Dean’s Report: State of the School 2019

Special preamble: At the time of this writing (April 2020), we are in the middle of a pandemic caused by a novel coronavirus, with associated moves to online education, limited VTH services, human SARS-2 CoV testing in our BSL3 facility, and limited animal SARS-2 CoV testing in our Louisiana Animal Disease Diagnostic Laboratory. Details of these extraordinary efforts implemented by our gifted faculty, students, and staff will appear in the 2020 Dean’s report available in 2021.

This document provides an account of the productivity, activities, expenditures, and student outcomes at the School of Veterinary Medicine (SVM) for the 2019 calendar year. Financial details are for the fiscal year of 2019. The faculty and staff have done a remarkable job in advancing the SVM’s vital missions, in which we train future veterinarians and clinical and basic scientists, heal our patients, discover new mechanisms and therapies, and protect our community through surveillance and control of animal diseases.

2019 was a year marked by improvements in all phases of our operation. Our research activity reached new milestones, our classes expanded in size, we upgraded learning spaces, we experienced a record-breaking year in fundraising, and we greatly enhanced the customer experience for our healthcare clients. We are very proud of these steps forward, which reflect the energy and enthusiasm of our faculty, staff and students.

We welcomed five new faculty members to our team and promoted three existing faculty members. We are constantly changing with the pace of modern veterinary medicine and biological research. Additions to our faculty reflect our commitment to new ideas, techniques and perspectives in the field. We welcomed one new assistant professor, two part-time professors and two instructors; through promotion, we elevated two new associate professors and one full time professor in 2019.

Both LADDL and VTH have made numerous and substantial improvements in operations to increase the quality of customer service and to support fiscal viability of these units which are important to public safety and the teaching of our students. These improvements are likely to increase caseload, increase satisfaction of our referring veterinarians, and foster fluid communications both internally amongst our faculty and staff, and externally to our clients.

We continue to champion diversity in our faculty and classes: In 2019, the LSU School of Veterinary Medicine ranked 2nd out of 30 schools in diversity of our faculty based on number of underrepresented minorities (URM), faculty and gender by the American Association of

Veterinary Medical Colleges. Our student body made a large jump in underrepresented minority students, with the Class of 2023 entered in 2019 at 30% URM, up from 11.8% the year prior.

We welcomed our largest incoming class ever. At 115 students, the Class of 2023 is the highest number of students admitted in a single class in our history.

Our learning spaces continue to evolve. After several years of planning and ongoing construction throughout most of 2018, we were able to fully utilize new learning spaces throughout our campus in 2019. A completely renovated library, opened in late fall of 2018, is the centerpiece of our commitment to modern spaces for our students and faculty. In 2019, our students were able to utilize new classrooms for Years I, II and III students, as well as newly renovated anatomy laboratory and multipurpose laboratory.

We broke ground on the new Stephenson Pet Clinic with construction beginning in 2020. The state-of-the-art 40,000 square foot facility will become the new home to many of our clinical services and will expand the healthcare experience for our small animal clients.

We increased our annual NIH extramural grant support to $10.7 million. According to Blue Ridge Institute for Medical Research, our $10.7 million in total NIH extramural grants ranks the LSU School of Veterinary Medicine eighth among veterinary schools nationwide and second among SEC veterinary schools.

These items are only the highlights, with many more details concerning the outstanding accomplishments of our faculty detailed further in this report. I thank you for all you do to help accomplish the School of Veterinary Medicine’s multiple missions to teach, heal, discover, and protect.

FINANCIAL:

Fiscal year data (FY 2018-19) covers the date range of July 1, 2018, through June 30, 2019.

Revenue: During FY 2018–19 the School of Veterinary Medicine realized a flat budget in State Appropriated funds with a minor reduction of $26,611. This reduction was due to the State not fully funding Statutory Dedicated funds.

The School of Veterinary Medicine realized an approximately $1.1 million increase in tuition and fee revenue due to an increase in student numbers and an increase of $564 in the Student Excellence Fee.

The LSU Veterinary Teaching Hospital (VTH) total self-generated revenue was $10.85 million, an 8.8% increase from the previous year.

Direct extramural grant and contract receipts for FY 2018-19 increased 16.8% from the prior year to $13,764,000.

DEVELOPMENT:

Donor Investments: The SVM Development team had a milestone year with the highest fundraising total in the history of the School, just shy of $10M.

The fundraising for the new Stephenson Pet Clinic reached its goal, allowing planning and construction to begin. The LSU SVM hosted a groundbreaking ceremony for the Stephenson Pet Clinic to honor Emmet and Toni Stephenson and other donors to the project.

A $200,000 grant was secured from Petco to support cancer hardship cases in the Veterinary Teaching Hospital.

Cash gifts supported multiple services in the VTH for equipment, professional development, supplies and more.

A $200,000 gift was secured to support our Ophthalmology service in the Veterinary Teaching Hospital.

A grant to support our Resident Raptor program was established.

An Emotional Support Dog Fund for LSU students living on campus was established. The Wayde Forever 44 Fund is a unique fund providing aid and support for students with a demonstrated need for an emotional support dog on campus. The fund honors former LSU basketball player Wayde Sims, who passed away in 2018.

Alumni Relations: Two new endowed class scholarships were created in 2019, and a new double endowed equine scholarship was introduced. These scholarships are critical to the support of our students, as average student debt for an LSU SVM graduate is over $130,000.

The annual SVM Alumni Weekend event was a success, with over 400 alumni, family, faculty and students in attendance.

The Distinguished Alumnus Award was given to Dr. John Kelley, LSU SVM Class of 1984.

INFRASTRUCTURE:

Numerous expansions, reassignments and renovations continued in FY 2019:

Companion Animal Clinic Expansion: We continued design of the $13 million, 40,000 square foot Stephenson Pet Clinic facility Louisiana State Legislature with a bid date in September 2019. This facility will house outpatient services, such as dermatology, ophthalmology, integrative medicine, community practice, and a clinical skills lab.

Library: The newly renovated library opened September 2018. The renovation included remodeling the library’s facilities, a technology upgrade of the library’s equipment, the addition of two conference rooms as well as the addition of a testing room for students.

Classroom and Lab Expansion: The construction phase of our classroom, anatomy lab and multi-purpose lab expansion project began in February 2018 with the completion date of August

2018. This expansion can accommodate up to 120 students, with room for graduate students and visitors.

Laboratory Animal Expansion: The laboratory animal expansion project went out to bid in August 2018 and was awarded. The construction began in December 2018 and was projected to be an 8-month project. However, due the river being abnormally high for seven months, the estimated completion date moved to March 2020. The expansion will include a quarantine suite with anteroom, imaging suite with anteroom, three station procedure rooms, several animal holding rooms, bedding and feed storage rooms.

Other notable enhancements to facilities include:

Approximately $2.8 million was invested in ongoing facility renovations and improvements. Besides those mentioned above, these include a new air handler unit and research lab renovations for new faculty.

Approximately $2.3 million in equipment investments were made by the SVM. The SVM provided approximately $976,000 of this support, with an additional $1.35 million from restricted funds (e.g., grants and contracts, student technology fee, etc.). Key pieces of equipment included audiovisual and classroom equipment, a farm vehicle, Biotage Extrahera, benchtop incubator, VIP 6 tissue processor, epMotion, ultra-low freezers, MiSeq sequencing System, Chemidoc Imaging Instrument, chromium controller, flexivent complete system, MALDI Biotyper, CytoFLEX System, MRI patient monitor, diagnostic ultrasound, vet analyzer and heater pack, telemetry system, forcetriad energy platform, super mouse micro-isolator unit, and a new endoscope.

Start-up funding commitments for new faculty hires amounted to approximately $776,000 for equipment, supplies, personnel, and other items needed to initiate associated clinical and basic research programs.

VETERINARY TEACHING HOSPITAL:

New implementations and installs of technology and systems have significantly improved the Veterinary Teaching Hospital’s financial and communication workflows and processes, as well as enhanced the customer experience for our clients. Some highlights include:

· Implemented a new VTH communications platform, Microsoft Teams, to facilitate communication between members of the VTH hospital team

· Implemented GeauxPetLink, which allows clients to schedule and confirm appointments as well submit prescriptions requests via cell phone, tablet, or PC

· Implemented GeauxVetLink, which allows referring veterinarians to electronically submit referring patient records and images

· In partnership with the I.T. department, implemented a new helpdesk software system · Implemented a new automated write off request process through Power Automate · Implemented an electronic inventory system · Implemented an offsite electronic backup system for Cornerstone data · Integrated Orchard Harvest Clinical Pathology software with Cornerstone so that

finalized reports automatically attach to Cornerstone

New equipment purchases in our clinical service units have increased our capacity to serve our clients and provide the most modern healthcare solutions available, including:

· Purchased $1.4M in radiology equipment/software · Purchased a Zeiss VISU Microscope for Surgery for $30,000 · Replaced 4 Karl Storz endoscopes 2 Equine and two SA · Purchased E.I. Imaging EVO Ultrasound unit for Farm Animal in unison · Purchased a new Omnicell for Farm Animal for $42,000 · Purchased, installed and implemented Karl Storz Server for all Storz imaging and other

modalities

Several physical plant improvements have upgraded our facilities in our Small Animal Hospital and Large Animal Hospital:

· Added back up steam system to Central Sterilization · Moved Laundry to an outside vendor and shut down the internal laundry service · Painted the entire facility inside and pressure washed the Large Animal Hospital · Installed a new Large Animal exit gate · Resurfaced the Small Animal Radiology floors · New lights were installed in the Farm Animal service · All VTH Forklift drivers completed the LSU Risk Management Forklift Training Course

LIBRARY:

Library Usage: The SVM Library has seen a significant increase in the use of its space following the library renovation in late 2018. Total annual headcount during normal business hours rose from 10,008 in 2015 to 24,667 in 2019, which represents a 146% increase. It is evident that the Library’s physical location has become a key place for student learning and engagement as well as a quiet space for study, even as the use of electronic library resources has steadily risen. The renovated facility, comfortable furniture, conference rooms for collaboration, use of library computers, printers, projectors, and library services and reference assistance provide many pathways for engagement and use. Library Instruction: A new library instruction program was established to help cultivate information literacy skills in the SVM community. The goal of the program was to promote awareness of information resources and to provide instruction on how to successfully access resources and use library tools. Monthly instructional sessions taught by SVM librarians began

in July 2019. Class topics included “Accessing Library Resources,” “Introduction to Using Clinical Databases and Resources,” and “Introduction to Using Research Databases.” Several other library instructional opportunities and initiatives took place in 2019. In collaboration with LSU Middleton librarians, the SVM Library hosted an all-day workshop in October 2019 that featured a Clarivate Analytics expert. Session topics included Web of Science database training, EndNote citation management, measuring research impact, and scholarly publishing. In collaboration with SVM teaching faculty, a library instructional session was included in two Problem Based Learning courses (Years 1 & 2) that provided instruction on seeking, accessing, and using clinical resources. To introduce new House Officers to the SVM Library, a new library orientation was added and included a brief introduction to several relevant databases and library tools. Library Research Guides (LibGuides): Fourteen new library research guides were created and published. Research guides (also known as LibGuides) are a content management system that librarians use to curate knowledge, share information, and organize subject specific resources. These research tools are designed to save users time and effort while increasing the quality of their research. Guides may range from how to search databases effectively to topical guides with suggested resources on a subject. The guides created and curated by the SVM librarians in 2019 were: 1. Accessing Library Resources 2. Biochemistry 3. Clinical Databases and Resources 4. Evidence-Based Veterinary Medicine 5. Information Sources 6. Major Veterinary and Medical Journals 7. NAVLE Resources 8. New SVM Library Resources 9. Research Databases 10. Scholarly Communications 11. Veterinary Behavior/Communication 12. Veterinary Radiology/Diagnostic Imaging 13. Veterinary Reference Resources 14. Wellness and Mental Health Library Outreach: A library outreach program was created to increase library engagement with the SVM community, especially the SVM students. New outreach events included a Library Meet & Greet, Pet Therapy sessions, and a Mental Wellness week with activities aimed at relieving stress and promoting health. The Pet Therapy sessions were a highlight and received much positive feedback as various dogs visited the Library and provided a time of fun and comfort for the attendees. Library Survey: A library survey was created and sent out in January 2019 that has been used as a template for an annual library survey. Feedback from the survey helps shape the direction and focus of library efforts and improvements in order that library patrons can be served most effectively. The survey will be edited each year as new information and opinions are sought from the SVM community. Library Newsletters: A Library Newsletter was created and sent out at least once per semester. The newsletter promotes awareness of new library resources, highlights useful resources, raises awareness of pertinent information, and provides interesting facts and/or tips relevant to the SVM community.

Library Resources: In 2019, the SVM Library added 87 ebooks and 122 print monographs to its collection. Also, two journals were added: Stem Cells and Development and Tissue Engineering Parts A, B, C, and three databases were added: VetMed Resource, Anipedia, and the Vetstream Bovis module. COMMUNICATIONS & PUBLIC RELATIONS: Brand Management and Monitoring: The LSU School of Veterinary Medicine brand and extensions reached a potential total media audience of 1.8 billion people worldwide in both traditional media publicity and social media channels, which represents a 50% increase over publicity reach in 2018. The advertising value equivalent of the publicity and media coverage garnered in 2019 was an estimated $16.7 million. Brand sentiment for LSU SVM’s brands was 57% positive, 31% neutral and 12% negative as measured across traditional and social media channels. Top Stories and Publicity by Audience Reach in 2019 were: the release of a bald eagle in New Orleans after weeks of rehabilitation and treatment at the LSU Veterinary Teaching Hospital; the treatment of an injured turtle named Pedro and the innovative approach taken by LSU Wildlife Hospital clinicians and students to find a solution; LSU SVM researchers’ role in alleviating Louisiana’s nutria population problem; an $11.5M grant awarded to researchers at the LSU School of Veterinary Medicine for lung disease research; the donation of $10M to the LSU SVM by Herman and Connie Soong; and publicity surrounding the relationship between the LSU SVM and Companion Animal Alliance of Baton Rouge. The LSU SVM brand was featured in stories in the Washington Post, The Times of London, CNN, USA Today, The New York Times, Newsweek, ABC News, the Associated Press (AP), the Canadian Broadcasting Corporation (CBC), and many other national and international publications. Media Relations: The SVM Communications team prepared and sent out 23 regional/national press releases and responded to 197 inquiries from media outlets for interviews, photo requests and more information. Three hundred fifty-nine (359) media stories featuring or mentioning the LSU SVM were catalogued. Recurring media features with regional broadcasters were maintained throughout the year, featuring topics such as fireworks, heatstroke, geriatric care for pets, Halloween hazards, Thanksgiving hazards, traveling with pets, Open House event, pet nutrition, the Great Rover Road Run, ACVO exams for service animals, and DNA testing for pets. Social Media: The Communications team currently manages all aspects of the social media presence for the LSU School of Veterinary Medicine, the LSU Veterinary Teaching Hospital, LADDL, and Mike VII, LSU’s live tiger mascot. The Communications team manages a total of nineteen (19) SVM-related social media accounts across multiple platforms, including Facebook, Twitter, Instagram, LinkedIn, YouTube, and Yelp. Total audience follows for all social media pages under management in 2018-19 was 298,953. This represented a 29.3% growth in audience over previous year.

Total audience follows for core SVM/VTH/LADDL social media accounts was 43,125, a 21.4% audience increase over previous year. Comparisons confirm that we are in the top 8 of veterinary schools in terms of engagement and number of followers on social media. Total audience follows for Mike VI/MikeVII social media accounts was 255,828, a 30.7% audience increase over previous year. The administration of Mike the Tiger social media accounts continues to be a key strategy for LSU SVM brand recognition and publicity to a large global audience. The Communications team is regularly analyzing social media analytics, including engagement rate, engagement per post, referral traffic, click-thru rates, audience geometrics and more. Targeted Email Campaigns using our Constant Contact email database were a key part of our communication strategy. Five hundred and ninety-seven (597) email campaigns/notifications were sent, totaling over 790,443 total individual emails. Open rate for all communications emails was 38% in 2019, an 18% increase over education industry average. Click rate for embedded links in emails was 6%, which is 1% lower than education industry average. The Communications team had 37,181 total email addresses managed in Constant Contact in 2019. They include, faculty, staff, students, alumni, hospital clients, LADDL clients, donors, LSU VIPs, prospective students, subscribers to our SVM Update, RDVMs, people interested in Open House, Pets & Vets participants, and retired faculty and staff. Website and Web Analytics: The Communications team manages all SVM web content. This consists of over 600 pages under management. In 2019, the Communications team began a strategic reduction of total SVM web pages to better organize and manage content as well as improve user experience. The project yielded a 26% decrease in total pages under management, from 923 to 682. Total visitors to all SVM web pages increased 7% over previous year.

• Visitors to Veterinary Teaching Hospital pages increased 50% and page views increased 38% over previous year.

• Visitors to LADDL web pages increased 37% and page views increased 32% over previous year.

• Visitors to Admissions pages increased 17% and page views increased 24% over previous year.

• Visitors to Library pages increased 102% and page views increased 120% over previous year.

• Visitors to Diversity pages increased 93% and page views increased 18% over previous year.

Efforts to Meet Web Accessibility Standards: Ginger Guttner worked closely with LSU main campus to bring all SVM web content into compliance with revised web accessibility guidelines. This effort required review and verification of nearly all SVM webpages under management.

Events Management & Coordination: The Communications team represented the LSU SVM at multiple community events, including BREC’s Art Unleashed, Krewe of Mutts Parade, All Paws on Deck and LSU Fall Fest. Celia Ordoyne, Outreach Coordinator, planned or assisted with the following events: Dermatology Conference; LVMA Reception; LACA; Phi Zeta Research Emphasis Day; Annual Conference; Exotic Companion Animal Symposium; Dean’s Grand Rounds; Ultrasound Workshop; Santa Paws; Great Rover Road Run; Tales of the Tails; Commencement; Alumni Homecoming Weekend; Awards & Honors Program; and Open House. The open house event drew over 5,100 visitors. The Great Rover Road Run had over 200 people registered. The Pets and Vets summer camp program was expanded to two sessions and was sold out for each session within days of being advertised. Publications: The Communications team created or updated multiple publications, including La Veterinaire magazine, the SVM Update, the annual bulletin, brochures, programs for events, point-of-purchase materials for the Veterinary Teaching Hospital, Louisiana Animal Disease Diagnostic Laboratory (LADDL) brochures, recruiting materials for student affairs and more. The team also prepared branded signage, broadcast emails for events, posters, certificates, forms, name badges, advertisements and promotional items, a new telephone directory, as well as on-hold scripts for the VTH phone system. The Communications team produced forms, flyers, handouts, class materials, trading cards, vehicle signage and decals and more for each operating unit. Accreditation: The Communications team created the accreditation COE self-study publication and several associated publications, as well as reports, signage and communications related to the SVM accreditation effort in 2019. Crisis Communications: The Communications team served as the response team and spokespersons for all media and public inquiries related to the SVM relationship with Companion Animal Alliance and animal rights group response. Videography and Photography: The Communications team provided all videography and photography services for all SVM events, publicity needs, media requests, and more. Tours, Presentations and Career Days: The Communications team conducted 35 tours of the LSU SVM for groups and individuals (prospective students, pre-vet clubs, prospective faculty, LSU and LSU SVM staff, VIPs, the Class of 2020, camps and groups like 4-H, Girl Scouts, and Big Buddy; veterinary technician students, AHEC (summer program for high school students interested in medical careers, high school groups, a marketing team, and members of the media). Three-hundred and twenty-four (324) people went on these tours. Ginger Guttner participated in career events throughout the community, gave 13 presentations related to Mike the Tiger on campus and in the community, and joined Dr. David Baker as invited speakers at a national conference for universities with live mascots. Online Store: The team continues to operate a seasonal online store to sell LSU SVM merchandise. We also design and purchase LSU SVM promotional items.

DIVERSITY AND INCLUSION: Diversity and Inclusion are Priorities at the School of Veterinary Medicine: The LSU SVM Diversity Office creates, fosters, and carries out diversity initiatives and smart objectives evolving from the school’s strategic plan for diversity and inclusion to foster a welcoming environment for everyone. The LSU SVM Diversity Office consists of an executive associate dean and one coordinator. The coordinator position is new since July 2018. The diversity committee is made up of faculty, staff and students and meets monthly during Fall and Spring semesters. Link to the LSU SVM Diversity Office: http://www.lsu.edu/vetmed/diversity/ Moving the Needle on Faculty and Student Diversity: According to the American Association of Veterinary Medical Colleges, the ranking of LSU School of Veterinary Medicine in diversity of our faculty improved to 2nd (increased from 5th) out of 30 schools in 2019 based on number of underrepresented minorities (URM) faculty and gender. The school made a large jump in the percentage of underrepresented minority students, with the Class of 2023 comprising 30% underrepresented minorities, which is up from 11.8% the year prior. VOICE (Veterinarians One in Culture and Ethnicity): VOICE is a national student-run organization, which addresses the need for socio-cultural awareness that is not currently part of the core veterinary curriculum (https://vetvoicenational.org/). VOICE students participated in outreach activities including the annual LSU MLK food drive, where they came in 1st place in the overall competition. For the 2019 Black History Month celebration, the school was a recurring Imani Sponsor at the annual Office of Diversity Jazz Brunch, which was attended by VOICE students and faculty advisors. School of Veterinary Medicine Diversity Matters Seminar Series 2019: Invited speaker Zenithson Ng, DVM, MS, DABV, Clinical Associate Professor, Department of Small Animal Clinical Sciences, The University of Tennessee Institute of Agriculture, College of Veterinary Medicine spoke on the topic of “Cultural Competency in Veterinary Medicine,” giving students instruction in how to approach the needs of clients from different cultural backgrounds, to invite students to think outside the box for client communications, and to provide good health care for their pets. Cultural Competency and Diversity as Part of Our School’s Professional Curriculum: All incoming students received National Coalition Building Institute training in the fall semester. ¾ of the entire student body are now trained in inclusion and cultural competency. Faculty Development Programs: Crucial Conversations, a 16-hour course in communications skill development, was provided for the first time in 2019 and ¼ of our faculty were trained. Visual Representation: In 2019, the school’s mission and diversity statements were printed in large format and framed and hung in a prominent, high traffic corridor of the school outside of the student affairs offices. PROFESSIONAL DEGREE PROGRAM AND OUTCOMES: The Class of 2019 graduated 83 veterinarians (90 started in the class) on May 6, 2019. The average GPA for the four years of study was 3.51 (4.2–2.63). The Class of 2019 pass percentage on the NAVLE was 78% for first time takers and 86% at graduation. There was 4.4% attrition from the Class of 2019 (students permanently leaving the program who entered with that class). Following graduation, members of the Class of 2019 were employed in at least 19 states, with Louisiana the most popular state followed by Tennessee and Texas. Twenty-four percent of the Class of 2019 entered post-graduate studies, engaging in internships, residencies and graduate programs. Eighty-one percent of the Class of 2019 had a job at graduation. Out of state tuition for the 2018-19 year was $56,522 while in-state tuition was $27,422. Comparatively, our in-state tuition is 86% of the U.S. average (13th lowest of 30 schools) and 112% of the SREB average. The out-of-state tuition is 114% of the U.S. average (21st lowest of 30 schools) After graduating, the mean starting compensation package for the Class of 2019 (excluding advanced studies programs) was $84,042 (compared to $85,000 nationally), approximately $3,950 more than for the Class of 2018 (up from $80,098, about 4.9% more). The average for those students taking jobs in states other than Louisiana was $90,879 (up from $87,811). The average for those staying in Louisiana was $77,548 (up from $74,791). The average debt load for the Class of 2019 was $144,759 (range $0 - 376,400). This average debt load was substantially below the national average of $162,400. The Class of 2023 comprises 115 students. Sixty-nine students (60%) were from Louisiana (up from 67 the previous year), the number from Arkansas (9) was down by one student, and the out-of-state enrollment was 37 (1 international student) (32% of the class). Ninety-two of 115 (80%) in the class were women, and the average age was 24 years (20-50+). The average overall GPA was 3.71. Approximately 30% were from underrepresented groups which is an increase of 17% from the previous year’s class. 74% of the class reported having a B.S., B.A., and or M.S. degree at the time they started veterinary school.

Our partnership with Ross and St. George’s Universities resulted in 52 students attending LSU School of Veterinary Medicine. Twelve ECFVG/PAVE students were enrolled during the 2018-19 academic year. The AVMA-COE approved an increase in the class size. The current classes can be up to 120 students. Seven hundred and fifty-seven (757) completed applications were received for the Class of 2023. The Louisiana pool was stable at 141 (compared to 145 for the Class of 2022). Over the previous four years the numbers of applicants have been; 774 Class of 2022, 695 Class of 2021, 732 Class of 2020, and 809 Class of 2019. There were 429 externships completed during the academic year 2018-2019 by the Class of 2019 Phase 2 students (including the 52 students from Ross and St. George’s University), (152 full block externships, 277 half block externships). There were 66 special topics completed (13 full block special topics and 53 half block special topics). Spay-neuter opportunities included the Shelter Medicine and Special Topics Animal Control rotations; 69 students enrolled in the Shelter Medicine rotation and 44 enrolled in the Animal Control rotation. 30-50 spay/neuter surgeries were completed per student on these two rotations. Spay Day opportunities were also available to all students on a volunteer basis once a month during the fall and spring semesters. There were 34,975 individual views of lectures on the Panopto lecture capture system. This was a total of 23,196 hours of lecture that were viewed after hours. This is about a 20% increase from the number of views and hours that were viewed in 2018-19 academic year. The average viewing time per view was 27 minutes. ExamSoft was used for the third year during the 2018-2019 academic year. All classes used ExamSoft for the 2018-2019 academic year. LOUISIANA ANIMAL DISEASE DIAGNOSTIC LABORATORY:

The Louisiana Animal Disease Diagnostic Laboratory (LADDL) is affiliated with the LSU SVM and is the only American Association of Veterinary Diagnostician (AAVLD) accredited veterinary diagnostic laboratory in the state of Louisiana. It is one of the 37 AAVLD accredited laboratories in North America that works with the state and federal animal health officials to safeguard animal and human health. In November 2019, LADDL extended its full AAVLD accreditation for five more years, until December 31, 2024. The gross square footage of LADDL is 58,150 sq. ft. with a 28,860 sq. ft. assignable square footage.

The LADDL provides diagnostic testing of clinical specimens (bacteriology, clinical pathology, molecular biology, serology, parasitology, toxicology, and virology), and anatomic pathology services (biopsy, necropsy, histopathology, and immunohistochemistry) to the SVM-VTH, small and large animal veterinary practices, and various commodity groups (e.g., livestock, aquatic and poultry producers) in the state of Louisiana and other states. LADDL coordinates and cooperates with the state (Louisiana Department of Agriculture and Forestry [LDAF], LDAF Poultry Laboratory, Louisiana Department of Wildlife and Fisheries, Louisiana Department of Health and Hospitals) and local organizations (mosquito control districts, and LSU Agriculture Center and other Departments across campus).

As in past years, LADDL participated in the FDA-VetLIRN (Food and Drug Administration Veterinary Laboratory Investigation and Response Network), the USDA-NAHMS (National Animal Health Monitoring System), and the USDA-NAHLN (National Animal Health Laboratory Network) testing programs. Testing Programs include (swine influenza virus [SIV], classical swine fever virus [CSFV], African swine fever virus [ASFV], avian influenza virus [AI], and Exotic Newcastle disease virus [ENDV]), state and local surveillance programs affiliated with Centers for Disease Control and Prevention (e.g., rabies and arboviruses [West Nile virus, St. Louis encephalitis and Eastern equine encephalitis], and regional bacterial whole-genome sequencing project). In September 2019, LADDL, in cooperation with the Louisiana Department of Wildlife and Fisheries, introduced a new chronic wasting disease (CWD) surveillance program to monitor the wild-deer population in the state of Louisiana. The CWD testing was also offered to other states such as Kentucky, Arkansas, and Mississippi. LADDL established a new tick and tick-borne disease surveillance program and mosquito insecticide resistance program in collaboration with the LA Department of Health and LA mosquito control districts/CDC, respectively. LADDL also maintained the free courier service to the veterinary practices in Baton Rouge and surrounding Parishes.

The following changes were implemented during 2019 to improve the diagnostic services, research activities and bring financial stability to LADDL. (i). Streamlined billing and collection of outstanding payments from clients, resulting in the recovery of a significant amount of outstanding balances from clients; (ii). Implemented an operational plan to bring financial stability to LADDL in collaboration with the Chief Financial Officer of the School of Veterinary Medicine; (iii). Implemented several measures to improve LADDL client services; (iv). Made improvements to the laboratory quality assurance and safety programs; (v). Strengthened and expanded the diagnostic testing services offered by LADDL; (vii). Hired new laboratory personnel; (viii). Improved the necropsy facility, including the installation of hydraulic necropsy table; (ix) Established new research collaborations; and (x). Secured additional extramural grant support for the laboratory.

In 2019, LADDL had 19,960 accessions, and received and processed 75,869 samples in various sections of the laboratory. These include over 800 deer specimens for CWD testing from September – December 2019. The diagnostic testing services generated $1,114,287 in income for the laboratory. In addition, LADDL faculty and technical staff generated $768,839 for diagnostic and disease surveillance from national, state, and local programs in 2019. LADDL continued to provide excellent and timely diagnostic and regulatory testing services for the veterinarians and for the public of the state of Louisiana and other states. LADDL developed and implemented a new strategic plan and made several changes to improve financial stability and diagnostic services to the clients.

LADDL continued to help in the training of tomorrow’s veterinarians and scientists, who will provide diagnostic services to the state and the nation as well as conduct research on diseases in animals and humans in the future. LADDL faculty, affiliated with the Department of Pathobiological Sciences, participated in teaching in the DVM curriculum (anatomic pathology, necropsy techniques, clinical pathology, microbiology, and parasitology). The anatomic and clinical pathology residency programs continued to prepare residents for the American College Veterinary Pathologist (ACVP) Board Certification Examination. Also, surgery residents continued to rotate through the necropsy floor in preparation for their board certification examination. In 2019, LADDL personnel (faculty, staff, postdoctoral fellows and residents) established several collaborative research projects between SVM faculty and house officers, and LSU faculty

members. LADDL also provided archived samples and tissues for various research projects and provided testing services for investigators.

In 2019, LADDL acquired the following state-of-the-art instruments to improve the specificity, sensitivity, and turnaround time of various laboratory tests: Leica Bond-Max IHC stainer, Leica Microtome, Sakura tissue processor, Decloaking chamber, PCR hood, portable -80 °C freezer and upright -80 °C freezer. These instruments are used for both diagnostics and to support the research needs of SVM faculty.

GRADUATE ACADEMIC AND GRADUATE PROFESSIONAL PROGRAMS: In fiscal year 2018 – 2019, there was a total of 69 graduate students in the graduate studies program. In VCS, there were 11 MS students and 7 PhD students; in CBS, there were 3 MS students and 20 PhD students; and in PBS, 1 MS student and 27 PhD students. Seventeen (17) graduate students were supported totally or in part by SVM stipends, 25 by departmental funds, and two (2) by Board of Regents Fellowships. One (1) student/pathology resident was supported by the NIH T32 training grant. Twenty-two (22) graduate students were supported on extramural funds obtained by faculty. There was a total of two (2) MS and 11 PhD degrees awarded in 2019. These were honored at the diploma ceremonies on December 20, 2019. BASIC, APPLIED, AND CLINICAL RESEARCH PROGRAMS:

The SVM held $19.7 million in extramural grants and contracts. The SVM faculty submitted 219 extramural grant proposals requesting $75 million in new R&D funding throughout Fiscal Year (FY) 2019. During FY 2019 the SVM had 46 grant continuations awarded totaling $9.7 million in continued funding of current research, as well as funding of 53 new proposals totaling $10 million.

The LSU-Tulane COBRE grant “Center for Experimental Infectious Disease Research” (CEIDR), established in 2004, and now in Phase III (No Cost Extension) has been funded with approximately $30 million from 2004-2019 and continues to support single PI pilot research projects, collaborative research projects from LSU and the Tulane National Primate Research Center (TNPRC), and core facilities at the SVM, which leads to increased collaboration among the two institutions towards obtaining nationally competitive NIH funding.

The Louisiana NIH INBRE grant, “Louisiana Biomedical Research Network (LBRN)” directed by the SVM was renewed at approximately $4 million per year for five years (2015-2020) and includes a significant funding match from the Louisiana Board of Regents ($1.2 million). The SVM’s Division of Biotechnology & Molecular Medicine (BIOMMED) administers the Core Laboratories and Research Projects of both LBRN/INBRE and the CEIDR/COBRE. Ten SVM faculty and staff members participate in various functions of the LBRN and COBRE as administrators, support personnel, and mentors.

The LSU Lung COBRE grant was awarded in January 2019, and the “Center for Lung Biology and Disease” was established at the SVM; now in Phase I, it has been funded with approximately $11.5 million from 2019-2023 and continues to support single PI pilot research projects, collaborative research projects from LSU, and core facilities at the SVM. Four research awards were funded for junior faculty from the Lung COBRE (Weishan Huang, Sonika Patial, Yogesh Saini, and Mehra Smriti).

The NIH T-35 was renewed from 2019-2024. The T35 supports the Summer Scholars Research program. A grant was submitted to Merial to support summer research experiences for veterinary medical students and was funded for $15,000. This required an equal match, which was provided by the SVM. The Kenneth Burns Trust Fund supported five additional students and two clinical fellowships. Funding from the NIH T35 grant, Morris Animal Foundation ($5,000 award to one of the participating students), Merial and The Boehringer Ingelheim Veterinary Scholars Program, supported 24 DVM students that participated in the Summer Scholars Research Program. All of the students attended and presented posters of their research at the National Symposium held at Worcester State University in Worcester, Massachusetts.
