2013SCHEDULE OF STANDARD BOARD MTGS

The 2013 Coupon Books will be available in December this year.We will post a notice announcing the start date.

Thank you to all the volunteers that helped decorate for the hol-idays this year, you really help put the community in the spiritof the season.

We plan on bidding out the seal coating and striping ofBrookridge Blvd next month. We are continuing the crack fillproject. Drainage pond maintenance will continue in 2013under the 5-year rotation.

The holiday season is upon us. According to the Sherriff'soffice, shoplifting in the local businesses is wide spread andmostly done for illegal purposes. Please shop mostly in day-light hours when possible, if not then shop with one or morepeople. You know as there is safety in numbers.

Lock your car doors as soon as you get into your car to helpprotect yourself. Remember the theme is "Lock IT! or LoseIt!". Please keep doors locked at all times and secure youroutside items. Please have a great December and safeHoliday season. As always, keep a watchful eye and call theSherriff for anything suspicious at 754-6850 or 911.

Welcome back snowbirds, hope you had a great summer. Wewill be checking registrations, parking, tires and vehicles thathave not been moved all summer. The compound is not to beused as a dumping ground for unwanted vehicles.

We will be asking people to come and move vehicles to provethey are road worthy. We are always looking for help duringour walk troughs. We meet the second Wednesday of eachmonth at 10:00 am in the compound. Hope to see you there.

We are looking for more members to keep Brookridge safe.There are low hanging trees in the median and overhangfrom houses along the Blvd. They need to be trimmed up to14 feet or higher so motor homes, trailers, fifth wheels andcommercial vehicles can drive safely.

Our security crew has been out with radar to catch violators.They are doing a good job, with fines and suspension of priv-ileges.

We meet the first Thursday at 9:00 am, in the conferenceroom at the administration building.

BOARD OF DIRECTORS’ WORKSHOPMINUTES OF TUESDAY, OCTOBER 2, 2012

Call to Order: President Starr called the meeting to order at9:00 a.m. with a moment of silence and the Pledge of Allegiance.

Proof of Notice: The agenda was posted at the clubhouse andadministration office on September 28, 2012

. PROOF OF NOTICE ESTABLISHED.

Proof of Quorum:Present: Chairman/President Starr, 1st Vice PresidentWilkes, 2nd Vice President Miller, Treasurer Gaul, SecretarySajdak, Director Basteri, Director Walters.

Also Present: General Manager Ray Geroux, 46 member names on the sign-in sheet.

President Starr explained the difference between a BoardMeeting and Board Workshop relating to when memberscan speak and reminded the audience that property owners(members) are only allowed to speak at meetings.

President Starr stated incorrect information was published inthe media. The Board of Directors do not hate children, therehas never been a closed door meeting and the BCPO docu-ments provide a means for an emergency consensus. Aconsensus was taken and then ratified at the Board meetingregarding the back gate. The back gate issue has nothing todo with 55 and up.

Approval of Minutes:a. The Minutes of the Board of Directors’ Workshop of

September 4, 2012: STAND APPROVED AS WRITTEN.

Correspondence: Secretary Sajdak read the following cor-respondence:

a. A letter dated 9/13/12 from Leanne Agle re: PoolHours: Discussion followed among the Board and theGeneral Manager regarding pool hours, monitor availabilityand Aqua Exercise. Members joining the discussion were:Jim Ertel, Unit 3; Ann Vogel, Unit 1.

MOTION BY GAUL, SECONDED BY WILKES, TOAPPROVE AN “EARLY MORNING SWIMMERS CLUB”TO USE THE POOL FROM 8 A.M. – 9 A.M. AND TOLEAVE THE POOL BY THE TIME AQUA EXERCISECLASS STARTS (Discussed changing motion to openingthe pool seven days a week at 8 a.m.) MOTION WITH-DRAWN.

Gate- President Starr stated no action was needed regard-ing the letter as it is not clear what will be happening with therear gate at this time.

Unfinished Business:a. 12-07 A/VRC Proposed Changes to Article VIII:

Commercial Vehicles/Vendor Rules & Regulations, Section1 & Section 4- 1st Vice President Wilkes reviewed the pro-posed changes, which were:

Addition to Intro: (Any speeding violations will results ina 14-day suspension access to Brookridge.)

Addition to Section 1: ***A. IF A VENDOR DOES NOT COMPLY WITH ARTICLEVIII AND ALL OTHER BROOKRIDGE RULES AND REG-ULATIONS, AFTER TWO (2) VIOLATIONS OF ANYNATURE, THEY WILL BE NOTIFIED THAT A THIRD (3RD)VIOLATION WILL RESULT IN A FOURTEEN (14) DAYSUSPENSION OF ACCESS TO BROOKRIDGE. VEN-DORS WILL BE PLACED ON A 12-MONTH PROBATIONPERIOD AND VENDOR WILL BE RESPONSIBLE FORNOTIFYING THE RESIDENT(S). ***

Deletion:1. Display signage on both sides of the vehicle

identifying the company.

Additions and deletions to Section 1, Item 4:4. Vendors shall display signage on both sides of the

vehicle. The minimum size shall be 8” x 8” with lettering indicating vendor name and telephone number (in English) and be readable at 20’. (magnetic signs are acceptable). A vendor will be allowed three entries without proper signage. During these three entries, Security staff shall inform both the resident and vendor of this rule eachtime the vendor is allowed in by the resident. If a vendor does not comply with this sign requirement after three entries, the vendor shall not be allowed entry and the resident will be informed.

Additions and deletions to Section 4, Item 7:1. Operators of motor vehicles who violate traffic rules

and regulations may have their operating privilegeswithin the BCPO Community suspended from sixty(60) added: fourteen (14) days up to one (1) year added: twelve (12) months or more at the discretionof the BCPO Board of Directors.

A lengthy discussion followed between the Board and mem-bers regarding magnetic signs, speeding and violationprocess, signage on both sides of vehicles, multiple vehiclesper one vendor, large vendor companies, vendors who areBrookridge residents, garbage trucks, Bingo players andvendor trailers. Members joining the discussion included:John Scalf, Unit 3; David and Mary Campbell, Unit 4; ChuckGordon, Unit 4; Donna Maguire, Unit 3; Gary Benedict, Unit4; Jackie McCabe, Unit 6; Larry Moore, Unit 2; MarySweeney, Unit 4; Michael and Tracy Dwyer, Unit 4.

MOTION BY WILKES, SECONDED BY GAUL, TOACCEPT THE PROPOSED CHANGES TO THE RULES &REGULATIONS, ARTICLE VIII: COMMERCIAL VEHI-CLE/VENDORS, SECTIONS 1 AND 4. MOTION CARRIEDUNANIMOUSLY.

New Business:a. Renovation of Clubhouse Pool Deck and Porch- 2nd

Vice President Miller read the memo from General ManagerRay Geroux regarding the swimming pool deck remodeling.Discussion followed regarding plans, specifications, costestimates and alternative options such as installation of rub-ber vs. pavers. The General Manager stated the BCPO isunder no obligation when obtaining quotes. He further dis-cussed quotes, scheduling a meeting, insurance and theReserve Study. Members joining the discussion were:David Campbell, Unit 4. Chuck Gordon, Unit 4. PRESI-DENT STARR CALLED THE QUESTION.

MOTION BY MILLER, SECONDED BY SAJDAK, TOAUTHORIZE THE GENERAL MANAGER TO SEEK BIDSFOR THE RENOVATIONS OF THE PORCH AND POOLDECK. AMENDED TO REPLACE “DECK” WITH “AREA.”FIVE IN FAVOR. TWO OPPOSED (Gaul, Wilkes). MAJOR-ITY RULED. MOTION CARRIED.

b. Proposed Changes to the Rules & Regulations ArticleV: BCPO Facilities re: Climbing Fences- Secretary Sajdakexplained he has witnessed individuals climbing the fence atDelsilver Drive and Brookridge Boulevard. Due to safetyrisks and liability issues, the proposed changes are beingproposed. Members joining the discussion include: LarryMoore, Unit 2; Dwayne Ross, Unit 2; Chuck Gordon, Unit 4;Rich Stratton, Unit 3; Mary Sweeney, Unit 4.

Proposed change: Adding: Section 8: Fences- Climbingfences within the community of Brookridge is prohibited.Crawling underneath fences also is not allowed. Entranceand exit to Brookridge is at the main gate only.

MOTION BY SAJDAK, SECONDED BY MILLER, TOAPPROVE THE PROPOSED CHANGES TO THE RULES& REGULATIONS, ARTICLE V: CLIMBING OF FENCESAS SUBMITTED. MOTION WITHDRAWN.

MOTION BY SAJDAK, SECONDED BY MILLER, TO ADDARTICLE V, SECTION 8 TO THE RULES & REGULA-TIONS, STRIKING THE LAST LINE “ENTRANCE ANDEXIT TO BROOKRIDGE IS AT THE MAIN GATE ONLY” TOREAD, “ SECTION 8: FENCES: CLIMBING FENCESWITHIN THE COMMUNITY OF BROOKRIDGE IS PROHIB-ITED. CRAWLING UNDERNEATH FENCES ALSO IS NOTALLOWED.” MOTION CARRIED UNANIMOUSLY.

Round Table:President Starr thanked Good Times Line Dance for thedonation of the retractable crowd control stands. The BocceBall club requested additional benches. The benches arenow installed and cost $188. The 11/21/12 Board meetingstart time has been changed to 11 a.m. due to the holidays.Cards and Jingles club has been cancelled and no longerexists.

2nd Vice President Miller advised members that Bingowould be closing at the end of October if a Board for Bingois not established. Mr. Laliberte, Friday Night’s BingoPresident, can no longer serve as President.

Secretary Sajdak stated if Bingo closed, it will solve sometraffic problems but will create a revenue loss for the BCPO.Secretary Sajdak stated he would like to see radar at leastone day a month on Saturdays. He also reminded membersthat they are responsible for their visitors.

Director Basteri announced the Woman and Men’s club arehosting a Thanksgiving dinner on 11/25 from 3 p.m. – 6 p.m. The tree lighting will be from 3 p.m. – 4 p.m. Thereare only 60 tickets left to the event. Contact Rocky Miles orLillian Keller for tickets.

Mr. Scalfasked that residents be vigilant and keep a look out on “snow-bird” homes. Mr. Scalf reminded residents to lock their doorsand call the Sheriff’s Department if any suspicious activity isnoticed.

Treasurer’s Report: Treasurer Gaul stated the Treasurer’sReport was on the back table and if there are any questions, heis available after the meeting or members may contact thebookkeeper.

Presentation to Membership: 2013 Proposed OperatingBudget & Partially Funded ReservesTreasurer Gaul thanked the Finance Committee members forall the work they have done on the budget. This year the budg-et includes a $1.00 increase. The increase only generates$33,960 for the association, which really does not do much.

Round Table:Director Basteri thanked the ladies who attended theWoman’s Day Luncheon. The Frankie D Concert will be on11/11/12. Tickets are available for $12.00 each. 300 ticketswere sold for the Thanksgiving dinner to be held on 11/25/12.Director Basteri stated this event is not a profitable event. TheWoman’s Club and Men’s Association are hosting the event inorder to give back to the community.

Secretary Sajdak discussed visitor passes not being given outby a guard. Secretary Sajdak also stated he would like theSecurity Captain to come up with a corrective action plan for ille-gal parking, as there were 101 doorknockers given out in thepast 15 weeks. Secretary Sajdak asked that residents remindthe vendors they use of the new vendors rules, which requireproper signage on their trucks. Secretary Sajdak questioned ifmotorized bicycles are allowed on Brookridge roads. GeneralManager Ray Geroux stated they were allowed. SecretarySajdak stated that the Public Works Department’s vests are oldand not visible and requested new ones for safety reasons.

2nd Vice President Miller announced the current Bingo Boardhas agreed to stay on till the end of the year but volunteers arestill needed. 2nd Vice President Miller stated within threeweeks the back gate will be secured with the use of an electron-ic gate, provided by the School Board, and ID cards for school-children will be distributed.

If Bingo closes, it will cost the BCPO $12,000 - $20,000.Commented on the speeding violations, and stated that mostresidents, with speeding violations if they were going 4 milesslower they would not have received a violation. He urgedmembers to slow down.

1st Vice President Wilkes commended the A/VRC membersfor the great job they do and regarding the previous cases dis-cussed, the committee did not have a choice in their recom-mendation as they were following the rules. The final decisionsand “hard calls” are left up to the Board. 1st President Wilkesquestioned if Bingo operated on a calendar or seasonal year.2nd Vice President Miller stated he is assuming it is calendaryear. 1st Vice President Wilkes stated the back electronic gateshould be done around 11/5/12. Registration for children’s IDcards is needed as soon as possible as Brookridge has to pro-vide the school district with a list of the schoolchildren. It takes3 – 5 days to make up the cards. Forms are available at theoffice or on the website (www.brookridge.com).

Director Basteri questioned if the Board of Directors’Workshop would still be held since it is the same day asElection Day and the hall would be used as a polling place. 1stVice President Wilkes stated it would still be held in the ABroom.

When you look up in the sky, some stars seem brighter thanothers. Astronomers use sensitive instruments to tell precise-ly how bright each star is and assign “Magnitude” numbers tothem. Magnitude numbers tell you how bright one star iscompared to another; dimmer stars have larger numbers.

Dimmer Stars Have Larger Magnitude Numbers

In most backyards in Brookridge your eyes can see stars asdim as 4th magnitude but in a dark sky location, you can see6th magnitude stars. The North Star (Polaris) has a magni-tude of 1.97. The stars in the Big Dipper (Ursa Major) rangein magnitude from a brighter 1.76 to a fainter 3.32.

Really bright celestial objects have negative magnitude num-bers. The brightest star in the sky with a magnitude of -1.4 isSirius visible above the eastern horizon this month at aboutmidnight. The full moon (Luna) on December 28 has a mag-nitude of -12.74 and our sun (Sol) has a magnitude of -26.74at noon.

Closer stars are usually brighter. But when a star is much big-ger than another, the bigger star can be further away andseem brighter than the one closer to us. Like a candle com-pared to a car headlight, a car can be further away but its lightis brighter than the candle’s.

Brighter Stars May Not Be Closer

Since a star’s magnitude cannot tell you which is closer orfurther, you will have to come to our December meeting orwait until next month to find out how astronomers try to figurethis out.

We hold our meetings on the first Wednesday of the monthin room D at 10 am at the clubhouse. Our next meeting willbe on December 5, 2012. CERT has hurricane literature inour library at the clubhouse for people to take. We want tothank everyone who purchased raffle tickets and 50/50 tick-ets from CERT at the Fall Neighborhood Garage Sale andwe made $97.00. We are saving our money to purchase agenerator for the clubhouse so we appreciate all we get. Weare looking for people interested in working with ourCommunity/Neighborhood Emergency PreparednessProgram (NEPP) which we received a grant of $7948.00.This is a big task and we need help. Remember this is forour community. You do not need to be a CERT member tobe a part of this program. Come to our meeting on December5th and check it out. We will be having our monthly Social on Saturday,December 15th, from 6:30 until 9:30 PM, at the Clubhousefor $5 each. Welcome back to all of the Snowbirds! The Tennis Club islooking forward to seeing many of the “old” regulars again.And there is the promise of some new faces as well.

The cool breezes that began with the coming of Octoberhave made our morning games a delight. It is great to seethe courts filled again after such a warm summer. Since theNews and Views will go to print before we have ourHalloween Party on Wednesday the 31st, this is a reminderthat we all meet at 3:30 pm to play and then enjoy a pizzadinner together on the courts at 5:00. Salads and dessertswill be brought by members. Costumes optional!

Our first meeting of the 2012-2013 season will be onSaturday November 3rd, at 10 am. Everyone interested inthe tennis club is invited. Coffee and doughnuts will beserved. And on Thanksgiving morning, those of us who arenot busy putting the turkey into the oven will play at ourusual 8 am time. We will enjoy potluck snacks and break-fast drinks.

Anyone who wants to learn the game is truly welcome. Youwill find us on the courts every day except Sunday, playingfrom 8 am to 10 am. There is no charge to play, and all skilllevels are welcome. Free lessons are available from RonLeaky, 346-9487.

Our Christmas Party plans have changed this year, our partywill be on Thursday, December 13th We are going to KallyK’s at 4:00 p.m.

There will be no “Late Lunch Early Dinner” for December dueto holidays. Again this year we would like members andguest to bring a $5.00 toy for a boy or girl. The gift should beunwrapped and will be given to the Dawn Center for distribu-tion. These gifts are always appreciated by the children.

We had a good showing of members for November’s LateLunch Early Dinner at Chilli’s. Our January “Late Lunch EarlyDinner” we will be going to Cody’s on January 14, 2013 at3:00 p.m.

Our next regular meeting will be held on January 28, 2013 at7:00 p.m. We will have a short business meeting followed bya speaker from Hernando Groundwater.

Just a reminder that all dues are due by, January’s meeting.Dues are $5.00 per person.

If you are new to our community, this is a good way to meetand make some new friends and neighbors. If you have everlived the states of Penn, NJ, DEL, Maryland, NY, Conn,Mass, RI, NH, VT, or ME, come and join us.

What great fall weather we have been enjoying, Sandy notwithstanding! You will find us on the courts every day exceptSunday, playing from 8 am to 10 am. It is a fine time to getin your exercise before the heat of the day. Anyone whowants to learn the game is certainly welcome to join us.There is no charge to play, and all skill levels are welcome.And a bargain, too! Dues for the year are only $10.

At our last meeting, we welcomed 2 new members, SheilaMartin and Larry Hinderliter. They are a great addition to ourfield of players. And there are new screens around thecourts: many thanks to the BCPO. We also discussed playduring cold weather. If the temperature is not up to 40degrees by 8:00 am, we will delay play until 9:00 am.

With Thanksgiving behind us, and Christmas, Hanukah, andRamadan ahead, the festival season is now here! We arelooking forward to our annual Holiday party to be held in theClubhouse on Wednesday December 12th from 11 am to 2pm. Please sign up on the bulletin board for a dish to pass. Don’t forget the monthly meeting on Saturday December 1stat 10 am. Everyone is welcome to attend.

There has been an issue concerning the legality of chang-ing the time of our members meeting from 7:00 p.m. to 1:00p.m. (By laws, Article VII, Section II) our legislator RobertaDunne, was away so the board was unable to seek heradvice. That said, this proposal was brought before themembers at the May meeting. At that time, the membershippresent constituted a quorum, 20% of the total membersand time change was voted on favorably by more than a 662/3 rds majority.

Vice President, Joanne Burns has resigned. The ExecutiveBoard has appointed Jackie Bolt to fill the vacancy. She wasinstalled at the November 19th members meeting. Jackie isa new member of the Woman’s Club. We welcome her andthank her for stepping forward.

Our sincere thanks to Jessie and Linda Sawyer , for comingin last minute to cater our Installation Luncheon. Everyoneseemed pleased with the quality and quantity of food.Thanks also to Jackie McCabe, Marilyn Duffek, MarthaShugars, Donna Maguire and Mary Robinson.

December 17th is the date of our Christmas luncheon,catered by Bob Murphy’s New York Catering. The menu:Italian tossed salad, Three Meat Baked Ziti, Baked Shellsstuffed with Chicken Broccoli Alfredo, Eggplant Parmesan,Chicken Francaise, Chicken Parmegiano in Gravy, Garlicbread and assorted cakes for dessert. At about 9:30, we'll have the 50/50 drawingand immediately following, donuts will be served. As always,we offer coffee all evening and also ice, if needed, at thetables, or refills by the kitchen. There will be tickets sold atthe door, but it's a good idea to check with Dot to make sureand she'll have the tickets waiting for you, when you arrive. Ifyou are able to reserve tickets, you must pick them up by7:15, or they will be sold to the next in line, no exceptions.

Note: We have the forms on the tables, for 2013-2014. Justfill out and turn into the office along with a check, and you'llbe assured of seats for next season. There are several plansavailable and Dot will explain all, including how to not get leftout for our 2013 New Years Eve Gala and let me tell you,those tickets are hard to come by after the first of the year.(These forms must be turned in by November 30, 2012 forprocessing, no exceptions.)
