BOARD AGENDA REGULAR BOARD MEETING
MIDWEST CITY-DEL CITY PUBLIC SCHOOLS DECEMBER 12, 2016

Following is a list of the business to be conducted by the Board of Education at the above mentioned meeting. The Board of Education may discuss, make motions and vote upon all matters appearing on this Agenda. Such votes may be to adopt, reject, table, reaffirm, rescind, or take no action on any Agenda matter. I. Opening Exercises A. Call to Order and roll-call recording of members present and absent B. Flag Salute II. Consent Agenda: All of the following items, which concern reports and items of a routine nature normally approved at a board meeting, will be approved by one vote unless any board member desires to have a separate vote on any or all of these items. The consent agenda consists of the discussion, consideration, and approval of the following items: A. Approval of the Agenda B. Vote to approve Minutes of the November 14, 2016, Regular Board Meeting. C. Vote to approve the following items: 1. Monthly Financial and Investment Report for month ending November 30, 2016 a. Treasurer’s Report b. Encumbrances c. Warrant Register d. Lease Revenue 2. School Activity Funds a. Transfers within Bank b. New Accounts c. Addenda D. Vote to approve Blanket Position Salary Reserves Report for FY2016-2017. E. Vote to approve out-of-state or overnight travel requests:
1. Carl Albert High School selected Vocal Music students to participate in the ACDA National Convention Honor Choir in Minneapolis, MN, on March 6-11, 2017. Expenses to be paid by personal funds and donations.
2. Carl Albert High School Band and Orchestra to perform in San Antonio, TX, on March 11-14, 2017. Expenses to be paid by Sanctioned Organization funds.

3. Del City High School selected Vocal Music students to participate in the All OCDA Junior High or the All OCDA High School Jazz Choir in Oklahoma City, OK, on January 12-14, 2017. Expenses to be paid by Sanctioned Organization funds, personal funds and donations.
4. Carl Albert High School selected Vocal Music students to participate in the OkMEA All-State Chorus in Tulsa, OK, on January 18-21, 2017. Expenses
to be paid by School Activity funds, Project Code 868-Vocal Music; Sanctioned Organization funds; personal funds and donations.
5. Del City High School selected Vocal Music students to participate in the All OMEA Mixed Chorus, the All OMEA Jazz Quartet or the OMEA
Women’s Chorus in Tulsa, OK, on January 18-21, 2017. Expenses to be paid by Sanctioned Organization funds, personal funds and donations.
6. Del City High School Vocal Music students to participate in the ACDA National High School Mixed Honor Choir in Minneapolis, MN, on March 7-11, 2017. Expenses to be paid by Sanctioned Organization funds, personal funds and donations.
7. Mid-Del Technology Center Business Professionals of America (BPA) to compete in State BPA competition in Tulsa, OK, on March 6-8, 2017. Expenses to be paid by Tech Center General Fund 12, Projects 032 and 441; Activity Funds 943, 845, 985 and 826; personal funds and donations.
8. Kathy Dunn, Administration, to attend the NAFEPA Conference in Washington D.C., on March 18-23, 2017. Expenses to be paid by Title I, Project Code 511 and personal funds.
9. Mid-Del Technology Center Business Professionals of America (BPA) to attend the BPA National Conference in Orlando, FL, on May 9-15, 2017.
Expenses to be paid by Technology Center Fund 12, Projects 032 & 441, Activity funds 943, 845, 985, and 826 and personal funds and donations.
10. Carl Albert Middle School Vocal Music to participate in the Oklahoma Music Educators Association Children’s All-State Honor Choir in Tulsa, OK, on January 18-20, 2017. Expenses to be paid by Sanctioned Organization funds, personal funds and donations.
11. Carl Albert Middle School Vocal Music, Band and Orchestra to attend the Festival of Wonder, tour and perform at the Titanic Museum and attend a performance in Branson, MO, on April 27-29, 2017. Expenses to be paid by Sanctioned Organization funds, personal funds and donations.
III. Recognitions
A. Avery Stout, Carl Albert High School, was accepted into the Frances Hesselbein Student Leadership Program. – Mrs. Goggans and Mrs. Dobbs
B. Carl Albert High School football team - 5A State Football Champions and 5A State Academic Champions. – Mrs. Goggans
C. Foundation Grant recipients – Mrs. Ford D. Joy Ahmad, Del City High School, was one of eleven recipients of the Rose
State Golden Apple Award. – Mrs. Hill E. Dr. Cobb received recognition from the Oklahoma Association for Supervision
and Curriculum Development (OASCD) for his influence and advocacy. – Mrs. Boyer

Cobb A. Metropolitan Library to donate computers with an estimated value of $5,400.00. VI. Discuss, consider and vote to approve or not approve the following items relative to
the $11,900,000 General Obligation Building Bonds, Series 2017A: – Mr. Zack Robinson A. Consideration and vote to award the $11,900,000 General Obligation Building
Bonds, Series 2017A, to the lowest and best bidder. B. Adopt Resolution providing for the issuance of the District’s $11,900,000
General Obligation Building Bonds, Series 2017A and matters related thereto including designation of bonds under the Internal Revenue Code and approving official statement, SEC Rule 15(c)2-12(b)(5) compliance, form of bonds, levy of an annual tax for the payment of principal and interest on the same; and fixing other details of the issue.
VII. Vote to approve or not approve a Resolution authorizing the sale of the District’s
$2,270,000 General Obligation Building bonds, Series 2017B, and setting forth the following items: – Mr. Zack Robinson A. Fixing the amount of bonds to mature each year B. Fixing the time and place the bonds are to be sold C. Authorizing the clerk to give notice of said sale as required by law.
VIII. Consider bids and select paying agent/registrar for the District’s $2,270,000 General Obligations Building Bonds, Series 2017B. – Mr. Zack Robinson
IX. Vote to approve or not approve 2017 Legislative Goals. – Dr. Cobb X. Vote to approve or not approve the 2017-2018 Mid-Del Schools calendar. – Mrs.
Dunn XI. Vote to approve or not approve revision of Policy C-38, Federal Program
Complaint and Resolution Policy. – Mrs. Dunn XII. Vote to approve or not approve the Foster Care Enrollment and Transportation Plan.
– Mrs. Dunn XIII. Vote to approve or not approve purchase of Quaver’s Beyond Marvelous K-5
General Music Oklahoma Curriculum for January 1-June 30, 2017, from Quaver’s Marvelous World of Music and enter into a two-year agreement with the same pricing structure for the 2017-2018 school year. The total cost for the 2016-2017 school year is $10,920.00 to be paid by FY17 Title I, Project Code 511. The total cost for the 2017-2018 school year is $10,920.00 to be paid by FY18 Title I, Project Code 511. – Mrs. Dunn

Services (CNS) Reimbursement to General Fund for 2016-17. – Ms. Medcalf

XVII. Maintenance
A. Vote to approve or not approve the following change orders and bids/requests to purchase for the Maintenance and Construction Department: – Mr. Conceicao 1. Renewal of the service agreement with Cintas for the rental of uniforms to
be worn by Maintenance Department personnel, under a cooperative purchase agreement through U.S. Communities Contract #50716. The average cost of this rental agreement is approximately $2,306.63 per month, for twelve months, at a total estimated cost of $27,679.50 annually. This amount is an increase of approximately $3,110.94, over last year’s total contract amount, due to an upgrade of an article of clothing provided under the agreement. Expenditure to be paid from Maintenance Department Fund 11, Project Code 052.
