CLUB NEWS

Financial Policy Changes– Dr. John Lawrence VP of Iowa State Extension, Letter Excerpt

Currently and historically, clubs have maintained individual checking accounts. Recently the State Auditor of Iowa, ref-

erencing 121C.1 and 176A of the Code of Iowa, has determined that 4-H club funds are the responsibility of County Ex-

tension Councils and 4-H club bank accounts will need to be moved to the extension office. Councils will be in compli-

ance with state code and clubs will be following sound fiduciary practices. Each club’s account will be managed sepa-

rately within this system for tracking purposes, and clubs will still determine how their funds are used.

Extension Districts have the responsibility for the funds now (12C.1 and 176A of the Code of Iowa), but do not have the

oversight until this move is complete. Districts are audited annually by the State Auditor and this move will help bring

districts into compliance and give clubs confidence in the management of their funds. The County Extension Council

and staff will support the club/learning community in their efforts related to budgeting, recording, and maintaining their

financials to achieve the desired learning outcomes and impacts, just as the 4-H’ers would if they were managing their

own financial account at a bank.

This is a discussion and a transition that needs to occur locally. I would like to have a large number (of clubs) transition-

ing by June 30, 2019.

This is a significant change in the way that 4-H Clubs/Learning Communities handle funds and it is important to assure

that these public funds are handled properly. It will be a lengthy process and require good communication and collabora-

tion. In that spirit, if you would like to provide feedback, please contact me. I look forward to working with you on this

process.

4-H Club Calendars and Compliance Report

Club calendars should include meeting dates and club activities. Some activities require extra insurance such

as water activities, or sports activities. If we know about the activity ahead of time, we can be prepared if an

accident does occur. Templates can be found on our extension website under club resources. Feel free to use

4-H Financial Report 17-18

Each year, 4-H clubs are audited on their finances. Each club needs to turn in their financial materials for the

17-18 year (Sep. 1, 17—Aug. 31, 18) to the extension office. If you are unfamiliar with the materials needed,

New Volunteer Training

Volunteers in their first year of service will complete a 3-hour face-to-face New Volunteer

Training. Trainings are held at various locations across the state. One nearby

and upcoming training will be held in Mt. Ayr at the Ringgold County

Extension Office from 9-Noon on Feb. 9th. To register for this session OR for a

Annual Volunteer Training

Returning 4-H Volunteers must complete follow-up training, known as Annual

Volunteer Training, each 4-H year. Training will be offered online to those who

have not already completed Volunteer Training at the face-to-face

training . This year’s topic is 4-H Fosters Independence. Training will begin in

January on 4HOnline under the trainings tab.

This is a requirement to continue as a volunteer, but does not pertain to 1st

year volunteers.

Beef Weigh-In

Sunday, December 9th @ Noon to 4 PM Fairgrounds (Afton)

All market steers and market heifers, feeder pen beef, carcass beef steers and heifers, and all returning bucket/bottle calves need to attend. Up to 10 market beef can be weighed in per youth NEW! This year breeding heifers are required to have a second form of ID, if your heifer is not a registered animal and does not have a calf-hood clip, then you will need to get an official 4-H ear tag. You are welcome to attend the weigh-in to receive the tag, otherwise you will need to arrange with someone in the office to get a tag before the May 15th deadline for breeding heifers.

COUNTY FAIR NEWS

4 Club Meetings Rule!

4-Hers are REQUIRED to attend at least four

regular 4-H meetings per year to participate in

county and/or state fair.

Members are welcome to attend the

4-H meeting of any club throughout the year if

you can’t make it to your own.

Things that do not count as meetings:

Friday night dog practices

Friday night horse practices

YQCA trainings

Fair clean up

Lego League/First Tech Challenge Practices

YQCA Training

All 4-H members who plan to show livestock

(sheep, goats, beef, rabbits, hogs, poultry) at

the county or state fair will be required to get a

YQCA certification. If you previously took an

FSQA test, your certification is good until it ex-

pires (3 years or when you move to the next

level, whichever comes first). Please contact

Michaela O’Grady if you are unsure of when

you certification expires. We will no longer be

able to give FSQA certifications as the program

no longer exists.

The face-to face trainings will be coming up

after the first of the year. You have the choice

to do the online training or to do face-to face

training. Stay tuned for the face-to-face dates

The online training is available online at

yqca.org

Once you have gone to the website, log-in

using your 4-Honline credentials so that your

information gets directly added in to the 4-H

online system. The 1 year training will cost $12

(same as last year).

State Recognition Opportunities Available NOW

If you are a ninth through twelfth grader, there are many opportunities available to you for recognition

awards or to represent Iowa in upcoming conferences on the state and national level!

National 4-H Conference (9-11 grade)-Travel to Washington D.C. and discuss issues of concern for

youth and 4-H’ers from across the United States!

National 4-H Congress (10-11 grade)-Travel to

Atlanta, Georgia to experience 4-H program

differences nationwide. Make the most of this 5 day trip!

State 4-H Council (10-11 grade)-Be an ambassador for Iowa and create friendships that will last a

lifetime through this yearlong experience!

Iowa SESS Ambassador (9-11 grade)-Represent your shooting sports program by applying for (SESS) or

Shooting Sports Ambassador! Develop Leadership and PR skills.

State 4-H Project Awards (9-12 grade)-Be

recognized for the projects you exhibit every year at county fair! Now take what you have learned and

compete at the state level!

The deadline for applications is February 1 at 11:59.

December SPIN– Christmas Tree Farm Tour fgh

This month’s SPIN Event is happening on December 15th from 1-3 PM at the Shearer Tree Farm in

Corning, Iowa. Please arrive at 1 o’clock as they will start the tour shortly after. They will be giving

us a tour of the farm to learn about the care and harvest of the trees! After the tour you can visit

their shop and drink apple cider!

CWF Trip! 9th-12th Grade 4-Hers

CITIZENSHIP WASHINGTON FOCUS JUNE 14-22, 2019

Citizenship Washington Focus (CWF) is a 4-H leadership program for high school youth, grades 9-12, from

across the country. Every summer nearly 1,500 young people stay at the National 4-H Conference Center

near Washington, D.C., to participate in this week long program.

What does it mean to be a good citizen or a leader? Are you being a strong civic leader for your

community, country, and world? Explore these topics at Citizenship Washington Focus (CWF). CWF is more

than just another DC field trip. 4-H’ers learn essential civic leadership skills and leave with the tools that

will allow them to bring about real change in their communities. The week consists of workshops,

speakers, committee work, field trips and social events!

Deadline to register is Tuesday January 15, 2019. Trip cost is $1,850. This pays for all lodging, travel,

tours and a majority of your meals. See the flyer at the end of the newsletter for additional information!
