➢ Describe the role DDS plays with respect to the Risk Reduction Program in Georgia.

➢ Identify at least one recent or upcoming legislative change that will affect DDS operations.

What is it?

Gemalto has been selected to produce Georgia’s next generation of DL/ID cards

Advanced DL/ID cards utilizing some of the latest technologies

Eliminates temporary paper license

Joint project between Department of Revenue and DDS to transition off of an aged

mainframe infrastructure.

Why:

Cost benefit/savings for the State

Skillset needed of operate legacy system is diminishing in the workforce

Development tools cannot adapt at the rate needed to meet State demands

Document Imaging and Management

Inter-Agency Data Sharing (Motor Voter, Jury Lists, GCIC)

Annual Impact:

DOR processes 10M registrations and 2M titles

DDS handles 3.2M face-to-face transitions and 331,000+ online transitions

Timeline: Phase I DOR (Oct 2017-May 2019), Phase II DDS (June 2019-January 2021)10

DDS 2 GO functionality will include 38 capabilities, many of which are currently available in online services. A partial list includes the following:

Regulatory Compliance Strategic

Initiatives (Enhance Online Services)

OBJECTIVE: To increase online services options for the following Regulatory Program certification applications and fees: Driving Under the Influence (DUI), Driver Training, Driver Improvement, Ignition Interlock, Motorcycle Safety, and For Hire.

The purpose of this strategy is to leverage technology, improve efficiencies, and reduce processing time for certification applications and fees for DUI, Driver Training, Driver Improvement, Ignition Interlock, Motorcycle Safety, and CDL.

Tentative completion date 3Q FY2023.

➢ OBJECTIVE: To allow High Schools and third-party testers opportunities to

administer the Non-Commercial Knowledge Exam on behalf of DDS.

➢ Will waive DDS $10 testing/ licensing fee for students

➢ Will improve customer service by expanding testing locations

➢ Will reduce customer wait times

➢ Tentative implementation date of 2Q FY2022 16

2018 Legislative UpdateHB 135 (Rep. Amy Carter and Rep. Bill Hitchens)

DDS Agency bill

Introduced during the 2017 Legislative Session

Bill could not be considered until the 2018 Legislative Session, because an actuarial study had to be conducted

Would allow DDS investigators to buy back local law enforcement years of service, at full actuarial cost, to apply toward state retirement

Effective: July 1, 2018 (subject to being funded in accordance with the "Public Retirement Systems Standards Law")

Based on the recommendations of the Governor’s Council on Criminal Justice Reform

Authorizes accountability courts to order issuance of a limited driving permit or

ignition interlock permit for a Georgia driver’s license that is suspended under the

laws of this state

Authorizes accountability courts to order reinstatement of a Georgia driver’s license

that is suspended under the laws of this state

Authorizes non-accountability courts to order issuance of a limited driving permit or

ignition interlock permit for a Georgia driver’s license suspended under the laws of

this state, provided the suspension was not related to the operation of a motor vehicle

Authorizes DDS to issue a probationary license, limited driving permit, or ignition

interlock permit in cases where a person’s Georgia license is not only suspended or

revoked, but also expired. Person, however, must be otherwise eligible to obtain the

permit

Effective: July 1, 2018

A ‘wireless telecommunications device' means a cellular telephone, a portable telephone, a text-messaging device, a personal digital assistant, a stand-alone computer, a global positioning system receiver, or substantially similar portable wireless device that is used to initiate or receive communication, information, or data

A ‘stand-alone electronic device' means a device other than a wireless telecommunications device which stores audio or video data files to be retrieved on demand by a user

Does not include certain radios

Prohibited while driving:

Holding or supporting, with any part of the body, a wireless

telecommunications device or stand-alone electronic device.

Writing, sending or reading any text-based communication, including a text

message, instant message, e-mail or internet data.

Watching a video or movie.

Prohibited while driving: Recording or broadcasting a video.

Using more than a single button to initiate and/or terminate voice communication (Commercial Motor Vehicles Only)

Reaching for device in such a manner that requires the driver to no longer be in a seated driving position or properly restrained by a safety belt (Commercial Motor Vehicles Only)

Drivers may use:

An earpiece, headphone device or smart watch to make or receive

phone calls.

Voice-based communication that automatically converts message to

a written text.

A GPS system or mapping app.

Exceptions to the law:

While reporting a traffic accident, medical emergency, fire, a crime or delinquent act or a hazardous road condition.

While in a lawfully parked vehicle.

By law enforcement officers, firefighters, emergency medical personnel, ambulance drivers, other first responders during the performance of their official duties.

By utility employees or contractors acting within the scope of their employment while responding to a utility emergency.

Penalties: Guilty of a misdemeanor offense

Creates graduated points scale and court fines for first, second, third or subsequent conviction(s) within a 24-month period

1st Offense: up to $50.00 fine 1 point

2nd Offense: up to $100.00 fine 2 points

3rd Offense: up to $150.00 fine 3 points

potential criminal or delinquent act, or road condition which causes an

immediate and serious traffic or safety hazard
