WHAT IS A CSO ASSEMBLY?

- It is an inclusive meeting of all CSOs, POs, community/grassroots organizations facilitated by DILG at the municipal level, with the support of DSWD and NAPC (where present).

OBJECTIVES OF THE CSO ASSEMBLY

1. To gather, analyze and share results of poverty situation and other local poverty data in the locality;

2. To identify strategies to address and present them to the Local Development Council or the Local Poverty Reduction Action Team (LPRAT) and local special bodies

3. To orient CSOs on their role in local governance;

4. To select CSO representatives to the LPRAT which will compose 50% of the members of the LPRAT

SCHEDULE OF THE CSO ASSEMBLIES

CSO Assemblies are scheduled to be conducted within the whole month as per scheduled usually 3rd quarter and it must be announced through invitations to CSOs, posters in the city/municipality hall and through the DILG website at least two weeks before the CSO assembly.

WHO WILL CONVENE THE CSO ASSEMBLY?

• The DILG through the Community Mobilizers will convene the general assembly of the CSOs at the city/municipal level. The NAPC and DSWD shall assist the DILG in convening the general assembly to ensure broad participation. The LCE and/or City/Municipal /Planning Development Coordinator shall be invited to observe in the CSO assembly.

WHO ARE THE PARTICIPANTS OF THE CSO ASSEMBLY?

• Representatives from CSOs (must be residents of the city or municipality), that can come from the following groups/organizations:

- Pantawid Pa milya Parent-Leaders recognized by DSWD

- Leaders from DOH organized Community Health Teams

- Leaders of Parent-Teachers Associations

- Leader of CSO accredited by LGUs - Leaders of CSOs accredited or recognized by

METHODOLOGY IN THE CONDUCT OF CSO ASSEMBLY

CSO assemblies are proposed to be a series of meetings not just a two-hour or half day. It should be conducted in each and every city/municipality and not in cluster.

1. Orientation. The DILG care of MLGOO/BUB Focal Focal Person or Provincial Director shall give orientation to CSOs on local governance. The Community Mobilizer or the Regional Coordinator will explain the rationale and process of BUB.

2. Election of LPRAT representatives. The CSOs shall independently elect the organizations that will represent CSOs in the LPRAT. The assembly will also elect the LPRAT co-chair and two other CSO signatories in the LPRAP from among the elected representatives. They must include a Pantawid Pamilya parent-leader, basic sectors organization representative and a CSO member of the local development council.

Local government officials, including the LCE and C/MPDC shall not influence the election of CSO representatives during the CSO assembly. The number of CSO representatives in the LPRAT shall equal the number of government representatives.

3. Reporting of status of 2013 and 2014 project implementation. The DILG CiMLGOO shall report the status of BUB 2013 , 2014 and 2015.

4. Poverty Situation Analysis. After the selection of representatives , the assembly should review, validate the social and analyz e the social and economic data of the city/ municipality and propose solutions to its concerns and problems. The C/MPDC with Local Finance Committee and other headsof the LGU will present the updated, consolidated, relevant social and economic data.

5. Prioritizing areas of concern/issues that will be presented to the LPRAP workshop.

- CSO should be aware of the budget cap for their locality, the menu of programs from the NGAs and the standard cost of each program,national priorities that must be considered In identifying the poverty reduction projects & must agree on the criteria in prioritizing projects. Only projects listed in the Menu of BUB can be proposed for funding by the national government.

• All proposed projects must consider gender-responsiveness and gender equality in their design and implementation.

• Projects below P500,000.00, except Gulayan sa Paaralan projects under DepEd, cannot be proposed for funding by national government. Such projects can be prosed as LGU implemented projects to be funded through the LGU counterpart for BUB.

WHY PRIORITIZE?

• There are competing needs for resources to be allocated to address these various demands (pare-parehong nangangailangan)

• Level of needs and demands vary across sectors, across areas (antas ng pangangailangan ay hindi parepareho sa ibat-ibang lugar at ibat-ibang sector)

• Resources are never enough!

• There are existing mandates and priorities of government that needs to be considered.

to addressing the poverty situation? Will the proposed programs/projects directly contribute to increasing income of the poor and other poverty indicators? Will the solution focus on the target clients/constituents that the needed the service most?

Urgency: Are the problems the most urgent/first-things-first, that when not responded immediately will bring detrimental implications to the environment and the people or the community at large?

Magnitude: Do the problems involve majority of the people and their concerns?
