A longtime funeral home prop-erty in downtown Napa has a new owner. The Treadway & Wigger parcel at 623 Coombs St. near the Napa Main Library has been sold to Burlingame real estate investor and developer Maurissa Heffran.

Based on the amount of transfer tax paid, the price was $3.5 million. The deed was recorded July 1.

“I thought it was a nice building,” Maurissa Heffran said by phone. The property, several parcels total, occu-pies about two-thirds of a city block and includes the commercial build-ing, two residential units, and a large parking lot.

Maurissa Heffran’s father, Dion “Rags” Heffran, of Hefco Develop-ment, said the family first became interested in the property after noting the redevelopment of the Napa River Inn. Because the Treadway & Wigger space is so close to the area, they say they believe it will attract tenants.

They don’t plan to immediately redevelop the property, he said. “We

want to try and keep the same look.” The inside will be renovated to fit the needs of the future tenant. There are no plans to change the residential units, he said.

A commercial “for lease” sign was recently installed at the former funeral home. The buyer’s mother, Gloria Heffran, is facilitating that

process. Almost 8,000 square feet is available for lease, she said.

“It’s a great property, great loca-tion,” said Gloria Heffran. “Down-town is looking wonderful and it’s only a block from the river,” she said. A restaurant tenant was one possibility.

Rags Heffran said he has carefully

studied the Napa market. “The stats are good from a real estate investor’s point of view. The tourist traffic is good. That’s very attractive.”

The family also plans to build a boutique lodge in American Can-yon called “r Lodge.” That would be located at Highway 29 and Donald-son Way, said Rags Heffran.

Scott Kendall may not equate his livelihood to that of the phoenix.

Yet, like the long-lived mythical bird that is cyclically regenerated or reborn, Kendall and his popular Napa restaurant and wine bar have been given, like the phoenix, a new lease on life.

The Sebastopol native was about to add a new bar and lounge to his very successful downtown establishment, Carpe Diem, when last August’s earthquake wreaked havoc on historic Alexandria Square, the Second Street building that houses his restaurant and other businesses.

Held up as city officials and preservationists weighed reconstruction options, repairs to the building are just about complete — so much so in the Carpe Diem space that Kendall and his crew returned to restaurant stoves in July.

Put a lot of small businesses in the same position Kendall found himself in “and they’re not coming back,” the soft-spoken restaurateur said the other afternoon as staffers readied the dining room for its initial post-earthquake din-ner crowd. “We lost months and months due to issues involving the historical significance of the building. I was lucky that I had a little money saved to live on.

“I have to thank the DeSimoni family and All Phase Construction (for getting Carpe Diem ready for customers) — they helped us consid-erably.”

Kendall also praised his new general manager,

Jim Foster — who had been hired but 12 hours before the earthquake struck — and his chef de cuisine, Andrew Martin, for keeping Carpe Diem alive over the long winter and interim spring.

The Carpe Diem team opened a pop-up eat-ery and takeout venture in the Oxbow Market. “That was helpful,” Kendall noted. “It kept our name out there and key members of our crew together. We also gained new clientele ... found a new demographic. It wasn’t about the money — just keeping Carpe Diem alive.”

Now, that core group, along with young but experienced front-of-the-house staffers, are eager to bring Carpe Diem back to friends and family who’d made it one of the busiest food and drink spots in downtown Napa for the past five years.

One doesn’t have to visit Carpe Diem more than a few times to pick up on the distinct “Cheers” vibe.

“Everybody does know your name,” said general manager Foster. “This is a place where customers leave their titles at the door.” And he should know as a 30-year veteran of the hospital-ity industry who, prior to that, worked in Japan/U.S. trade relations. Locals recognize Foster from his recent stints at Tarla, the Bank Bar at the Westin Verasa and Etoile at Domaine Chandon.

“Our shared plate style menu encourages people to enjoy life with wine, food and good company,” Kendall reminds diners on the restau-rant menu.

Not only is the re-energized wine bar and din-ing room ready to welcome regulars, newcomers and visitors, Carpe Diem has a new add-on — a

full bar and lounge as well as a place to hold private dining events.

“We had finished setting up the (adjacent) space for our first private party, even had the tables set, that night before the earthquake hit,” Kendall said.

“For now, we’ll be using it as an extension of our dining room because of the loss of our patio seating. Eventually, it will become our late-night bar.” The new lounge can accommodate up to 42 guests for private dining functions.

With the new liquor license, Kendall and Fos-ter have hired a pair of experienced mixologists to offer craft cocktails to guests. The chef said his crew has been helping prepare drink ingre-dients like a fresh peach syrup and a strawberry/anise hyssop.

Carpe Diem is also brewing its own draft beers, with Aftershock IPA and Belgian Farm-house Saison just two of the half dozen on tap at the moment.

“Carpe Diem, loosely translated, means seize the day — eat, drink and be merry, and give thanks for today.”

Restaurant regulars are thankful to have Ken-dall and company back downtown where they started out more than five years ago. They’re wel-coming the team with open arms — and mouths.

Carpe Diem is located at 101 Second St., Napa. Hours are 4 to 9 p.m. Sunday through Thursday, with service extending to 10 p.m. Fri-day and Saturday. Happy hour is observed daily from 4 to 6 p.m. For reservations, call 707-224-0800.

WASHINGTON — U.S. con-struction spending posted a solid gain in May, pushing total activity to the highest point since the fall of 2008, with the strength led by a big jump in non-residential projects.

Total construction spending increased 0.8 percent in May, fol-lowing an even bigger 2.1 percent advance in April, the Commerce Department reported Wednesday. The gains pushed totaled activity to a seasonally adjusted annual rate of $1.04 trillion, the highest level since October 2008.

All major categories showed increases in May, led by a 1.5 per-cent rise in non-residential build-ing, which reflected increases in

spending on hotels, manufacturing facilities and amusement parks. Residential construction was up a more modest 0.3 percent. Spend-ing on government projects rose 0.7 percent.

Construction activity is expected to be a source of strength this year, helping the economy to accelerate after a soft patch at the beginning of the year.

The 0.3 percent rise in residen-tial building matched the April gain and was led by a 0.9 percent rise in spending on renovation projects. Spending on single-fam-ily homes was flat, while spending on apartment projects edged up 0.2 percent in May.

The 1.5 percent rise in non-res-idential construction followed siz-able gains of 4 percent in April and

3.3 percent in March.The 0.7 percent advance in

spending on government projects was led by a 6.3 percent surge at the federal level and a smaller 0.2 percent increase in spending on state and local building projects.

The economy went into reverse during the January-March quarter, shrinking at an annual rate of 0.2 percent, as consumer spending, construction and other economic activities were hurt by the unusu-ally severe winter. But economists say growth posted a solid rebound in the April-June quarter, predict-ing the economy expanded at an annual rate of 2 percent or better. They are forecasting even faster growth of around 3 percent in the second half of the year.

Both the commercial and

residential real estate markets appear stronger this year. Almost 60 percent of the real estate execu-tives participating in a recent sur-vey by the law firm Akerman LLP said they were more optimistic about the market than in 2014.

Developers say they are bet-ter-funded and finding more opportunities in the residential, commercial and retail sectors. The job growth over the past year has been substantial enough for some builders to launch office projects without pre-existing rental com-mitments.

“It’s fueled by the feeling that the job growth is there, and tenants have need for more space because of new employees,” said Richard Bezold, who is chairman of Aker-man’s real estate practice.

In fact, some studies suggest it’s the worst the state has seen in 1,000 years, but California isn’t the only state suffering extremely dry conditions. The country as a whole is in the midst of one of the most sustained periods of increasing drought on record, according to the Palmer Index.

“With communities around the world facing water supply challenges, it is more import-ant than ever to use water efficiently,” says Paul Patton, Delta Faucet Company senior research and development and regulatory manager. “Working alongside the EPA’s Water-Sense program, companies such as Delta Faucet con-tinue to innovate and make water-efficient products avail-able for homeowners to easily reduce water usage without sacrificing experience or per-formance.”

You can save thousands of gallons of water per year, and reduce your utility bills, with a few simple home upgrades:

Easy upgrades to make your home water-efficient

REPLACE YOUR SHOWERHEADShowering accounts for nearly 17 percent of

residential indoor water use—for the average family, that’s nearly 40 gallons per day, the EPA says. If you can’t decrease your shower time, ret-rofit your showerheads with WaterSense-labeled models to save up to 40 percent of the water you’d typically use when showering. Thanks to new technologies like Delta H2Okinetic tech-nology, which provides the feeling of a warmer, more drenching shower without using more water, you won’t have to sacrifice your experi-ence for efficiency.

FIX A LEAKWhether they’re from an outdoor spigot,

an indoor toilet or a faucet, leaks can account

for more than 10,000 gallons of water wasted in homes every year, according to the EPA. Keep your home leak-free by investing in easy-to-install, efficient fixtures throughout the home.

UPDATE YOUR BATHROOM FAUCETWhile you should turn off the tap while

brushing your teeth, you can also find a faucet that uses less water while it runs. According to the EPA, the average family can save 700 gallons of water per year by retrofitting their bathroom faucets with water-efficient models. These new models flow at 1.5 gallons per minute (GPM) versus the standard 2.2 GPM. The EPA reports if every home in the United States replaced existing faucets and aerators with more efficient

models, the country would save 64 billion gal-lons of water annually.

INSTALL A NEW TOILETToilets use more water than any other fixture

in the home, according to the EPA. Accounting for nearly 30 percent of an average home’s indoor water consumption, it’s important to know that older models can use as much as 6 gallons per flush while newer, WaterSense-labeled versions use 1.28 gallons per flush, the EPA says. Replac-ing the toilets in your home can make a huge impact on your household’s water usage and may save up to 13,000 gallons per year.

Four years after floating a shop-ping center proposal that riled traf-fic-weary neighbors, Justin-Siena High School is switching gears.

The private academy in north Napa announced in late July it will shelve its planned retail cen-ter – which originally called for the city’s first Lowe’s hardware superstore – in favor of a senior residential center near Solano and Trower avenues.

School directors had pursued a shopping development at the site as an effort to keep improve school finances, but have faced resistance from residents fearing increased congestion, noise and air pollution.

The new project envisions a single, three-story building on 5.8 acres of Justin-Siena property with room for up to 175 beds, according to Kevin Teague, an attorney working with the school. Justin-Siena withdrew its shopping center application with the city Planning Division, and submitted a conceptual plan for the seniors’ facility ahead of a full application, he said.

A seniors’ residence at Solano Avenue likely would be designed for a range of needs, from inde-pendent and assisted living to memory care, said Joe Ryan, president and CEO of Oppidan, Justin-Siena’s Minnesota-based development partner.

A Napa senior community would be the second to be built by Oppidan, after a similar project in the Minneapolis-St. Paul suburbs. That center, Red Rock Senior Living of Woodbury, Minnesota, combines varying grades of elder care with rental apartments, food service, a fitness center, movie the-ater and other amenities.

The pivot by Justin-Siena offi-cials came about after two months of discussions with nearby residents who asked the school to find a use for the 6.42-acre site that would produce less traffic congestion than a shopping plaza, according to school president Robert Jordan.

“I was impressed that the neigh-bors were not trying to shut this project down, that they just wanted

a different kind of project,” he said. “They offered alternatives to our developer, who then asked us about changing the project.

“This plan has evolved, and I hope we’ve landed on something that works for everybody.”

Moving away from retail con-struction was a direct response by the developer to neighbors’ traffic worries, according to Ryan. “This is the least impactful use of any kind of real estate,” he said, refer-ring to the new proposal.

“A shopping mall would have dumped even more traffic over here,” said Richard Anderson, a retired engineer who has lived a few streets away from Justin-Siena since 2002. We already have at least six schools (nearby), so people are always getting in and getting out every morning and afternoon. Those of us living here were very concerned about facing all-day traf-fic until 9 at night.”

“I think, personally, hav-ing a senior center is a benefit to the community. I might be there someday.”

Justin-Siena first revealed its plans in 2011, seeking to build a 10-acre development anchored by a 143,000-square-foot Lowe’s Home Improvement Center facing Solano Avenue. After neighbors’ complaints, the school reduced the size of the proposed center to 6.42 acres, changing its prospec-tive tenants to a Sprouts Farmers Market grocery and an unnamed hardware store.

The destination for profits from the development also changed, as Justin-Siena dropped plans for a campus upgrade program in favor of turning all revenues toward tui-tion assistance.

A third of the school’s estimated 650 students in the 2015-16 are expected to receive tuition support totaling $1.7 million, according to Jordan. He declined to pre-dict how revenue from building a senior community would compare to funds from a shopping center, but said “I definitely wouldn’t pur-sue this project if it didn’t benefit the school.”

A seniors’ center “is not as good

for school or for Oppidan, but if it’s better for the city, then we’re partners,” said Ryan, the Oppi-dan CEO.

Having a seniors’ center as a school neighbor and partner opens up the chance to link its residents with students, Jordan said. Possi-bilities include student internships and curricula connected to the senior facility, as well as volun-teering by seniors at Justin-Siena’s offices, theater and athletic centers, he said.

The outcome of Justin-Siena’s development efforts is a victory for neighborliness, said Anderson, the north Napa homeowner, who had called for “appropriate” growth that would neither worsen traffic nor snarl operations at Napa Fire’s Station No. 3 nearby.

“The long and the short of it is, it was a chance for people with concerns to get together and express them – and the school lis-tened,” he said. “They were will-ing to consider something else. It all turned out fine, in my point of view.”
