STATEMENT on Conscription

The Cape Western Region of the South African Institute of Race Relations supports the call for a new approach to the issue of military conscription. The best defense of any country is a satisfied citizenry. The Government should move rapidly with reforms to remove the grave dissatisfaction among the Black population resulting from discriminatory legislation and practices; military expenditure could then be drastically reduced, and defense of the contry left in the hands of an efficient permanent force of volunteers from all population groups.

The Cape Western Region of the South African Institute of Race Relations is particularly disturbed by the recent use of SADF personnel in an attempt to quell internal unrest in South Africa. If white male citizens are to be conscripted into an an army which is involved in the suppression of black discontent it indicates quite clearly that the army is being used as an arm of the political machine. The damage that this will do to race relations could be enormous.

As this is a matter of crucial importance and drastic consequence to to many citizens of this country, especially in these strife-torn times, the manner in which they are prevented from expressing their feelings is a serious violation of the fundamental right to freedom of speech.

It is of special concern that the End Conscription Campaign in the Western Cape has suffered the further prohibition of not being permitted to make any utterance. A further denial of free expression is the ban on E.C.C. meetings in the Eastern Cape.

We call on the government to recognise the right of all South Africans to express their opposition to military conscription. We call for an end to the silencing of the End Conscription Campaign.

The Demands

1) Our country is sinking into a deepening civil conflict

2) The presence of troops in the townships further increases tension

and bitterness in our^divided country. jMany conscripts consequently

face jajserious moral diKmma. They should be given the right to

choose whether to participate in the SADF or not. This is why we

call for an end to conscription.

3) In the interim , ,our/right to choose would he respected if the

government allowed for genuine alternative ways of serving our

country.

Therefore we call on the government to:

a) Provide alternative service to all conscripts who in good conscience

object to service in the SADF.

b) Reduce the length of community service from a punitive six year

maximum to a maximum of four years.

c) Make alternative service available in religious and welfare

organisations

Fresently for a person who has done no service:* Military service is c 2 years continuous

and a total of 2 years camps.* Alternative service is a continuous six

years in a government department usually' at a private's salary and available only to religious pacifists.

* Those who do not qualify face six years in gaol or exile.

The United Women's Congress has always saluted the courage of the young men and women who have stood up against the racist and dictatorial demands of this government by refusing to serve in its armed forces. The ECC has been an enourmously powerful voice in exposing the role of the SADF both within and without our borders - its banning is an acknowledgement of its effectiveness.

We have noted how the voice of the ECC has been more and more curtailed over the years, but also how the ECC has always found new and creative ways to continue its work. CRACKDOWN ON THE ECC. DESPITE PROPAGANDA TO THE CONTRARY,

THE ECC IS AN ORGANISATION DEEPLY CONCERNED ABOUT OBTAINING

A JUST PEACE IN SOUTH AFRICA. THE DETENTION OF MIKE EVANS *

AND OTHER ECC LEADERS REMOVES YET MORE CRITICAL VOICES FROM

PUBLIC DEBATE.

IT IS A MEASURE OF THE BANKRUPTCY OF THE GOVERNMENT'S EFFORTS

TO OBTAIN PEACE, THAT IT BANS AND HARRASSES THE VERY

ORGANISATIONS THAT IT SHOULD BE TAKLING TO AND DETAINS THE

LEADERS OF THESE ORGANISATIONS.

The submissions contained in the defence white paper indcate that the government is trying to irrpose a military solution on our country.

TTie violence that we are witnessing is a result of apartheid . Only a political solution to the crisis that leads to a systen of one person one vote will bring a lasting and just peace. JODAC calls on all Soth Africans .especially conscriptees.to oppose this latest government manouvre as it will only escalate the civil war and tum South Africa into another Lebanon. Further,we call on all the troops inthe townships to lay down their arms and join the UDF and its affiliates in the struggle for democracy.

Ministers of the Algoa Christian Leaders' Committee, in considering

the stand that the "End Conscription Committee" is making in inviting

people to fast and pray about the matter of forced military service

(especially in the black t o w n s h i p s ) , given their support to this

three week period of fasting and praying.

The International Labour Research and Information Group sends its

warmest solidarity greetings to all the participants in the End

Conscription Campaign's Peace Festival.

militarisation of our society. We cannot accept that the state

is serious about reform when it uses its military apparatus to

occupy townships, to invade and assault our neighbours, to continue

to dominate the people of Namibia. We condemn the recent actions

to undermine the sovereignty of Angola and Botswana, which are only

the latest of many such attempts by the SADF.

There is an urgent need for a campaign such as the ECC to alert

youth in particular, but many other South Africans; a campaign

to remind them of their responsibilities to a democratic future

for South Africa, and to work to remove the compulsion placed on

them to become soldiers of apartheid.

We take special pleasure in greeting and welcoming the Cardinal

of Sao Paulo, Dom Paulo Evaristo Arns, to our country. Dom Paulo

has for many years been in the forefront of the struggle for social

justice in Brazil. Until this year, Brazil suffered 21 years of

military rule and its labour movement and popular organisations

suffered terrible repression. Dom Paulo always spoke out and acted

against such repression, not only in Brazil but also in Chile,

Argentina, Paraguay and Uruguay. We salute his contribution and

ask him to use his knowledge of oar struggle to inform the people

of Brazil. In turn, there is probably much that we in South Africa

will be able to learn from the struggles of workers and their allies

in Brazil.

Campaign's efforts to publicise the

The BlacK Sash stands by the resolution passed at our 1983 Conference

calling for an end to conscription. We have watched with growing concern

the increasing militarisation of our country and the destabilisation of

neighbouring states.

Young South Africans are being forced to take up arms against their

fellow citizens, and are actively engaged in excercises in neighbouring

states. Young men, such as Dr. Ivan Toms, who for reasons of conscience

refuse to accept their call-up are being imprisoned or fined, others are

being forced into exile.

We call again for freedom of choice and an end to conscription.

We salute Ivan for his courageous stand.

In times like these when our country is being

ravaged by civil war and the role of the SADF

in upholding Apartheid has become only too

clear, we cannot stress strongly enough the

significance of this act.

It demonstrates clearly that not all white men

are prepared to take up arms against their

fellow South Africans. It therefore stands out

as a symbol of hope in our striving for a

non-racial, democratic and united South Africa.

As members of the UDF we appreciate fully the

fact that Ivan is refusing to take up arms

against our comrades in the township.

DR IVAN TOMS - CONSCIENTIOUS OBJECTOR

The Johannesburg Conscientious Objectors Support Group (COSG) endorses

the stand taken by Dr Ivan Toms in refusing his call-up for an army

fcamp' starting on November 12.

Dr Tom's position clearly highlights the inadequacies of the Defence

Act's provision for conscientious objection. The board for Religeous

Objection was established by an amendment to the Act in 1983, and, by

its terms of reference the Board can only deal with religeous pacifists.

Dr toms is a committed and practising Christian, with a strong bias

towards the saving and preservation of life : his medical work at clinics

in the squatter areas of the Western Cape is a clear testimony to this.

But he cannot in good faith claim to be a pacifict and has precluded

also wishes to identify himself with others who have a moral or ethical

base for conscientious objection, and for whom no allowance is made in

the law.

Dr Ivan Toms is totally committed to working for justice and peace in

South Africa, and this excludes him from leaving the country, as so many

medical men have done. He is willing to go to jail for his principles,

and can face a three year jail sentence if convicted of refusing to serve

this camp.

COSG acclaims his bravery and pledges its support for his actions and

their consequences.

The submissions contained in the defence white paper indcate that the government is trying to inpose a military solution on our country.

The violence that we are witnessing is a result of apartheid . Only a political solution to the crisis that leads to a system of one person one vote will bring a lasting and just peace. JODAC calls on all Soth Africans .especially conscriptees.to oppose this latest government manouvre as it will only escalate the civil war and turn South Africa into another Lebanon. IPRESS STATEMENT ON THE DETENTION OF ECC LEADERSHIP,

The detention of ECC leaders comes at a time when thousands of young white South Africans are agonising about the role they are being called on to play in the SADF. The deployment of SADF troops in the townships created this unease in the minds of conscripts and those close to them. The solution to the problem is not a clampdown on ECC but rather an immediate withdrawal of troops from the townships. Further than this the solution lies in the eradication of the causes that led to the troops being deployed there in the first place. How can the Nationalist Government expect young people who love their country to go and fight, kill and possible die for a policy that is so obviously the cause of our problems in the first place?

Nujas salute.^ ECC for their courageous work in opposing conscription and the deployment of the SADF in the townships. We call for the immediate release of their detained leadership. We call for an end to conscription and a withdrawal of troops from the townships.

South A frica is at a crisis point in its social, economic and political development. This has been brought about by a consiste nt and d eli berate u n d e r d e v e l o p m e n t and denial of this c o u n t r y ' 8 third world nature. While d i s e a s e s of u n d e r d e v e l o p ­ment and m a l n o u r i s h m e n t , such as K w a s h i o r k o r , TB and cholera, are rampant both in urban slums and rural b antustans, while there is inadequate healthc are, e d u c ation and housing, and while political rights are withheld from the m a j o r i t y of its citizens, the State has seen fit to s q u ande r b i l l i o n s of rands on a n u c l e a r industry which will at mo st provide e lectr i c i t y for the factories and the homes of the privileged, and perhaps enable the m a n u f a c t u r e of n u c l e a r weapons.

The brutal m i l i t a r y o c c u p a t i o n of the t o w n s h i p s m u s t be seen in the light of popular opposi t i o n to these d e v e l o p m e n t policies which give preference to the i n t e r e s t s of a few over those of the majority. K o e b e r g A l e r t w ishes to extend its support and warmest thanks to Ivan Thoms, Harold W i n k l e r and Richard Steele for the h ardships they are u n d e r g o i n g in an effort to draw attention to the o c c u p a t i o n of the t o w n s h i p s and the repression and a t r o c i t i e s which go with it. The Christian community needs to recognise the stand and sacrifice of such

young men and to support them. This is the least which we as an SACC can do

to further the cause of justice and peace in South Africa.

commitment, and insist that he should be allowed to obey his conscience rather

than his call up.

South Africa is facing a crisis of unprecedente- proportions. Despite the

increasing anger of the majority of South Africans against the apartheid

system, the government remains intransigent, and is blindly leading us into a

situation of civil war. Philip's general commitment to non-violence and

specific objections to the violence of the SADF, must in the light of this sit­

uation be hailed as heroic. His witness serves only to foster peace and justice,

and a stand like his demands the full blessing and support of the church.

Without an end to compulsory military conscription, or at the very least, sub­

stantial changes to the terms of reference of the Board for Religious Objection,

principled and sincere young men like Philip will continue to suffer unjustifiably

for their beliefs.

Wilkinson's refusal to enlist for military service is highly commendable.

For those many other young men forced to point a gun against their disen­

franchised countrymen in the townships the time to say NO is now. Wilkinson

is the conscience of a new South Africa. He deserves the support of all those

looking for a peaceful and democratic South Africa.

the call to end conscription because we believe individuals have the right to

The Black Sash supports the courageous stand Phillip Wilkinson has made

in regard to his military call-ups.

He,and other principled young men like him,have drawn attention to the

fact that military conscription in South Africa does not allow freedom

of conscience in a conflict in which white South Africans are armed to

fight against their fellow citizens.

Phillip's case has highlited the total inadequacy of the legislation

establishing the Board for Religious Objectors.The Board cannot recognize

any conscientious objection other than that of a total pacifist whose

objection is based on his religious beliefs.

The Black Sash has called for all conscription to be ended in South Africa.

As the government is not yet prepared to heed that call it is a matter of

the greatest urgency that the parameters of the Board's jurisdiction be

widened to allow for the recognition of all conscientious objection.

The UCT SRC expresses its fullest support for the E C C s call for alternative national service to be made available to all who object to serving in the SADF on religious, moral or political grounds. Our support for this campaign is based on the belief that the SADF plays an active and vital role in the implementation and upholding of the system of Apatheid,and thus represents a major stumbling block to the realisation of a non-racial and democratic South Africa. As an SRC affiliated to NUSAS, we are also commited to the ideal of anti-militarisation.

We believe that conscripts are, at present, not offered an alternative to military sevice. We note with concern that this situation has and will continue to contribute to the "Brain Drain" in South Africa. The courageous stands recently taken by 143 objectors underlines the fact that there is an urgent need for alternatives to military conscription.
