• Over 100 million Americans voted in the presidential election of 2000. Yet nearly twice that number were eligible to vote.

• Critics argue that the low voter turnout in recent national elections is a weakness in our democratic system. Do you agree or disagree? Explain!

Characteristics of Democracy

• Individual Liberty- Government works to secure equal opportunity for all people.

• Majority Rule with Minority Rights- Government decisions are based on majority rule but respects the rights of minorities.

• Free Elections- Government is based on free elections where every citizen has a vote that is of equal weight and can freely express their views.

• Competing Political Parties- Choose candidates for office, respect decisions, and act as loyal opposition.

• It is believed that nations with wide gaps between the rich and the poor are less likely to have successful democracies. Why would that be?

Criteria for Successful Democracy

• Active Citizen Participation- Democracy is “people rule” and people must be willing to participate.

• Favorable Economy- Countries with stable economies seem better able to support democracy.

• Strong Civil Society- a complex network of voluntary associations, economic groups, religious organizations, and other groups that are independent of government.

• Social Consensus- people accept democratic values such as individual liberty and equality for all. (Also- when most people in a society accept democratic values and agree about the purpose and limits of government.)
