The key assumptions underlying the estimates are that the project will be a headquarters located in Durham County (currently a tier 3 county), 1500 permanent, full-time jobs will be created by 2014, the average annual wage of those jobs will be $63.315. there will be private capital Investment of $70 million by 2013, and the company will subfnit financial statements demonstrating financial capacity.
