Rotary Club of Baguio RY 2012-13

Seventy-five years ago, a number of noble gentlemen, from the Rotary Club of Manila, with the aim of rendering service and making Rotary grow, trekked through the high mountains and came to a beautiful and serene place, called Baguio. Since then, the seed of the Rotary Club planted, grew, bore fruit and crept through valleys, rivers, rocks spreading the principle of “service above self” into the hearts of men.

Now at 75, the Rotary Club of Baguio, is a vibrant, involved, committed and working Club. Credit is given to the many men and women, who extended themselves, heart and soul, to the cause of Rotary. We say our profuse thanks too, to the many groups and entities, who, believed and driven by common goal, devotedly partnered with the Club. Through the 75 years of labor, fellowship and industry, they were there!

Today as we celebrate, we honor those who, before us, held high the sense of commitment and responsibility. We say our appreciation to our forefathers in Rotary who, through their word and deed, kept the high esteemed character and respectability that the Rotary Club of Baguio is.

We celebrate with a promise, the torch of Rotary Club of Baguio, we will forever hold high!

Overall Chairman

Dear Fellow Celebrants and Friends,

The RCB Diamond Jubilee Celebration (DJC) to commemorate our seventy-fifth founding year, could be the biggest and most important activity the RCB-Mother Club will ever undertake. In my mind, its prominence can be eclipsed only by district activities that RCB undertakes and possibly our 100th year anniversary celebration.

It took me less than a day to give an affirmative answer to Pres. Libby’s query if I would accept the challenge as jubilee chairman. Thereafter, for over a month, I was tormented with personal remorse, on why I became foolish enough to say yes to such a gargantuan task.

Later I learned that I was not the first choice for the chairmanship, early candidates having refused the task. Upon learning who the early nominees were, I became even more agitated with the challenge. But it likewise reinforced my thinking that the chairmanship needed more than just one person. It required the dynamism of three dedicated Rotarians from our club. I thank PP Veeh Balajo and PP Doming Valencia for taking up the challenge with me. Having effectively worked with both on a number of important RCB assignments, I became totally up to the task with both by my side. At my instance, we have christened ourselves as the RCB Trilogy.

Today, more than five months after the DJC launching last 08 Sep 2012, we joyfully look back at the effectiveness of the Trilogy strategy. In a voluntary organization such as ours, three past presidents have proven to be a super-effective formula of drumming-up action. Our RCB general membership has been equally up to the tasks at hand.

In behalf of your RCB Trilogy, we thank our RCB members, particularly the chairperson and co-chair of all the DJC committees, in responding to our call to action in our joint commitment in doing our share for the club.

We have reunited ourselves in the spirit of oneness for RCB, reconciling with the thought that RCB is more than its individual members and personalities. It is the UNITY that we share as a Rotary Family!

Dear fellow Rotarians,

Rotary has been part of my life for many years. I became a Rotarian almost by accident. I did not know anything about Rotary when I was invited to join. But I respected the person who invited me, so I accepted.

Now, I see Service Above Self as a way of life. It means that no individual can live by himself, alone. We are always in a community. At home, at school, at work, and in our countries—we share our lives with others.

It is human and natural to want to share our lives. Whether we are happy or sad, facing success or difficulty, we want to know that we have others close by. And as much as we want other people to be there for us, we each have a need to be there for others.

When we serve our communities—when we go to teach someone a skill, to help paint a house, to participate in an NID—we become more fully involved in our communities. We build connections with others; we give of ourselves.

And in doing this, we work toward our real goal: a world of greater happiness, greater contentment, and greater peace.

I wish you all the best in your Rotary service, and I look forward to a year of building Peace through Service together.

It is with distinct privilege and pleasure, that I and spouse Evelyn, extend our sincere congratulations, to the officers and members of the Rotary Club of Baguio, on the celebration of their 75th Diamond Jubilee celebration, on this 23rd of February, on the year of our Lord, 2013.

75 years in existence and still going strong, guided by the “Four-Way Test”, just signifies the determination of its officers and members, in implementing Rotary’s motto, “Service Above Self”.

Be thankful and happy, that you have been given that opportunity, to do service, and promote “Peace Through Service”, because Peace originates from happiness, and happiness originates from service. That is the reason, why Rotary wants to create a Peaceful world through Service.

The more the Diamond is cut, the brighter it sparkles. The Rotary Club of Baguio has indeed weathered every storm that came its way and every season has brought about luster and shine to the club.

February 23, 2013 marks the 75th Charter Anniversary of the Rotary Club of Baguio, a “Diamond” Club in District 3790. Being the first club in the Cluster, and the district, you have been an inspiration to all the Rotary Clubs in Baguio. To us, you are a worthy role model to emulate. A club which has withstood the test of time. I believe that perseverance and hard work played an important role towards the success of this club.

In behalf of the Rotary Clubs of Cluster 1-C , I would like to congratulate its members for the past 75 years of dedication, loyalty and commitment to serve humanity.

I am sure that your club, which is rich in history and achievements, will continue to be active, vibrant and ready to help in our community, living up to our motto of “Service Above Self”.

IN BEHALF of our city and people, and on my own, I take pride in congratulating and felicitating the Officers and Members of the Rotary Club of Baguio on the proud occasion of its 75th Charter Anniversary taking place on February 23, 2013. This is indeed an occasion worth celebrating, a time to remember its humble origins, to energize present-day endeavors, and to chart the course for possibly the next seventy five years of your storied civic life.

I know well enough that Rotary has been very much a living part of Baguio’s history. We recall your club’s modest beginnings, which ushered in the birth of Rotary in Baguio at the Venerated old Pines Hotel in 1938, purposely to inculcate Service Above Self in our own community. From that club, Rotary was born in other parts of our city and elsewhere in the country. As Baguio grew to what it is now, so has your illustrious club, so has Rotary developed into the pillar of community service that it has become Worldwide. Indeed, what our city is today is as much a result of the civic helpfulness that Rotary, through its Rotarians and Rotary Anns, has endeavored in the highest sense of civic service.

Times have certainly changed, but the core-values that have moulded your entire membership, past and present, have remained essentially the same, Whatever the time and circumstance, As Baguio moves on into the threshold of opportunities, Rotary role will even be more needed to sustain growth and development in the coming years. Rotary has made possible the emergence of responsible citizenship in our midst, helping us address major concerns of healthcare, education, social services, and good governance. The Rotary Club of Baguio will be among the first to spearhead the frontlines of service, “hearing the voice of the inadequate, feeling the pain of the dispossessed, knowing the depth of the disadvantaged.” With you in shared togetherness, we can strive further in harnessing each other’s resources towards meaningful change, the kind of change that we need to make Baguio a renewed urban center of education, tourism, trade and business which is keyed on the anvil of responsible leadership.

As your Congressman, I value the privilege bestowed by our constituents to serve our city and people with the same level of concern with which civic citizens like you have manifested in resounding terms all throughout Baguio’s crucial growth years. Rotary will always be a beckoning light that will continue to illuminate the pathways ahead.

Again, do accept my sincere commendation and Godspeed as you remember your glorious years in sacred consecration to serve others. Mabuhay ang Rotary Club of Baguio for turning 75 and keeping alive the faith of selfless service!

The celebration was launched last 08 September 2013 and has ran the whole current Rotary Year (RY 2012-2013). With the month of February 2013 as the main (month-long) celebration, and the preceding (September to January) and following months (March to June) designated as the PRELUDE and POST period-months, respectively.

With the whole Rotary Year designated as our Jubilee Year, all RCB activities—even those that were planned before the DJC launching, were incorporated as Prelude/Post activities. Additional special activities were prepared to further accentuate our jubilee year.

Seven and a half decades, encompassing two to three generations of human existence, seem ages away. But, for the past 75 years, the ROTARY CLUB OF BAGUIO (RCB) has withstood the test of time, has grown strong and undaunted, focused on its goals and aspirations, and has remained to be an integral part of the community and the district which it serves, as well as of whole Rotary world.

For an organization like RCB to last this long, it must have done something worthwhile. This we give credit to the members, past and present, who have played vital roles in its rich and colorful history, who have contributed significantly in molding RCB into what it is now.

With respectable members through the years, it has engaged in projects and activities which are relevant to the respective times (pre- and post-war era, baby-boomer years, age of Aquarius, times of plenty and thrift, onwards to the millennium, with the rapid progress in technology).

RCB has been noted to be a stickler to tradition, yet it is responsive to the changes needed, in harmony with those of the Rotary International, with the admission of new enthusiastic

and energetic members who inject rejuvenating “enzymes” to the club. Thus, RCB remains RADIANT as a DIAMOND, then in 1938, till now on its 75th year of existence.

To quote PP Teopisto “Teop” Rondez (whose article in the RCB 60th Charter Anniversary Souvenir Program became a major source of this ‘Milestones’), “Baguio Rotary’s course had at one time or another been lively, tumultuous, enjoyable, tense, shaky and smooth running…”

Thus, on this occasion, it is but befitting to look back and find inspiration from events of yesteryears that have sculpted RCB to its present status, a SPARKLING DIAMOND.

Among the significant events worth remembering are the following milestones:

THE GENESISNov. 27, 1937 – Organizational

meeting was held, led by our mother club, RC Manila, at the then newly inaugurated social hall of the Pines Hotel. The delegation of Manila Rotarians was headed by RC Manila President, Justice George Malcolm.

Feb. 21, 1938 – 3 months after organizational meeting, 33 years after the birth of Rotary, R. I. approved the

RCB Charter, making it the 4587th club of the 48th district of RI, the 6th Rotary Club to be organized in the Philippines (Manila, Davao, Cebu, Bacolod, Iloilo), and the first Rotary Club north of Manila.

Out of the initial 46 prominent Baguio members who attended the organizational meeting, 35 (15 Filipinos, 18 Americans, 2 Japanese) were selected to be the charter members of the RCB.

April 18, 1938 – Charter was formally presented to RC Baguio. The RCB Charter President was Col. Louis Van Schaick. Members of our mother club, RC Manila, led by its President, Justice George Malcolm & Vice President, Dr. Carlos Romulo, including more than 150 Rotarians, and prominent guests from Manila and Baguio, including US High Commissioner Paul V. McNutt and then Secretaries Elpidio Quirino and Antonio de las Alas, Judge

John Haussermann, Justice Jose P. Laurel, Col. Paul L. Murray, Budget Commissioner Serafin Jorge Bacobo, Dr. Jose Fabella, C. M. Cotterman, and Auditor General Jaime Hernandez, graced the occasion at the Crystal Room of the old Pines Hotel. Other dignitaries who attended were guests from other Philippine Rotary clubs, including Ramon Lopez from Iloilo, Jose Avila from Cebu and Emilio Infante from Bacolod.

FIRST DECADE (1938 – 1948)1938–1939 – With the first

president, Col. Louis Van Schaick, at the helm, RCB was recognized as the most active organization in Baguio.

1939-1940 – With then Baguio Mayor Sergio Bayan as its President, projects in various fields of Rotary service were expanded and more members were drawn into the club roster. RCB hosted the District Conference for the first time.

1941-1945. Even as the World War II broke out, then President, Dr. Fernando “Nanding” Manalo, & other Filipino Rotarians managed to “raise money and, at great risk to their lives and those of their families, gave aid to Americans who were concentrated at Camp Holmes.”

July 13, 1946. After the devastating World War II, Dr. Nanding Manalo took to himself the difficult challenging task of reorganizing the Rotary Club of Baguio. Thus Rotary International presented back the charter to RC Baguio on this day, with Dr. Fernando “Nanding” Manalo reelected as its President, “the only club president to have been honored in that high regard.”

SECOND DECADE (1948 – 1958)Aside from strengthening the

bond of fellowship and camaraderie amongst members, significant Community Service Projects included:

1949-1950 - goat farm initiated by then Pres. Benjamin “Ben” Salvosa which won for the club the Governor’s Citation for Community Service

1951-1952 - donation of playground equipment to Baguio City elementary schools and Burnham Park, for which the club won the Youth Service Award during the incumbency of then Pres. Francisco “Ikong” Reyes

1954-1955 - installation of cement benches in Burnham Park during incumbency of Pres. Feliciano “Ciano” Belmonte

1955-1956 - citywide blood typing of potential donors and donation of books to the BCHS Library initiated by Pres. Ernesto “Abe “ Abellera

1956-1957 - erection of the Rotary Pylon at entrance of city proper fronting BGH during the term of Pres.

Ireneo “Santy” Santos1957–1958 - donation of basketball

court and equipment during incumbency of Pres. Justo “JR” Rosales

RC Baguio hosted the District Conference in the years 1940, 1951, and 1954.

PP Fernando “Nanding” Manalo served as District Governor in RY 1950 – 1951, when the whole Philippines belonged to just one district.

THIRD DECADE (1958–1968)Notable projects include: 1960 -1961 - donation of umbrella-

type streetlights along Session Road during the term of Pres. Marcelino “Mars” Contemprate

1961-1962 - installation of a Four-Way Test concrete marker at corner of Gov. Pack Road, for which then Pres. Honorio “Honor” Estepa was awarded as the Best Club President

1962-1963 - construction of a

police substation at Naguilian Road spearheaded by then Pres. Hector “Hec” Lopez

1963-1964 - donation for the kitchen annex of Good Shepherd Convent initiated by then Pres. Carlos “Carling” Santiago

1964-1965 - start of scholarship grants given to poor but deserving students under the leadership of then Pres. Ireneo “Ges” Geslani

RC Baguio again hosted the District Conference (1959, 1967).

PP Francisco “Ikong” Reyes served

as District Governor in RY1960–61.

FOURTH DECADE (1968–1978)Laudable projects from previous

administration were continued, including scholarship grants; assistance was extended to the Diocesan Adult Center, Baguio City’s out-of-school youth, SPED Center, and City Camp Lagoon area; and pre-school classes in Irisan and at DSWD.

RC Baguio again hosted the District Conference in 1971.

RCB Trust Fund was established during its 40th Anniversary in 1977- 1978 during incumbency of Pres. Jesus “Jerry” Salvosa.

FIFTH DECADE (1978 – 1988)It was in RY 1980 – 1981,

during the incumbency of Pres. Freddie Gonzales when the Baguio Scholarship Foundation was established. This provided annual funds for the education of financially needy Filipino students, till present time.

Aside from the continuing scholarship projects from previous

terms, significant projects included medical outreach programs like free operation for financially handicapped children stricken with polio, cleft lip and cleft palate (Pres. Sabino “Ben” Macaltao – RY 1978 – 1979); cultural concert featuring Russian Violinist Vladimir Spivakov (Pres. Lawrence “Larry” Martin – RY 1981 – 1982); participation in Alay Lakad project of DSSD (Pres. Marcos “Ben” Cid- RY 1982 – 1983); socio-civic activities and seminars for Baguio’s youth.

RCB hosted the 1981 District Assembly and co-hosted with RC Pasig South the joint 379 & 380 District Conference in 1985.

PP Carlos “Carling” Santiago became the third RCB Past President who was elected as District Governor in RY 1984 –1985.

The decade culminated in the celebration of the Golden Jubilee in 1988, with the holding of various commemorative programs, Thanksgiving Dinner and Fellowship Night under the leadership of then Pres. Josefino “Noli” Balatero.

SIXTH DECADE (1988 – 1998)The many disasters that struck

Luzon, notably the killer quake in 1990 and the eruption of Mt. Pinatubo in 1991, plus the many super typhoons that affected our district, were considered opportunities for our RCB members to render “Service Above Self” not only in Baguio but also in the District, with greater involvement in community service activities. The club initiated several reconstructive and rehabilitative programs in the city, conducted medical-surgical-dental-legal missions several times per year, tree planting activities once or twice a year in our adopted Busol watershed and in selected areas, Polio Plus and 3-H programs, construction

of a health center in Asin, cleaning and beautification of our adopted park around the Rotary pylon, adoption of the Baguio Police Market Task Force, sponsoring of cultural concerts and fund-raising activities like the Annual RCB-sponsored Golf Tournament from 1997 to date.

Two years after the Rotary International (RI) allowed admission of women in Rotary, RCB inducted its first Lady Rotarian in 1991 in the person of Ms. Lorna Gomia. Likewise, in its 60th year of existence, RCB elected its first Lady President, Dr. Vicenia Balajo.

RCB hosted the 1989 District Assembly, 1996 and 1997 PESETS, the latter being held on board the Super Ferry 12, the first and only one of its kind held in RI D-3790.

The RCB chorale was born in 1993, which served as an avenue of fellowship for RCB members and Rotary Anns, and which helped the club in a major way by producing, to date, 16 Paul Harris Fellows (PHF) with corresponding 11 recipients and 2 The Rotary Foundation Sustaining Members (TRF SM) from the

proceeds of the annual caroling by the chorale. Worthwhile mentioning is the fact that since RY 2007 – 2008, the annual caroling proceeds were restricted specifically for the Polio Plus Program of the TRF.

It was in RY 1992-1993 that RCB received for the first time the RI Presidential Citation for well-balanced program on all the Rotary avenues of service during the incumbency of then Pres. Cyrus “Cy” Fagar. Since then, RCB has been receiving such award almost every year, till the present time.

SEVENTH DECADE (1998 – 2008)The seventh decade of RCB’s

existence is marked with the continuation and innovation of the projects and activities in each avenue of service (Club, Vocational, Community, International, New Generations), now concentrated on our adopted barangays, communities, schools and parks. Major accomplishments are funded from our approved Matching Grant projects, co-sponsored with our foreign and local partner-Rotary clubs as well as non-Rotary partners in service –

construction of tramline in Triple B Barangay; toilets in public elementary schools and water-distribution project in Luding; feeding programs; purchase of Braille embosser & computers; and lately, the training of school teachers in line with the K to 12 education program of our government, plus the purchase of a Rotary Mobile Health Clinic equipped with ultrasound and basic laboratory facilities, and which can be converted to a minor operating room or delivery room as the need arises.

For such, the club received for the first time the Significant Achievement Award for Outstanding Project in RI, from no less than RI President Bill Boyd in 2007, during the incumbency of our Matching Grant Czar, then Pres. Gérard Audineau (RY 2006 – 2007).

EIGHTH DECADE (2008 – 2018)The last two decades witnessed the

Rotary Club of Baguio at the helm in rendering “Sevice Above Self”,

with the “Four-Way Test” of Rotary as our guiding principle. Proof of such are the annual awards received by the club, being one of the top 10 outstanding clubs in the district, one of the top 10 outstanding Presidents, and annual recognitions for our different projects in the different avenues of service. Some of our members also gained for themselves recognition as “Four Avenues of Service Citation” Awardees - PP Dominador “Doming” Valencia (1998), PP Gérard Audineau (2008), PP Linda Winter (2009), Dir. (now PE) Uwe Koeller (2010), PP Alberto “Bert” Talco (2011).

As we enter our EIGHTH

DECADE of existence, the new Club Leadership Plan was implemented in 2008 (Pres. Rafael “Raffy” Chan) as recommended by RI. And in RY 2013 – 2014, we will at last have the fourth District Governor from our club, in the person of PP Linda Winter (RCB Pres. in RY 2003 – 2004) as the whole Rotary world will implement in full swing the Future Vision Plan.

Yes, seven and a half decades have passed, all charter members and other RCB leaders have long been gone, but their legacy lives on. With the near-perfect blending of the wit, wisdom and vigilance of our senior members, our constant watchdogs, and the enthusiasm, novel idealism and innovative leadership of our young members, the Rotary Club of Baguio remains to be, then and now, and hopefully in the many decades to come, the MOTHER CLUB OF RI DISTRICT 3790, in the pursuit of continuing service to our beloved club, our beautiful community, our wonderful country, and our only world, as RC Baguio, SPARKLING LIKE A DIAMOND, treads its own path in fulfilling the Rotary mission – vision - to render “Service Above Self”.
