SYNOPSIS: At 4:00 am today, the eye of Typhoon (International Name: SOULIK) was located based on all available

data at 1,365 km East of Itbayat, Batanes (20.8N, 136.8E) with maximum sustained winds of 150 kph near the

center and gustiness of up to 185 kph. It is forecast to move West Northwest at 20 kph.

FORECAST: MIMAROPA, Bicol Region, Western Visayas, Zamboanga Peninsula, SOCCSKSARGEN and the provinces

of Quezon and Aurora will experience cloudy skies with light to moderate rainshowers and thunderstorms. Metro

Manila and the rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.Moderate to occasionally strong winds blowing from the north to northwest will prevail over luzon and its coastal

waters will be moderate to occasionally rough. Elsewhere, winds will be light to moderate coming from the

- Kapag ito (bagyong Soulik) ay nakapasok ng PAR bukas ng umaga, ang ipapangalan po natin ay (bagyong )Huaning. Sa ngayon, ito ay nasa layong 1,570 km silangan ng Basco, Batanes at taglay nito ang lakas ng hangin na

umaabot sa 130 kph at bugso ng hangin na umaabot ng 160 kph. Ito po ay kumikilos pa-kanluran sa bilis na 20 kph.

- Sa ngayon hindi pa ito (bagyong Soulik) nakakaapekto sa anumang parte ng Pilipinas at inaasahan na sa Huwebes

7. GMA: Patuloy na lumalapit sa PAR ang bagyong may international name na Soulik kung saan isa na itong

typhoon. Huli itong namataan ng PAGASA sa layong 1,570 km silangan ng Basco, Batanes na may lakas ng hangin na

130 kph near the center at pagbugso na aabot sa 160 kph. Kumikilos pa rin ang nasabing bagyo ng pa-kanluran sa

bilis na 20 kph at bukas ay inaasahang papasok na ito ng PAR kung saan tatawagin na itong bagyong Huaning. Hindi

pa rin nakikita na tatama sa kalupaan ang nasabing bagyo. Samantala, malaki naman ang tsansang umulan bukas sa

Cagayan Valley, Bicol Region, Aurora at Quezon habang may tsansa naman ng mahinang pag-ulan sa Metro Manila,

lalo na pagdating ng hapon o gabi. Mahihinang pag-ulan din ang inaasahan bukas sa malaking bahagi ng Visayas

habang posibleng ring maranasan sa Mindanao ang mahina hanggang sa katamtamang pag-ulan.

11. DZRH: Sa pagtaya ng PAGASA, lalong lalakas ang bagyong papalapit sa PAR na may int'l. name na Soulik, pero

papangalanang bagyong Huaning oras na pumasok sa bansa bukas ng umaga. Huling namataan ang bagyo sa layong

1,610km. sa Basco, Batanes taglay ang lakas na hanging umaabot sa 110kph malapit sa gitna at pagbugso ng hangin

na hangang 140kph. Kumikilos ang bagyo pakanluran sa bilis na 20kph at kung hindi magbabago ang direksyon,

tutumbukin nito ang dulong hilagang Luzon. Palalakasin ng tropical storm ang Hanging Habagat na magdadala ng

mga pag-ulan sa ibang bahagi ng Luzon hanggang weekend. Nilinaw ng PAGASA na ang pag-ulang nararanasan sailang bahagi ng bansa, partikular sa Palawan at Mindanao ay hindi epekto ng bagyo, kungdi ng ITCZ.

2. PIA-IVA/QUEZON: The city social welfare and development office (CSWDO) has conducted regular round-up

and patrolling to apprehend street children in Lucena City. Malou Maralit, CSWDO head admitted that one of

their problems now is the street children sniffing 'vulca-seal'. Maralit seeks the assistance of police officers to

solve this alarming problem and the city council to pass a resolution banning the minors to buy 'vulca seal' in any

Mateuna sa lungsod na ito ang 10 computer sets na donasyon ng National Grid Corporation of the

Philippines (NGCP) noong Hulyo 3.

Sa pagtanggap ng mga donasyong computer, lubos ang ginawang pasasalamat ng mga opisyal ng

pamahalaang barangay ng Mateuna gayundin ni Vice mayor Luz Cuadra sa mga opisyal ng NGCP.

Anila, malaki ang maitutulong ng mga computer sets sa operasyon o pagseserbisyo ng barangay sa mga

kliyente nito. Bukod dito, malaki din anila ang maitutulong ng mga computer sa mga kabataan lalo na ang

nais matuto ng computer.

and Development (DSWD)Calabarzon sa pangunguna ni Regional Director Leticia T. Diokno ngP5,903,040 milyong pondo para sa supplemental feeding program ng pamahalaang lungsod.

Ang supplemental feeding program na target ang mga barangay na mayroong maraming payat at

kulang sa sustansiyang mga bata ay nagpasimula sa unang araw ng Hulyo bilang sa pagdiriwang ng

Buwan ng Nutrisyon kung saan ang tema ay Gutom at malnutrisyon, sama-sama nating wakasan.

Simula pa noong 1993, ang tanggapan ng Presidente at iba pang institusyon ay kinikilala na ang mga

programang pang-kalusugan at nutrisyon ng pamahalaang lungsod tulad ng supplemental feeding

projects para sa mga bata.

Ang programang pangkalusugan at nutrisyon ng pamahalaang lungsod ng San Pablo ay ipinapatupad

alinsunod sa integrated at comprehensive approach ng mga national line agencies sa

pakikipagtulungan sa lokal na pamahalaan.

Kabilang sa ahensiya ng gobyerno na nagpapatupad ng mga programang pangkalusugan at nutrisyon

ang Kagawaran ng Kalusugan, DSWD, Interior at Local Government, Agriculture, at National Nutrition

Layunin ng Regional Disaster Risk Reduction Management Council (RDRRMC) 4A sa pangunguna ni

OCD-4A regional director Vicente Tomazar na maipaliwanag ang kahalagahan ng disaster risk reduction

management (DRRM) lalong-lalo na sa mga bagong halal na pinuno ng bayan kung kayat itinakda itong

LGU summit, ayon kay Bragas.

Sa pagtitipon, ipaliliwanag din sa mga lokal na pinuno ng bayan kung paano gagamitin ang limang

porsyentong pondo mula sa kanilang badyet para sa mga gawaing may kaugnayan sa DRRM, sabi ni

Bragas.

Ang Ugnayan sa Mamamayan, ayon kay Bragas, ay nakatakda ring ilunsad ngayong buwan.

Sa nasabing programa, sasadyain namin at iisa-isahin ang mga barangay na kabilang sa mga itinuturing

na hazard areas at makikipag-dayalogo sa mga residente mismo, dagdag pa niya.

Sinabi ni Bragas, na maliban sa kanilang tanggapan, ang OCD4A, makakasama rin nila ang mga

kinatawan mula sa tanggapang pang-rehiyon ng Department of the Interior and Local Government

(DILG); Department of Social Welfare and Development (DSWD); Department of Science and

Technology (DoST); National Economic and Development Authority (NEDA) at ang PIA4A.

Ang tema ng National Disaster Consciousness Month ngayong taon ay "Ligtas na Bayan, Maunlad na

3. OCD, DILG urges Calabarzon LGUs to reappoint DRRM officers

CALAMBA CITY, Laguna, July 9 (PIA) -- Office of Civil Defense (OCD)-4A and the Department of Interior

and Local Government (DILG)-4A encouraged all local government units (LGUs) in Calabarzon to

reappoint their respective Local Disaster Risk Reduction and Management Officers (LDRRMOs).

This was contained in a joint memorandum circular both signed by OCD-4A Regional Director and

chairman of the Regional Disaster Risk Reduction Management Council (RDRRMC) Vicente Tomazar

and DILG-4A Regional Director Josefina Castilla-Go.

Their retention as LDRRMOs is essential in order to continue utilizing their knowledge, skills and

experiences in their field of services and more importantly, in anticipation of the possible occurrence

of disasters with the recent onset of the rainy season in the country, Tomazar said.

The two regional directors said that these incumbent LDRRMOs were already provided with sufficient

training, thus, already gained sufficient knowledge and experiences in the performance of their dutieswhen it comes to disasters.

While the power and authority of the newly elected local chief executives to replace, appoint or

designate heads of department or offices including the LDRRMOs is recognized, the retention of

LDRRMOs would be more beneficial considering their trainings and experiences unless it is established

that they have not performed effectively under the past administration, the memo stated.

Under RA No. 10121 or the Disaster Risk Reduction and Management Act of 2010, LGUs are mandated

to create the position of LDRRMOs in all provinces, cities and municipalities, but less than one percent

have complied, the RDRRMC noted.

However, the RDRRMC recognizes the challenges experienced by LCEs for the provision of salaries of

personnel for the LDRRMO considering that 37 percent of the municipalities in the region are classified

as 4th to 6th class, resulting to the designation of personnel in a concurrent capacity in most of the

LGUs.

Meanwhile, all DILG provincial directors and field officers are directed through the memo to cause the

immediate and widest dissemination of the joint memo circular in their respective area of

"Republic Act No. 6847 created the Philippine Sports Commission (PSC) to promote physical education, encourageand sustain the development of sports in the country to foster physical fitness, self-discipline, teamwork andexcellence for the development of a healthy and alert citizenry through a unified national sports promotion anddevelopment program," the President said.

In pursuit of its mandate, the PSC implemented the Larot Saya sa Parke, a park-based sports for fun and recreationprogram to be held every Saturday and Sunday. The project promotes an active lifestyle by engaging Filipino familiesin sports and physical fitness activities.

The President enjoined all government agencies and instrumentalities, including Government-owned orControlledCorporations (GOCCs), State Universities and Colleges (SUCs) and Local Government Units (LGUs), to extendsupport and assist PSC in the implementation of the Larot Saya sa Parke project.

He, likewise, encouraged the private sector to support the project.

2. Govt wary of sensitive Mindanao situation in going after BIFF, Palace says

Malacanang said the military coordinated with the Moro Islamic Liberation Front (MILF) through the ad hoc joint actiongroup to ensure that the peace talks will not be affected by the recent violence in Mindanao.

The ad hoc joint action group is an effort of both the government and the MILF that seeks to interdict and isolatelawless elements that take refuge in or near MILF communities.

Deputy presidential spokesperson Abigail Valte said the military operations against the Bangsamoro Islamic FreedomFighters (BIFF) was done in the very limited time frameonly three days, she said in a media briefing in Malacanangon Tuesday.

The Chief Executive issued the declaration through Proclamation No. 609 signed by Executive Secretary Paquito N.Ochoa Jr. on June 28 to give the people of Batangas City the full opportunity to celebrate and participate in theoccasion with appropriate ceremonies.

Malacanang is confident that the Reproductive Health (RH) Law could withstand legal questions and could beimplemented soon.We are confident that the Office of the Solicitor General will be able towill ably represent the position of thegovernment in this particular matter, Deputy Presidential spokesperson Abigail Valte said in a press briefing inMalacanang on Tuesday.

Asked if she thinks the oral arguments could create a bad start for the administration and CBCP leadership, which haselected new officers, Valte said the RH Law is not a new issue and nobody designed the SC hearings to coincide withthe CBCPs change of leadership.

The SC was supposed to hold the oral arguments on June 18 but reset it for July 9, Tuesday because it had acted onseveral other petitions for and against the law.

There are 15 petitions challenging the RH Law while six intervenors are seeking to uphold its legality.

Last March, the SC issued a 120-day status quo ante order stopping implementation of the RH Law, and setting oralarguments on June 18.

The restraining order was issued in response to consolidated petitions of several groups who brought the issue to thecourt wanting to halt the implementation of the Reproductive Health law soon after its passage last year. PND (as)

The Aquino government is updating the public, through social media, regarding the country's newly-acquiredHamilton-class cutter BRP Ramon Alcaraz which is set to arrive in the Philippines from the United States on August 3,a Palace official said on Tuesday.

Deputy Presidential Spokesperson Abigail Valte said in a press briefing in Malacanang that the Armed Forces of thePhilippines (AFP) had sent three Philippine Navy officers to the United States (US) to join the crew of the BRP RamonAlcaraz and document its journey from San Diego to the Philippines.

Valte said the team is composed of Commander Gilbert O. Pacio, Navy Lieutenant Marineth Riano Domingo, andLieutenant Junior Grade Errol N. dela Cruz who are all Public Affairs officers.

In partnership with the Presidential Communications Development and Strategic Planning Office (PCDSPO), Valtesaid the AFP officers will share, through blogs and social media, their experiences aboard the newest ship of thePhilippine fleet.

"Their articles will be uploaded through a live blog on the official website of the Philippine Navy and the blog of Lt. Jg.dela Cruz, one of the officers recording the journey," Valte said.

Aside from the blogs, Valte said the people may follow the official Twitter accounts of the BRP Alcaraz, PhilippineNavy, the AFP, and the account of Lt. dela Cruz to get updates on BRP Ramon Alcaraz.

Acquired by the Philippines under the Philippine-U.S. Excess Defense Article and Military Assistance Program, thePhilippine Navy vessel is a sister ship of BRP Gregorio del Pilar.

The new naval vessel was named after Commodore Ramon Alcaraz, a Philippine Navy officer who distinguishedhimself in the Second World War. The ship is capable of conducting patrols for long periods of time and can withstandheavy weather and rough sea conditions.

In his interview with a Filipino television network, Deputy Consul General Espiritu said that the BRP Alcaraz is amodest addition to the naval arsenal of the Philippines under its long-overdue Military Modernization Program and isdefensive in character, consistent with the peace-loving foreign policy of the Philippines and its adherence to the ruleof international law. kahusayan para sa paglinang ng isang malusog at alistong sambayanan.

Sa Batas ng Republika Blg. 6847 ay nilikha ang Philippine Sport Commission (PSC) upang itaguyod ang physicaleducation, linangin at puspusang paunlarin ang sports o palakasan sa bansa nang mamayani ang sigla at lakas ngkatawan, disiplina, pakikibalikat at pambihirang husay upang malinang ang sambayanang malusog at masigla sapamamagitan ng pinag-isang pambansang sports promotion and development program, sabi pa ng Pangulo.

Upang maisagawa ang saguting ito, ipatutupad ng PSC ang Larot Saya sa Parke na programang sa parke idaraos

ang iba-ibang uri ng palaro para sa kasayahan at libangang tuwing Sabado at Linggo. Hangarin ng proyekto na isulongang masiglang pamumuhay ng mga pamilyang Pilipino sa pamamagitan ng mga palaro at gawaing ukol sapagpapalakas at kalusugan ng katawan.

Hiningi ng Pangulo sa lahat ng ahensiya at sangay ng Pamahalaan, gayundin ang mga korporasyong pagmamay-ari opinangangasiwaan ng Pamahalaan (GOCCs), mga Pamantasan at Kolehiyo ng Pamahalaan at mga Lokal naPamahalaan na tulungan ang PSC sa pagsasagawa ng proyektong Larot Saya sa Parke.

Binigyang diin ni Deputy Presidential Spokesperson Abigail Valte na ang operasyon ng militar laban sa BangsamoroIslamic Freedom Fighters (BIFF) ay isinagawa sa sadyang tinakdaang panahon na tatlong araw lamang.

Ipinaalam nila ang tungkol sa operasyon dahil baka may ibang tauhan ng BIFF na nagtatago sa ilang pook kung saanmay mga miyembro ng MILF. Iniiwasan nila ang mga ganitong pang-yayari, sabi ni Valte sa pulong-balitaan saMalakanyang Martes.

Ayon sa MILF, ang ilan sa kanilang mga tauhan ay apektado ng operasyong militar at tumututol din ang grupo ngMuslim sa mga pagsalakay dahil magsisimula na nga ang Ramadan.

Nagkasagupa ang mga tauhan ng pamahalaan at ang mga kasapi ng BIFF noong nakaraang linggo. Sinabi ng militar

na napabagsak nila ang mga kuta ng BIFF sa mga baranggay ng Damalabas sa Datu Piang at Ganta sa ShariffAydona Mustapha, pawang nasa Maguindanao.

Alinsunod sa ulat ng militar, aabot sa 30 ang nasawi sa panig ng BIFF at lima naman sa panig ng pamahalaan.

Ang BIFF na pinamumunuan ni Ameril Umbra Kato ay kumalas sa pangkat ng MILF na may ginagawang usapangpangkapayapaan sa pamahalaan.

Si Kato ay gumawa ng mga pagsalakay sa iba-ibang komunidad, kabilang ang isang naganap noong Taong 2008pagkatapos ng nabigong paglagda sa Memorandum of Agreement on Ancestral Domain sa pagitan ng pamahalaan atng MILF.

Idineklara ng Pangulong Benigno S. Aquino III ang Hulyo 23, natapat sa araw mg Martes, bilang pista opisyal (specialnon-working day) sa Lungsod ng Batangas sa lalawigan ng Batangas dahil sa ika-44 Taon ng Pagkatatag ng lungsodna nasabi.

Inilagda ng Pangulo ang deklarasyon sa pamamagitan ng Proklamasyon Blg. 609 na nilagdaan ni KalihimTagapagpaganap Paquito N. Ochoa, Jr. noong Hunyo 28 upang mabigyan nang lahat ng pagkakataon ang mgamamamayan ng Lungsod ng Batangas na makalahok sa mga seremonya at pagdiriwang na gagawin sa naturangaraw.

Noong Hunyo 21, 1969 nilagdaan ng noon ay Pangulong Ferdinand Marcos ang Batas ng Republika Blg. 5495 nalumilikha ng Lungsod ng Batangas. Ang Lungsod ng Batangas ay pormal na natatag noong Hulyo 23, 1969. PND

4. Umaasa ang Palasyo na kikilalaning naaayon sa Kostitusyon ang Reproductive Health Law

Tiwala ang Malakanyang na malalampasan ng Reproductive Health (RH) Law ang mga legal na katanungan tungkoldito upang maipatupad na ito sa lalong madaling panahon.

Nagtitiwala kami na ang Tanggapan ng Prokurador Heneral ay magtatagumpay sa paninindigan ng pamahalaantungkol sa bagay na ito, w ika ni Deputy Presidential Spokesperson Abigail Valte sa pulong-balitaan sa MalacanangMartes.

Binigyang diin ni Valte na ang RH Law ay hindi na isang bagong isyu at wala namang may kinalaman sa pangyayaringnataon ang pagdinig ng Korte Suprema sa pagbabago ng liderato ng Catholic Bishops Conference of the Philippines,bilang sagot sa tanong kung inaakala niyang magiging daan ng hindi magandang pasimula para sa administrasyon atsa liderato ng CBCP na naghalal kamakailan ng bagong mga pinuno.

Itinakda ng Korte Suprema na ganapin ang oral arguments noong Hunyo 18, subalit ipinagpaliban ito sa Hulyo 9, arawng Martes dahil hinarap muna ang iba pang maraming petisyon para at laban sa batas na nabanggit.

May 15 petisyong tumatawad sa legalidad ng RH Law, samantalang anim naman ang nagharap ng kahilingangkilalanin ang legalidad ng naulit na batas.

Noong Marso, inilagda ng Korte Suprema ang 120 araw na status quo ante order na pumigil sa pagpapatupad ng RHLaw at nagtakda ng oral arguments noong Hunyo 18.

Inilagda ang restraining order bilang tugon sa pinagsanib na petisyon ng iba-ibang grupo na nagdulog ng isyu sahukuman upang pigilin ang pagpapatupad ng Reproductive Health Law pagkatapos na mapagtibay ito noongnakaraang taon. PND (as/zaf)

The Bangko Sentral ng Pilipinas (BSP) noted that the savings of microfinance clients served by banks have exceededtheir loans for the first time. Based on month-end March report, savings of more than 1 million microfinance clients

served by 186 banks has already reached P8.2 billion, exceeding the outstanding loan portfolio of P8 billion. This is a93% increase over the same period in 2012 and an increase of over 362% from the level five years ago of just P1.78billion. This is a testimony that the entrepreneurial poor are capable of saving and is contrary to the customary beliefthat the poor do not save.

The Consumer Finance Survey conducted by the BSP in 2009 shows that 8 out of 10 Filipino households do not havea deposit account with 93% percent of them citing that they do not have enough money to open bank deposits as theirprimary reason. As we celebrate National Savings Consciousness Week it is noteworthy to highlight that this recentdevelopment in the savings portfolio of the entrepreneurial poor shows that having appropriately designed and pricedproducts can indeed drive usage. The numbers support this claim with the microfinance portfolio increasing to P8billion as of March 2013 from P2.6 billion in 2002. With the available products, Filipino microentrepreneurs are

increasingly taking out loans for productive activities and are actively saving.

The BSP is committed to continuously provide the policy and regulatory framework that encourage banks to deliverfinancial products and services that are accessible to all Filipinos. These include policies on microfinance,microdeposits and microinsurance, among others. Savings play an important role in this as it helps people set-asidemoney that can be used for future needs, like education, hospitalization and emergency situations. It also enablespeople seize economic opportunities. All these are part of a broader advocacy to make our financial system trulyinclusive, where there is effective access and usage of financial products and services for all.

2. DOLE-ADB-CIDA partnership jumpstarts regulatory reforms for more decent jobs

Towards solidifying its contribution to the national agenda of inclusive growth through employment-led strategies, theDepartment of Labor and Employment is reviewing its regulatory policies and rules to inject timely and effective labormarket reforms in its employment facilitation mechanisms.

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz said this yesterday as the DOLE, through the Instituteof Labor Studies (ILS), is set to launch tomorrow, the Technical Assistance Program on Employment Facilitation forInclusive Growth (EFIG), in partnership with the Asian Development Bank (ADB) and the Canadian InternationalDevelopment Agency (CIDA).

The launching will be held at the Bayleaf Hotel, Intramuros Manila.

The DOLEs synergized work with the ADB and CIDA paves the way to another convergent effort as we infuse th enecessary reforms needed to make the countrys labor market more pragmatic, responsive, and attuned to the

demands of the global economy, Baldoz said.

Good regulation is fundamental to a well-functioning economy and society. It is important that we get our regulationsdirected towards ensuring more decent jobs for all Filipinos, she added.

Baldoz said the EFIG program aims to jumpstart well-timed labor policy analysis through a comprehensive review andregulatory impact assessments (RIA) of selected provisions of the Labor Code and other existing labor laws andregulations.

The project includes the creation and development of an e-regulation website; training of DOLE staff on policyanalysis and evaluation; and capacity development of the DOLE in policy framework and labor governance systems.

The joint DOLE-ADB project shall make funding available for field research on selected employment policy issues;development of methodologies and standards for mitigating risks and options for employment facilitation; and craftingof protocols for an early employment recovery program.

The second component of the program is the launching of the My First Job project which aims to improve the youth

employment situation in the country through the effective delivery of current labor market information, employment

services, skills-jobs matching mechanisms, and other job search reforms.

With the ILS as the lead DOLE agency in the execution of the technical assistance program, ILS Executive DirectorCynthia Cruz expressed high hopes that it will bring about improved regulatory governance in the field of labor andemployment.

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday announced that six Department of Labor andEmployment Regional Offices (DOLE-ROs) have issued Tripartite Certificate of Compliance with Labor Standards(TCCLS) to 22 establishments after tripartite audit process, on-site validation, and assessment by the members of theRegional Tripartite Industry Peace Council (RTIPC). The TCCLS is given by the DOLE to companies that show

commitment and exemplary adherence to the provisions on General Labor Standards, Occupational Safety andHealth Standards, the Child Labor Law under Republic Act 9231, industrial peace and enterprise stability andcompetitiveness, Baldoz said in a media release.
