The planned remodel of the former Town Center, now known as the Shops at Napa Center, has begun.Chain-link fencing now envelops a half wing of the mall, stretching from the rotunda to the mall’s entry adjacent to Kohl’s department store.Interior spaces will be gutted and cleaned out in preparation for new tenants, which have not been announced, developer Todd Zapolski said. New roofs will be installed, and all exterior finishes, public and common areas remodeled, he said.“We’re on our way,” Zapolski said.Shoppers are left with a narrowed passageway to travel between Kohl’s and the Town Center businesses that remain open, such as Napa Valley Jewelers, The Mustard Seed, McCaulou’s department store, Site for Sore Eyes and others.The construction fencing was installed on Sept. 30 , and will remain up until spring, when renovations are expected to be completed, Zapolski said.The east end of Gillwoods restaurant, which closed in May, will be demolished as part of a plan to open up the mall’s interior,

The rotunda dome will also be removed, creating a revitalized gathering space with views of a signature cork oak tree that is intended to draw in visitors, he said.Zapolski bought the beleaguered mall from George Altamura, Sr., George Altamura, Jr. and the Doctors Company in 2012. Originally built in 1987 as a centerpiece for downtown redevelopment, the Town Center has gradually seen a decline in tenants, with many storefronts empty.In November, Zapolski said the total cost of the development project, excluding a planned hotel, ranged from $60 million to $70 million. This includes the purchase price and planned tenant improvements.Signage will be installed to direct visitors around the remodeling, Zapolski said. “That’s going to explain to people that tenants are still here, open and in business,” he said.Men’s clothier Williamson & Co. has temporarily relocated to the former BottleRock business office at 1232 First St.The catalyst for beginning the renovations comes from the recent announcement of a hotel to be developed at the site, with frontage on First Street, Zapolski said.In August Zapolski announced that he’d joined forces with hotel developer LodgeWorks to build a seven-story, 185-room luxury hotel called Archer Napa.The project, described as a “high-end, four-star boutique” hotel costing approximately $70 million, is planned for the 1200 block of First Street, centered on the site of the long-vacant Merrill’s drug store.“The hotel was critical to define a significant part of the project and our timeline,” Zapolski said. “We’re hitting the milestones we needed.”Initial plans for the hotel are “fantastic,” Zapolski said on Tuesday. “Their ideas are beyond anything we had hoped. This is an authentic new design and I think something people will look at for the next generation or two.”With the start of the remodel underway, Zapolski said he is trying to work out a reuse plan for some of the existing plants, pots and benches that formerly decorated the mall’s common areas. He’s considering a “yard sale” to benefit Clinic Ole, he said.“We don’t want to throw them away,” he said of the outdoor decorations. “Let’s get some money for charity.”Any such sale would happen in the next week or two, he said. “We’re trying to figure out if we can do it.”

Mortgage Points: It’s Personal Deciding to pay points when obtaining

your mortgage is a decision that is as personal as your choice in the style of your home. Understanding what mortgage points are is the � rst step in making the choice to pay points. There are many factors that pertain to you and your unique situation that should be evaluated after understanding the mortgage payment structure.

There are two types of mortgage points; origination points and discount points. Origination points are paid to the lender to cover overhead costs for the loan and discount points allow you to buy down your interest rate in the form of upfront interest. Both varieties use percentages to calculate costs. Each point is equal to 1% of the total amount of the note. For example, on a $300,000 mortgage, one point is equal to $3,000. The purchase of each point paid generally lowers the interest rate on your mortgage by .250%. The bottom line is paying points up front should increase your monthly savings by lowering your interest rate.

• Paying a mortgage of $300,000 with an interest rate of 4.5% (30 year � xed loan) would result in a principal and interest payment of $1,520.06.

• If you pay 1% discount point, your interest rate would be 4.25% and your monthly payment would be $1,475.82 saving you $44.24 per month by paying $3,000 at close of escrow.

As you can see in this scenario it would take the home owner over � ve years to break even. If you sell, re� nance or payoff your mortgage in the � rst � ve years it would not make sense to pay 1% point.

Understanding the breakeven point and the math calculations are straight forward but asking and

answering the right questions to make a decision takes pondering. If you believe

mortgage interest rates will lower in the next � ve years you might be able

to re� nance and lower your rate. If your opinion is that rates will increase and you intend to keep your home and mortgage long term your inclination will be to take the lowest rate possible. Here are a few other questions to ponder:

• Will you need to down size or increase your living area in the next few years?

Are you young with potential to start a family? Are you nearing

retirement?

• Do you have thoughts of remodeling in the future, potentially creating the need to re� nance and use some equity to � nance?

• Is your current job stable or is job relocation a possibility?

• Are you struggling to come up with the money for a down payment and closing costs but have a solid income and can afford the higher monthly payments or visa versa?

• Do you invest in the stock market and believe the money could be used to generate a higher return than the amount saved by paying for the points?

• Have you reviewed all the loan options in regards to interest rates and points that are available to you?

Purchasing a home and obtaining a mortgage is a major � nancial decision. Ask the right questions and have discussions with your lender about the options that are available to you. Compare and look at the numbers before you make a decision. There is no one right answer when it comes to choosing a mortgage but there is a right answer for you if you know the questions to ask.

Nearly 700 Napa County residents who faced losing their homes to

foreclosure had their mortgage loans reduced an average of more than $100,000 via a mortgage settlement program.The program, called the California Agreement of the National Mortgage Settlement, was designed to deliver relief to underwater homeowners, according to data released last week from California Monitor, a legal team that oversees implementation of the agreement.In March 2012, the nation’s largest mortgage companies — Bank of America, JPMorgan Chase and Wells Fargo — signed a landmark agreement with the California attorney general to deliver $12 billion in mortgage assistance to California families. This separate California Agreement was reached at the same time as a $25 billion National Mortgage Settlement.This was the largest consumer financial protection settlement in U.S. history.The agreement settles state and federal investigations finding that the country’s five largest mortgage servicers routinely signed foreclosure-related documents outside the presence of a notary public and without knowing whether the information they contained were correct. Both of these practices violate the law. The California Monitor program assisted the state attorney general in monitoring the implementation of the National Mortgage Settlement.According to Bank of America spokeswoman Jumana Bauwens, the loan holders who received assistance “were people that were severely delinquent” in their mortgages and “on the unfortunate road of foreclosure.”They included homeowners “who might have been underwater or had a high interest or adjustable-rate mortgage who just could not afford their mortgage payment,” she said.The reductions in their loans “helped

them avoid that foreclosure and stay in their homes,” Bauwens said. The principal reduction program “would have brought them back down to an equity position and made sure their mortgage payment was affordable.” For some, “this likely changed their lives considerably,” she said.Between January 2012 and the end of this past June, 677 first and second mortgage loans were reduced in Napa County, the report stated. The average first-mortgage principal reduction was $151,818. The average second-mortgage principal reduction was $104,917.Twenty-five million dollars in first mortgage debt was waived. Twenty million dollars in second mortgage debt was waived. The amount of principal reduced for Napa County loans totaled $46.1 million, according to the report.Because the banks approved short sales, Napa County borrowers

received $52.6 million in mortgage relief from the three lenders. The banks provided county borrowers $98.8 million in debt relief.In comparison with the 677 loans that were modified in Napa County, 3,065 distressed loans were reduced in Solano County, 2,061 in Sonoma County and 211 in Lake County. Los Angeles County borrowers received the most loan relief, with 32,424 loans being modified, the report said.Local mortgage broker Chris Salese said he had not heard of many locals who received such aid. He wondered about the selection process used to determine who got the principal write-downs.In addition, “if the homeowner has two mortgages, what criteria was used to determine whether to forgive the principal on either the first or second?” he asked.“It sounds like it was a great political victory and maybe a small

socioeconomic victory for the communities that benefited by those who have since been able to stay in their homes,” Salese said. “That’s potentially 677 households here in Napa that benefited by having this done.”The California agreement had a narrower focus than the National Mortgage Settlement, according to California Monitor.Only mortgage help that reduced what homeowners owed on their loans could be counted by the three banks. Debt relief was especially important for families who were hit hard by the financial crisis and saw the value of their homes drastically reduced, California Monitor said.Each household helped makes a contribution to the overall recovery in the real estate market, the organization said. A home saved from foreclosure helps stabilize the neighborhood, prevent blight and buoy housing prices.From April 2012 to August 2013, California families received more than $18.4 billion in mortgage relief, including first- and second-mortgage principal reductions and short sales as a result of the agreement.Alexandra Alvarez with California Monitor said that the principal reduction program has officially ended but that banks are still offering many programs to help struggling homeowners.Bauwens encouraged homeowners to call if they are still facing foreclosure. “Call the bank and get help,” she said. “There are so many new programs out there that will help homeowners in need of assistance.”“The California Monitor program continues to monitor the banks’ practices and assist homeowners with any problems they are having that relate to the National Mortgage Settlement’s servicing reforms,” said Alvarez.“If a homeowner is experiencing trouble getting reviewed for a loan modification, we can help them navigate the process,” she said.

A proposed south Napa hotel and fitness center both got one step closer to approval at the Napa

County Planning Commission meeting.The development project, led by the Gasser Foundation, would feature a 115-room Hampton Inn & Suites hotel with pool and other amenities. A second building would become home to an In-Shape Health Club with workout facilities, racquetball courts and two pools.A new 223-space parking lot would be built to accommodate the project, which would be located immediately west and adjacent to the new South Napa Century Center and movie theater.Representatives from Gasser, hotel developer OTO Development of South Carolina and In-Shape Health Clubs of Stockton were on hand in support of the project.After extensive review during the meeting, initial project approvals were granted, but the commission asked Gasser to return in October to resolve additional issues including signage, landscaping and a trash enclosure.“Overall, I think we’re pretty much there, it’s just figuring out some final details,” Planning Commissioner Mike Murray said Friday.Gasser representative Joe Fischer said the foundation felt a mid-tier hotel operator like Hampton Inn & Suites would be a good fit for the

city. Developer OTO Development custom designs its hotel projects, he noted. “We think you will like what you see,” said Fischer.“We think that the Hampton Inn is a great option for business and leisure travelers coming to our valley,” said Gasser Foundation President Joe Peatman.In May 2012, OTO Development signed a ground lease with an option to purchase a portion of land in the South Napa Century Center owned by the Gasser Foundation. The price for the lease was not disclosed.The four-story hotel building will reflect the same character as the existing theater project, said the planning commission report. The exterior will be predominately painted stucco with areas of ceramic tile and painted metal. Exterior colors will be light beige and brown with gray ceramic tiles and green tinted glazing.Hotel and fitness center guests will access the property by a new driveway from Hartle Court and three internal driveways that will connect to the existing Century Center parking lot. The health club will be immediately north of the hotel and directly west of the theater building.The two-story fitness center will be the health club’s 69th location, and cost $6 million to develop, said In-Shape representative Michelle Clark. First established in 1981, the business has since grown to include health clubs throughout California, she said. The closest In-Shape clubs are in American Canyon and Vallejo.

“We’re very excited” to be building a second club in Napa County, she said.The 40,000-square-foot facility will be designed from ground up “with the Napa community in mind,” Clark said. The building will feature extensive windows to allow views of the river, she said. Other amenities include indoor and outdoor pools heated year-round, with lounging decks, cabanas, shade structures and lounge furniture. The indoor facilities will include a group exercise studio, kids club, three racquetball courts and possibly a cycle studio, among other offerings.“We’re hoping to make it kind of resort-like,” said Clark, and “a destination club for the whole family.”To draw in new members, the business will open a preview center featuring a mini gym at the site of a former furniture store at 459 Soscol Ave., next to the Gasser Building. The preview center should open in October, and the new gym should open in spring 2014, she said.Clark said that with the In-Shape centers in American Canyon and Vallejo, plus those in Solano County, the center has a lot of current members who have asked for another gym in Napa County, she said. “We go where the need and desire is.”Membership rates for the Napa club will start around $40 a month, but charter members who use the preview center will pay half of that. Once complete, the gym will employ about 50 people, she said.

Thee man who brought Food Truck Fridays to Napa hopes to debut another new project, only this one

wouldn’t be on wheels.Entrepreneur, restaurateur and businessman Andrew Siegal has started the process to develop a three-story, mixed-use building at 728 First St., east of Soscol Avenue.Siegal is proposing a 22,710-square-foot structure, with a microbrewery on the ground floor, offices on the second floor and three residences on the top floor. There would also be a floor of underground parking.The site is currently home to his food truck business, Dim Sum Charlie’s, and single-family home.Siegal bought the property in 2007 from the former Copia arts and wine cen-ter. “I always wanted to develop the property,” he said. “It seemed like an obvious opportunity.”That opportunity includes the desire to create something that is unique but also fits into the area, he said. That’s why Siegal connected with Geobarns, a builder of New England-style barns and buildings featuring a unique diagonal framing technique. When a team of builders from Geobarns constructed such a barn at a vineyard on Silverado Trail in 2012, Siegal said he was captivated by the look.“I’ve always loved the architectural value of a modern barn. It’s very authentic to the area in which we live,” said Siegal.Siegal is currently going through the entitlement process with the city’s plan-ning department. He hopes to begin construction “as soon as feasibly pos-sible.” Construction could last between eight and 12 months, he said.At first glance, Jennifer LaLiberté, the city’s economic development manager, said, “It’s a nice urban area infill project that seems to be compatible with sur-rounding uses and takes advantage of the street and river location.”The agricultural architecture references have been a good fit for the area, she said. “I think Oxbow Public Market is another example of borrowing agri-cultural features and including them into an urban setting and they did that quite well.”

Downtown projects that offer a mixture of uses are something the city is trying to encourage, she noted. If the project is com-pleted as planned, “it would be an example that others could follow to show multiple uses” in one development.Steve Carlin, founder and CEO of the Oxbow Public Market, said he didn’t know enough about the proposed project to comment on specifics.“I like Andrew,” said Carlin. “I think he’s done a really good job with the property to date. If he’s proposing more uses in the dis-trict, I would favor that.”This would be Siegal’s first brick and mortar development, he said. His other businesses include Liquid Trade Solutions, Big Vine Wines and Dim Sum Charlie’s.The First Street project would feature 17 underground parking spaces with an additional 15 spaces available at the adjacent Wine Train parking lot, he said.The ground floor of 5,524 square feet could have a restaurant anchor tenant. Several microbreweries are interested in the space, he said. The second floor of 4,427 square feet would be for office use. The top floor would feature three residential units, each less than 1,000 square feet.Project overview documents describe the development as an opportunity for “high-quality urban living” and “restaurant-retail uses to serve both tourists and locals.” The developer envisions the proposed building “as an anchor and an example for growth in the district.”A rear outdoor patio would serve outdoor use and other possible activities, Siegal said.Siegal, who is looking for financing, said he expects the project to cost between $3 million and $7 million.The existing single-family home at the site will not remain, but he hopes to recycle as much of the building as possible, Siegal said.
