The District
The U.S. Department of Defense Education Activity (DoDEA) Pacific branch is divided into
sections. One of those sections is the Department of Defense District Schools (DoDDS)
Okinawa. It is the second largest district among four DoDEA pacific districts (DoDEA, 2013).
It is home to 13 schools from grades prek-12. There are two High schools, three middle
schools, and eight elementary schools on the island of Okinawa, Japan. The district serves
military students as well eligible civilian personnel families in Okinawa. The student
population is approximately 7,600 with 950 educators and support staff (2013).
The district is very diverse and is made up of many different ethnicities. The population is
distributed as follows: 35 percent of the population is white, 17 percent is multi-racial, 16
percent is Hispanic, 15 percent Black/African American, 10 percent Asian, 1 percent
Hawaiian or Pacific Islander, 1 percent American Indian or Alaskan Native, and 5 percent
declined to state (DoDEA, 2013).
In the Okinawa district, schools have access to the following technology:
SMART Boards ELMO Document Cameras SMART Slates SMART Response Systems Camcorders Cameras Computer labs
Each school in the district distributes these items according to their needs. There are
several compute labs within each building that teachers can sign up for. Some schools also
have mobile labs that can be checked out for classroom use. All the classrooms areequipped with a SMART Board, projector, and document camera. There are also at a
minimum, 4 student computers in each classroom. The other technology items are
available for teachers to check out as needed. In addition, staff has access to a vast amount
of software that can be used with their students. The following table shows the current
technology software or programs that are available on district computers.

The Problems
The district currently has a vast amount of technology resources available for teachers to
use. One problem is that teachers are not receiving training regarding how to use the
technology tools that are available for them to use. There are no training sessions in place
for new teachers either.
Classrooms are equipped with SMART Boards and document cameras; some of these dont
get used. Some teachers are afraid to try to use the technology tools, since they have been
teaching for so long without them. They also find it difficult to operate the tools. Some
teachers feel lost or unsure of what to do regarding the technology that they have in their
room.
Each school is also equipped with tools such as SMART Slates, SMART Response systems,
and cameras. Many of teachers are not aware that such tools are available for them to check
out and use. Many of these tools sit untouched in the offices of Educational Technologists
(ETs) or in media centers. Teachers do not fully understand how to utilize these technology
tools to teach their curriculum. Some teachers try to use the technology that is available,
but they arent using it to its potential because they have not been trained how to do so.
DoDDS Okinawa lacks the training to help teachers use the technology that is currently in
place.
The Needs
Our district has all this great technology that is available for teachers to use with their
students and some of it isnt being touched. Our district needs to focus on equipping the

staff in every building to properly use the technology that is already in place before
purchasing new technology.
Training is needed for teachers both new and old. Our district doesnt offer training across
the board to all schools. Offering refresher courses for staff would also help teachers in
using the technology tools that are available. Some of the ETs at each campus offer training
session to their teachers. This training should be consistent across all schools within the
district. Teachers that transfer schools should all have the same training. Doing so will help
create a unified technology push in the right direction for our district. Our district needs a
unified training plan to keep everyone focused and headed in the right direction. In asking
some of the staff, most of them preferred face to face training. Doing so would give teachers
the opportunity to collaborative with each other, which was another area that they said
could be improved in our district. In developing the technology training for our district we
will keep this in mind. Our district needs to continue to ask staff what it is that they want.
Adapting to meet their needs and desires can help this training be more effective.
One of the things that our staff said that was needed in our district is training based on
their needs and wants. Surveys should be sent out periodically to determine what our staff
needs training in. Doing so would help keep the district on track in regards to future
technology training. Another major problem are for our staff is that they received basic
training in technology but are ready to move on to more advanced things but there arent
any training sessions offered to help them meet their goals and needs. Offering a wide
range of training sessions would help meet the needs of all teachers.

The Audience
The program that this plan outlines is for teachers, administrators, and staff. The plan is to
ensure that everyone at who works for the district is properly trained in using the
technology that is currently set in place. This can be done through the use of the ETs on
each campus. The ETs will provide the technology training to their staff. All of the ETs will
use the same training material to teach their staff.
Teachers will be trained so that they can implement the technology effectively into lessons.
This training applies to all staff, those been with the district for 20 years and those that are
brand new to the district. Support staff needs to be trained as well since they have access to
the technology when they work with students. Special education teachers, English as a
Second Language (ESL) teachers, speech teachers, counselors, reading and math support
teachers, gifted and talented teachers, and specialists all work with students so they too
must be trained. Most of the support staff has technology equipment in their classrooms
that they can use.
Administrators will also be trained so that they can give teachers as much help as support
as possible. The principal is the key facilitator in the effort to infuse technology into the
school (Dawson & Rakes, 2003). They also need to be knowledgeable since they observe
teachers on a frequent basis. When they do walk-throughs in the classroom, they will have
a better understanding of the learning that is happening. The Educational Technologist(ET) at each campus in the district can provide help and assistance to the staff in regards to
the tools that they are using. They are only there to assist and guide the staff as needed.

The Goals/ Objectives
The goal is to train all staff members that work with students in each school to work with
the existing technology in our district. Staff will gradually learn how to use all of the
resources that our district has in place. The goal is for staff to learn a minimum of 3 new
technologies a year. Over the next several years teachers will feel more comfortable using
the technology in their classrooms. The ultimate goal is to have all the staff in our district
trained in all the technology that we currently have available in our district.
The training will be offered multiple times a year and at different ability levels. New
teachers will be trained prior to their official start date. This will ensure that all teachers in
the district receive proper technology training. Training will be offered at the beginning of
the year and during district Professional development days throughout the year. Teachers
will have to choose the course the best suits their own needs and abilities.

Instructional Strategies
The content will be taught using face to face training sessions. District professional
Development Days will be used to train the staff. Trainers will utilize a wide range of
instructional strategies to teach the technology to the staff. Each individual session will need to
be looked at to determine which strategy is best to use when teaching it to the staff. Forinstance staff can complete a scavenger hunt using fireworks in one training session. In a
different training session, trainers could use games to teach the content such as how to create
interactive files using SMART Notebook. Videos can be used for just about every topic to show
how to use the tool in the classroom effectively. There are so many different ways to present
the content; it is the job of the committee to determine which strategies are best to use to
keep the workshops interesting and varied. The ETs in the district could help provide some
suggestions on which strategy to use, since they frequently teach the content to their staff in
different ways. The goal is to create unity and consistency among the trainers in our district so
that every single staff member is taught effectively.

Sample 5 day workshop
This sample five day workshop is designed for grades K-2. This training will focus on one of
the current technologies that our district has that very few teachers use. This was also an
area staff indicated they wanted more training in based on the staff survey. The 5 day
workshop will begin with the basics and build up in skill level. Teachers can attend all 5
days or they can attend workshops based on their individual needs or interest.

Morning break
Once each part is introduced, the Trainer will demonstrate how to connect the system to a
classroom computer. The trainer will go over how to properly set up the system based on the
type of clicker that is being used. Trainees will then break off into teams and connect their
systems up to a computer. A series of questions will be asked using the SMART Response
system to check for understanding. Trainees will have the opportunity to answer some
questions using the SMART Response.

The trainer will begin by demonstrating how to import a class list into the program and how to
program clickers to students. After showing how to do so, trainees will have time to practice
this. A series of questions will be asked using the SMART Response clickers to determine
understanding.
Afternoon BreakThe trainers will go over how to create basic questions. After going over each type of question
and how to create a question, trainees will be asked to create 3 questions for their peers to
answer about todays session. Each group will get some time to work on questions and then
present their questions to the group. After each group has shared each trainee will answer their
evaluation using their clicker.

Morning Session
Trainers will demonstrate how to generate a report using SMART Response. Trainees will
observe for now. The trainer will go over the different types of reports that trainees can run for
their class. Review questions will be asked using the clickers to check for understanding.Morning Break
Trainees will get the opportunity to create their own reports using their own class, if they have
data, or the data provided to them by the trainer. Trainees will gather in grade level groups to
share how they would use the reports in their classroom. The group will come back together
once everyone has shared and review questions will be asked using the clickers to check for
understanding.
Lunch
Afternoon Session
Trainers will show trainees how to export the data from SMART Response assessments.
Trainees will have time to practice how to export the data, using their own data or the data
provided by the trainer. Grade level groups will form to discuss the how this data can be usefulfor each grade level. Review questions will be asked using the clickers to check for
understanding.
Afternoon Break
The trainer will provide sample reports for each grade level. Trainees will work together in
grade level groups to look at a sample data. The will evaluate the data and take next steps for
the class as a whole. At the end before everyone is dismissed trainees will be asked to answer

questions to an evaluation using the clickers.

Evaluation Strategies
SMART Notebook will be used to create evaluation questions throughout the training session.
Trainees will get practice answering questions using the clickers. At the end of the session,
trainees will fill out their evaluation using the clickers as well. Informal observations of how
students export their data and reports will be informally evaluated as well.

SMART Response clickers in their classroom effectively to check for understanding. A sample question
for each grade level is shown. Each question is different and also is appropriate for each grade based on
the content that they teach.

Sample SMART Response Questions
Field Test
Each workshop will first be tested by presenting it to ETs in the district. They are
technology experts at the campus that they work. They will go through the training course
and provide feedback as needed. They will give suggestions on how to improve the
workshops based on their experiences with their staff members. Their suggestions will be
taken into consideration because they know their staff members since they train them
throughout the year. During this time, they will be able to ask questions or seek
clarification on any particular area.
Revision
In teaching the workshop to the ETs, we will most likely run into some bumps in the road;
the goal is to learn from those bumps and improve the workshop to best fit the needs of the

staff. Any changes that are needed will be made as a committee. The feedback provided by
the ETs in our district will be taken into consideration by the committee. Those changes
will be made before making the workshops available to staff members.
Evaluations
Each workshop will have an evaluation that the trainees will answer before leaving. They
will provide feedback to help the trainers improve their trainings in the future. The
committee drafted the following evaluation that can be answered online or on paper. The
district will use this form when any technology training occurs. This will help keep the
trainings unified. Here is a sample of what the evaluation looks like.

Summative Evaluation
In order to look at the success of each training session a number of factors will be looked at.
The evaluations completed by the trainees will be looked at and analyzed. Then the evaluations
completed by each trainer will also be looked at and analyzed. These two things together willhelp give the committee a better understanding of how the training implementation is going in
our district.
Each trainer will also fill out an evaluation after each training session is held. This form will be
used by all trainers who provide a technology workshop in the district. The committee has
created a sample evaluation. Here is what it looks like:

BudgetTraining will occur on district professional development days throughout the year. Teachers will not
receive a stipend since the professional development days are part of their duty days. Trainers will be
paid for training staff. There will be 3 sessions offered at each professional development day based on
ability levels. Staff will also be divided into three groups, elementary, middle, and high school. Since
venues in our district will be used to hold the training no additional costs will incur. The table below
shows the budget.

Conclusion
Our district needs to place technology training at the top of it priority list. We need to train the
staff in the district how to effectively use the technology that is currently in place. Our current
technology isnt being used to its maximum potential. Training for the staff will occur on district
wide staff development days. A few training sessions will happen each year so that teachers are
not overwhelmed and can put into practice what they learn at each workshop. New teachers
will receive training throughout the district to ensure that they too have been properly trained.
The goal for our district is to train all staff in the district in a consistent effective manner. The
key determinant of our success will not be the number of computers purchased or cables
installed, but rather how we define educational visions, prepare and support teachers, design
curriculum, address issues of equity, and respond to the rapidly changing world (p.14)
(Kleiman, 2004).
