PAGE 2, MARCH 17, 2015 Oklahoma Bargain Journal Online: http://www.weeklybargainjournal.com email:[email protected]

Father Murphy walked into a pub and said to the first man he met, "Do you want to go to heaven?" The man said, "I do Father." The priest said, "Leave this pub right now!" He then approached a second man. Father Murphy asked, "Do you want to got to

heaven?" "Certainly, Father," was the man's reply. "Then leave this den of Satan!" said the priest. Father Murphy then walked up to O'Toole and asked, "Do you want to go to heaven?"

O'Toole replied: "No, I don't Father." The priest looked him right in the eye and said, "You mean to tell me that when you die you don't want to go to heaven?" O'Toole smiled, "Oh, when I die. Yes Father. I thought you were getting a group together to go right now."

This one's just another e x a m p l e o f c r i m i n a l stupidity...sometimes it's way too easy. Some officers in my department got called to the local movie theater.

Apparently a guy paid with a counterfeit $20 bill and then went into movie before they figured out it was a fake . Once the of f icers got there the theater staff figured out what theater he was in and they easily pointed him out. The officers began interviewing the guy about the funny money and I think his guilt was a little bit in question....until they got him to empty his p o c ke t s . T h e y f o u n d another fake $20 in his p o c k e t . . . . a n d t h e n

immediately arrested him. Seems this Einstein was so proud of his work he decided to make a fake b i l l . . . w i t h h i s O W N picture! Kind of a no-brainer at that point. A sidebar to this story is a good friend of mine worked at the same company as this guy did. I had been through the business before and knew they had lots of high

quality full color photo copiers for the digital production services they provided. My friend never told me but I'm going to bet the guy lost his job too.

ANGEL’S STEAKHOUSE CREATES ELEGANT DINING EXPERIENCEAngel Bernhardt wanted to bring a restaurant experience to McAlester that is unique. She envisioned an ambiance that she seeks out when visiting a large city. And she wanted it to be perfect. Her visions came to life in Angel’s Steakhouse.“I just wanted a nice, quiet, e l e g a n t , d i m l y l i t atmosphere, with plush surroundings,” she said. “So that’s what we created. People come in and love it here. They can’t believe they aren’t in Tulsa or Oklahoma

City.”Angel’s Steakhouse serves only Certified Angus Beef Prime, focusing on quality in all the foods they serve. The menu is small by design.“I wanted to make sure that everything that comes out of our kitchen is perfect,” said Bernhardt. “From the Prime Rib (served on Friday nights) to our homemade steak butter, which is out of this world, we want to give people the very best quality possible.”Bernhardt jumped headfirst into restaurant ownership nine years ago when she and her mom opened Angel’s Diner. Her parents owned the Happy Days Motel and her dad Larry had a vision for

an empty area in front of the property. So one day, he just said, “Angel. Do you want to build a restaurant in front of the hotel?” As a builder, he came up with plans and even suggested the name, in honor of her. “I love to cook and as the middle child, I had my hand up saying pick me, pick me!” Bernhardt said with a laugh. With that family effort, Angel’s Diner was born in 2006.The diner has continued to grow and thr ive , even recently undergoing a menu revamping. But Bernhardt saw a need to fill a different niche too. “Honestly, I just wanted to appeal to a different crowd,” she said. “I love our diner customers and they are very loyal. But I thought this would be an opportunity to reach other people who are looking for a dif ferent experience.”In addition to being housed in one building, the two restaurants also share a high level of customer service. That is a top priority for Bernhardt and her staff.

“We greet every customer,” Bernhardt said. “ That’s really important that our customers know how much we appreciate them and how welcome they are.”In addition to the Diner and the Steakhouse, Angel’s will also open a Pub in the coming weeks. The evening menu will feature pub food like sandwiches, wraps, and beer battered fries, along with a house specialty called Scotch Eggs.“They are amazing,” said Bernhardt. “I’m very stoked about this menu.”With the addition of the pub, Bernhardt wants to create a place where people feel so comfortable they just want to hang out and stay a while.Angel’s location is 1402 S. George Nigh Expressway in McAlester. The diner is open Monday through Saturday, 7 am-9 pm and Sunday 7 am-3 pm. Bernhardt said the pub will likely be open 4-10 pm every d a y b u t S u n d a y. T h e S t e a k h o u s e i s o p e n T h u r s d a y, Fr i d a y a n d Saturday, 4 pm- 9pm, though Bernhardt is happy to keep the doors open as crowds

dictate.“Ill stay as long as people keep coming in.”

Editors Note: A Delicious Dining Experience!

We will visit for many years to come.

T h e M c A l e s t e r Po l i c e Department is currently in the process of purchasing all of our Police Officers body cameras. These cameras will help our Officers by recording audio and video of situations in which they have interact ions with civilians. The cameras are so small that they can be attached to a collar, a cap or even the side of an Officers sunglasses.

T h e c a m e r a s w i l l b e equipped with High capacity battery packs that can last for a n e x t e n d e d s h i f t i f necessary. Many people have video on their cellphone and there have been instances that police have been videoed using force to make an arrest, b u t e i t h e r t h e p e r s o n videoing didn’t see the whole thing or when it was put on the internet only a partial video is showed. By Officers wearing these cameras, the whole encounter will be videoed and this will benefit all parties.

The public is protected from police misconduct, and the police officers are protected from bogus complaints. If a c o m p l a i n t i s f i l e d , a supervisor will be able to retrieve and play the video on the spot a see what transpired. Another benefit for police officers wearing these cameras is that video will be available for evidence in court.McAlester Police Officers should be equipped with these cameras by the end of 2015. Bids have been opened and funding has been identified for the purchase of this technology. We feel this is an area departments nationwide will be addressing in the near future and our move in this direction will be viewed in a positive light. O u r o f f i c e r s a r e a l s o scheduled to be furnished new side arms which have recently been ordered. These pistols will replace the old ones, which are nearly 13 years old.Officer Jeremy Busby is currently staying busy in

Tip of the week: We are receiving calls about another scam. The scammer calls and tells you that you qualify for a $9,000.00 government grant and all you have to do to receive your money is send them 2% upfront and then donate 1% to the homeless or another charity of your choice. The caller has a foreign accent and the phone number is (239)444-8648. Don’t fall for this it is a scam!

Luckily We Have FAST CASH

Lesson learned, I have been in marketing and design for many years. Would I ever charge a client a design charge for a pickup ad that needed no composing work, absolutely not. One has to ask themselves, is the extra hit on a bill worth losing a client? In my world the answer will always be no, some might want to take note of this.

Well if you complain about people don't get enough sleep before they get into a car to drive to work, now they have started daylight savings time, people will lose another hour of sleep, kids lose an hour. We defeat ourselves when we vote to cut an hour rest off, more accidents, more asleep at the wheel, it's a bad thing, we need to stay with standard time.

On the news today former attorney general Eric Holder made a remark that they would like to like to dismantle and redo the police department in Ferguson Missouri, well does he want a gestapo or Russian KGB? Be careful of what you want to change it to.

I need to ask a valid question here, what happened to the millions the city has received to x our roads? I can name two streets that are being worked on, but what about the main roads that are in such bad shape? Today, I almost bottomed out on Main and Commanche, the road is that bad! What will it take to get our main roads up to par and out of the miserable shape they are in now?

The service roads on highway 69 are terrible! We came through and stopped at the Ice Cream store only to have to go across the street to have a tire repaired! Who will be paying for the extra paid out to your city for your bad roads?

There is something I do not understand. If Republicans are so racist and sexist, then why did they appoint the rst African-American secretary of state (Colin Powell) and the rst female African-American secretary of state (Condoleezza Rice)? This was done during George W. Bush's term.

It has become common knowledge that the jobless rate is not calculated as it once was. Just like most statistics today, whatever administration is in power will try to make themselves look good, and (manipulated) statistics is a great tool. There is only one statistic that you should be concentrating on today, and that is the national debt. What this country owes cannot be skewed. We're darned near bankrupt, and no Democrat or Republican is doing anything to stop the down slide. Time to stop playing "sides," my friend. We'll ALL go down together if we do not join together to bring our country out of this tailspin.

How many times do we have to hear the same thing before it nally sinks in? I guess this means change will never come.

Facebook is a funny thing, I read the funny posts and rather enjoy most, but sometimes people can go plum silly on there, I think some out there have never heard the term "silence is golden"?

Pray for my grandchild who has been diagnosed with a brain tumor. This is devastating for our family.

You are not a NASCAR driver so quit blowing through lights, passing by using turning lanes or cutting in front of others. You may think you are driving great while texting, reading or talking on your cellphone but you are not! Pay attention before you kill someone or yourself!

I want to know what the county is doing to x these county roads.everytime I drive thru town I hit a big hole. also I wish they would nish xing my corner on 13th and Chickasaw its been like this for 2 years. I have to drive two blocks out of my way to get home.

McAlester’s “Great American Cleanup™” Coming Soon

K e e p O k l a h o m a B e a u t i f u l ’ s “ G r e a t American Cleanup™” in McAlester is coming up soon. Pride In McAlester is gearing up to host its annual Spring Cleanup on Saturdays and Sundays from April 11 until April 26. McAlester residents can bring out bulk trash, tires and electronics to dispose of them free of charge at the former

National Guard Armory located at 319 E. Polk Ave. The Cleanup will be open on Saturdays from 9:00 a m t o 3 : 0 0 p m a n d Sundays from noon to 3 : 0 0 p m . R e s i d e n t s wishing to dispose of brush may do so at the McAlester Landfill, which will be open to residents during the Cleanup hours and days for brush drop-off. On the last Saturday of the Spring Cleanup, April 25, household hazardous waste and prescription drugs will be accepted for disposal at the former National Guard Armory parking lot. The Pittsburg Country Reserve Sheriff ’s Department and local organization Neighbors Building Neighborhoods will be on site to help with the prescription drug d i sposa l . Househo ld hazardous waste and

prescription drugs will be accepted for disposal on April 25 along with bulk trash, metal, tires and electronics. Household hazardous waste includes items such as motor fluids, grease, auto batteries, fluorescent b u l b s , a n t i f r e e z e , f l a m m a b l e l i q u i d s , b a t t e r i e s , pesticides/herbicides, oil-based and enamel paints, household cleaners, lawn c a r e p r o d u c t s , p o o l c h e m i c a l s , thermostats/thermometers and old ammunition. Water based and latex p a i n t s w i l l n o t b e accepted. Because these paints are non-toxic, PIM recommends setting open cans aside to let dry and then discard cans in

curbside trash. Lab waste, e x p l o s i v e s , m i x e d c h e m i c a l s a n d commercial waste will not be accepted. This event encourages citizens to dispose of unwanted items properly, which is important for the environment and our wellness. According to the Environmental Protection Agency, used motor oil from a single oil change

can ruin a million gallons of fresh water. Flushed medications and dumped c h e m i c a l s s u c h a s antifreeze can also create water quality problems and cause harm to people, pets or wildlife. For more information

about the Great American Cleanup™ or to signup to volunteer, please contact Pride In McAlester at 918-4 2 6 - 4 4 4 4 , e - m a i l project@prideinmcalester. c o m o r v i s i t www.prideinmcalester.com.

FDA proposal to allow drug reps to circulate data draws protests(Reuters) - Consumer watchdog Public Citizen has called on U.S. health regulators to withdraw a proposal that would allow pharmaceutical companies to distribute medical literature suggesting that a drug's risk is less than stated on the label. In a letter released on Wednesday, the organization urged Health and Human Services Secretary Sylvia Burwell to withdraw the proposal, saying pharmaceutical companies could "sell more drugs by making them seem safer than FDA has judged them to be." Last June the Food and Drug Administration issued a proposal allowing the distribution of new risk information about approved drugs, saying it "recognized that the safety profile of a drug evolves throughout its lifecycle as the extent of exposure to the product increases."The FDA said it would allow distribution of new information published in medical journals showing that the severity or rate of a side effect is lower than described on the product label. The new data could even "call into question a causal relationship between a drug and an event in the approved labeling."Companies would not be allowed to distribute literature about newly identified risks or information that shows an already identified risk is more serious than stated on the label. The proposal, critics say, would strip all meaning from current laws requiring FDA approval of a drug's label, which includes its risks, benefits and other prescribing information. An HHS spokeswoman was not immediately able to comment. Neither was a spokeswoman for the FDA. The FDA requested public comment on the proposal and has not yet issued final guidance. Public Citizen obtained copies of 1,771 public comments under an open records request and made them available publicly. Of those comments, roughly 99 percent oppose the proposal."This is a misguided FDA proposal that could result in physicians relying not on approved warning labels but on information provided by drug companies that may be more concerned with profits than patients," wrote one commentator.Another said "drug reps stretch the truth more than enough." Yet another asked: "How can this be considered in any way? Where I come from you do not let the fox in the hen house."Among supportive comments, Public Citizen drew attention to one from the Medical Information Working Group, representing big drug companies including Allergan Inc, Amgen Inc, Pfizer Inc and GlaxoSmithKline Inc, who argue they should be allowed to distribute the literature under the First Amendment.

Two measures reforming tax incentives for future wind farms in Oklahoma have cleared another legislative hurdle. The full Senate on Tuesday gave approval to Senate Bill 498 and Senate Bill 501. Sen. Mike Mazzei is principal author of the measures, which would take effect beginning January 1, 2016.“ These c red i t s were originally approved to

encourage job growth through incentives for what was then a fledgling industry in this state,” said Mazzei, R-Tulsa. “That is no longer the case, so in a time of limited state resources, r e v i s i t i n g t h o s e incentives to ensure the benefits do not outweigh the cost is a responsible approach on behalf of Oklahoma taxpayers. We know that without

reform, the cost of these tax breaks will continue to grow at a troubling rate.”SB 498 will adjust the state’s ad valorem policy to change the exemption for wind manufacturing that requires specific job c rea t ion in order to q u a l i f y f o r t h e t a x exemption. SB 501 will reduce zero emissions tax credits over a five year period and establish a $6

million statewide cap. “If we fail to adjust these i n c e n t i v e s , t h e consequences to state s e r v i c e s c o u l d b e devastating. Looking at the combined impact of tax breaks for current and planned industrial wind facilities, the cost is projected to be at least $700 million over a ten year period,” Mazzei said. “I have long supported the use of incentives to boost

job growth, but I believe there is an increasing awareness that we must exert greater oversight over these incentives to make sure they are doing what they were designed to do without costing more than they generate for our state.”B o t h m e a s u r e s n o w advance to the House of R e p r e s e n t a t i v e s f o r further consideration. Rep. Earl Sears, R-

B a r t l e s v i l l e , i s t h e principal author in that chamber.For more information, contact: Sen. Mike Mazzei, 405-521-5675

USDA chief orders improved animal welfare protocols at research center

No new research projects will begin at the U.S. government's key livestock study center until animal welfare is improved through stronger oversight and better training of standards, U.S. Depar tmen t o f Ag r i cu l t u re Secretary Tom Vilsack said on Monday.Vilsack also ordered that USDA staff update electronic record-keeping practices at the U.S. Meat A n i m a l R e s e a r c h C e n t e r (USMARC) facility in Nebraska, to ensure all animals are being appropriately monitored and cared for.The agency announced in January

it was looking into livestock conditions at the center, which seeks ways to improve profitability of the U.S. livestock industry, such as by making pork loins less fatty, after a New York Times report said staff had failed to follow basic animal welfare standards during decades of research. While "no instances of animal abuse, misuse, or mistreatment were observed," according to a draft of the report released Monday by USDA, the facility was not in compliance with Agricultural Research Service policies, in part because the center's committee charged with keeping track of

animal care had fallen short of its oversight duties. The independent panel that conducted the review said the center's Institutional Animal Care and Use Committee provided the review panel no evidence that it met regularly to discuss issues or concerns over animal care, and no evidence of a formal review or approval process for research projects proposed by the oversight committee members themselves."There appears to be a formal and informal process for research project approvals. There needs to be one process that is followed," John C l i f f o rd , USDA ch ie f veterinary officer with the agency's A n i m a l a n d P l a n t H e a l t h Inspection Service, wrote in an email. The email - sent by Lauren Christensen, chief of staff for USDA's Animal and Plant Health Inspection Service's veterinary services - was released by USDA Monday. Clifford added, "I believe they do take personal interest and care of animals but need to keep better records of [the] formal process."O t h e r p r o b l e m s i d e n t i fi e d included: uncertainty over who is responsible for, and in charge of, oversight for animal care and we l fa re in the coopera t ive arrangement between USMARC and the University of Nebraska-Lincoln; and no evidence of a clearly defined animal handling t r a i n i n g p r o g r a m , o r documentation that staff have completed such training.According to the Times report, the center put animals used for research into cruel and dangerous conditions and has operated outside of the federal Animal Welfare Act, which does not cover most farm animals used in research.Of the controversial research reported by the Times, only the pasture-lambing project was ongoing, according to USDA. The Times reported that lambs in the p ro jec t - an e f fo r t t o tu rn domesticated sheep into a breed that is not reliant on human help – suffered a very high rate of death due to predators, weather and abandonment. During the panel’s review of the center, the animals were in hea l thy cond i t ion , according to USDA.

A Bottom For U.S. Natural Gas Producers Is In Sight

Crude oil is not the only energy commodity that has taken a beating over the last 12 months. U.S. spot natural gas prices, priced at the Henry Hub in Louisiana, closed Monday at $2.72 per million British Thermal Units. U.S. spot natural gas is down by $2.05/MMBtu, or 43%, over the last 12 months. UNG, the natural gas ETF, fared even worse, declining by 46% over the last 12 months. As an aside, the under performance of UNG is due to the unique construct of the ETF. UNG seeks to replicate the performance of natural gas prices by purchasing the front-month natural gas futures contract priced at the Henry Hub, and rolling the contracts over each month. Since the natural gas futures curve is upward sloping (a technical condition labeled as ‘contango’), this means investors in natural gas futures will lose money over time even if the spot price remains the same. As such, UNG is only good for short-term speculation.Meanwhile, the stock prices of our ‘watch list’ of U.S. natural gas

producers have also been beaten down over the last 12 months: •Chesapeake Energy CHK +2.24% (CHK), $14.24, down by 40.4%•Cabot Oil & Gas COG +3.46% (COG), $27.53, down by 21.9%•Range Resources RRC +2.07% (RRC), $46.61, down by 46.4%•Southwestern Energy SWN +1.8% (SWN), $22.29, down by 47.6%•Canadian Natural Resources (CNQ), $29.16, down by 20.5%There are three major reasons for the decline in U.S. natural gas prices over the last 12 months, all of which have resulted in higher-than-expected supply:1.Higher-than-expected production from the Marcellus shale, which makes up more than 20% of U.S. natural gas production. The Marcellus shale is unlike any other shale (gas or oil) in terms of productivity. Defying expectations, some of the wells drilled in the Marcellus shale actually experienced production increases six months after production began;2.Technological innovation has driven efficiency gains as each rig is able to drill an increasing number of wells, e.g. three years ago, it took about 23 days to drill a well in the Marcellus shale; today, it takes only about 14 days;3.An increase in ‘associated gas’ production as shale oil production

increased, i.e. natural gas is produced as a by-product of shale oil production. The shale boom over the last several years has resulted in an increasing amount of natural gas produced that essentially has a zero cost of production.

S e l e c t i n g t h e Perfect Garden SiteWith vegetable gardening season just a little more than a month away, now is a great time to select that perfect garden site.Choosing a garden site is as important as selecting the vegetables to grow in it. All vegetables need sunlight and fertile, well-drained soil, and they will contract fewer diseases if the s i te has good vent i la t ion. Another key aspect of site

selection is to place the garden so it will be convenient to plant, care for, and harvest. While very few of us are lucky enough to have the ideal place that provides all of the needed conditions to grow a successful garden, we can find the best site in our landscape by following a few simple guidelines. First, select for sunlight. An open, south-facing, gradual slope is best, but if you don’t have that, look for a shade free-place. All vegetables need a minimum of 6 hours of sunshine. Next, get to know the soil in your yard. Good gardening soil warms early in the spring, is loamy enough to provide oxygen to the roots of growing plants, holds enough water for several days, and is fertile enough to grow a g o o d c r o p o f w e e d s . A n indication of general fertility of your garden soil is its natural vegetation. As a thumb rule, the healthier the weeds or grass already growing on the site, the better the soil will be for growing vegetables. Also, try to locate your garden away from trees and

large shrubs. The roots from nearby woody plants will take nutrients and w a t e r a w a y f r o m y o u r vegetables.And finally, avoid placing the garden where there is little air movement. A natural breeze

helps prevent foliage diseases, where as stagnant, humid, warm air creates ideal conditions for development of problems such as tomato blight, powdery mildew and other plant health issues.

Oklahoma Black Caucus leaders address racial slur from OU fraternity members

OKLAHOMA CITY – Members of the Oklahoma Black Caucus responded Monday afternoon to a video that depicts members of the University of Oklahoma chapter of Sigma Alpha Epsilon fraternity chanting a song laced with racial slurs. The video, taken last Saturday evening on what appeared to be a bus, showed several fraternity members and their dates dressed in formal wear and many can be heard chanting the offensive words. By the time the footage surfaced Sunday evening, it quickly gained national attention as it drew momentum in various social media channels. By Monday morning, University of Oklahoma President David Boren had already called for the SAE fraternity members to vacate the chapter house in Norman, and he also moved to permanently sever ties with the national organization.“I am pleased with President Boren’s swift action to call for a complete investigation in response to this incident. His immediate decision to order all members to vacate the fraternity house and call for OU to cut all ties from the national SAE organization is to be commended and sends a strong message that such disgraceful behavior will not be tolerated,” said Sen. Anastasia Pittman, D-Oklahoma City, and chairwoman of the Black Caucus. “As an alumnus from the University of Oklahoma and as the state’s only female African American legislator, I am disheartened at the obvious lack of tolerance for diversity within these student fraternities. This is a prime example of how one incident can quickly become systemic and unravel years of hard work by many black and whites who foster diversity and tolerance.”Echoing similar sentiments, Rep. Kevin Matthews, D-Tulsa and vice chair of the Black Caucus noted his disappointment as well.“I am disgusted and upset such racist beliefs still exist in 2015,” said Rep. Matthews. “I support President Boren’s decisive action to immediately remove this group from the campus community. Intolerance has no place in a progressive society, and racism like this video depicts certainly has no place at a state-funded university.”The video was first posted online by a black student group at the university, but it was not clear how it was obtained. The incident remains under investigation, but African American legislative leaders pledged to press for answers.“This video is just a sign of an issue much larger than this particular incident,” said Rep. George Young, D-Oklahoma City. “We do not need to be talking about intolerance and racism in 2015. We should be long past incidents like this hurtful video made by these young men of Sigma Alpha Epsilon. It’s imperative that people truly understand the pain and sorrow such hurtful words and actions can carry with them. It’s sad that this video comes on the heels of the 50th anniversary of ‘Bloody Sunday’ in Selma, Alabama.” Representative Mike Shelton, D-Oklahoma, believes the offensive video and subsequent events can serve as a catalyst for change within the student community.“It’s my hope this will spark real and meaningful change on campus,” said Shelton. “There are numerous groups on the OU campus that are constantly working to diversify faculty and staff, and when we don’t have an environment that embraces diversity, that effort can easily be overlooked. I commend President Boren for his swift actions, but simply closing the SAE house and expelling the offenders doesn’t address the root of the problem. Ensuring tolerance and diversity throughout the campus requires cooperation and commitment from all members of the university community.”For more information, contact:Sen. Pittman: (405) 521-5531 or [email protected]

OHLAP modification bill passed by full SenateOKLAHOMA CITY – The Senate passed a bill Tuesday to provide the State Regents of Higher Education more flexibility when deciding students’ eligibility for the Oklahoma Higher Learning Access Program (OHLAP). Sen. Corey Brooks is the author of Senate Bill 137, which would direct the Regents to create an appeals process for students denied OHLAP because of their families’ special financial situations.“The purpose of the OHLAP program is to help provide free tuition to any Oklahoma student who wants to get a college degree and meets the qualifications. However, many students have been denied the scholarship because of their parent’s Social Security disability payments or nontaxable military pay including combat pay, hazardous duty pay and active duty basic allowance for housing benefits among other payments,” said Brooks, R-Washington. “This bill will allow the Regents to review these special cases to ensure that the state isn’t keeping someone who truly has a financial need from getting a degree.”Currently, in order to qualify for OHLAP, a family’s taxable and nontaxable income cannot exceed $50,000 annually. SB 137 would allow the Regents to review cases where a family’s income includes nontaxable military benefits or federal Social Security Administration payments due to the death or disability of one or both parents. If the family’s income is found to be less than $50,000 excluding those benefits, the student will be eligible for the OHLAP program.SB 137 will now go to the House for further consideration. Senate approves measures to help Oklahoma veteransOKLAHOMA CITY – On Tuesday, the Senate passed two bills to provide more services for Oklahoma veterans and their families. Senate Bills 398 and 713 seek to help veterans both living and deceased. Sen. Frank Simpson, a retired Navy veteran and chairman of the Senate Veterans and Military Affairs Committee, is the author of the measures.“The federal V.A. has dropped the ball when it comes to looking out for our veterans. They’re not receiving the help they need financially, emotionally, mentally or physically,” said Simpson, R-Springer. “We have so many veterans who are unemployed, homeless, struggling with addiction and so many other issues from the trauma they suffered while serving their country. Even worse, we have homeless veterans dying who aren’t getting a proper burial. Our veterans deserve to be treated with more dignity while alive and after they’ve passed by their government for whom they have given so much.”SB 398 would require the Oklahoma Department of Veterans Affairs (ODVA) to establish a program to provide assistance for a proper burial for homeless or indigent honorably discharged veterans. The program would aid in obtaining any available burial benefits from the U.S. Department of Veterans Affairs or through private organizations. The program would also provide a burial grant for any indigent veteran or anyone who qualifies for financial assistance as determined by the ODVA. SB 713 would allow for the establishment of veteran drop-in centers around the state to provide counseling, job placement and family services for Oklahoma veterans. The centers would be jointly administered by the ODVA and the state Department of Mental Health. Nonprofits, with expertise in assisting veterans, would be allowed to apply to provide services at the centers. Both measures received unanimous approval from the Senate and will next be considered by the House. For more information, contact:Sen. Simpson: (405) 521-5607

Senator Boggs’ Weekly in the KnowWe’ve wrapped up our fifth legislative week of the session, and next week marks the deadline to get bills that have been approved by the various Senate committees heard on the Senate floor. As you may have heard or seen, there has been a good amount of discussion on the possibility of reviving the prison rodeo in McAlester and I’m encouraged by the enthusiasm and interest in bringing back the event. I had the opportunity to visit with Oklahoma Department of Corrections Director Robert Patton and while we agree the significant state budget shortfall makes the timing unlikely this year, we’re hopeful for the possibility of a future prison rodeo when the time is right. As I reported last week, SB 278, also known as the 911 bill, has been laid over in the Energy committee. I’ll continue to fight for this legislation, whether it’s this year or next, because our current system needs to be adequately funded and updated and we simply can’t service rural emergency calls effectively with the outdated equipment and service we have now.We are still working on Senate Bill 224, authored by Sen. Frank Simpson, as it would change the requirements of the Oklahoma Strategic Military Planning Commission to include a member of the Oklahoma Army and Air National Guard facilities. The legislation also would allow the Commission to disperse monies from the Commission Incentive Fund to eligible local communities. I have been discussing this legislation with the McAlester munitions plant as well as the City of McAlester how important this is for our district. It’s been a great week for visitors here at the office as well. Daniel Royer and Evan Fowler shadowed me this week at the Capitol. They’re both sophomores from Union High School in Tulsa and I enjoyed having them work with us to learn more about state government. Also, the All-Oklahoma Academic Team & OACC Scholarship Luncheon was held this week and I was honored to present citations to six students from our district. Hannah Franklin and Erin Hearn represented Carl Albert State College in Poteau, while Paige Henninger, Victor Reich-Martins, Hayley Myers, and Tylee Phillips from Eastern Oklahoma State College were all recognized at the event. To contact me at the Capitol, please write to Senator Larry Boggs, State Capitol, 2300 N. Lincoln Blvd. Room 529-A, Oklahoma City, OK, 73105, email me at [email protected], or call (405) 521-5604.

Senate backs measure for vote of the people on modernizing alcohol laws

The Senate has taken a giant step forward by promoting further discussions by all stakeholders on legislation to modernize Oklahoma’s archaic and uncompetitive laws regulating alcohol sales. Senate Bill 383, by Sen. Stephanie Bice, began as an effort to give liquor stores the option of selling refrigerated beer. Bice, R-Oklahoma City, said since that time, the focus of the legislation has changed.“Oklahoma’s alcohol laws were created more than 50 years ago after the repeal of prohibition. If you change one area of those laws, it may inadvertently affect another area. But I continue to hear from Oklahoma consumers who are frustrated with the current restrictions that they see as outdated,” Bice said. “So we’ve removed the title from Senate Bill 383, and the idea is that it will become a measure to let the citizens of this state decide whether they want to keep Oklahoma’s alcohol laws as they are, or modernize them.”Oklahoma is one of only five states where 3.2 beer is still sold, although in another of those states, Kansas, efforts are underway to modernize their liquor laws.“I think it is important to bring everyone to the table, from wineries, breweries, grocery and convenience stores, retail liquor store owners and distributors as we develop this proposal, and that’s what we will be working on in the weeks and months to come,” Bice said. SB 383 was approved by the Senate on Wednesday 38 to 10. The measure now moves to the House of Representatives.

I tend to make people nuts in my office, at 4-H and OHCE events, at my church, and at family reunions when I preach food safety especially regarding carry-in dinners, pass-a-dish, potlucks, or covered dishes. No matter what you call them, potlucks are scary in my minds. The bottom line is that it comes down to foodborne illness.According to the CDC ( C e n t e r f o r D i s e a s e Control), every year 1 in 6 Americans get sick after consuming a contaminated food or beverage. These i l l n e s s e s a r e l a r g e l y preventable with proper food safety, yet potlucks are where food safety strategies often break down. Foods sit out for far too long at the wrong temperature, and p e o p l e c a n e a s i l y contaminate a dish by grabbing a serving with their hands or double-dipping. So a few dos and don’ts for a food-safe event makes for an interesting article. Here goes……Do remember the “two hour rule.” Any potentially-hazardous foods (dairy, m e a t , f i s h , c o o k e d v e g e t a b l e s , r i c e o r chopped/sliced fruits and vegetables) that have sat out at room temperature for

more than two hours should not be eaten. The rule changes to one hour if the room temperature is above 90 degrees.Do have a plan for keeping hot foods hot and cold foods cold. Hot food should be kept over 140 degrees and cold food should be kept under 40 degrees. If the situation does not allow for temperature control of the food, consider taking foods that are less risky. Think bread, chips, nuts, dried fruits, or washed whole fruit.Do consider transportation before you decide on what you’re taking. Can you keep it hot or cold while getting it to the event? County the transportation time in the “two hour rule.”Don’t forget to wash your hands. When preparing foods for an event, take extra care at home to keep things clean and safe. Be sure to wash your hands before cooking.Don’t prepare food for other people if you’re sick. If you’ve had the sniffles, vomiting, or diarrhea in the past few days, then don’t cook. Your friends and family will thank you.Don’t partially cook food at home to finish at the pot luck. The best method would be to completely c o o k a l l p o t e n t i a l l y -hazardous foods at the meal site.Don’t prepare foods the day before with the intent of reheating in a slow cooker. Completely cook the food on the day of the event eliminates the risky cooking and reheating steps.Do use enough ice. If you’re using coolers to keep food cold, make sure to have

enough ice to keep the foods below 40 degrees.Don’t use slow cookers to reheat leftovers. This is too slow. If you’re using a slow cooker to keep the food hot, reheat the food to 165 degrees and then put it in the slow cooker. Don’t use warming trays to cook or r e h e a t f o o d . T h e s e appliances are not designed for this purpose. Don’t wait to eat. If facilities are not available to keep f o o d a t t h e c o r r e c t temperature, don’t wait until the speaker if done or the ‘short’ business meeting is over to eat. Do encourage people to label and describe their food items. This will help with possible food allergies, and also will keep people from smelling or touching the foods with their hands, taking just a little taste in line to see what it is. Do remember to have tongs or other serving utensi ls available. This will help people avoid using their fingers or “double dipping”. Do encourage the use of paper plates and/or clean plates for “seconds” and desse r t s . Re f r i ge ra te leftovers ASAP. Break large items into smaller portions so that they will cool more q u i c k l y . C l e a n u p immediately. Remember to use plastic wrap or zip-top bags to allow for quick clean-up and refrigerator storage.Don’t take leftovers home. This could be risky. Not only has the food sat out at room temperatures for a long time, there is potential contamination from the m a n y p e o p l e p a s s i n g through the buffet line.D o t h r o w a w a y a n y

leftovers that you are not sure about. All potentially-hazardous leftovers should be discarded. Remember the garbage. Bring extra garbage bags. Prevent potential contamination by keeping the garbage away from the food preparation and serving areas.

ARIES (Mar. 21- April 20) Partnerships may be strained if one of you has been erratic and hard to deal with. You will be able to enlist the help of colleagues who believe in your ideas. Look into physical activities that will help get rid of some of that tension you may be feeling.

TAURUS (Apr. 21- May 21) You can bet that you'll draw attention to yourself. Changes at home might come fast and furious. It's a great day to attend social functions.

GEMINI (May 22-June 21) You could be emotional if you didn't take care of problems with loved ones. You will have to do a lot of running around, so be prepared to fall short of your expectations. Emotionally, things may not run so smoothly.

CANCER (June 22-July 22) You must use discretion when it comes to lending money or making donations. People you live with will not be terribly happy with you regardless of what you do today. You can form new partnerships, but don't move too quickly; things may not be as they appear.

LEO (July 23-Aug 22) Tie up your personal papers or push to have legal settlements completed. Friendships will be ruined if you let too many people get involved in any disputes. You can't lose today unless you get involved in gossip or overwork to the point of exhaustion.

VIRGO (Aug. 23 -Sept. 23) Travel could be in order. You must be careful not to trust just anyone. Be innovative.

LIBRA (Sept. 24 -Oct. 23) Don't count on others to cover up for your shortcomings. You need time to think things through. Sudden good fortune will help you cover your debts.

SCORPIO (Oct. 24 - Nov. 22) You will be relentless when it comes to getting yourself back into shape. Get involved in sports groups or hobbies that attract you. Put your efforts into your work or money making ventures rather than your emotional life.

SAGITTARIUS (Nov. 23 -Dec. 21) You can get into weight loss programs or go out and change your image with a new look in clothing, hairstyle, and attitude. Someone may be trying to damage your reputation. Be willing to listen, but don't be fooled.

CAPRICORN (Dec 22.- Jan. 20) Socializing or travel will lead to partnerships. You will do your best work on your own. Don't back down but don't ignite the situation.

AQUARIUS (Jan. 21 -Feb. 19) You may need help with your financial situation. Don't let others know about your private affairs. Keep important information to yourself.

PISCES (Feb. 20-Mar. 20) Try to get others to stand behind your good judgment. Your bankbook will suffer and your restrictions will put a damper on your relationship. Empty promises and a lack of cash may put a damper on your plans.
