Tagum City Mayor Rey T. Uy along with his wife, Mrs. Alma L. Uy, the president of the City of Tagum Tourism Council will lead the opening ceremony of the festival which will be attended by estimated by less than 400 indigenous peoples from the different parts of the country. Bigwigs from the Cultural Center of the Philippines, the National Commission for the Culture and the Arts, the National Commission for Indigenous Peoples, government agencies and civic society organizations are also attending the event. After the opening program, the symbolic opening of the Dayaw Exhibit will take place. The exhibit’s venue at Energy Park features different vernacular houses as well as handicrafts of IP brethrens. Also seen in the park are masterpieces of renowned artist Kublai Milan. The exhibit, dubbed Pag- alim sa Kalinaw: From Ritual to Art, Linking Art and Life, the exhibit is designed to highlight the similarities of the Indigenous Peoples in terms of worldview and lifeworld --- as manifested in their traditional arts, craft and other aspects of their material cultures. The exhibit shall likewise affirm and recognize the richness of the Indigenous knowledge systems and practices of the IPs. Moreover, the exhibition emphasizes that for the Indigenous, Art and Life are interconnected. This exhibit is open to the public. Also happening today are cultural interactions in several venues such as the Mansaka Village in Barangay Pandapan, University of Mindanao Tagum College and Saint Mary’s College. This year’s Dayaw Festival is under the auspices of the NCCA’s Subcommission on Cultural Communities and Traditional Arts, Mindanawon Foundation, the City Government of Tagum and the City of Tagum Tourism Council. Last year’s IP Month Festival was held in Metro Manila. This year, Tagum takes the lead.

Sa pagbubukas ng Dayaw Festival ngayong araw sa Lungsod ng Tagum, masasaksihan ng publiko ang napakayamang kultura ng ating mga katutubo na naninirahan sa iba’t ibang sulok ng Pilipinas. Isa itong importanteng okasyon para mapalawak ang kaalaman ng mga Pilipino sa mga tradisyon at kultura ng ating mga ninuno at ito’y pahalagahan. Sa pagtitipon ng mga pinuno ng iba’t ibang katutubong grupo ng bansa, maipapakita nila sa buong mundo ang kanilang pagpapahalaga sa kanilang kinagisnang kultura. Tayo ay nakikiisa sa pagmamalaki ng kanilang napakayamang tradisyon at kultura. Ang kanilang kultura, sining at pagkamalikhain ay nagpapatunay na tayo ay isang bansang angat sa iba at mga taong biniyayaan ng angking galing at talino. Ang okasyong ito ay isang napakahalagang okasyon na nagdidiin sa ating pagkakatulad. Tama si Commissioner Joycie Alegre nang sinabi n’yang “gayong sa paunang tanaw ay mistulang ang ating kanya-kanyang kulturang lokal ay magkakaiba, sa malalimang pagpapahalaga at pag-unawa, ating matatanto na tayo ay may pagkakatulad at nagtatagpo-tagpo sa pagbuo ng ating kasaysayang pambansa.” Sana’y maging tulay ang okasyong ito na ating mapalawak ang ating kaalaman at pagpapahalaga sa mga kapatid nating katutubo. Ito’y hindi makakamit ng iisang tao lamang. Tayong lahat ay may papel na gagampanan sa pagkamit ng adhikaing ito. Ipatuloy at ipahayag natin ang mabuti at maganda sa ating tinubuang sangkapuluan at kultura! Patingkarin natin ang ating pagkakaisa. Ialay natin ito sa sangkatauhan ng panahon ngayon at sa kinabukasan upang ang ating daigdig ay maging tunay na mapayapang tahanan para sa ating lahat. Ang survival ng kultura at tradisyon ng ating mga katutubo ang susi sa survival ng kultura at tradisyon ng Pilipinas kaya marapat lamang na tayo’y makiisa sa pangangalaga ng unti-unting nakakalimutang tradisyon at kultura. Ang ating pagpapahalaga sa bawat isa -- maging katutubo ka man o hindi -- and s’yang susi. Sa kabila ng ating pagkakaiba, dapat nating tandaan na tayo’y mga Pilipino. Sabay-sabing nating habiin ang ating pagkakaiba tungo sa minimithing kaayusan at kapayapaan.

Tagum is considered home to many indigenous peoples like the Mansaka, Mandaya, Dibabawon and Ka’gan. Each year, the city came to a livelier pace as it hosts the Kaimunan Festival and the Pakaradjan Festival which celebrates the culture, tradition and the ingenuity of both the IPs and the Muslims, respectively. This dates back to Tagum’s colorful history. There is no official record as to the origin and meaning of the name Tagum, but a legend explains how the name Magugpo, Tagum City’s former name, came about. At the beginning, Magugpo was nothing but a vast wilderness, inhabited by the Mansakas, Manguangans, Mandayas and the Kalagans in the coastal barangays. The name Magugpo was derived from the native word mago, a name of certain tree, and the ugpo means very high. According to legend, the natives were occupying a river basin inside the thickly covered forest where they could not even see the sun. Tagum is generally peaceful, making it as one of the top reasons for the city to host the event. Last September 8, 2011 in New Delhi, India, the United Nations Educational, Scientific and Cultural Organization (UNESCO) conferred to the city its first international award: Honorable Mention of the King Sejong International Prize for Literacy for its Peace Management Literacy and Continuing Education Program. This, among many awards, is the result of the corporate governance the Uy administration espoused which greatly contributed to the realization of a peaceful society. The coming days is a challenge for Tagum. But organizers here believe that with the cooperation of everyone, everything will be in place. For this, Tagum City is a force to reckon with.

Like a good soldier who is always ready to go to battle, this city famous for its palms and music had indeed catapulted itself as the rising convention hub in the Philippines. Fresh from its successful hosting of the 3rd International Rondalla Festival: Cuerdas sa Pagkakaysa, Tagum City is in the spotlight once again as it brings to its soil 440 leaders and cultural masters of the different indigenous groups in the Philippines. Some believe that it’s impossible for this city to host it because of time constraint but the commitment and dedication of its people proved them wrong. With the dynamic leadership of Mayor Rey T. Uy along with his wife Alma, who sits as the president of the City of Tagum Tourism Council, the painstaking work of organizing this national event took place. Pressured in a way, The Tagum team along with the help of the National Commission for the Culture and the Arts’ Subcommission on Cultural Communities and Traditional Arts and Mindanawon Foundation had gained a significant headway to stage this event which will kick-off today at its sprawling site in Energy Park. But more than its readiness to accept the challenge, its cultural roots make it as the perfect host for this year’s indigenous peoples month celebration.

With barely one month to prepare, the City Government of Tagum through the City of Tagum Tourism Council seemed like crossed the rubicon upon accepting the thought-provoking challenge it had faced so far: the hosting of this year’s National Dayaw Festival.

One of the notable features one can see upon entering the Energy Park in Tagum City (this year’s main venue of the Dayaw Festival: National Indigenous Peoples Festival) are the group of installation of renowned Dabawenyo Artist Kublai Milan. This “aviary” masterpieces set a distinct symbolism to the world of carrying on the dream and bringing it to a higher notch. An iconic symbol for the dreams of the country’s indigenous peoples, this is a fitting design which sends a message to all of us: the dream of our indigenous peoples for peace is also our dream. As such, like the flight of birds, the journey towards a peaceful society lies on all of us.
