    Design Excellence Strategy – Stamford on Macquarie 93-97 Macquarie Street Sydney This Design Excellence Strategy (Strategy) is prepared on behalf of Stamford Property Services Pty Ltd (the Proponent) for the development of land at 93-97 Macquarie Street, Sydney (the site). The site and the extent of the competitive design process is shown below in Figure 1.

    This Strategy is prepared in accordance with Clause 1.2 under the Competitive Design Policy 2013 (the Policy) and Section 3.3.2 (Design Excellence Strategy) of the Sydney Development Control Plan 2012 (SDCP 2012):

    1. In accordance with Clause 1.2 of the Policy and Section 3.3.2 of SDCP 2012, this Design Excellence Strategy defines:

    a) The location and extent of each competitive design process;

    b) The type of competitive design process(es) to be undertaken:

    i. an architectural design competition, open or invited; or

    ii. the preparation of design alternatives on a competitive basis.

    c) The number of designers involved in the process(es);

    d) How architectural design variety is to be achieved across large sites;

    e) Whether the competitive design process is pursuing additional floor space or height;

    f) Options for distributing any additional floor space area or building height which may be granted by the consent authority for demonstrating design excellence through a competitive design process and

    g) The target benchmarks for ecologically sustainable development.

    Note: Nothing in this Design Excellence Strategy represents an approval from the consent authority for a departure from the relevant State Environmental Planning Polices (SEPPs), Sydney Local Environmental Plan 2012 (SLEP 2012), SDCP 2012 or Concept DA consent. Where there is any inconsistency the SEPPs, SLEP 2012, SDCP 2012 and Concept DA consent prevail.

    In compliance with Section 1.2 of the City of Sydney Competitive Design Policy and 3.3.2 of the Sydney DCP 2012, the Proponent proposes the following Design Excellence Strategy:

    Requirement Response a) The location and extent of each competitive design process.

    The location and extent of the Competitive Design Process is shown in Figure 1). The site is located at 93-97 Macquarie Street, Sydney (legally described as Lot 12 DP1197140).

    Requirement Response b) The type of competitive design process(es) to be undertaken:

    (i) an architectural design competition, open or invited; or

    (ii) the preparation of design alternatives on a competitive basis.

    The type of competitive design process to be undertaken is an invited Architectural Design Competition (Competition).

    c) The number of designers involved in the process(es).

    The Proponent will invite a minimum of five (5) Competitors to participate in the Competition.

    Requirement Response d) How architectural design variety is to be achieved across large sites.

    Architectural design variety is to be achieved across the site with an architectural approach which breaks each street frontage into distinct and unique building forms.

    e) Whether the competitive design process is pursuing additional floor space or height.

    The Competition will not be pursuing additional building height or floor space under Clause 6.21(7) of the SLEP 2012.

    f) Options for distributing any additional floor space area or building height which may be granted by the consent authority for demonstrating design excellence through a competitive design process.

    The Competition will not be pursuing any additional floor space area of building height.

    g) the target benchmarks for ecologically sustainable development

    At a minimum, the competition undertaken will be required to achieve the following ecologically sustainable development targets:

    • For the residential component:

    o Energy consumption requirements of 2,553.8kg CO2 per person per year (35% reduction)(BASIX Energy score of 35)

    o Thermal comfort; • Individual heating load ≤ 28.2 MJ/m2

    per annum • Individual cooling load ≤ 31.8 MJ/m2

    per annum • Average heating load ≤ 25 MJ/m2 per

    annum • Average cooling load ≤ 28.2 MJ/m2

    per annum o Water consumption requirement of 4,5170L

    per person per annum (50% reduction)(BASIX Water score of 50)

    • The non residential component of the proposed development is to be assessed using JV3 Alternative Verification pathway to meet the compliance requirements with Section J and provide with more balanced and practical target for the fabric performance.

    • Reflectivity index permitted for external glazed elements is not to exceed 20%.

    Environmental Sustainable Development (ESD) targets and sustainability initiatives will be carried through the competitive process phase, design development, construction, and through to completion of the project to deliver an exemplar of environmentally sustainable development.

    ASSESSMENT AND DECISION MAKING In establishing a Jury for the Competition, it is understood that:

    The Jury is to comprise a total of six (6) members;

    The Jury will be constituted of:

    o Three (3) members nominated by the Proponent; o Three (3) members nominated by the City of Sydney (including the Jury chair);

    Jury members are to:

    o Represent the public interest; o Be appropriate to the type of development proposed; o Include only persons who have expertise and experience in the development,

    design and construction professions and industry; and

    o Include a majority of registered architects with urban design expertise. The Chairperson of the Jury will have expertise in architecture and urban design and be a recognised proponent of design excellence;

    The City of Sydney will nominate an Observer(s) to verify that the Competition has been followed appropriately and fairly; and

    The Jury’s decision will be via a majority vote.

    The decision of the Jury will not fetter the discretion of the Consent Authority in its determination of any subsequent development application associated with the development site that is the subject of the competition. Unless stated otherwise herein, Clause 3.4 of the City of Sydney Competitive Design Policy will apply with regard the decision-making and resolution process and Clause 3.5 in relation to the preparation of an Architectural Design Competition Report.

    SELECTION AND NUMBER OF DESIGNERS The Competition Brief is to be developed in accordance with the following principles:

    Selection of a range of established, emerged and emerging architectural firms to participate in the competition;

    The Proponent will invite a minimum of five (5) competitors to participate in the Competition the selection of the invitees to the Competition will be undertaken in consultation with the City of Sydney;

    Each competitor will be a person, corporation or firm registered as an architect in accordance with the NSW Architects Act 2003 or, in the case of interstate or overseas competitors, eligible for registration with their equivalent association;

    REQUIREMENTS FOR A COMPETITION BRIEF In establishing an Architectural Design Competition Brief (Brief) for the site, the Proponent will ensure that:

    All details about the conduct of the Competition process are contained within the Brief only;

    This Design Excellence Strategy and the Brief will be reviewed and endorsed in writing by the Consent Authority prior to commencement of the Competition and its distribution to Competition entrants; and

    The Brief is to be generally in accordance with the Council’s Model Competitive Design Process Brief and the Competitive Design Policy.

    DESIGN INTEGRITY The designer of the winning scheme as determined by the Jury, is to be appointed as the Lead Design Architect and perform this role to completion of the project. The role of the Lead Design Architect will include at a minimum the following:

    Prepare a detailed (Stage 2) DA for the preferred design;

    Prepare the design drawings for a construction certificate for the preferred design;

    Prepare design drawings for the contract documentation; and

    Maintain continuity during the construction phases, through to completion of the project.

    The Lead Design Architect may work in association with other architectural practices

    but is to retain a leadership role over design decisions.
