PREFACE
It is with pleasure that the Annual Administrative Report for 2012-13 and 2013-14 is being brought out.
The Disaster Management Department forms part of administrative machinery, Government of West Bengal and, as suggested and guided by our Hon’ble Chief Minister, has been functioning well. It has been observed that whenever the State of West Bengal faced a challenging situation like natural and manmade disasters, all the staff and personnel of this Department responded to the call of the State without delay and extended a helping hand to the State administration to fight it and came to the rescue of the people in jeopardy. I firmly believe that they will sustain their support and cooperation to the State administration in the days to come as before in case of emergency.
It is noteworthy that Disaster Management Department has been presently working with Fire & Emergency Services Department and Civil Defence Department in concerted and coordinated manner and subsequently the State administrative machinery has been strengthened as expected to handle the challenges ranging from natural and manmade disasters to internal security matters under the umbrella of the Unified Command.
Significantly, in the perspective of the increasing proneness of disaster and enhanced expectation of the people at the same time.
Present times, the State Government has laid great emphasis on quick response mechanism to minimize loss of life and property in case of natural or man-made calamities. The Disaster Management Department has allocated a total amount of Rs. 20,22,68,490/- for 2012-13 and 2013- 14 in favour of Civil Defence Department to procure rescue equipments and vehicles to modernize disaster mitigation and management system so as to meet any eventually in the 20 districts including recently truncated Alipurduar district with participation and cooperation of Civil Defence Quick Response Team.
This department has introduced SMS based Early Warning System for alerting all the mobile users in the State of the advent of any natural calamity.
This report is a review on Disaster Management activities and performance, which will enrich the readers with information on the measures taken up by the State Government in this direction.
I am optimistic that the Administrative Report will be immensely helpful for guiding this Department on its future journey.

FOREWORD
It is a matter of pleasure to present the Annual Administrative Report of Department of Disaster Management for the year 2012-13 and 2013-14. The report provides an insight into the various activities of Department.
Over the years, the role of this Department has undergone a sea change, from a dole distributing agency, now it has become the Nodal Department of the State Government for Disaster Management - be it natural or manmade. Accordingly, apart from its normal and regular activities, which mainly pertains to the various kind of gratuitous services, the thrust is to put in place a mechanism to mitigate and prevent the impact of Disaster.
Department of Disaster Management is implementing and coordinating the implementation of 3 crucial projects for construction of Cyclone Shelter in coastal areas of the State. These are I)construction of 50 cyclone shelters out of funds sanctioned by Prime Minister’s National Relief Fund, ii) construction of 25 cyclone shelters under World Bank assisted integrated Coastal Zone Management project in South 24-Parganas, and iii) World Bank assisted National Cyclone Risk Mitigation Project for construction of 150 multipurpose cyclone shelters in coastal districts.
This issue of Annual Administrative Report will provide an overview of the activities and performance of Department of Disaster Management during the year 2012-13 and 2013-14. Suggestions for improvement in the format and content would be greatly appreciated.

INTRODUCTION The Department of Disaster Management has evolved under a process of metamorphosis since Independence. Originally, the Department of Food, Relief and Supplies was the parent department for three Department, i.e. those of Food, Social Welfare and Relief. The State Government felt the importance of creating a separate Department of Relief and Social Welfare in the eighties. The Department of Relief and Social Welfare came into being in 1983. This continued upto 1992, when a full-fledged Department of Relief was established after bifurcating the previous department in view of enhanced importance of the relief activities of the State Government. During all these periods, the Department catered to the need of the people during emergency by arranging emergency relief operations, which included rescue, relief and rehabilitation for calamity-affected people of the State. Some social welfare activities have also been conducted by the Department during those periods.
After occurrence of 1999 Orissa Super Cyclone and 2001 Kutch Earthquake in Gujarat, a paradigm shift took place in the conception of the Government regarding crisis management, i.e. rescue, relief and rehabilitation. Whether, expenditure in crisis management is paying, whether risk management activities require to be undertaken side by side with crisis management and whether national programme in disaster management should be flagged off for ensuring sustainability in development works, began to be debated at the Government of India level together with some of the States, which caused great loss of human and animal lives, damage to all infrastructure and unmanageable budget deficit at the hand of extreme natural calamities.
Meanwhile, the United Nations, after reviewing the progress of Yokohama Strategy, pioneered some novel measures at Hyogo in 2005, introduced Hyogo Framework of Action 2005-2015 and set target to attain Millennium Development Goals related to disaster management, within 2015 through a series of programmes to be implemented by all member countries. India, being a signatory to all treaties introduced by the UN, established a High Powered Committee in 1999 under Sri J.C.Pant, former Secretary of the Government of India, for recommending the measures for achieving the MDG within 2015. All the MDGs are concerned somehow or other with sustainable development of the developed and under-developed countries of the world. Urgent programmes were felt to be undertaken for achieving the MDGs and for ensuring sustainable development. This Committee recommended undertaking preparedness measures, knowledge-sharing, mitigation and preventive measures across the country. One very important step was taken by the Government of India by shifting the task of undertaking disaster management from the helm of the Ministry of Agriculture to that of Ministry of Home Affairs. After the Ministry of Home Affairs took over the job of introducing a reign of disaster management in the country, work began for understanding the concept of risk management and introducing risk management side by side crisis management. State Governments across the country started to rechristen the Departments looking after crisis management as the Department of Disaster Management for giving a fillip to the risk management activities properly. Most of the States in the country did not have a full-fledged Department of Relief. West Bengal was one of few fortunate States, having separate Department of Relief. Hence, the State Government renamed the Department of
Relief as that of Disaster Management with effect from 29 th June, 2006.

The Department of Disaster Management is a Department with a organized structure that reflects the diverse range of tasks it is expected to undertake. Function of Secretariat :
Registrar acts as the Drawing and Disbursing Officer of the Department for drawal of establishment bills after introducing self-DDO system from December, 2011. The Registrar is in charge of the newly introduced Accounts Cell. There are eleven cells, as shown below, each under either the Registrar or one Section Officer or a Head Assistant:
1) Emergency Relief Cell : Allotment of Relief Assistance to the districts, Operation of the State Emergency Operation Centre, etc,

The Directorate is placed under one Director of Disaster Management who is assisted by one Joint Director of Accounts, one Deputy Director and two Assistant Directors of Disaster Management. Three main jobs of the Director are procurement of relief materials, drawal of bills and disbursement of cost of relief materials and maintaining establishment of Block and Sub Divisional Disaster Management Officers. He maintains three central godowns for storing relief clothing and tarpaulin sheets. The Joint Director of Accounts belongs to West Bengal Audit and Accounts Service, Deputy Director to West Bengal Civil Service and two Assistant Directors to West Bengal Civil Service and General Service respectively.

PRINCIPAL ACTIVITIES (NORMAL RELIEF), 2012-13 & 2013-14 2.1
Normal Gratuitous Relief (NGR) Among the Normal Time activities of the Department, the first and foremost one is to provide Normal Gratuitous Relief (NGR) to selected portion of the population @ 0.25% of the population, belonging to the following group : 1. Mentally challenged, 2. Physically challenged, 3. Visually impaired, 4. All persons, who from age or physical infirmity, are incapable of earning their livelihood, 5. All persons, whose attendance on the sick or an infant children in their own house is absolutely necessary, 6. Women of respectable birth who are in danger of starvation, but are debarred by national custom from appearing in public, 7. Such other persons who cannot work and cannot be provide with work. Women, entitled for NGR, mentioned at serial no. 6 above, shall not be compelled to disclose their names.
2.1.2. Type of assistance : There are two types of assistances, cash and kind. Whereas assistance in kind, i.e. wheat is provided to be fixed beneficiaries on monthly basis, assistance in cash is provided as and when required on getting application from the beneficiaries at the office of Block Development officer.
2.1.3. Scale of assistance : Wheat is provided to the adult beneficiary @ 12 kilo gram per head per month and to minor beneficiary @ 6 kilo gram per head per month. Cash is provided @ Rs. 120/- per head once a month and Rs. 60/- to a minor beneficiary per month.
2.1.4. Number of beneficiaries : Revision of the number of beneficiaries was made during 2012 - 13 and 2013-14, as mentioned below :

2.1.5. Assistance made during the year The State Government made a provision of Rs. 36.00 crore in the Non-Plan Budget for payment of the price of NGR wheat, supplied by West Bengal State Consumers' Cooperative Federation Ltd. 2.2 Leprosy Gratuitous Relief Under social welfare obligation of the State Government, this Department provides assistance to the ex-leprosy patients, who traditionally reside in colonies meant for them.
2.2.2 Type of assistance Fine rice is provided through the concerned Block Development Officers to the fixed beneficiaries.
2.2.3. Scale of assistance Rice is provided to the adult beneficiary @ 12 kilo gram per head per month.

2.2.5. Assistance made during the year The State Government made a provision of Rs. 1.90 crore in the Non-Plan Budget for payment of the price of NGR wheat, supplied by West Bengal State Consumers' Cooperative Federation Ltd. 2.3.1. Gratuitous Relief in Cash As welfare gesture, the State Government provides as and when requested Gratuitous Relief in Cash to the needy people primarily belong to the “Below Poverty Line” in addition to NGR in wheat. Even jobless workers in closed Tea gardens in the districts of Jalpaiguri and Darjeeling are assisted through this scheme for their sustenance as much as possible.
2.3.2. Scale of assistance Cash is provided @ Rs. 120/- per head once a month and Rs. 60/- to a minor beneficiary per month.

2.3.3. Financial assistance provided There was a provision of Rs. 1.90 crore in the Non-Plan Budget in this respect. The amount of assistance district wise is mentioned below :

2.4.1. Assistance to Behala Rape-seed Oil Victims Adulterated Rape-seed Oil was consumed by residents of some part of Behala in 1988. A team of Medical Experts treated them and detected that some of the residents fell prey to neurological ailment. They grouped the patients according to conditions as (i) very severe, (ii) severe, (iii) moderate and (iv) mild. The State Government decided to provide special relief to them for future years until death.
2.4.2. Type of assistance It was decided that assistance would be provided in both kind and cash. Fine rice and some amount of cash were provided.

2.4.3. Scale of assistance Rs. 300/- was decided to be provided per month to all patients categorized as very severe, Rs. 200/- to those termed as severe, Rs. 100/- to those termed as moderate and Rs. 50/- to those termed as mold. Fine rice @ 12 kg was allotted to all.
2.4.4. Number of beneficiaries The members of the Medical Team categorized the victims as per the following break up :
a) Very severe : 16 b) Severe: 66 c) Moderate: 59 d) Mild: 119 e) Total: 260
2.4.5. Transportation Charge and Remuneration Charge Gratuitous Relief (GR) in kind for distribution during normal time and emergency period has always been supplied by supplying agents to the Storing Agents, appointed by the District Magistrates in the districts, from where GR Dealers take delivery and store in their godowns in respective Blocks for ultimate supply to beneficiaries according to the order of Block Development Officers in rural areas or of the Chairperson in municipal areas. Storing Agents are paid remuneration for storing GR goods. GR Dealers are paid both Transportation Charges and Remuneration Charges for transporting GR goods and storing those for a certain period. Transportation Charge and Remuneration Charge distributed in the districts are mentioned in the following table :

2.6.1. Economic Rehabilitation Grant (ER Grant) A notable welfare scheme of the State Government is to arrange for economical rehabilitation of the poorest of the poor persons by providing (i) Sewing machine and (ii) Fund amounting to maximum Rs. 10,000/- for starting Small Trade.
2.6.2. Beneficiaries Persons belonging to General Category, Ex-T B Category, Scheduled Caste and Scheduled Tribe categories, having a monthly income of Rs. 2,500/- are eligible to apply. There is a district wise quota of beneficiaries, as mentioned below, on the basis of fund available for the purpose.

PRINCIPAL ACTIVITIES (EMERGENCY RELIEF) 3.1.
The types of disaster to which different parts of the State are vulnerable : The State of West Bengal has to face various types of disasters - a) West Bengal is severely prone to flood. Out of 18 districts, 16 districts suffer from flood during June to October due to heavy rainfall and sudden release of water from the reservoirs and dams lying in bordering states. b) The State of West Bengal has two cyclonic seasons - pre-monsoon and post-monsoon during April-May and November-December respectively. Paschim Medinipur, Purba Medinipur, South 24-Parganas, North 24-Parganas, Howrah, Hooghly, part of Nadia, Burdwan and Bankura fall within very high to high risk zones for cyclone. Besides, the districts of Bankura and Purulia are drought prone. Natural calamity like landslide occurs in the hilly region of Darjeeling district causing great loss to the inhabitants of that area and to the infrastructure.
2. Status of Preparedness : Ever year a state level consultative meeting was held during April before monsoon cyclone and monsoon period in order to strengthen institutionalize DM preparedness and response under chairmanship of Chief Secretary in presence of heads of the line departments working on disaster management, all District Magistrates, IMD, defence, Para-military forces, Indian Railways, etc. Update of District Disaster Management Plan and inclusion of all Line Departmental Contingency Plan in the State Disaster Management Plan, reiterate the role of each Department, flood early warning message dissemination, campaign for preparedness, cyclone early warning to the fisherman, relief materials stock etc. are discussed in the meeting. Followed by State level meeting, all the districts & Block Disaster Management Committee members would seat together at their respective level to review their preparedness and response plan.
State Disaster Management Plan (SDMP) and District Disaster Management Plans (DDMPs) : West Bengal State Disaster Management Plan was last updated for the year 2012 - 2013. The same is being updated and revised for the year 2013-14. Most of the emergency service providers particularly Police, Fire, Irrigation & Waterways, Agriculture and Health have their own crisis management plan by which they manage any emergency. Department of Health & Family Welfare have a strong contingency plan for flood / cyclone management up to block level having make-shift infrastructure facilities, stock of essential medicines, a tentative week-wise roster of doctors, nurses and MPHWs etc. All the districts of West Bengal developed their disaster management plan during implementation of GOI - UNDP DRM programme and state funded DRM programme. The same was updated by all the districts every year towards strengthening response of disaster management.
Fire and Civil Defence Department have their respective training Institute in the State and they regularly conduct capacity building programmes for own staff members and volunteers. The Fire & Emergency Services Department have purchased many modern types of equipment, including a sky

lift, trauma care ambulance and are extending their number of support services to set up new stations. Quick Response Team (QRT) comprising of 1157 trained volunteers along with vehicles, fitted with necessary equipments has been kept at District level to combat any sort of manmade & natural calamity.
In addition, the State Emergency Operation Centre (EOC) has been established at Nabanna fitted with moderate state of the art communication equipments. All districts have established district EOC having communication equipments with a little renovation of the existing district administrative buildings. District level EOCs have been constructed at Purulia and North 24 Parganas Collectorate. Thirteen more EOCs have been constructed at the Sub-Divisional level in different districts. An emergency toll free number 1077 at district level & 1070 at State level have been activated. The State EOC is operational on 24 X 7.
576 State Disaster Response Forces (Disaster Management Group (DMG)) are ready 24 X 7 days for rescue & relief operations in any disaster at strategic locations (Barrackpore, Krishnagar, Asansol, Bankura, Uttar Dinajpur, Jalpaiguri). These teams have also the capacity to tackle disaster due to collapsed structure. Water Rescue Teams in each squad are fully equipped. DMG teams will be prepositioned / deployed as per the situation.
2.3. Details of search and rescue teams set up by the State Government and their deployment : a) Status of Constitution of State Disaster Response Force: Three Companies from West Bengal SAP Battalion and three from Kolkata Police have been working as State Disaster Response Force (SDRF). The three companies of SAP Bns. are currently located at Asansol, Barrackpore & Raiganj. Three Company strength of Disaster Management Group (DMG) of Kolkata Police has been operating in Kolkata with full equipments. Both State and Kolkata Police Search and Rescue teams have been equipped. Further fund is being provided for strengthening the teams and equipping more teams. It has been recently decided by the State Government that one additional company of SAP Bn. will be brought under SDRF and be located at Siliguri / Debgram.
2.4. Present strength of SDRF performing the duties of DM in our State : Seven Companies from West Bengal SAP Battalion and three from Kolkata Police have been working as State Disaster Response Force (SDRF). These companies of SAP Bns. are currently located at Raiganj, Barrackpore, Krishnagar, Siliguri and Barjora. Three Company strength of Disaster Management Group (DMG) of Kolkata Police has been operating in Kolkata with full equipments. Both State and Kolkata Police Search and Rescue teams have been equipped. Further fund is being provided for strengthening the teams and equipping more teams. 3. Organization of Mock Drill : Mock drills are very important for verifying the viability of the disaster management plans prepared at all administrative levels. To test the implementabilty of disaster management plan, the Department of Disaster Management organized many mock drills in collaboration with National Disaster Response Force, the General Officer Commanding Bengal Area, Fort William and Corporate houses. In addition, Kolkata Police along with Public and Private Schools jointly conducted number of fire fighting drills in Kolkata Municipal Areas. Medinipur, Purba Medinipur, South 24 Parganas, North 24 Parganas, Howrah, Hooghly, part of Nadia, Burdwan and Bankura are located in very high damage risk zone (V=50m/s) with respect to Cyclone; whereas a major part of Nadia, Burdwan, Bankura, Murshidabad, Malda, Uttar and Dakshin Dinajpur, Jalpaiguri, Cooch Behar, Darjeeling, part of Purulia encounter with high damage risk zone (V=47m/s). Major portion of Purulia falls under moderate damage risk zone (V=29m/s) with respect to cyclone. Flood : West Bengal is highly vulnerable to natural disaster. All the natural hazards like flood, cyclone, drought, hailstorm, erosion and landslide use to occur in the state. Among them occurrence of flood ranks first which has become annual festival in the State. Almost all the districts are affected by flood from July to October. But flood is relatively scarce in Darjeeling in North Bengal and Bankura & Purulia in South Bengal. Drought : There was no case of drought in any district in West Bengal. Landslide : During the period from June to September, 2012 & 2013, landslide occurred in the hilly region of Darjeeling district. Earthquake : Earthquake is also a major hazard phenomenon in West Bengal. Major part of Cooch Behar and some part of Jalpaiguri fall under very high damage

3.7. Ex-gratia Grant :
The State Government sanctions compensation to the families of victims of various natural calamities and man-made disasters. In respect of man-made disasters, arising out of liquor consumption, drowning during normal time, snake bite, death to pilgrims, death to tourists, road/railway accidents, etc. the State Government provided compensation to the families of the person died due to various natural calamities and fire accident. Details of such compensation provided during 2012-13 and 2013 - 14 are mentioned below :
(i) Man-made calamity -
(a) Till date 46 family members of AMRI victims have been offered Government jobs in addition to the ex-gratia of Rupees three lakh given to 91 families.
(b) Uttrakhand Disaster : Rs. 57 lakhs was provided from the state to 38 families of person who died in Uttarakhand disaster.
(c) Rs. 344 lakh to 172 families of persons who died in country liquor poisoning incident at Sangrampur, South 24 Parganas;
(d) Rs. 16 lakh to families of 8 persons who died in drowning of busin the Bhairab- Baki river in Bankura district,
(e) Rs. 6 lakh to families of 6 passengers who died in boat capsize in the Ganga near Konngar in Hooghly district.
(f) Rs. 42 lakh was allotted to families of 21 persons who died in devastating fire at Surya Sen Market in Sealdah.
(g) Rs. 20 lakh to families of 10 passengers who died in boat capsize at Manikchak in Malda. (h) Rs. 14 lakh to families of 6 persons died in Paharpur Bomb Blast in Jalpaiguri along with injured two persons.
(I) Rs. 16 lakh to families for 8 persons died and Rs. 7 lakh to seven injured persons in the accident held at Kaluadighi of Malda district.

Allocation of financial assistance from the State Disaster Response Fund Allocation of funds from the State Disaster Response Fund is made to different Departments of the State Government for (i) undertaking immediate relief connectivity by immediate restoration of infrastructure damaged by approved natural calamities, (ii) assistance to affected small and marginal farmers, (iii) assistance to affected small and marginal sericulturists, (iv) assistance to affected animal husbandry farmers/labourers, (v) assistance to affected fisheries, (vi) assistance to affected artisans in handloom/handcraft sector, (vii) purchase of search and rescue equipments, etc. Sanction is made by the State Executive Committee under chairmanship of the Chief Secretary to the State Government. At the behest of the State Disaster Management Authority, Rupees 55 lakh for the year 2012 - 13 and 2013 - 14 has been provided in the State Budget for undertaking Awareness Programme. Under this programme, Disaster Management Stall displaying various activities of the department & dos and don'ts of during disaster at various state and district level fair like Ganga Sagar, Subhas Mela, etc. About 1 lakh pamphlet and calendar have been distributed among the visitors. In addition, the following IEC materials have been developed and circulated for increasing awareness of the members of community, elected members of three - tier Panchayat Raj Institution and Government Officials: One lakh Calendars comprising “do's” and “don'ts” on Flood, Cyclone, Earthquake and Landslide have been distributed. Wall Writing and banners containing “do's” and “don'ts” messages on various natural hazards @150 each for all the 18 districts in West Bengal have been developed and distributed. Jingles & spots for spreading awareness messages in regard to earthquake, cyclone & flood for targeting both rural & urban residents for dissemination through electronic media have been

prepared from 13 Finance Commission grant. These jingles and spots have been telecasted for 2 months through Bengali electronic channels and reached millions of people across the State.

Capacity Building Plan under 13 Finance Commission Grant :
Perspective Plan was sent to the Ministry of Home Affairs, GoI for sanction of Capacity Building Fund of Rs.20 crore from 2011-12 to 2014-15. So far Rs.10 crore has been provided by the 13

Finance Commission. The Ministry of Home Affairs sent sanction for Rs. 500 lakh at the fag end of the financial year.
Details of Capacity Building trainings to the Disaster Management Machinery in handling the disaster Many of the Disaster Management Cadre officials at 341 Blocks, 66 sub-division and 18 districts have undergone a number of capacity building trainings at National Institute of Disaster Management (NIDM), SAARC Disaster Management Centre, Dr.MCR HRD Institute, Andhra Pradesh, Security Watch India, Kolkata, National Remote Sensing Centre (NRSC), Hyderabad and Srikrishna Institute of Public Administration, Ranchi.

lIntroduction of SMS-based Early Warning Dissemination System : The Department of Disaster Management in collaboration with the Department of Information and Technology is executing SMS warning system for the State and district officials and all mobile numbers of the state. The service can deliver in case of need to more than 5(five) crore mobile users.
Orientation of Teachers : School Education Board under Sarva Sikshya Abhiyan (SSA) Programme in West Bengal has initiated training for all school teachers on Disaster Management for dissemination of appropriate education on this aspect to the school students. Accordingly, development of training guidebook in Bengali & identification of resource persons at State and District levels for providing training of about 1.5 lakh primary teachers across West Bengal have been accomplished. Chapter on Disaster Management under Environmental Study has been introduced for class VIII, IX & X. In addition, Disaster Management is introduced under physical Education as optional subject for class VI, VII, VIII & IX. Disaster Risk Reduction Programme : Disaster Risk Reduction programme is being implemented by Department of Disaster Management under auspices of National disaster Management Authority for the year 2010 -2013 under GOI - UNDP DRR programme in three districts viz. Jalpaiguri, North 24 Parganas & Bardhaman. The main purpose of this project is to strengthen and arrange capacity building of Disaster Management Institutions for performing some of the key functions as envisaged under the DM Act, to conduct Risk Assessment and Vulnerability Analysis in selected districts and mainstream Disaster Risk Reduction in local area development programmes by incorporating risk reduction features into sector specific development programmes and schemes. lSTATE INTERS AGENCY GROUP WEST BENGAL :
State Inter Agency Group West Bengal was formed in the year 2000 to promote GO-UN-NGO coordination and a united response and preparedness mechanism. At present, State IAG is working in close collaboration with Department of Disaster Management, Government of West Bengal. During 2012 - 13, IAG - WB undertook the activities like :
CAPACITY DEVELOPMENT OF THE WEST BENGAL STATE IAG IN SEARCH AND RESCUE (SAR) FOR PRE-MONSOON PREPAREDNESS : In any disaster, women and children are the most vulnerable and affected group. In this context three training for 150 local emergency responders especially women in basic life saving skills of SAR have been conducted during July - August 2013 at Krishnagar, Nadia, Bharampore, Murshidabad and Malda. A roster of these 150 trained local emergency responders across most disaster affected districts of the state has been developed who can be deployed at the time of emergency by GO / NGO if required. This roster with State and district administrations and the member’s organizations of State IAG-WB through website and mailing list have been shared. Coordination Meetings : State IAG conducted coordination meetings on excessive downpour, flood-like situation during July and Augus 2012 - 2013 for reviewing the extent of damage. Representatives from different NGOs in collaboration with District Disaster Management Officers district visited the affected areas for multi-sectoral assessment in two spells during June and September 2012 & 2013. On the basis of this assessment and proposed by the District Administration as well, UNICEF and other international agencies responded with relief inputs in few areas of Purba & Paschim Medinipur and Hooghly District.
6. Key Projects under Disaster Risk Reduction programme : In the aftermath of the cyclone Aila of 2009 that ravaged the coastal West Bengal including Sundarban area, it was felt that the number of deaths were more in the affected areas due to non-availability of safe shelter buildings in the coastal villages. The Government of Central and State correctly decided to undertake construction of multipurpose cyclone shelters in high risk areas of three costal districts of West Bengal. The detail of these projects was furnished subsequently.
Prime Minister’s National Relief Fund, (PMNRF) : 50 Multipurpose Cyclone Shelter (MPCS) will be constructed under National Disaster Management Authority (NDMA). These shelters will be constructed in 3 Districts and the numbers of shelter to be constructed district wise given in the matrix. Two Central Government undertaking EPIL (Engineering Project India limited) and HSCL (Hindusthan Steel Works Construction limited) were assigned for the works. EPIL

would construct 35 in North 24 Parganas & Purba Medinipur Districts and HSCL will construct 15 only in South 24 Parganas District. Total cost for 50 centres in tune of Rs. 138.65 crores. The cost for 15 centres under HSCL is Rs. 48.09 crores and the cost for 35 centres under EPIL is 90.56 crores. HSCL completed all 15 MPCs in South 24 Pargana district and handed over to the District Authority as well. EPIL handed over one MPCS in North 24 Parganas and four MPCS in Purba Medinipur. Integrated Coastal Zone Management Project (ICZMP): 25 multipurpose cyclone shelters will be constructed in the district of South 24 Parganas under World Bank assisted ICZM Project. The total cost of the project is Rs. 60 crore as estimated by Jadavpur University. The construction of MPCS will be implemented by the PWD being the premier engineering department of the State Govt including procurements. The formation of Multi-purpose Cyclone Shelter Management and Maintenance Committee has been notified by this Disaster Management Department under ICZMP so that there will be smooth maintenance and management of shelter after construction of the shelter.
NCRMP (National Cyclone Risk Mitigation Project): In the three coastal districts of West Bengal i.e. South 24-Pgs., North 24-Pgs. and Purba Medinapur 150 Nos. of Multipurpose Cyclone Shelters are proposed to be constructed under the scheme NCRMP with World Bank aided fund (75%) and State Fund in the ratio 75:25. MHA has already given approval in principle for the same in tune of approx. Rs. 550 crore. Project Implementation Unit (PIU) has already established and the PWD being the premier engineering department of the State Govt including procurements has been designated for implementation of the project. Accordingly PIU has completed Model Bid Documents and Total station Survey and Soil Testing of the sites. The project work will start very soon. National School Safety Programme (NSSP): NSSP has begun with a view to building the capacity of officials, teachers and students, carrying out rapid visual survey, retrofitting and non- structural mitigation measures of 200 schools each in three districts of Darjeeling, Jalpaiguri & Cooch Behar. National Disaster Management Authority funded in tune of Rs for the Darjeeling and Coochebahr District whereas Jalpaiguri has been funded under 13th Finance Commission Capacity Building Grand Fund. 6.1
Construction of Rescue Shelters from State Budget : The unit cost of construction of rescue shelter has been enhanced since 2011 - 12 from Rs. 8 lakh to RS. 50 lakh on the basis of standard design and cost estimate prepared by the Public Works Department and vetted by the Chief Government Architect of the State Government.
