60 different Nationalities living in the Tees Valley, this

peaked at 68 different nationalities in December 2009 and currently stands at 66. See Table 1 below.

3.2 Of the 65 different Non-UK nationalities living in the Tees Valley as at December 2014, they were categorised as follows : European Accession Countries (A12) – 12; Other Europeans (EU & Non-EU) – 15; African – 18, Asian / Far East – 7, Other Nationalities – 13. For a full list of the nationalities included in each category, see Appendix 1.

3.3 The proportion of Non-UK nationalities in the Tees Valley on the Electoral Registers is still very low but it is increasing. In December 2006, 0.6% of electors (2,800) were registered as Non-UK nationalities; in December 2014 it was 1.6% (7,580). See Table 2a below.

4 Local Authority Analysis

4.1 Variety of Nationalities – Middlesbrough has the highest number of different nationalities with 57; Hartlepool has the fewest with 40. Table 2b below shows how the numbers of different nationalities have changed since 2006. All Authorities have seen increases in the range of nationalities recorded on the registers.

4.2 Increasing proportion of Non-UK nationalities - Middlesbrough has the highest proportion of Non-UK nationals with 2.9%. Redcar & Cleveland has the lowest proportion with just 0.5% of electors. Proportions of Non-UK electors for all Local

Authorities have increased since December 2006 but this is the first year where proportions have remained the same or fallen. See Table 2a below.

4.3 The following Tables (3 – 8) look at the numbers by nationality for Tees Valley and each Local Authority and have been grouped as follows: Two European categories, Asian and the Far Eastern Countries, African Countries and the remainder which include Caribbean and Pacific Islands, Australia & New Zealand and the Americas. A full list of the nationalities represented is available in Appendix 1.

4.4 The figures for December 2014 show a large decline in numbers registered. A possible reason is the move to individual registration which is most likely to affect multi-adult households and communal establishments. Students have been mentioned as one sector of the electorate who may have been missed. See link to various articles in the national press Article01; Artcile02; Article03.

4.5 Spread of Nationalities

Europeans from the European Accession 12 countries have mainly centred on Darlington and Middlesbrough perhaps reflecting the employment opportunities, housing availability and transport links.

Most Africans have centred on Middlesbrough and, to a lesser extent, Stockton-on-Tees.

Dispersal of Asylum seekers and refugees may well attract fellow nationals or be a result of small communities already living here. Anyone with leave to enter or

remain in the UK is eligible to register. Entitlement to register can be found here ECLink01.

Most Asians have centred on Middlesbrough which already has an established Indian and Pakistani community.

Redcar & Cleveland has the lowest percentage of non-UK electors with just 0.5% of the total.

5 Decline in numbers of electors across the Tees Valley

5.1 Table 9a and 9b below shows the change and % change in the numbers of electors by each nationality category between February 2014 and December 2014.

5.2 The following changes are noted :

The bulk of the change is in the UK electors; numbers of non-UK electors for some categories are very small.

An overall decline in numbers of electors in each Local Authority of between 2.5% and 4.3%.

Across the Tees Valley, all groups of nationalities fell by between 3.4% (UK) to 12.4% (African)

Nearly all nationality groups for each Local Authority have fallen in number since February 2014.

6 Proportions of Non-UK Electors by Ward

6.1 Table 10 below looks at the five Wards in each Local Authority with the highest proportions of Non-UK electors. The full list is shown in Appendix 2 and maps showing the percentage of Non-UK electors by Ward follow in Appendix 3 on pages 14 to 19.

6.2 There are only 6 Wards out of 106 in the Tees Valley where the proportion of Non-UK residents is over 5%. These are in the Town centre areas of Middlesbrough (3), Stockton (1) and Darlington (2). Table 10 – Top 5 Wards with highest proportions of Non-UK Electors

7 Non Registration for Residents

7.1 The latest ONS population estimates are for Mid 2013 which are the closest we can get to the current register. This isn’t ideal but does at least provide an indication of the impact the latest fall has had.

7.2 Typically, ONS population estimates for the number for the 17+ population increases each year so we can assume that the Mid 2014 estimates would make the % of non-registration higher.

7.3 The estimated proportion of non-registration in December 2011 for the Tees Valley

was just below 5% (See Table 11 TVULink02); for February 2014, it was just above 5% but since February 2014, it has increased by 3.2 percentage points to close to 9% (1 in 11 not registered) with Middlesbrough jumping 4 percentage points to 11.5% (1 in 9 not registered).

8 Data Availability

8.1 The data at Ward level will be available to view or download from our web-site “Interactive Area Profile”

8.2 Another variable on the Electoral Register is the Over 70 flag, used for Jury Duty exemption. Data for this variable has also been updated and is available on the Hub as the proportion of electors aged over 70.
