1. INTRODUCTION
Hon’ble National Green Tribunal Principal Bench New Delhi issued direction in OA
710/2017 Shailash Singh vs. Sheela Hospital & Trauma Centre and Shahjahanpur and ors. on
15/07/2019 & in OA No 360/2018 Shreenath Sharma vs. Union of India & ors. on 26/09/2019
to prepare District Environment Plan. In compliance of above order passed by Hon’ble NGT
on 26-09-2019, District Environmental Plan (DEP) was prepared and submitted to M.P.
Pollution Control Board Bhopal vide letter no. 3483 dated 04.12.2019. MPPCB Bhopal
submitted the Action Plan to CPCB along with the DEPs of other districts of M.P. Hon’ble
NGT passed following order on Date 29.01.2021 :
“In view of above, having regard to the significance of the issue and inadequate
progress, we direct the Chief Secretaries of all the States/UTs to oversee and monitor
compliance by the concerned District Magistrates for preparing the requisite plans and
execute the plans already prepared. Further steps for preparation and execution of State
and National plans may also be taken in the interest of scientific and effective protection of
environment and public health.”
1.1 NGT Order dated 15.07.2019 in case no. OA 710/2017
"We find it necessary to add that in view of the Constitutional provisions under Articles
243 G, 243 W, 243 ZD read with Schedules 11 and 12 and Rule 15 of the Solid Waste
Management Rules, 2016, it is necessary to have a District Environment Plan to be operated
by District Committee ( as a part of District Planning Committee under Article 243 ZD) with
representatives from Panchayats, Local Bodies, Regional Officers, State PCB and a suitable
officer representing the administration, which may in turn be chaired and monitored by
District Magistrate. Such District Environment Plans and constitution of District Committees
be placed on the web site of District concerned. The monthly report of the monitoring by
District Magistrate may be furnished to the Chief Secretary and may be placed on the web site
of the District and kept on such websites for o period of one year. This may be made operative
from 1.08.2019. Compliance of this direction may also be seen by Chief Secretaries of the
States/UTs. This may not only comply with mandate of law but provide an institutional
mechanism for effective monitoring of environmental norms."
1.2 NGT Order dated 26.09.2019 in case no. OA 360/2018
"To facilitate such District Environment Plans, it will be appropriate that CPCB
prepares a Model/ Models and places the some on its website which may be adopted with
suitable changes as per local requirements for all Districts in the country and monitored by
Chief Secretaries with report to Tribunal in OA 606/2018.
The Department of Environment of all the States and Union Territories may collect
such District Environment Plans of their respective States and finalize the 'State Environment
Plan' covering the specific thematic areas referred in Para 7 including information as contained
in Para-8 and template of Model/ Models District Environment Plan provided by CPCB. The
action for preparation of State's Environmental Plan shall be monitored by the respective Chief

Secretaries of the States and Administration of UTs. Let this action be completed by 15.12.19
and compliance be reported to the Tribunal by 31.12.2019."
In this regard, Principal Secretary, Department of Environment & Chairman, M.P.
Pollution Control Board, Govt. of M.P. vide letter no. 781 dated 06.11.2019 wrote letter to all
the District Collectors to prepare District Environmental Plans by constituting District
Committee with representatives from Panchayats, Local Bodies, Regional Officers, State
PCB, various stakeholders and a suitable officer representing the administration, which may in
turn be chaired and monitored by the District Collector/District Magistrate.
As per the direction of Hon’ble NGT, Collector Tikamgarh constituted District
Committee comprising of following members to evolve and execute District Environmental
Plan vide Office order no. DUDA/2019/1020, Tikamgarh Dated 27/11/2019.

1.0 District Profile
The Tikamgarh District encompassing an area of 3878 Km Co-ordinates of 2426 ; 2540
North Latitudes and 7826 to 7926; East longitudes falling in toposheets No. 54 K, 54 P, 54 O and
54 L. Tikamgarh district is situated in the northern part of Madhya Pradesh. It is bounded in the north
and west by the Niwari and Lalitpur of Uttar Pradesh, in east by the Chhatarpur district and separated
by River Dhasan.The District has been divided into nine Tehsils and 4 Blocks. There are 725 Villages
in the District. Details of some places of visits of the tikamgarh district is given below-
Kundeshwar Mahadev Temple-
Kundeshwar is a village situated in Tikamgarh District, 5 km south of Tikamgarh, Madhya
Pradesh, India. It is known for kundadev Mahadev an ancient temple on the bank of the Jamdhar river,
and is the location of Kundadev Mahadev Temple.
It is believed that Shiv Linga has emerged from Kunda. In the south of it there is beautiful picnic
spot known as ‘Barighar’ and a beautiful waterfall known as ‘Usha Water Fall’.The village possesses
Achreological Museum and Vinobha Sansthan. Maharaja Birsingh deo established the Keshva Sahitya
Sansthan which was partonized by Pandit Banarsidas Chaturvedi and Yaspal Jain during their stay at
Kundeshwar.
Three big fairs held at Kundeshwar annually. An important fair attended by 50,000 persons held
in pouse/Magh (January) on the occasion of Sankranti. Second held on the occasion of Basant
Panchimi and third held on the Kartik Ekadasshi in the month of October/November. Books on the
rich history are available in local shops, mostly in the Hindi language. Only a thorough reading of
some of this material will tell about the rich and varied history of this place.
Tikamgarh Fort-
In 1783 the capital of the state was moved to Tehri, about 40 miles (64 km) south of Orchha,
which was home to the fort of Tikamgarh, and the town eventually took the name of the fort. The
district is famous for the old fort of Kundar known as Garh Kundar, which was built by Khangars and
remained the capital of Khangar rulers from 1180 to 1347.
Baldeogarh–
Baldeogarh is one of the tehsil of District Tikamgarh. It is situated on the Tikamgarh-
Chhattarpur road at a distance of 26 Km. from Tikamgarh. The massive rock fort standing above the
beautiful tank Gwal-Sagar, presents a very pleasing sight. The fort is a very fine specimen of its class
and one of the most picturesque in the region. A big old Gun is still placed in this fort. The town is
known for its betel-leaf cultivation. The importance of town also lies in its famous temple of ‘Vindhya
Vasini Devi’. An annual seven days Vindhyavasani fair is held here in the month of Chaitra and
attended by about 10,000 persons.
Ahar Ji–
A Village of Baldeogarh tehsil Ahar lies on the side of Tikamgarh-Chhattarpur road at a distance
of 25 Km. from the district headquarters of the district. Regular buses are available to reach this place.
It is evidently an old village said to have been populated by Jamalpur Ahars, which was once an
important Jain Centre. Several ruins, Old images and temples are located here. The Village contain
three old Jain temples one of these temple have an image of Shantinath, having height 20 feet. A tank
of Chadella days with a fine dam stands here.

Madkhera–
A small village situated on the North-West of Tikamgarh town at a distance of about 20 Kms.
The importance of this place lies in its famous SUN Temple. It entrance is from the east. SUN idol is
placed here. The other main object of interest of the village is a temple of Vindhya Vasani Devi on the
top of hill.
Papora Ji-
It is an old village about 5 Km. south-east of Tikamgarh town. It is famous Jain pilgrimage
centre which attracts large number of Jain devotees. The village contains about 80 old Jain temples.
Few Jain temples are under construction. The famous Jain temples of twenty four Tirthakars is the
main attraction of devotees. An important Jain fair, attended by 10,000 persons, held in the month of
Kartika sudi Purnima. It is managed by trust.
Umri-
This temple seems to belong to the Pratihara period in the 9th century A.D. It is a east facing
temple consisting of Garbhgriha, Antral and Mukhmandapa. The elevation is in Pancharathi scheme
and consist of Plinth, Jangha, Varandika and Shikhar. The pillers of Mukhmanapa are decorated. A
sculpture of Lord Surya is installed on the flank wall

C. Natural Recourses
Water Bodies and and Availability of Water Resources and Forest coverage :
Drainage: Tikamgarh, like almost all districts of India is criss-crossed and bounded by
several rivers.
Major Rivers: Jamni & Dhasan.
Jamni, a substantial tributary of Betwa, traverses much of the western boundary of
Tikamgarh. Dhasan, another large tributary of Betwa, flows along much of the southern and
almost the entire eastern boundary of the district.
Dhasan rises in sagar district. It enters Tikamgarh from Lalitpur and meets Betwa on its
right bank in Jhansi of Uttar Pradesh. Jamni rises near Madanpur in Lalitpur and after flowing
along the western boundary of Tikamgarh with Lalitpur meets Betwa on its right bank near
Orchha town.
Drainage and River System due to the difference in altitudes, all the rivers in the district
flow from south to north. The slope of the district is towards the north and the north east.
The drainage can be primarily divided in three major river basins, which are:
A) Jamni basin: This is a tributary of Betwa river, which flows across on the western
boundary of the district, that forms the natural boundary of the district. The shape of this basin
is in a form of strip which runs along the western boundary. The mean height of this region
varies from 300 to 400 meters above mean sea level. At some places it is more than 400
mamsl.
B) Dhasan: Arising from Madhya Pradesh, this river enters the district through the Mau-
Ranipur tehsil and forms its boundary with Mahoba and Hamirpur districts. The river has a
rocky bed and its course is flanked by ravines, which grow highly complex as it approaches
Betwa. The river has been dammed at Lahchura and Pahari and is used to divert water to
irrigation canals.Important tributaries of the Dhasan are the Ur, Sukhnai, Lakheri and the
Chainch. These are primarily monsoon rivers that cause floods during the monsoons but are
usually completely dried up after the winters.

D. Geography and Demography
The District lies in the Ganga Drainage system. The Dhasan, one of its right bank
tributaries and a big stream itself, mark the eastern boundary of the district. Both these rivers
flow towards the north-east. The natural drainage of the district is diverted in the opposite
directions into these rivers, the Dhasan sharing about 75 percent of the waters of the district.
The tributaries of the Betwa flowing in the Tikamgarh district are Jamni, Bagri and Barua.
Geomorphological features are directly controlled by the geological formations and
their structures. They are can be classified into two broad regions.
1. The hill ranges.
2. The intermountain fertile valleys.
The hill ranges are made up of hard compact and resistant granite masses intruded
by quartz reef. The heights of hills range from 200 m to 400 m above mean sea level
(amsl).The intermountain valley is fertile and covered by colluvial and detrital of parent rock
along with organic material. The thickness of alluvial fill varies from 10-16 meters.
It covers total forest are around 692.32 sq. km. Recently they have started work on
sujara dam on Dasan river in Badagaon which is going to be complete in next one year.
The geology of the area is characterized by what is known as the Bundelkhand Gneiss in
geological terms. The Bundelkhand Gneiss is a hard grayish pink granitodal rock of Simple
composition.

Demography
According to the 2011 census Tikamgarh District has a population of 1040359
E. Land use
Geographical area of Tikamgarh according to the Madhya Pradesh Revenue
Department is 504,002 hectares. Out of this, 68,789 hectares of land, forming 13.64
percent of the total area, is classified as forest. Of this, about 29 thousand is revenue
forest and the remaining about 40 thousand is classified as reserved and protected
forest.
The triennial average of net sown area for the period 2014-15 is 276,480 ha.
This forms about 54.7 percent of the geographical area. Current and other fallows
comprise another 66,503 ha, accounting for 13.23 percent of the area.
During the last few years, sowing has tended to decline and fallows have
correspondingly risen. Taking net sown area and the fallows together, about 58
percent of the geographical area of the district is under cultivation.
This ratio is high compared to several other districts and the average of the
state; in the state as a whole net sown area along with area under current and other
fallows forms about 53 percent of the geographical area.
In addition to the cultivated and fallows land, the district has 22,165 ha, of
calturable waste forming 4.40 percent of the area. This is also potentially cultivable.
An area of 66,657 ha, forming
percent of the total, is classified as barren and uncultivable.
Pastures, including trees and groves, cover 23,788 ha, forming 4.72 percent of
the land. The remaining 29,060 ha, forming 5.77 percent of the total, is under non-
agricultural use.

F. Climate
The Climate of Tikamgarh district is monsoon type. The year may be divided
into four seasons. The winter season starts from December to February followed by
the hot season, from March to about the middle of June. The period from about mid-
June to the end of September is the rainy season. The months of October and
November constitute the post-monsoon or transition season.
There is only one rain gauge station in the district at Tikamgarh. The average
rainfall of the district is 1000.2mm. It varies in different parts of the district. It is seen
that rainfall in the district in general increases from northwest to southwest. Parts of
the Niwari tehsil and Mohangarh of Jatara tehsil also
come in the low rainfall zone. About 90 percent of the annual rainfall in
the district is received during the south-west monsoon season - June - September,
July being the rainiest month.
There is no meteorological observation in the district. The description which
follows is based on the records of the observations in the neighbouring districts which
have similar climate. After February, temperature rise progressively. May is generally
the hottest month with mean daily maximum temperature at about 47 degree Celsius
and low 17.5 degree Celsius. On individual day temperature may raise upto 47 degree
Celsius. The relative humidity is high during the monsoon season, it being generally
above 70 percent. In the rest of the year the air is comparatively dry. The driest part of
the year is summer season when the relative humidity is less than 20 percent the
afternoons.

2.0 Indicative Gap Analysis and Action Plans for complying with Waste
Management Rules
(i) Solid Waste Management Plan
Preamble: Solid Waste Management Plan :
The Ministry of Environment, Forest and Climate Change, Government of
India has notified the Solid Waste Management Rules, 2016. As per the Rules, the
role of local body has been specified in Rule no 15 and as per Rule no 16, M.P.
Pollution Control Board shall enforce these Rules through local bodies.
With respect to effective implementation of Solid Waste Management Rules,
2016, Hon‟ble NGT had laid down several orders, of which, Hon‟ble National
Green Tribunal, Principal Bench on 22nd December 2016 has passed judgment in
Original Application No. 199 of 2014 filed by Mrs. Almitra Patel with regard to Solid
Waste Management.
Further, for effective implementation of the said Rules, the Hon‟ble NGT in its
orders dated 31.08.2018 had constituted Apex Committee, Regional
Committee and State Committee. Also, as per Hon‟ble NGT order dated: 16.01.2019
in O.A. No. 606/2018, State Level Monitoring Committee (SLMC) in Madhya
Pradesh has been constituted under the retired Justice.
(i) Solid Wastes Management in Tikamgarh District:
In Tikamgarh District, there are 08 Municipalities. The total quantity of Solid
Waste Generation is around 52.8 tons / day. In Tikamgarh District, most of the solid
waste is generated in Nagar Palika Tikamgarh. The quantity of this waste is about 14.0
MT/Day. Tikamgarh Nagar Palika has taken various required measures for collection,
transportation, treatment & disposal of Municipal Solid waste & Construction &
Demolition wastes as stated here in above. The 08 Municipalities of the district have
started 100% door to door collection but the segregation of solid waste, processing of
wet waste, disposal of dry waste & construction of scientific sanitary landfill is yet to
be done. The details regarding action areas, Data requirement, Measurable outcome,
the details of proposed interventions & stakeholders are given for each ULBs as
mentioned here in below Table 1:-

(ii) Plastic Waste Management
The Govt. of India has notified Plastic Waste Management Rules 2016. These
rules are applicable in State of Madhya Pradesh also. In order to prevent the pollution
problems caused by Polythene Carry bags, Deptt. of Environment, Govt. of MP has
imposed complete ban on manufacturing, storage, transportation, sell, purchase and
use of all type of polythene carry bags vide order no. F5-2/2015/18-5 dated
24.05.2017. All the local bodies and District Administration have been asked to
carryout inspections and impose penalties on violators along with seizers. Also in
order to comply the provisions of the rule and to give thrust on Plastic Waste
minimization, source segregation, recycling, involving waste pickers, recyclers and
waste processors in collection of plastic waste fraction either from households or any
other source of its generation or intermediate material recovery facility and adopt
polluters pay principle for the sustainability of the Plastic Waste Management is to be
practiced.
All the local bodies are directed to ensure that the recyclable Plastic Waste are
sold to the recyclers, low value plastic are utilized for road laying, the non-recyclable
Plastic Waste to co-incineration in Cement Plant and the remaining inert to landfill
site for disposal. Awareness program to reduce plastic usage are conducted regularly.

of proposed interventions & stakeholders are given for each ULBs as mentioned in
various Annexure mentioned in ANNEXURE 01 to 08

(iii) C&D Waste Management
The Govt. of India has notified C & D Waste Management Rules 2016. These
rules are applicable in State of Madhya Pradesh also. In Tikamgarh district the
generation of C & D waste is mostly found in city Tikamgarh Tikamgarh Nagar Palika
has taken various required measures for collection, transportation, treatment &
disposal of Construction & Demolition wastes. In other local bodies the C & D waste
generation is very minimum and they are advised to ensure that the C & D wastes are
disposed in suitable abandoned quarries without affecting the nearby Environment.

(iv) Bio-medical Waste Management
In Tikamgarh District 40 bedded & 38 non bedded Hospitals/ Health Care
Facilities are functioning.
All the Private Health Care facilities have made agreement with Common Bio
Medical Waste Facility owned by M/s. J K Medical Waste, Village-Godhan District
Ashok Nagar. District Hospital & community Health care are also sending their waste
to above incinerator. The Govt. Primary Health Center located in remote places of
rural areas is disposing of their waste. All the Govt. Primary Health Centers and
Veterinary Hospitals are persuaded to send their waste to CBWTF. The details of

(v) Hazardous Waste Management
There are no industries/units which have generated hazardous waste so, no
industry/unit has obtained HWM authorization from MPPCB in Tikamgarh District.
The details as required in Model format of CPCB are enclosed as ANNEXURE 10
(vi) E-Waste Management
The Govt. of India has notified E-Waste Management Rules 2016. These rules
are applicable in State of Madhya Pradesh also. There is no recycler, dismantlers
authorized by M.P. Pollution Control Board for E-Waste Management. The E-Waste
generated in the area is required to send authorized industries for further treatment &
disposal of E-Waste. The details of E-Waste for Tikamgarh district with respect to
action areas, measurable outcome and proposed action required to be taken along with
stakeholder are given in ANNEXURE 11
3.0 Air Quality Management Plan
The major source of air pollution in Tikamgarh is vehicular emission,
construction activities etc. M P Pollution Control Board is regularly monitoring the
Ambient Air Quality at Tikamgarh through one manual stations installed at Mahila
Park, Tikamgarh.
The Ambient air quality of Tikamgarh city found well within prescribed limit.
There is no issue of air pollution, The city also not comes in Non-attainment cities,
The AQI of Tikamgarh is being observed in “Satisfactory Category” throughout last
02 years. As per proforma provided by CPCB the information about Air Quality
Management Plan has been collected for district Tikamgarh . The details of action
areas, measurable outcome and proposed action required to be taken along with
stakeholder are given in ANNEXURE 12
4.0 Water Quality Management Plan
The Hon’ble NGT in its order directed the States to review the existing
framework of restoration of all the water bodies by preparing an appropriate action
plan as per the guidelines prescribed the CPCB.
4.1 Water Quality Monitoring
Water quality of rivers and lakes in Madhya Pradesh is monitored regularly on
monthly basis by Madhya Pradesh Pollution Control Board under GEMS and
MINARS program and the reports are submitted to the Central Pollution Control
Board. Based on the consolidated reports of GEMS and MINARS program the Central
Pollution Control Board has identified 351 river stretches as polluted river stretches in
the country for not meeting the prescribed water quality standards. No river in
Tikamgarh district has been identified as polluted river stretch. Main River are
Jamuni, Dhasan. In present District Environment Plan all the water bodies (Lakes,
Tanks, Ponds, Ground Water) in District Tikamgarh have been considered. The rivers

flowing in the district along with their length have been identified. Also the tanks,
ponds along with their submerged area have been provided by WRD. The details of

4.2 Domestic Sewage Management Plan
CPCB and MPPCB have periodically issued directions to the urban/ local
bodies to set up Sewage Treatment Plants (STPs) of adequate capacity including
provision for sewerage system to cover the entire local/urban areas and the treated
effluent to comply with the Standards in order to prevent deterioration of surface, sub-
surface waters.
The treated sewage, after meeting out the prescribed standards for core
parameters are either used for irrigation or let into water bodies. As per proforma
provided by CPCB the information about sewage generation, treatment, sewerage
network etc. has been collected for Class-II, Class-I and above towns. No cities in
Tikamgarh district is come under Class I, Class II & above towns. The details of

proposed action required to be taken along with stakeholder are given in ANNEXURE 14
5.0 Industrial Waste Water Management Plan
Tikamgarh is not commercial city, There are no industrial area in district. No
water polluting industries in Tikamgarh, The details of Action areas related to
industrial areas, Water polluting industries, Air polluting industries, measurable
outcomes, proposed interventions etc. are given in ANNEXURE 15
6.0 Mining Activity Management Plan
Tikamgarh district is rich in mineral, Mostly Rock Phosphate, Stone boulder,
etc found in district Tikamgarh. Stone boulder mines are also in area. The stone gitti
is made from the boulders excavated from these stone mines. The details of mining
activity, mining licenses issued along with action areas, details of data requirements,
measurable outcome etc. are given in ANNEXURE 16
7.0 Noise Pollution Management Plan
The noise pollution problem is not observed in Tikamgarh District. The
major source of Noise pollution in Tikamgarh is vehicular traffic and unpaved roads
M P Pollution Control Board is randomly monitoring the Ambient Air Quality of
Noise at various locations of Tikamgarh. As per proforma provided by CPCB the
information about Noise Pollution Management Plan has been collected for district
