Williams Landing vision
the $1.5 billion Williams Landing development is one
of Melbourne’s premier master planned communities
setting a new benchmark in design excellence and
livability. Located just 19kms from Melbourne’s cBD,
Williams Landing will accommodate 2500 homes, a major
town centre, railway station, regional bus interchange

Williams Landing is pleased to introduce Kingwell,
a magnificent new neighbourhood. Kingwell will
accommodate over 550 new homes and be home
to over 1600 residents .the range of lot sizes in the
Kingwell neighbourhood will provide diversity in
home designs and streetscapes to give your home
a unique identity.
Kingwell is conveniently positioned within walking
distance to the future rail station, town centre,
24km Federation Bike trail and freeway interchange.
A defining feature of this area is the nine-hectare
Williams Landing reserve which will become the hub
for sporting and recreational activities.
Furthermore, Kingwell will be home to a wetland
and pocket parks with informal open spaces, shade
structures, seating and an area to display local artwork.
Like all Williams Landing neighbourhoods, Kingwell
seeks to create fresh and contemporary streetscapes.

Design approval overview and process
2.
the Design standards and the Design review panel (Drp)
are in place to ensure the best possible housing design
outcomes throughout the Kingwell neighbourhood.
the Drp is comprised of the Williams Landing
development team and specialist consultants.
every purchaser has been provided with this Design
standards booklet (also included in the sales contract) to
clearly explain the design and delivery requirements for
homes in the Kingwell neighbourhood. A copy should
be provided to your builder / architect to assist in the
satisfactory delivery of your new home.
Design approval Process:
Step 1. Decide upon your builder, house design
and façade.
Step 2. complete the Design Approval checklist on
page 12 with your builder as you review the house plans
to ensure you meet all design standards and plan of
subdivision restrictions.
Step 3. compile the documentation required for the
Design Approval Application and submit complete
application for approval. Applications need to have
the following:
1 x Design Approval Application Form (page 14)
Must be provided with initial and subsequent
applications.
1 x Design Approval checklist (page 12)
2 x proposed house plans (detailed requirements
listed on page 10)
Step 4. the Drp will review each complete application to
ensure your home complies with the Design standards.
submissions will only be accepted by post (e-mail and fax
applications are not permitted). We recommend
express post or registered post to avoid lost submissions
and delays.
initial and subsequent applications can take up to 10
business days.
if your application requires amendments, the Drp will
provide written advice detailing the area(s) of non-
compliance. once all amendments are made you
are required to resubmit for final approval.
Applications exceeding 2 or more submissions may
incur a charge.
Applications to the Drp will only be reviewed if all the
requirements have been submitted. Approval will not
be granted on a part application.
if any house design changes are made after Drp
approval, all documentation must be resubmitted
for approval.
in the instance of a conflict between two or more
standards, the Drp will assess the application on its
merits and compliance in general with these standards.
the decision to approve or not approve an application
is solely the decision of the Drp.
the Drp’s approval does not constitute a building permit
nor replace the need for a building permit.
A building permit must be obtained from Wyndham
city council or a private building surveyor prior to
commencement of construction.
Applications submitted must strictly comply with the
restrictions on the plan of subdivision.
Please refer to the diagram summarising the Design
approval Process on page.9.

the application requirements listed below allow the Drp
to thoroughly assess house designs to ensure the best
possible outcome for your neighbourhood.
all applications must be sent to:

–› completed Design Approval Application Form on
page 14.
–› completed Design Approval checklist on page 12.
–› site plan (2 x A3 copies) including:
• Dimensions and areas of proposed building structures;
• setbacks to all boundaries and private open
space dimensions;
• original and proposed finished ground levels,
including changes in level;
• Lot boundaries, dimensions, areas and
north point;
• Driveways, parking areas, all hardstand surfaces
(including paving and pools);
• Details of proposed retaining walls; and
• extent of fencing for corner lots.
–› Floor plans, roof plans and elevations
(2 x A3 copies) including:
• internal layout including rooms, balconies, verandahs,
decks, windows, openings and dimensions;
• position of water tanks, tV antennas, air-conditioning
units, evaporative cooling units, solar water heaters,

• roof form; and
• All elevations fully dimensioned.

the appearance of a house is of critical importance
in terms of contribution to the streetscape. Whether
positively or negatively, the façade of your home has
an impact on your neighbours. care must be taken,
especially during the design phase, to ensure your home
contributes positively to the streetscape and is in harmony
with the neighbourhood’s intended contemporary
Australian architectural style.
All the homes in the Kingwell neighbourhood should
achieve the following key objectives:
1. high quality of architecture.
2. Maximise amount of render to the home, especially
the façade.
3. contemporary architectural character.
4. high quality of materials used.
Below are examples of house designs that
the DRP consider to be representative of the
style required.
the Kingwell Design standards have been put in place
to ensure a high quality address is delivered. Adherence
to these guidelines is required to deliver optimum
streetscape outcomes to help protect your investment.
it is important to highlight some of the common mistakes
made by purchasers early in the design process to avoid
costly rectification works in the future.
cedar Woods will enforce the rectification of any
breach of the Design standards or restrictions on the
plan of subdivsion.
Fencing:
All fencing must be 1.95 metre timber paling fence with
a timber cap and exposed timber posts on both sides of
the boundary.
Fencing must not exceed the front façade of any dwelling/
garage (except were a property adjoins the rear of
another property).
corner lot fencing must be setback a minimum of 10
metres from the title boundary at the primary street
frontage or not forward of the corner treatment whichever
is the furthest.
no front fencing is permitted (unless the lot is designated
as a display house or integrated lot by the developer).
Wing / return fencing and gates must be timber and
situated no closer than 800mm back from the front façade.
Roller Shutters:
roller shutters are not permitted on any window visible
from the street.
Water tanks:
Water tanks must not be visible from any street view.
if positioned on the side of the dwelling, screening or
fencing must be installed.

considered to be of contemporary Australian architectural
character, and therefore are not permitted.
your home must not contain external period decorative
elements. For example, finials, fretwork, wrought iron,
ornate timber works, turned posts, decorative wooden
lacework, corbelling and quoins are not considered
appropriate to contemporary Australian architectural
character and will not be approved.
Where mouldings are used they must be of square or
rectilinear shape and painted to match the render of the
dwelling.

Building materials
the appearance of a home, through careful design and
material selection, can have many beneficial outcomes
such as continual capital growth and positive contribution
to the neighbourhood’s character. these outcomes can
be achieved by careful and skilled use of external building
materials that harmoniously fit within the character of the
streetscape and neighbourhood.
Objective:
to ensure that an appropriate selection of external
materials are used in the façade, ensuring individuality
and variety in the streetscape.
note: garage doors, windows and doors (including frames), fascias, mouldings and the like are not included as an additional external building material and will not be included when calculating the front façade area. the front façade area includes only walls facing the street.

Entry feature
your home must incorporate an entry feature such as
a portico, porch or verandah. the entry feature must
clearly frame the entry.
the front entry must face the primary street frontage.
your garage must not dominate the front façade of the
house and must be a secondary element to the façade
and building mass.
porticos must be appropriately scaled in relation to the
size of the dwelling and have a minimum area of 4m2
and a minimum depth of 1.5m
Verandahs must be of a contemporary nature that
complements the style of the home and have a minimum
area of 4m2 for standard lots or 3m2 for 10.5m frontage
and a minimum depth of 1m.
porches must have a minimum area of 5m2 for standard
lots and 4m2 for 10.5m frontage and should include a
feature that clearly frames or otherwise identifies the
entrance.
verandah: an open, roofed gallery supported by posts
built along the length of the exterior of a house.
Portico: can be constructed with either its own roof or can
have a parapet defining the structure. to be open to the
air by one side or more.
Porch: to be constructed under the same roof as the rest
of the dwelling and attached to the front entrance. May be
partially enclosed by external walls, screens or other light
weight walls extending from the main structure.

the materials and colour finishes used for the front
façade must return by a minimum of 800mm on the side
elevations. the change of materials should be located
where downpipes or other accepted treatments cover the
joint.

Meter boxes must not be located on the front façade.
on all elevations visible from the street, infill panels above
doors, garage doors and windows must be constructed
from the same material as the bulk of the surrounding
external cladding. cement sheeting and timber infill
panels are not permitted.
timber lintels over garage doors are not permitted unless
clearly in keeping with the architectural character of the
home as a whole.
With the exception of designated integrated housing
developments, façades must not be identical or
indistinguishable within three house lots, along both sides
of the street. in the event that two applications request the
same or similar façades, façade approval will be granted
to the first application received.

When garages and carports are sited in front of the bulk
of the façade they dominate the streetscape, which is
unappealing. garages and carports are to be secondary
elements to the main façade and building mass.
Objective:
to ensure the location and treatment of garages and
carports contribute positively to the streetscape.
each home must include provision for two car parking
spaces, of which one must be undercover in either a
garage or carport.
garages and carports must be stepped back a minimum
of 840mm from the building line.
Standard Lots: the width of garages must not exceed
50% of the width of the façade. the external width of
garages must not exceed 6 metres.

need to be carefully planned and landscaped.
crossovers from the road to your driveway will be
delivered by cedar Woods with the location chosen to
improve visual streetscape quality.

appearance of the streetscape.
the driveway must be constructed of exposed aggregate
concrete only. no colour is to be added.
Driveways must be constructed within 30 days of the issue
of the occupancy permit.
A minimum distance of 500mm between the side
boundary and the edge of the driveway is required with
a planting strip to be incorporated, except if the garage is
sited on the boundary. in this case, the planting strip must
be a minimum of 300mm.
A 90mm pVc storm water pipe or similar pipe must be
installed beneath the driveway 1 metre from the front
property boundary. this will assist the installation of the
irrigation system.
Letterboxes must be positioned on the front boundary
adjacent to either the driveway or path with the house
number clearly displayed. Letterboxes should be purpose
built and replicate the colour, material and style
of your dwelling. For example should match either the

A key feature of Williams Landing will be the quality of the
landscaped parks, gardens and streetscapes. given current
and expected climatic conditions, appropriate front garden
design and plant selection will be important in contributing to
a quality streetscape. these standards will help to ensure that
front gardens contribute positively to the neighbourhood.
Landscaping to the front garden must be completed within 90
days of the issues of the certificate of occupancy unless the
certificate of occupancy is issued between 01 november and
31 January, in which case landscaping to the front garden
must be completed by 30th April - applicable to residents
installing their own landscaping.
the intention for front gardens at Williams Landing is that
they present a green, coherent and attractive vista within
the streetscape. consequently, front garden designs must:
- frame the house and create a “space” within the front
yard area;
- present an “open” face to the street by utilising layering of
plant heights, with higher plants generally furthest away
from the street;
- limit the use of accent or highlight plants such that these do
not become the dominant theme of the garden;
- reflect a contemporary character, in keeping with
the overall architectural approach outlined in these
Design standards.

Introduction
A key feature of the Williams Landing community will be the quality of the landscaped parks, gardens and streetscapes.
Appropriate front garden design and plant selection forms an important part of your overall neighbourhood character.
this document provides a selection of front gardens designed to create a vibrant and integrated streetscape.
Understanding the design options
this document contains 4 front garden landscape designs, each with a different style and planting palette. the gardens
are designed to suit both standard lots and corner lot types, and can be adapted to suit your individual lot orientation
and house plan.
the plans depict an indicative representation of each of the garden designs, together with an indicative “elevation”
view of how that garden might look at maturity on a typical house.
the list of plants gives the names and sizes of the range of plants for that garden design. however, because different
plants have differing tolerance to sun or shade, the plant list identifies alternative species for shady conditions. Where
two plant codes are shown for the same plant in the design, the first one shown is suitable for north and west facing
gardens. the plant code shown in square brackets after the number is the required alternative plant for a south or east
facing garden.
the tree shown in each of the designs can be selected from the list of three alternatives shown in the plant list.
A small picture of each of the plants is shown on the design sheets also.
Selecting your front garden
Before making your selection, the following are some questions to consider in deciding which garden is most
suitable for you.
Which garden will suit the design and character of your new house?
you will be able to choose one design from the 4 differently themed gardens. it is important to consider which of
these themes will be most complementary to the style of your house. you should also pay attention to the house
plan and the location of windows, porch and driveway, in order to maximize views and access, whilst allowing for
screening and privacy.
Which garden will work with the layout and orientation of your site?
the gardens have been designed to suit different lot orientations - for example, the plants for north facing gardens are
slightly different from south facing ones. the orientation of your site will therefore determine the species selection in your
new garden. there is a choice of 3 trees for each garden design, from which you will be able to choose one. the garden
will also vary depending on whether the lot is mid-block or corner. paths and access requirements will be dependent
on site layout and the design of your home. note that some of the designs accommodate an “alternative” path location
(shown dotted) which may suit your home more.
Which garden will fit your individual requirements?
Finally, choose a garden which will most suit your lifestyle. consider the level of care and maintenance you would like to
contribute to the garden. Also consider how you will use this space.

LaNDSCaPING Installation
Before your landscape can be installed, the following conditions must be met:
• thedwellingconstructionmustbefullycompleted;
• allrubbish,rubbleandvegetationmustberemovedandalevelgradeprovided
to the landscape areas, with a maximum level difference of 300mm;
• a90mmPVCstormwaterpipemustbeinstalledbeneaththedrivewayontheproperty,
offset 1m from the title boundary, and
• youmustprovideCedarWoodswithacopyoftheOccupancyPermitfortheproperty.
the timing of installation of the works will be subject to the prevailing weather conditions. generally,
no landscape installation works will be carried out in the summer months. home owners will need to
make their own arrangements for access to their properties in the intervening period between
occupancy and installation of the front garden landscapes.
the landscape works included in this package are limited to:
• topsoiling;
• plantingoftree,shrubsandgroundcovers;
• mulching;
• automaticdripwateringsystemtogardenbeds;
• graniticsandpaths,riverpebbles,tuscantoppings,crushedgranite(whereshown).
the package does not include:
• concreteorpaverpathwaystotheporchorfrontdoor;
• driveways;
• watering;
• maintenance;
• letterboxes;or
• fences&gates.
Maintenance
the home owner will be responsible for the care and maintenance of the garden from the time
it is completed. please be aware of any prevailing water restrictions in maintaining your garden.

if in doubt, seek early clarification from the Design
review panel.
Forward your completed application comprising
landscaping application form/checklist and other
required documentation to the Design review panel.
in accordance with standard 7.01, your landscaping
must be complete within 90 days of the issue of the
occupancy permit (or by 30 April if the occupancy
permit is issued between 1november and 31 January).
your landscaping application must be submitted no
later than the time of submission of the notice of
intention to occupy.
the Design review panel will review your application
to ensure your landscape design complies with the
Design standards, and applications will be processed
in the same manner as described in Design standards
approval process. the approval will be subject to a final
inspection to ensure the landscaping has been carried
out accordingly.

Materials and colour schemes
LaNDSCaPING Pebbles, Rocks and Stone:
under current climate conditions, mulches, pebbles, rocks
and stone are a sensible alternative to lawn.
Paths:
Keep hard, impervious surfaces such as concrete to a
minimum and instead install granitic sand, stepping
stones, mulch or river pebbles as a feature or path.
Approved materials are:

Garden Edging:
to keep the edges of the garden beds and paths neat
and easy to maintain, timber edging must be installed.
use 32mm thick timber edging because it will not warp

curve the timber edging must not be notched to create
a smooth curve.

the key to a successful front garden is to keep the
planting design simple and to use only a limited number
of species. using too many different plants becomes
messy and distracting to the eye. the approved plant
List has been divided into the following categories:
–› trees - plant at least 1, preferably 2
–› Highlight Plants - locate 1 near the entrance to the house
and not anywhere else in garden
–› Large Shrubs - locate towards the back of the garden,
close to the house (be mindful of not blocking views
from windows)
–› Medium Shrubs - locate in central area of garden
–› Small Shrubs - locate along path and driveway edges
and along the street footpath
–› Ground covers - mass plant along the street footpath
and between stepping stones
–› tussocks - plant throughout the garden with smaller
species closer to the street and taller species in the
middle and back areas
strategically position plants with the groundcovers, smaller
shrubs and tussocks at the front of the garden and the
medium and large shrubs towards the back close to
the house. you may wish to locate a highlight plant that
has a striking appearance adjacent to the entrance of
your house. All the plants on the list have been carefully
chosen because they are relatively drought tolerant and
can withstand the heavy clay soils of the area. Many of
the plants are Australian natives which have the added
advantage of attracting native birds.
the orientation of your garden will determine the most
appropriate species selection. if the garden is on the north
side of the dwelling you may wish to choose a deciduous
tree that provides shade in the summer and allows for
winter sun. Different plants have differing tolerance to
sun or shade so the plant list identifies species for shady
conditions. it is important to install the plants at the
appropriate spacings for the plant size, otherwise the
garden will look too sparse or too crowded.

9. Planting design tips

For best results we encourage you to engage a
professional landscape contractor. here is a checklist of
things they should do:
–› Begin by carrying out any earthworks such as levelling,
cut and fill and drainage works.
–› cultivate garden beds and lawn areas thoroughly before
planting. use gypsum to break up clay soils and add
compost or other rotted organic matter to any soil before
cultivation.
–› ensure that the depth of topsoil in garden beds is at least
200mm and 100mm in lawn areas.
–› if planting trees close to the house, consider installing
a root barrier between the tree and building.
–› Water the plants thoroughly before planting.
–› in warm weather, plant during the cooler parts of
the day.
–› place the plants in the pots in the proposed locations
prior to planting to ensure that the spacings look good
and are correct as per the plant List table.
–› Make the hole twice the diameter of the pot, but not
deeper. Mix a slow release fertiliser in the soil which will
be placed around the plant.
–› Water all plants immediately after planting.
–› support large shrubs and trees with stakes and
soft webbing or cloth ties. (remove the stakes after
approximately 12 months).
–› Apply 75mm depth of mulch to garden beds to conserve
water and smother weeds. Keep the mulch away from
the base of plants.
please be aware of any prevailing water restrictions in
maintaining your garden. particularly, if you have chosen
a lawn then you need to be aware of restrictions on
watering of lawn areas. While the warm season grasses
are tough and drought tolerant, returning green after
rainfall, they will go brown without watering in summer.
