The Goa Value Added Tax Rules, 2005, were amended vide amendment dated 24-12-2014. Amongst various amendments to Rules, return form in Form VAT III is also amended by annexing Annexures A, B, C & D. Annexure A & B are required to be filed by all the dealers (other than composition dealer) having sales/purchases during the respective quarters. Returns are required to be filed online through e-services provided at Department’s website www.goacomtax.gov.in and as usual, acknowledgment of return generated has to be filed within thirty days from the date of filing the online return to the respective ward office. After considering various representations from dealers, tax consultants, etc., it is clarified that in Annexure ‘A’ entries of sale bill/cash memo may be entered as a day summary. In such cases entries in 723 Suggestions are welcome on e-mail: [email protected] column number (5) will be for bulk invoices (for eg. Invoice number 1 to 100) issued for the day. Also, in Annexure ‘A’ no entries in respect of sales return and discount against debit/credit notes shall be entered. Such entries already exist at 4 (B) (7) & (8) in Form VAT III. Sales/purchases against Form VAT XXX and Form VAT XXXIII shall be shown as 30 and 33 respectively in column (12) and no separate annexures for sales/purchases against Form VAT XXX and Form VAT XXXIII may be filed. Regarding Annexure ‘C’ & ‘D’, it is clarified that it shall only be filed by the dealer in case, if any goods locally purchased are subsequently sold at a lower price than the purchase price. 2. Report No. SP/South Goa/86/2015 dated10-07-2015 from the Superintendent ofPolice (South), Margao-Goa.

Whereas, the Executive Engineer, WD VI (Roads-South), Public Works Department, Fatorda, Margao--Goa vide letter dated 02-03-2015 has informed thatthe bridge opposite to TATA showroom in V. P.Nuvem having configuration of 4.00 mts. each isweak and poses danger for plying of vehicular trafficespecially en-route to several star hotels situatedin coastal areas of South Goa and requested toissue permission to carry out the said work bydiverting heavy vehicular traffic on alternate route.

And whereas, the Superintendent of Police,South Goa, Margao vide letter dated 10-07-2015 hassubmitted no objection from traffic point of view tocarry out the above mentioned work by divertingheavy vehicular traffic on alternate route.

And whereas, it is revealed that the workmentioned above is of urgent nature and it requiresto divert the traffic for smoother movement of traffic.

And whereas, I am satisfied that the diversion oftraffic is essential during execution of the abovework.

Therefore, I, Sachin Shinde, IAS, DistrictMagistrate, South Goa, Margao do hereby permitupon urgency of the work for closure of road anddiversion of heavy vehicular traffic on alternateroute in order to carry out urgent work of weakbridge opp. TATA showroom to road leading Dongriin V. P. Nuvem.

And also Order under Section 115 and 116 of theMotor Vehicles Act, 1988 (Central Act 59 of 1988)read with Government Notification No. 5/28/88//TPT (part) dated 26th September, 1989 beingsatisfied that it is necessary in the interest of publicsafety and convenience to temporarily divert thetraffic as per annexed plan and erect the signagesaccordingly subject to compliance with theconditions mentioned below:-

1. The applicant/contractor is directed to obtainprior permission from other concernedcompetent authorities including NOC of localPolice Station.

2. Since the monsoon has already commenced,there is possibility that the area near thebridge i.e. proposed for construction getsoverflooded and water runs from above thebridge. While constructing the bridge, theheight of the bridge is required to be raisedby 1 to 1’1/2 meters in view of the feasibilityof carrying out construction.

3. The vehicular traffic coming from Utorda//Majorda/Dongrim towards the TATAshowroom is required to be diverted towardsRumder, Nuvem via Dongrim village road byerecting “Road closure” and “Diversion”signboards by PWD authorities for theinformation of the motorists.

4. The vehicular traffic coming from TATAshowroom side towards Utorda/Majorda//Dongrim is required to be diverted at TATAshowroom to move on NH-17 road towardsNuvem Junction to reach their destination byerecting “Road closure” and “Diversion”signboards at opposite to TATA showroom andnear the road leading to construction site oneither side with strong barricading for theinformation of the motorists.

5. The applicant/contractor should carry out thework in phases i.e. should allow movement oftraffic on one lane.

6. The applicant/contractor is directed to hireadequate machinery and engage sufficientman power and to complete the work withinstipulated time.

7. The applicant/contractor is directed to carryout the said work day and night continuouslyand to ensure that it is complete withinstipulated time period.

8. The applicant/contractor is directed to displayproper signages, indicating flash lightfor diversion/closure/work-in-progress forguidance to the motorists, particularly duringnight.

9. The applicant/contractor is directed to deputesecurity guards/traffic marshals with retroreflective jackets for diversion of traffic.

10. The applicant/contractor is directed to ensurethat the movement of vehicular traffic nearthe work site is not disturbed/blocked.

11. The area around the work should be properly//strongly barricaded and illuminated with redlight, glowing/reflective tapes to preventaccidental falling of pedestrians, motorists andcattle. The barricading should be properlyilluminated with red light, glowing/reflectivetapes.

12. The applicant/contractor is directed toapproach PI Traffic Cell, Margao fordeployment of Traffic Police, if required, andthe same would be provided on payment ofrequisite charges as per prevailingGovernment rates.

13. The applicant/contractor is directed topublish an advertisement well in advance inthe local newspaper about the date of closureof road for commencing the said work to createawareness among the general public.

14. If any untoward incident arises due topoor barricading/non-applying of glowing//reflective tapes, then the concernedcontractor/PWD authorities shall be heldresponsible for the same.

15. The applicant shall be held responsible as faras safety of pedestrian and motorists isconcerned.

16. The applicant/contractor is directed to ensurethat there are no leftovers on the road/shoulderof the road after the completion of the work.

17. The applicant/contractor is directed to makenecessary arrangements to restore the originalcondition of the road after completion of thework.

18. The Senior Representative of the consultantsengaged in execution of the above workshould supervise the work at the time ofexecution.

19. A detailed report should be submitted tothe District Magistrate, South regardingcompletion of the work successfully.

20. If the applicant/contractor fails to abide bythe conditions laid above or if the NOC issuingauthority feels so, the NOC is subject tocancellation/revocation at any given time.
