This Mining Scheme is approved without prejudice to any other laws applicable to the mine area from time to time whether made by the Central Government, State Government or any other authority. 2. It is clarified that this approval of the Mining Scheme does not in any way imply the approval of the Government in terms of any other provisions of the Mines and Minerals (Development and Regulation) Act 1957 or the Mineral Concession Rules 1960 and pny other laws including the Forest Conservation Act, 1980. 3. The Mining Scheme is approved subject to strictly adhering to the Relevant Regulations of MMR 1961 and obtaining prior permission from Director General Mines Safety whenever and where ever it is required. 4. The approval authority does not owe the responsibility with regard to Assessment of the reserves, erroneous certification made by the R.Q.P. if any and approval is tentative subject to modification on new findings at a later date as per the provisions of (23 8 & 23 D) of M.C.D:R. 1988 since the evaluation is done on random basis. The renewal mining lease deed was executed on 06-05-2005 by the Asst. Director of Mines & Geology, Nellore, vide Proceedings No. 2856 I M1 I 2004 dated 06-05-2005 for a period of 20 years from 21-06-1997 to 20-06-2017 (Annexure- II).

The Mining Plan was approved vide Letter No. 659 (485) MC I 2002 I NLR dated 30-12-2002 by the Regional Controller of Mines, IBM, Hyderabad.

The 20 years mining lease period will start from 27-06-1997 and ends on 20-06-2017.

The Scheme of Mining is prepared under Rule 12 of MCDR '1988 and Progressive Mine Closure Plan under Rule 23 (B) of MCDR '1988 under open cast semi mechanized method of mining under 'B' category and submitted to the Zonal Joint Director of Mines & Geology, Ongole, for approval as per Department of Mines & Geology, Hyderabad, Circular Memo No. 28594 I RQP I 2001 dated 20-07-2015 (Annexure- II).

Mining Operations were commenced from the year 1997.

1.4 Review of compliance position of Mining Plan I Mining Scheme

(a) Deficiencies, if any, that existed in the Approved Mining Plan I Mining Scheme to be taken note of and rectified by incorporating suitable proposals for implementation in the scheme of mining :

No deficiencies were noted in the Mining Plan I Mining Scheme at the time of approval.

Items to be covered may include exploration, mine development, exploitation, afforestation programme, reclamation & rehabilitation, control of dust, noise & ground vibrations and any other significant feature

1. Exploration

The pegmatite was worked previously and both hanging wall and foot wall were exposed in Pit No. 1 and Pit No. 5. Foot wall were exposed in Pit No. 1 and Pit No. 5. The mica is available. The Feldspar and Quartz are also available. Foot wall was exposed in Pit No.2. The thickness of pegmatite is 30 Mt in Pit No. 1 and 20 Mt in Pit No. 5. This has confirmed the out crop dimensions.

The pegmatite is exposed in Pit No. 1 and Pit No. 2. The hanging wall and foot wall are schists. The pegmatite is dipping steeply. Previously the Mining Plan was proposed for the Underground Mining.

No useful land had been damaged by mining activity in the lease area during this Scheme of Mining period. Hence, the question of land reclamation does not arise. No habitats or human settlement had been adversely affected by mining so there is no question of any rehabilitation measures.

5. Control of Dust, Noise and Vibration

(c)

There had not been any changes in method of mining hence there is no change with regards to dust levels noise or vibration due to mining activity during this mining scheme period.

Period of Mining Scheme

The approved Mining Plan is valid for year 1997-98 to 2001-02. After that the Mining Scheme is not prepared.

(d) Review of compliance position of violations pointed out after inspections made under MCDR, 1988

No violations issued by the IBM, Hyderabad.

(e) Any other points requiring attention in the interest of proper mine design, development and conservation and environment & ecology of the area

With due importance to conservation of minerals and sustainable development, the management is keen to adopt scientific and systematic mining method. Towards ecological sustainability, efforts shall be made to back fill the exhausted pit by waste in future.

Category of Deposit as per UNFC Guidelines

In this area the mineral is considered under (IV) Lenses, Veins and Pockets, irregular shaped modest to small size bodies.

The area is having 9 pits, with reference to these pits the mineralization zone is demarked on Surface Geological Plan. The existence of mineral is confirmed as seen in pits and at surface. The basis of category of mineral reserves is studied under Geological Axis, Feasibility Axis and Economic Axis by referring UNFC guidelines given in MCDR '1988.

Geological Axis (G1)

In this area, the lessee has conducted exploration in the form of underground working upto a depth of 100 M where in drives, cross cuts, winzes and rises were developed between hanging wall and foot wall, there by delineation of ore body shape and size were established.

Geological Survey

Geological Mapping has been done from the known reference point of elevation (Bench Mark) and the Geological Plan is prepared on a scale of 1 : 1 ,000.

Sampling and find out the grade of mineral, the samples feldspar have been taken from the pits and analysed.

Geophysical survey is not done, since the pegmatite containing feldspar, quartz is confirmed in the underground worked out levels.

Environment : Baseline data, potential constraints etc observed in the area are given in forth coming paras.

Processing : After the blasting the Feldspar, Quartz and Mica will be separated manually in the sorting yard with the experienced persons. The picked up mica will be collected in gunny bags and sent to the mica factory. The collected feldspar and quartz will be stacked in the yard up to the final dispatch.

Infrastructure, Construction and Services etc : They have constructed rooms in the lease area for store room and rest shelter.

Costing : This is running mine, all equipments and machineries are existing. In this mine only semi mechanized mining is proposed, which may cost about Rs. 15,00,000/­for purchasing min.ing appliances and advances to labour. This mine is mainly producing Mica, Quartz and Feldspar. The estimated cost of production per ton of feldspar and quartz minerals at this mine is about Rs. 300/- and Rs. 2,000/­respectively.

Marketing : The feldspar, quartz and mica are having good market. Most of the consumers are stationed at Chennai.

Economic Viability: The feldspar, quartz and mica are being marketed at very good rate as heared from the other mine owners and survey report (oral) of the lessee. There is good payment from the buyers as heared in the market survey. Since the minerals are having good demand, the lessee will get rate and benefit. The sale rate per ton of feldspar at the mine site is Rs. 300/-.

Other Factors : The present lease area is a Patta. Land. The labourers are available surrounding the mine at nearby villages. The semi mechanized mining is being adopted, which is very easy process to win the minerals.

For any mine conceptual mining plan amounts to fore seeing in totality and planning for mining and related activities throughout its life span, till such time all the usable ore minerals are exhausted to the economical limits and lease area is reclaimed to the extent possible. It cannot be overlooked that, any such plan und~rgcre·s::art;endments and revisions in the course of progressive stages of exploration and exploitation. It is always borne in mind to bring back near natural shape to the area and its economic value is elevated. It is further ensured that, there is positive contribution to the environment and socio­economic development of the region.

Ultimate Pit Limit

The ore body is considered for open cast workings up to a depth of 40 M. since the delineation is established. The ultimate pit limit is fixed based on the proposed depth maintaining 3m bench height and 6 m bench width at this level keeping pit slope angle of 60°.

Exploration

Already exploration is carried during the plan period showing the pits in Surface Plan.

Mine Development

For winning of mica, feldspar and quartz the overburden and side burden must be removed as a part of development. The removed waste will be dumped outside the pit in a predetermined area. The overburden will be removed with the help of excavators. The waste dumps will be covered by afforestation in future.

5.0 MINING

Therefore this necessitates the revision of year wise production programme i.e. for the next 2015-16 to 2016-17 years of the scheme period from the mining, to meet the proposed enhanced production.

Semi mechanised operations will be adopted by the system of jack hammer blasting along with heavy earth moving machinery. By deploying Compressor with Jack Hammer for drilling the blast holes and for blasting. After blasting the pegmatite, an excavator will be deployed for loading the mineral into trucks.

During the scheme period it is proposed that pit levels will reach to RL 300 m and RL 288 m from the pegmatite of the mining lease hold and extends in the Western part, a total of 12 m deep pit will be formed during the scheme period. So that the bench of 6 m depth will be developed to reach the mineral deposit at an angle of 60° slope.

Controlled Blasting techniques will be practiced at the time of blasting for winning of pegmatite

No blasting is required on the overburden upto 1 m below the surface as the material is soft, which can be excavated by the excavator.

Scientific and Eco-friendly blasting is proposed using NG based explosives for achieving higher production. The Excel Delay Detonators are used as to have negligible impact on the nearby dwellings. Blasting parameters is given below :

No sub grade mineral is expected during this scheme period. As stained feldspar is not marketable, there is no plan to separate sub grade material. Whole of 31,935.00 MT of material is treated as dump.

Quantity and grade of sub grade mineral available at the mine

As such there is no sub grade mineral is stacked in this area. Schist, stained feldspar, stained quartz, biotite are the form of waste material. Feldspar and Quartz are intercalated with each other in some portion in the pegmatite and it is very difficult to separate the minerals. Stained feldspar and stained quartz are not marketable. Hence, the same is treated as waste.

Mica Dressing

Crude Mica books will be manually collected at the working place and will be bagged in second hand empty cement bags and then shifted to the loading stations, where from the mica bags will be hauled up to the surface and transported to the mica factory. At the factory the crude mica from mine will be sun-dried. The adhering rock and useless crude mica will be separated by splitting and shearing. The useless components will be sent to the mica scrap dump. The crude mica will be split and cut by knives in to micas of thickness ranging between 7 mil to 15 mil (0.017 mm to 0.35 mm) or more in thickness; such that the defects therein will be visible to enable selectivity shearing of the same. The object will be to have mica of maximum area free from defects.

These will be sorted out to the commercially defined sizes of block mica. While processing mica of thickness between 7.5 mil to 15 mil (0.02 mm to 0.35 mm) will get separated. These are called as films or chillas. These films are also sizes and sold as such.

The scrap mica would be further processed by screening on 2.5 em and 6.0 em mesh against the purchase orders to remove deleterious rocky matter. The saleable scrap mica would come to 70% to 75% of the total mica scrap. The scrap mica will be bagged in gunny bags and packed in 50 Kgs and consigned.

The quantity of scrap mica that will be generated during the plan period will be stacked separately. Now a days this is also saleable and till then this scrap is dumped separately .

Regional Features

The undulating terrain of the ~~~~0·~~- p w'id~~ natural ponds, some of which have been further bunded to foi1r\~.:ti:lu~s 1tcr· erve domestic and irrigation needs of the villages. The main source for drinking water for majority of villages is through bore wells, though at some places open wells support farm irrigation and drinking needs.

Local Physiographic Features

This area forms part of Talupur section of the mica pegmatite occurrences, broadly confined between the Pinneru river to south, Kandleru river to the North. The area is a flat terrain situated about a kilometer, north west of the prominent quartzite ridge referred to as Varivada Konda and the nearest large village is Talupur.

The area is generally covered by shrub growth and thorny bushes and devoid of any dense tree growth. Localised lemon and mango gardens depending on well irrigation exist nearby. Agriculture is mainly rain dependant with seasonal cultivation of dry crops like jawar and pulses. The main villages are connected by motorable metalled roads leading to tarred P.W.D. roads to reach Nellore, the district head quarters via Podalukur and Gudur, the nearest rail head and commercial center.

Pegmatites and Quartz veins are mostly intrusive into the schistose series of rocks along the foliation planes or structurally weak zones. These intrusive are also subject to subsequent structural disturbances.

Mica deposits are confined to these pegmatites and their concentrations within the pegmatite have varied mineralogical and structural controls. Consequently, the mica mining activity has been broadly concentrated in the following sections of this mica belt.

Regional Structural Features

The regional trend of the above schistose series of rocks, which occupy a major portion of the mica belt varies between NNW - SSE and NNE - SSW with generally steep westerly dips and occasional easterly dips. Tight over folded country rocks subjected to shearing stresses with prominent strike faults and also transverse faults are a common feature of the region. It had left isolated mounds and hillocks of resistant rocks, which are decipherable as synformal folds. One such prominent feature is the 'Varivadakonda' occurring to the west of the line of pegmatites north of Talupur village.

Post pegmatite faults, which had affected the pegmatite and its mica content are also evident in a number of mines. The folded country rocks exhibit regional plunges both to North and South at angles of generally less than 40°.

The veins and lenses of pegmatites and quartz are associated with granitic intrusions in the schists and generally follow the foliation planes. Somewhat related to thes:e :.:9 lll.t~i,n . . ;.. ~ ors, are like 'Kummi', 'Mamidi Chirugu Rayi' etc that at timeS'ieaC:HO mica rich zones in the pegmatite .

The quality of mica especially the colour is seen to be distributed in a pattern, which is though to be an effect of zoning in the process of crystallization of the pegmatitic material. It has been identified that the ruby coloured mica is seen to be confined to a central (core) region of the belt around the Kalichedu area with green mica occurring in pegmatites away from this core zone, referable as the peripheral zone. However, it has also been observed that some pegmatites have yielded both green and near ruby (or honey colored) mica in different depths. The pegmatites in the Talupur section produce green variety.

The distribution of concentration of mica books in the various pegmatites of the region indicates some mineralogical and structural controls of which the latter seen to be more in evidence. The commonly observed local for concentrations are along either wall contacts of the pegmatite with schists around the quartz core with the pegmatite along the closures of the pegmatite, often following the plunge in the form of a shoot, along the slip zones etc. These are related to structural features and such characteristics need to be established for guidance in individual pegmatites.

LOCAL GEOLOGY

A pegmatite body is outcropping in the mining lease area. The length is 270 Mt and width is varying from 68 to 35 Mt. The strike is N 8° E to S 8° W and the dip is 60° W. The pegmatite was worked for mica through 5 pits, depths ranging from 3 Mt to 10 Mt. The pegmatite consists of Mica, Quartz and Feldspar and the last two minerals are now marketable. Thus the deposit is economical now as all three minerals can be marketed.

Air Quality Management

a) Existing Air Quality Status

Results of the ambient air quality were found to be well within the limits of National Ambient Air Quality (NAAQ) standards specified for Residential and Industrial areas.

b) Corrective measures for prevention of air pollution

The mine haul roads will be provided with automatic water sprinkling system.

• Provision of dust collectors for drilling machine.

• Provision of dust masks to the operators

• Greenbelt development with plantation of wide leaf trees, creepers, tall grass around the quarry.

Waste Management

The waste that will be generated as 08 and SB will be dumped along the western part of proposed dump over an extent of 2,26,650.00 MT.

The soil which is suitable I fertile will be spread all along the 7.5 m barrier zone all along the lease boundary in the western part of the lease area for raising plantation during the scheme period.

11.4.10 Disaster Management and Risk Assessment

The entire mining operations will be done under the supervision of the Mines Manager having First Class Mines Manager's Certificate of competency and supported by a team of mining engineers. The following natural I industrial problems are possible during the mining operation.

• Filling of the mine pit due to excessive rains.

• All safety precautions and provisions of MMR 1961 shall be strictly followed during all mining operations.

• Regular maintenance and testing of all mining equipment as per manufacturers guidelines.

• Provision of adequate capacity pumps for pumping out water from the mining pit with standby arrangements.

• Checking and regular maintenance of garland drainage to avoid inflow of surface water into the mine pit.

• Entry to unauthorized persons will be prohibited.

• Periodic checking of the worthiness of fire fighting and first aid provision in the mining area.

• Training and refresher courses for all the employees.

• Cleaning of mining faces regularly.

• Providing good security system by proper fencing, communication etc., at explosive magazines .
