    LUNGSOD NG LUCENA, Quezon, Abril 19 (PIA) -- Magkatuwang na inilunsad kamakailan ng pamahalaang

    panlalawigan ng Quezon at ng Business Processing Association of the Philippines (BPAP) sa apat na paraalan

    sa lalawigan ng Quezon ang Global Competitiveness Assessment Tool (GCAT).

    Ang GCAT ay programang idinesenyo upang linangin ang "cognitive ability," "english proficiency," "computer

    literacy," "perceptual speed and accuracy" at "service orientation" ng mga mag-aaral.

    Layunin din nito na mangalap ng mga potensyal na empleyado sa larangan ng information technology at

    business process outsourcing industry.

    Sinabi ni Engineer Johnny Pasatiempo, Provincial Planning and Development coordinator ng Quezon,

    naisagawa na ang GCAT sa apat na paaralan sa Quezon.

    Naniniwala si Pasatiempo na ito ay makatutulong sa mga estudyanteng nagsipagtapos ngayong taon upang

    makahanap ng trabaho. Ang resulta ng GCAT ay maaaring makita sa website ng Business Processing

    Association of the Philippines at maaaring magamit ang resulta upang maging basehan ng pagtanggap sa isang

    aplikante.

    Ang nasabing programa ay pinakinabangan ng 1,114 na mag-aaral, kung saan may 649 na estudyante ang

    nagmula sa Southern Luzon State University - Lucban Campus, 140 sa City College of Lucena, 90 sa Philippine

    Normal University - Lopez Campus at 235 naman sa Polytechnic University of the Philippines para sa taong

    CITY OF BACOOR, Cavite, April 20 (PIA) --Two of the countrys most progressive cities recently inked a

    memorandum of agreement for a Sister City Relationship aimed to promote exchanges in various fie lds of

    endeavor including mutual cooperation and friendship.

    Mayor Strike B. Revilla and Legazpi City Mayor Carmen Geraldine Rosal signed the contract which took place

    in the Legazpi City, Albay last month during the three-day Gender Sensitivity cum Workshop on the

    Formulation of GAD Plan.

    According to the resolution signed by the city council of both cities, these People to People programs are

    expected to establish greater friendship and understanding between people of varied political pursuits.

    Council of Legazpi, Bacoor first lady Ms. Chaye Cabal Revilla, Asosasyon ng mga Barangay Kagawad in Bacoor

    headed by President Caring Sanchez, and barangay captains of Bacoor.

    Late last year, a similar agreement was also signed with the government of Guam which was likewise to

    reinforce the development of tourism, economic and communication ties that will benefit both partners and

    their constituents.

    During that signing, Mayor Revilla was quoted in saying that the agreement will surely open a wide range of

    opportunities for both parties like the free exchanges in local government administration, technical,

    Students attend seminar on adolescent health and youth development

    TRECE MARTIRES CITY, Cavite, April 19 (PIA) -- Forty selected students of Trece Martires City National School(TMCNHS) have attended a 2-day seminar on Adolescent Health and Youth Development (AHYD) initiated by

    the Supreme Student Government (SSG) officers of the said school.

    Held at the Trece Martires City hall conference room, the seminar aims to encourage young people to

    participate while giving them well- researched and relevant information on the issues affecting young people

    today and to take an active leadership role within the community.

    It also applies the concepts and principles adopted from the AHYDP Training of Trainers initiated by the

    provincial Population Office (PPO) last year which attended by two SSG officers and one SSG adviser from six

    public secondary schools in the province namely: Malabag National High School, Alfonso National High School,

    Gen. Vito Belarmino National High School, Gov. Ferrer Memorial National High School, Gen. Mariano Alvarez

    Technical High School, and TMCNHS.

    The 2-day seminar tackled several relevant issues that the young people, especially students, are currently

    experiencing leading to adulthood. Among the topics are Growing-up, Confronting threat and risks on

    adolescents, and Living effectively with parents.

    The students also learned from selected faculty and students, who served as resource speakers, the Rights of

    children, Leadership and Community involvement. City Councilor Denver Colorado on the other hand shared

    his ideas and experiences on the topic How to Become an Effective Leader.

    The seminar gave the students confidence to take control of their problems at the younger stage of their life

    and be able to know where to get help and how to boost their awareness to develop their leadership skills.

    TRECE MARTIRES CITY, Cavite, April 19 (PIA) -- The Department of Environment and Natural Resources-

    Environment Management Bureau of Region IV-A (DENR-EMB) has turned over P500,000 support fund to the

    local government of Carmona for the latters Ecology Centers Material Recovery Facility (MRF).

    The turnover of symbolic cheque was formally handed by DENR-EMB IV-A Regional Director Engineer Carlos J.

    Magno to Mayor Dahlia Loyola during the regular Monday Flag-raising ceremony at Carmona town plaza.

    The support fund is in relation to Republic Act 9003 or the Ecological Solid Waste Management Act of 2000.

    The towns Ecocenter MRF is maintained and supervised by the Municipal Environment and Natural resources

    Office under the leadership of Rommel Peneyra.

    Last year, this Center for Investment and Sports municipality was recognized by the DENR-EMB IV-A fortheir above performance and the importance of good practice in the implementation of its program on Solid

    Waste Management and in compliance to Republic Act 9003.

    Out of 144 cities and municipalities in Calabarzon, Carmonas practice in SWM through proper segregation

    and collection of waste and operationalization of Material Recovery Facilities (MRF) were recognized by the

    DENR-EMB.

    Carmona has transcended to the enhancement and improvement of its surroundings. A component of the

    Netherland-based foundation donates fire truck to FNTI

    CALAMBA CITY, Laguna, April 19 (PIA) -- The Firefighters Without Borders Foundation (FWBF), a non-profit

    organization based in the Netherlands, has turned over a second hand fire truck to the Fire National Training

    Institute (FNTI) at Camp Vicente Lim, this city.

    Wilbert Kleijer, FWBF project coordinator led the Netherlands team while FNTI Director Supt. Wilberto Rico

    Neil A. Kwan Tiu, represented the training institute during the turn-over ceremony at the FNTI administration

    building.

    The FNTI said the donated equipment will be of great use in the skills training of fire trainees. In addition, this

    will also boost the morale of the staff and trainers of the institution.

    According to the FNTI, the firetruck, that arrived at the Port of Batangas last Oct. 3, 2012, was in fact the

    The FWBF was established in 2007 as a non-profit organization in Europe with the aim of providing second-

    hand equipment and training materials for fire brigades in developing countries.

    FNTI is the sole education institute in the Philippines for training and development and continuous education

    for all uniformed men and women of the BFP as well as some civilian as part of its extension services.

    Among the multi-skills training program it offers include firefighting techniques, basic rescue techniques,

    LOS BANOS, Laguna, April 19 (PIA) -- The Department of Science and Technology (DOST)-Calabarzon has

    hosted the 2013 Youth Excellence in Science (YES) Awards at its Regional Food Safety Quality Assurance

    Center Multipurpose Hall in Los Banos, Laguna.

    The DOST, through the Science Education Institute (SEI), has institutionalized a recognition system in

    motivating young achievers to strive for excellence in the fields of science and mathematics.

    Thirty-one students from 19 public and private elementary and high schools in Calabarzon were awarded YES

    medals for winning gold, silver, and bronze medals in international competitions.

    Among the competitions they participated in were the 9th International Mathematics and Science Olympiad

    in India, 2012 International Mathematics Competition in Singapore, 2012 King of Math competition, 2012

    Asia International Mathematics Olympiad, and the 2012 Asia Cup for math in Hong Kong.

    Lydia S. Manguiat, Assistant Regional Director for Technical Operations of DOST IV-A, led awarding of the

    medals.

    Listed among the schools with several winners are: Colegio de San Agustin-Binan and Elizabeth Seton School-

    South with 5 awardees each; Dela Salle University-Lipa, 3 awardees; and First Asia Institute of Technology and

    Humanities, 2 awardees.

    Kristine Bernadette Nunez of Colegio de San Agustin won the gold at the 2012 King of Math and 2012 Asia

    Cup as well as the silver at the 9th International Mathematics and Science Olympiad.

    President Benigno S. Aquino III has declared the month of August 2013 as Philippine Wushu Month" in a bid topromote Wushu not only in the country but also in the entire world.

    The Chief Executive issued the directive by virtue of Proclamation No. 554 signed by Executive Secretary PaquitoN. Ochoa Jr. on February 28, 2013.

    The President said the Philippines, through the Wushu Federation Philippines, will host the Asian Junior WushuChampionship from August 8 to 12, 2013.

    "The Junior Wushu Championships will be participated in by 38 member-countries with an expected attendance ofa sizable number of athletes and officials that will likewise serve as an opportunity to showcase the country as amajor tourist destination," he said.

    "Wushu is among the ten (10) priority sports of the government; and it is appropriate to promote Wushu in thecountry and strengthen the Philippines support to the bid of the International Wushu Federation for the inclusion ofthe said sport in the Olympic Games," the President said.

    President Aquino has enjoined all departments, agencies and instrumentalities of the national government,including state universities and colleges, government-owned and -controlled corporations and local governmentunits, to support and extend the necessary assistance in the observance of the Philippine Wushu Month.     The Aquino administration continues to assist undocumented workers in the Kingdom of Saudi Arabia (KSA) whocamped outside the Philippine consulate in Jeddah, a Palace official said on Sunday

    Deputy Presidential Spokesperson Abigail Valte said in a radio interview over governmentrun radio station dzRBRadyo ng Bayan that the Department of Foreign Affairs (DFA) started taking steps to help undocumented OFWswho need assistance.

    "Katulad ng sinabi ng DFA, kailangan po kasi nating tingnan isa-isa ang kanila pong mga kaso dahil alam naman

    po natin na pagdating doon sa KSA, meron pong requirement na exit visa at kailangan po na klaro lahat angkanilang mga paperwork bago sila mabigyan nito," Valte said.

    Valte said the Department of Labor and Employment (DOLE) is also attending to the needs of the undocumentedOFWs who are affected by the KSAs crackdown on illegal and overstaying migrants.

    According to reports, King Abdullah of the KSA has ordered the kingdoms Ministries of Interior and Labor to giveundocumented workers in the KSA three months to correct their work and residency status.

    The Philippine Overseas Labor Office (POLO) is coordinating with the proper Saudi authorities to assist qualifiedOFWs who want to legalize their stay by acquiring Iqama and residency permits. The POLO is also assisting theOFWs who are seeking repatriation.

    "Yung DFA po natin, yung ating POLO, yung DOLE natinyung mga labor attach po natin doonay gumagalawna para matulungan ang ating mga kababayan doon," Valte said.

    Some 1,450 undocumented Filipinos, who are seeking immediate repatriation, reportedly camped out near thePhilippine Consulate building in Jeddah for fear of being arrested by the Saudi police. PND (js)

    In his message during his meeting with the community and local leaders, he said Cebu surpassed the 112,437 targethouseholds under the Pantawid Pamilyang Pilipino Program (PPP) and currently it has 117,340 household

    beneficiaries under the program. Its more than 104 percent increase in the target beneficiary families in Cebu, thePresident said.

    But the President said he received reports saying some local Cebu politicians are using the PPP to intimidate peopleand in the end gain support this coming election.

    No one could coerce the beneficiaries because he said the Department of Social Welfare and Development (DSWD) ithe leading department implementing the PPP, he said.

    In comparing the current program to the previous administration, the President said that in the past the governmenthad 800,000 families under the program. But under the Aquino administration the government has 3.8 million familybeneficiaries under the said program.

    The original target is 4.4 to 4.6 million family beneficiaries, he said.

    The President also mentioned completed projects as well as a much better peace and order situation in the province.He noted that there are some 18 irrigation projects in Cebu that benefit farmers in Argao, San Fernando, Balamban,Consolacion, Toledo, Cebu, and Carcar and other towns in the province.

    If previous leaders had harness the potentials of Cebu, the province could have achieved more progress, the Presidentsaid. Development has been stunted by traditional politics in Cebu, he said.

    He added that previous Cebu leaders neglected providing necessary healthcare to Bogo City residents and patientshad to travel some three hours going to Cebu City to seek medical attention, President Aquino said. Today, thegovernment is doing everything to help more people under its universal healthcare program.

    Fighting crime has improved in Cebu the President noted. From 8,429 crimes committed in 2010 it dropped to 5,759 in2012, he said.

    In 2010, the police only resolved 17.57 percent of crimes but in 2012 it improved to 34.76 percent, the chief executivesaid.The President arrived in Cebu Thursday and visited the cities of Lapu-Lapu, Bogo, Toledo and Cebu on Friday. PND(as)

    Government to experiment bus-rapid-transit system in Metro Manila, says Aquino

    LAPU-LAPU CITY, Cebu) The government is planning for an experimental phase of the bus-rapid-transit (BRT) inMetro Manila to fine tune the system before it is implemented in Cebu City, President Benigno S. Aquino III said onFriday.

    But the President clarified during an interview with the media at the groundbreaking of a road project in Mactan that hewants to make sure that the BRT experimental phase wouldnt cause much traffic congest ion in Metro Manila.

    He said the government must do interventions to avoid disrupting the normal flow of traffic while it is doing theexperiment for the BRT.

    Nagmungkahi ako na bago natin dalhin diyan, kailangan i -minimize natin ang abala sa mga mamamayan. Sa Metro

    Manila, more or less mas maraming infrastructure, may capacity ma-absorb: kapag nakuha ang isang lane, makukuhanang ibang lanes ang necessary traffic, mababawasan pa nga ang traffic because of the rapid transit system, thePresident said during the interview.

    Because of these available infrastructures, the government should concentrate in Metro Manila before BRT is carriedout in Cebu City, he said.

    Cebu officials also supported the construction of the light rail system (LRT) in the city but the President said there aredisadvantages of an LRT

    construction because the government has to address many concerns.

    There are problems in right of way, or historical buildings affected by the construction, and also demolition of local

    population at the path of the rail system, he said. The government also has to reconcile the interest of local leaders andvarious sectors before an LRT system is built, he added.

    Kung walang cooperation yung tao, mapapahirapan tayong ilagay ang project. We really need to move a lot ofpeople, he said.

    Should the bus-rapid-transit system be better, the government will focus on pushing the system rather than otherproposed systems, the President said. The government will see to it if the bus-rapid-transit should be implementedimmediately, save fuel, and ensure less pollution in the metro.

    Funding the system wouldnt be a problem given the countrys better standing among creditors as a result of its creditrating upgrades, he said.

    Palace says Aquino government remains in focus to ensure inclusive growth

    The government will continue to focus on sectors that sustain economic growth in the country to maximize its benefit tothe people, Malacanang said on Saturday.

    To achieve inclusive growth, the government is concentrating on areas considered as drivers of growth, DeputyPresidential spokesperson Abigail Valte said in a radio interview over dzRB Radyo ng Bayan onSaturday.

    We have already identified several areas where we can continue to form more resources, katulad nang tourism atagriculture, because thats really one of the main things that were looking at right now is job generation, she said.

    The government has an extraordinary thrust on the countrys tourism sector given its big potential for job generation,

    Valte said.

    Kasi for every tourist that comes and spends a certain amount of money, merong magbe-benefit na taxi driver,merong magbe-benefit na nagbebenta ng souvenirs. So its the chain reaction that were looking for," she continued.

    The Aquino administration is concentrating on those identified areas for it to be able to generate more jobs for thebenefit of more people, she noted.

    Reacting to the suggestion of the International Monetary Fund for the Aquino government to relax foreign ownershiprules in the country to improve business climate, Valte said the administration was able to enhance the businessenvironment even without changing the Constitution.

    In the past two years and 10 months that the President has been in office, weve been a ble to make major changes inbusiness, Valte said.

    Weve been able to make major improvements in the business climate without having to undergo the shift in the policyon foreign ownership because thats just not a mere policy, thats embodied in the Constitution, and to change thatwould require a Charter Change, which we all know that its not in the priority of the administration, she added.

    Different government agencies are working together to push the countrys tourism sector particularly by identifyingpopular spots and improving infrastructure, a Palace official said on Saturday.

    Sa tourism natin, its not just the tourism department who is making the push... What is happening is that there is aconvergence among the different line departments to push tourism, Deputy Presidential spokesperson Abigail Valtesaid in a radio interview over dzRB Radyo ng Bayan on Saturday.

    The government identifies the area, creates infrastructure so that more tourists can go to such potential destination,Valte said.

    Pagdating naman doon sa mga paliparan, the DOTC [Department of Transportation and Communication], the DOT

    [Department of Tourism] have been working on improving our airports, and we appreciate the feedback that is comingfrom the citizens, she said.

    Were continuing to improve our airports, in particular, if you see, the DOTC has been continuously bidding out eitherreconstruction or rehabilitation projects for different airports in our country, she added.

    With regards to flight delays being experienced by passengers, the DOTC and the Department of Trade and Industry(DTI) are addressing the issue, Valte said.

    Transportation and Communication Secretary Joseph Emilio Abaya is on top of everything and has been addressingthese kinds of concerns in the airline industry, Valte said.

    BAIS CITY, Negros Oriental) President Benigno S. Aquino III vowed more projects for Negros Oriental andCentral Visayas region to help boost the countrys agriculture, tourism and business process outsourcingsectors.

    In his speech during his meeting with the local leaders and the community at the Bais City Football Field,

    President Aquino highlighted the positive changes in the government and the major reforms that it had put inplace.

    President Aquino cited the 35.5 million domestic tourists target for 2016 has been exceeded in 2011. He saidthat the governments new target now is 56.1 million tourist arrivals for 2016.

    The President mentioned the 16-billion savings of the Department of Public Works and Highways as well as theincreased budgets of DepEd, DoH, DSWD, DPWH.

    President Aquino also cited some of the developments being done in Bais City, such as the reconstruction ofBais-Kabankalan Road and the Guihulngan-Baloc-Isabela Road that will allow easy travel among themunicipalities.

    He also noted the rehabilitation of roads that will connect Santa Catalina and Pamplona in Tanjay City to allowmore tourists who want to visit Luparan falls and caves, the Mabulong lakes or the Pamplona Golf and CountryClub.

    Presidential Spokesperson Edwin Lacierda issued the statement after the Time Magazine released its annual listof 100 Most Influential People on Thursday (Manila time).

    The Time 100 list is categorized into 5: Titans, Leaders, Artists, Pioneers and Icons. President Aquino is in thisyear's Leaders list.

    President Aquino leads groundbreaking ceremony for Mactan Circumferential Road Project

    LAPU-LAPU CITY, Cebu) In anticipation of the estimated 56 million domestic tourist arrivals by 2016, astargeted by the administration, President Benigno S. Aquino III led on Friday the groundbreaking rites for theMactan Island Circumferential Road Widening Project.

    This is an existing paved road with a total length of 26, 334 kilometers that will link the villages of Pajo andPoblacion while traversing the Municipality of Cordova, with three component bridges namely Gabi, Pilipog I,and Pilipog II that have a combined length of 49.02 meters.

    The project aims to ease traffic from the Mactan International Airport on the way to the various world classtourist destinations which the island is popularly known for such as the Imperial Palace Water Park Resort andSpa, Mactan Shrine, Plantation Bay, and Shangri La Hotel to name a few.

    Speaking before local residents and officials here, the President emphasized the significance of having thisfacility to provide convenience for the millions of tourists who are regarded as important contributors to thecountry's economy.

    In his briefing to the President, Public Works and Highways (DPWH) Undersecretary Romeo S. Momo reportedthat their Region VII office was able to save more than P400-million in its budget for this project.

    The total cost of the project is P3.7245-billion including the road right of way acquisition. Of this amount, P300-million has been earmarked by the DPWH from its 2012 budget and P113-million shall be drawn from theDepartment of Tourism-DPWH convergence program budget for 2011.

    The remaining P3.31152-billion to complete the four-lane road will be considered in the 2014 budget of theDPWH and the succeeding budgets will be sourced from any available funds.

    President Aquino says he is honored to have been included in this year's 100 Most Influential People inthe World by Time Magazine

    LAPU-LAPU CITY, Cebu) President Benigno S. Aquino III said on Friday he is honored to have been includedby the prestigious TIME Magazine in this years list of "100 Most Influential People in the World."

    The President, however, said that he owes this recognition more to the Filipino people who continuously supportthe programs of his administration that apparently helped put the country in a much better light.

    Sinabi ng Pangulo sa pulong niya sa mga lokal na lider at mamamayan ng lungsod na ito sa pagtitipong ginanap safootball field ng lungsod na ito na mahahalagag pagbabago na ang nagawa ng administrasyon niya at nakaayos naang mahahalagang repormang kailangan.

    Binanggit ng Pangulo ang 35.5 milyong domestic tourists target pagsapit ng 2016 ay nalampasan na noon pang2011. Idinugtong niya na ang bagong target ng pamahalaan ngayon ay 56.1 milyong turista ang magsasadya rito sa2016.

    Inihayag ng Pangulo, ang P16 bilyong natipid ng Kagawaran ng Pagawaing Bayan at Pambansang Lansangan,gayundin ang naragdagang budget ng Kagawaran ng Edukasyon, Kagawaran ng Kalusugan, at Kagawaran ngKagalingang Panlipunan at Kaunlaran.

    Tinukoy rin ng Pangulo ang mga proyektong ginagawa na sa lungsod na ito tulad ng daang Bais-Kabankalan atlansangang Guihulngan-Baloc-Isabela upang mapabilis ang biyahe sa nasabing mga bayan.

    Bukod pa rito ang rehabilitasyon ng mga lansangan ng Santa Catalina at Pamplona para maugnay sa Lungsod ngTanjay nang higit na maraming turista ang makapunta sa Luparan Falls at sa mga yungib, at sa Look ng Mabulong osa Pamplona Golf and Country Club.

    Ilang halimbawa pa lamang po ito sa mga inisyatiba natin para sa Kabisayaan, sabi pa ng Pangulo.

    Makaaasa naman kayo na darami pa ang mga proyektong magsusulong sa mga kilala ninyong sektor tulad ngagrikultura, pangingisda, ICT-BPO at turismo kung sa iisang direksiyon hahakbang ang lokal at pambansangpamahalaan, pagbibigay-diin ng Pangulo.

    Idinagdag pa ng Pangulo ang halaga ng pagtutulungan ng mga pambansa at lokal na lider upang matiyak namaipagpapatuloy ang mga nasimulan nang proyekto ng administrasyong Aquino.

    Wala na ngang isang buwan, gaganapin na ang halalan. Muling nakasalalay sa mga kamay ni Juan dela Cruz angkapalaran ng sambayanan. Naway hindi na tayo lumihis pa sa landas ng pagkakaisa at pagmamalasakit sakapuwa, sabi ng Pangulo.

    LUNGSOD NG LAPULAPU, Cebu) Bilang paghahanda sa inaasahang 56 milyong turistang darating sa 2016, nasiyang pakay ng administrasyon, nanguna ang Pangulong Benigno S. Aquino III sa groundbreaking rites ng MactanIsland Circumferential Road Widening Project dito Biyernes.

    Ito ay lansangang may kabuuang haba na 26.334 kilometrong mag-uugnay sa mga barangay ng Pajo at Poblacionhabang pabagtas sa bayan ng Cordova at tatlo ang tulay: Gabi, Pilipog 1 at Pilipog II na ang pinagsama-samangsukat ay 49.02 kilometro.

    Hangad ng proyektong ito na bawasan ang problema sa trapiko mula sa Mactan International Airport patungo sa iba-ibang mga sinasadya ng turista sa pulong ito tulad ng Imperial Palace Water Park Resort and Spa, Mactan Shrine,

    Plantation Bay at Shangri-La Hotel.

    Binigyang diin ng Pangulo sa talumpati niya sa mga lokal na pinuno at mamamayan dito ang halaga ng pagkakaloobng maginhawang paglalakbay sa milyun-milyong turistang nakapag-aambag nang malaki sa ekonomya ng bansa.

    Bawat turistang pumasok po sa atin, dagdag trabaho sa Pilipinas. Ang punto po nito, padaliin natin ang biyahe ngmga turista para talaga namang lalo silang ma-engganyong magpunta sa atin, sabi ng Pangulo.

    Iyon ang layon ng kalsadang ito, sampu ng a ting export processing zone dahil kung titingnan natin ang atingkalsada sa kasalukuyan, mukha ho talagang highway na one lane in each direction.     Sa kanyang pag-uulat sa Pangulo, sinabi ni Undersecretary Romeo S. Momo ng Pagawaing Bayan at PambansangLansangan, na ang tanggapan nila sa Rehiyon VII ay nakatipid ng mahigit na P400 milyon sa budget na inilaan saproyekong ito.

    Ang kabuuang halaga ng proyekto ay P3.7245 bilyon, kasama ang pagbili ng road right of way. Sa halagang ito,P300 milyon ang inilaan ng DPWH buhat sa budget nito para sa 2012 at P113 milyon naman ang kukunin sa budgetpara sa 2011 ng Department of Tourism-DPWH Convergence Program.

    Ang nalalabing P3.31152 bilyon para matapos ang four-lane road ay isasama sa budget ng DPWH para sa 2014 atang mga susunod pang mga budget ay kukunin sa ibang pondo.

    Nanawagan ang Pangulo sa mga mamamayan ng Cebu na makipagtulungan sa DPWH habang ginagawa angproyektong ito, lalo na sa mga problema tungkol sa right of way.

    Sasabihin ho kasi kadalasan, Tama ang proyektong iyan. Maganda ang proyektong iyan. Pero ku ng mayroonkayong momolestiyahin, huwag ako. Oras ngang makumpleto angproyekto, mababawasan ng labinlimang minuto ang travel time mula Cebu City papuntang Mactan, napakikinabangan ng mahigit siyam na libong motorista kada araw sa ngayon pa lang.

    Ang mga proyektong tulad nito ang nagdudulot sa atin ng panatag na loob, dahil klarong hindi ito bola; totoo atdirektang makikinabang dito ang marami nating kababayan. Di po gaya n g ibang proyekto, na kapag inilapit sa atinpara aprubahan, kulang na lang ay may ipa-chaperone tayong COA; dahil may kaba tayong mapunta sa bulsa ngkung kanino ang pondo, at maging usad-pagong ang proyekto.

    Sample po: Tingnan na lang nating halimbawa ang ginagawang kalsada sa Cavite na mag-uugnay sa Ternate,Cavite at Nasugbu, Batangas. Ang inaasahang benepisyo: mula sa apat at kalahating oras na biyahe mula Cavitehanggang Nasugbu, magiging tatlong oras na lang. Oras na matapos ito, tiyak na mapapalakas ang turismo sabahagi ng Cavite at Batangas, at magbubunsod ng trabaho para sa marami nating kababayan. Di ho ba, ang laki ngpakinabang nito? Pero may nakapagsabi sa atin noong ating pinuntahan ang proyektong ito, na inumpisahan ang

    20 April 2013 The Permanent Mission of the Philippines to the Association of Southeast Asian Nations (ASEAN)proudly presented the Bayanihan National Folk Dance Company in the 9th Best of ASEAN Performing Arts series toa jam-packed audience at the Gedung Kesenian Jakarta on April 19.

    The Mission joined hands with the ASEAN Secretariat, the National Commission for Culture and the Arts (NCCA),the Philippine Embassy in Indonesia, Shangrila Hotel, and the Philippine Airlines to feature Philippinescape:Showcasing the Beauty of the Philippines through Dance and Music.

    The theater was overflowing with more than 450 guests, including members of the diplomatic corps, the Filipino

    community, Indonesian students, the media and representatives of government and international organizations.

    ASEAN Secretary-General Le Luong Minh, Permanent Representative of the Philippines to ASEAN Elizabeth P.Buensuceso, NCCA Chairman Felipe M. de Leon, Jr., and Philippine Ambassador to Indonesia Maria RosarioAguinaldo graced the occasion.

    Culture helps to shape and build a community, and as we build an ASEAN Community, we will bridge the dividethrough culture and come together as one, with one common identity and one shared vision, ASEAN Secretary-General Le said.

    The Best of ASEAN Performing Arts celebrates ASEANs unity in diversity, showcasing ASEAN to the world, headded.

    In her remarks, Ambassador Buensuceso underscored the common dream of ASEAN to achieve one Vision, oneIdentity, and one Community in the midst of their rich and diverse cultures. She recalled the common objective ofASEAN to bring dignity, prosperity and freedom for their people under a canopy of a caring and sharing community.

    DTI lauded for levelling playing field of exporters

    Hancole Industries Ltd. lauded the Department of Trade and Industry (DTI) for levelling the playing field for exportersthrough the free trade agreements (FTAs).

    "The FTAs have levelled the playing field when we export HanCole products to as the other countries with FTAs,"said Marco Reyes, CEO of Hancole Group of Companies.

    FTAs are agreements between two or more countries to eliminate or reduce tariffs and other requirements of

    commerce that restrict trade between them.

    "The Philippines is participating in these FTAs to maintain competitiveness, promote cross- border complementation,sustain inflow of investments, mutual support on issues of common interest and for the benefit of consumers,"Bureau of Export Trade Promotion director Senen M. Perlada said.

    Through these FTAs, the Philippines targets to double its exports to USD 120B by 2016 from its USD 89-B exporttarget in 2013.

    Hancole is a global exporter of oils and fats, food raw materials, oleochemicals, surfactants and petrochemicals.

    Hancole exports refined, bleached and deodorized (RBD) coconut oil, coconut acid oil, coconut fatty acid distillate,coconut fatty acid, fatty alcohols, refined glycerine, crude glycerine, sodium lauryl sulfate, cocodiethanolamide,

    cocomonoethanolamide, coconut methyl ester and isopropyl myristate.

    Reyes said that to further increase coconut oil exports, the Philippines needs a bilateral free trade agreement withPakistan.

    "Right now, Malaysia is the leading exporter of coconut oil to Pakistan. It used to be the Philippines. A few years ago,Malaysia signed a bilateral FTA with Pakistan, reducing the import duties of their vegetable oil exports. Since thePhilippines does not have the same bilateral FTA, our coconut oil has become uncompetitive. The importers inPakistan are paying less import duty when they import from Malaysia compared to the Philippines," said Reyes.

    To date, there are seven existing FTAs namely the ASEAN Free Trade Area, Asean-China Free Trade Area ASEAN-Korea Free Trade Area, ASEAN-Australia-New Zealand Free Trade Area, ASEAN-Japan Comprehensive EconomicPartnership Agreement, Philippines-Japan Economic Partnership Agreement and ASEAN-India Free Trade Area.

    DENR launches new code of practice to curb carbon footprint

    The Department of Environment and Natural Resources (DENR) launched on Friday a new code of good practice forthe refrigeration and air conditioning industry after the phase-out of chlorofluorocarbons (CFCs) and some otherozone-depleting substances (ODS).

    The new Code of Practice (COP) for the refrigeration and air conditioning sector revises the original code crafted in2002 to incorporate practices and technologies of the present time and help save the environment.

    Organized by the National CFC Phase-out Plan-Project Management Unit (NCPP-PMU) of the DENR's

    Environmental Management Bureau (EMB), the COP launch at the Quezon City Sports Club was attended byparticipants from the industry, including manufacturers, importers, dealers, sellers and service providers ofrefrigerators and air conditioners.

    According to EMB Director Juan Miguel Cuna, the COP was revised to guide the affected sector on updatedprocedures and complement shifting technologies.

    It is time to upgrade procedures on refrigeration and air conditioning. With advancement in technology come theneed to introduce new practices that would enable us not only to protect but also to prevent damage to theenvironment, he stressed.

    He said a core group of technical experts had been working on the revisions since mid-2012. Members of the coregroup presented the salient points of the revised COP during the launch.
