TOPOGRAPHY ISSUES/FLOODING

The land in the Low-er 9th ward is not only flat but is also below sea level. Because the land is surrounded by two water bodies it is more prone to flood. Instead of the area being destroyed everytime there is a nature disaster, the Lower 9th ward can design to work with the potential of flooding.

Floodng/natural disasters de-stroyed many areas in the Lower 9th ward, forcing people to leave. Because so much of the land is abandoned it would be easy to introduce new program, which over time will give people the push needed to develop the Lower 9th ward again.

Due to the development of the highway and the growth pattern of the Lower 9th ward, the areas was split in three segments. Because of this problem there is a need to re-join the area in order of it to function in a more fluid way.

In the Lower 9th ward, there are only three programs. There is therefore a needed for more pro-grams in order to create an area that people would not only want to live but also visit. By introduc-ing tourism there is a chance to introduce new programs in order to benefit the Lower 9th ward in a permanent and seasonal way.

Tourism creates 35% of New Orleans income, however it is only lo-cated in one area of the city. By expanding the areas tourism it allows for the creation of more income. However, because tourism is sea-sonal, it is necessary to not waste space on these programs without the allowance of re-using the space, during the off season.
