for the new 5880 Calle Realbranch is July 1st. CEO EloyOrtega said it’s the next logi-cal step after a successful startfor the local bank. With its focus on making

personal connections witheach of its clients, Ortega saidit’s best to have the bankmove out to Goleta for its

brand of personalized service. “I think that it’s important

for Goleta to now have anextension of that service,”Ortega said. “We’re comingto them, we’re not makingthem come to us.”The Bank of Santa

Barbara, better known as“The Bank”, started in 2009after a conversation betweenOrtega and Tom Parker. Thegroup acquired the bank fromCapitol Bancorp Limited in2009 and started up after sta-bilizing the bank’s finances.The Bank has done well

since then and is now looking

to expand its lending. TheBank has most of its dealingswith non-profits, businesses,and professionals. Outside ofDowntown Santa Barbarawhere The Bank has set upshop, Goleta has the largestconcentration of small tomedium-sized businesses,making it the best spot tomove.It’s location in Calle Real

shopping center in the outgo-ing Blockbuster Video build-ing seemed like an ideal fitwith its proximity to the busi-ness community. The buildinghad also been a savings and

loan in its earlier days, somuch of the infrastructureneeded for a bank alreadyexisted. Ortega said what sets the

Bank apart is its local owner-ship. The three top sharehold-ers are philanthropic organi-zations the Orfalea FamilyFoundation, Hutton ParkerFoundation, and Tim andBernadette Marquez ofVeneco. All have a trackrecord of investing back inSanta Barbara. “They’re not just paying

about a smile and handshake.It’s also about looking beyonda client’s numbers and creditscore. Times have been hardand The Bank knows 2008,2009, and even 2010 aren’tthe years to judge someone’sfinances by. “We try to look beyond just

the numbers and at the plan,the business itself, and theindividual,” Ortega said.Ortega said loan officers at

larger banks are often told toexamine how a loan can gowrong.The problem, he said, is

that if someone looks at anyloan hard enough, they canfind a reason not to take it.“There isn’t a loan out

there that I can’t turn down,”Ortega said. “Our job is tofind out how can we make upa loan.”That’s not to say anyone

can get the loan they want,but Ortega said it’s often thecase that the bank can get theclient what they need whenthey sit down and talk it out.Someone looking for a line ofcredit might actually be betteroff with an equipment loan orlong term capital investment.“You should be doing what

you do best which is yourbusiness,” Ortega said. “Letme help you do the financialside.”

Ortega said The Bank isn’tlooking to turn itself into amulti-national conglomerate;it’s local and it wants to staylocal. While some of theshareholders are looking tomake money, there’s no exter-nal pressure to keep expand-ing business.Ortega said recent econom-

ic troubles have been causedin part because managers feltpressure to grow the businessno matter what and thatcaused them to make invest-ments they might have other-wise turned down. “You get this shareholder

pressure to make decisionsthat aren’t necessarily the bestdecisions to make,” Ortegasaid. “But I don’t have thatpressure to ‘Grow, grow,grow,’ for the sake ofgrowth.”

You’ve probably gonepast it more than a fewdozen times and thoughtnothing of the unassumingbuilding with lightly paintedcorrugated metal siding, butit’s worth another look. Andthis 1st Thursday is the per-fect time to take a peek.

“It’s the only building ofits kind in its area, serving itsoriginal purpose,” said DanPatterson, metal artisan andowner of Santa Barbara Forge& Iron, which inhabits thespace. “It’s been a blacksmithmetal fabrication shop sincethe 1920s. We got into there ayear and a half ago after itbeing closed for 11 years,” hecontinued, of the shop thatused belong to CraviottoBros. and is now run byPatterson and his two youngerbrothers, Joel and Andy.During Downtown Santa

Barbara’s 1st Thursdayevent featuring arts, cultureand entertainment from 5-8p.m., the community is invit-ed to the shop and its GalleryAcero (“steel” in Spanish) tosee the latest exhibit, tour thebuilding and view some of them o d e r n - c o n t em p o r a r ywork—mostly sculptural fur-niture that encompasses beau-ty in both function and

form—that they do.Who would’ve

thought somethingas industrial aswelding andwrought iron wouldbe taking place socentrally, just ablock off of State,and that it wouldbecome a destina-tion for art?The entire fami-

ly is artistic, cre-ative and musicallytalented, although Dan is theonly one with formal art train-ing; his background is insculpture, he has his BA inStudio Art from HopeCollege, Michigan, andearned a Master’s degree inFine Arts at Transart inBerlin, Germany.

Because of his arts back-ground and because he want-ed the shop to be a placewhere stuff happens,Patterson decided, “Whydon’t I just make part of theshop a gallery?”So that’s just what he did.

Last September, SantaBarbara Forge & Steel heldthe grand opening of GalleryAcero during a 1st Thursdayevent and about 600 peoplecame in.

Tonight, they’ll be fea-turing the artwork of sever-al Westmont College stu-dents.

“I didn’t have manyopportunities as a student toshow outside of the college,”said Patterson, “and I don’t

think students todaydo, either. I thoughtit would be a coolthing to reach out tothem, to have themoff the hill and in adowntown gallery.”

The show willfeature a wide vari-ety of work, fromCailee Schoolland’sprints, to craft artistSara Chao’s bookdocumenting hertravel in India, to

Katie Curry’s small-scalecement casting of two hands,and Casey Underwood’sfound object media pieces.

Additional art includesrealistic and abstract paint-ings, black-and-while filmphotography, and more, byJenny Newton, SamanthaWatts, Hallie Heald, RachelleFields, Isabella Innis, LindseyTaylor, Andrew Loy and TimeCederwall.

“Many of the pieces willbe for sale, and a smallerselection will remain onexhibit in the gallery untilnext month,” said productionassistant and gallery managerJoy Brenneman, who graduat-ed from Westmont last year.

The Patterson’s have astrong connection toWestmont: Joel works thereteaching music for the chapelservice program, Andy wentto school there, as did theirsister, Mary (who now teach-es piano and voice privately,and at El Montecito school),and their father, Ben, is the

“We get really excitedwhen we have people to theshop and get to be the hosts,”said Patterson. “It’s a timewhen we can just be friendswith people and don’t have totalk about work. We get toknow people on a personallevel.”

For tonight’s 1stThursday, Patterson willhave beer that he’s brewedespecially for the event. Heusually names his beer aftertools in the shop or after aproject they do; tonight, visi-tors can look forward to TheGates of Hell bourbon oat-meal stout, named after a par-ticularly tough project.But it shouldn't be a tough

decision to attend. "We alljust have a great time," saidPatterson.

The question of how fateand faith impact us is thestory behind the story of “TheVow.” Based on an autobio-graphical book by Kim andKrickett Carpenter with thissame title, the film changesthe core message of the bookfrom one of Christian faith toone of fateful “moments ofimpact.” The underlyingtragedy that occurs is told inboth, when a head injury costsa young wife her recent mem-ories of her relationship andmarriage to her husband. Butrather than divorcing and try-ing to find their love oncemore, the real-life couple kepttheir vows to each other andto God and found their heal-ing within their marriage.This core difference revealsthe inability of the film mak-ers to understand the world-view of persons of faith whenthey choose instead to rewrite

history to match their limitedexperiences. This causes thefilm to be reduced in depthand causes us to wonder whatthe real story could havebeen.The novice director of the

film is Michael Sucsy, whohas experience in televisionbut this is his first featurefilm. There are four writers,two who have only written fortelevision, Jason Katims andStuart Sender, while AbbyKohn and Marc Silversteinworked together to write

“He’s Just Not That Into You”and “Valentine’s Day.” The couple in the film is

Leo (Channing Tatum) andPaige (Rachel McAdams).Meeting serendipitously inthe city of Chicago, theyquickly fall in love. SANTA BARBARA CITY ATTORNEY’S BALLOT TITLEAND SUMMARY FOR A PROPOSED INITIATIVEMEASURE TO AMEND THE CITY CHARTER WITHRESPECT TO THE CITY EMPLOYEE PENSIONS.

This proposed initiative measure, if approved by the voters ofthe city of Santa Barbara, would amend the City Charter to requirethat, in the future, all City employees who participate in the stateof California Public Employees Retirement System (“PERS”) pensionsystem would be required to pay the full amount of the “EmployeePaid Member Contribution” for their PERS pension to the extentsuch a contribution is allowed by state and federal law.

The initiative measure applies only prospectively to require thatany City future salary and benefits agreement (commonly knownas a “Memorandum of Understanding” or “MOU”) between a Cityemployee organization and the City must provide that each Cityemployee pay the full amount of the employee share of the Citypension contribution. As such, it would not apply to any MOUalready in place and approved at the time the proposed City Charteramendment is adopted and becomes effective.

The only exception allowed by the initiative measure is for anMOU between an employee organization and the City where theMOU has also been approved by the City voters.

The initiative measure is linked to a companion City ballot measurefor the election of November 2012 to adopt a City ordinance seekingvoter approval of a City transaction and use tax on retail transactionswithin the City where the tax proceeds are to be used to fundCity general governmental services. If the companion initiativemeasure to create a City transaction and use tax is not approvedby the voters, as required, this charter amendment concerningCity employee pensions would not take effect.

The proposed ballot initiative measure would amend Chapter5.04 of the Santa Barbara Municipal Code to establish a newtax in the amount of one-quarter of one percent (0.25%) on thegross receipts of those businesses which sell alcoholicbeverages and which are located within an area termed theEntertainment District and which are open for business to newcustomers after 11:00p.m. on six more nights each year.

The proposed ballot initiative measure would define theEntertainment District as that area of the City bounded by SolaStreet on the north, Santa Barbara Street on the east, ChapalaStreet on the west and Cabrillo Boulevard on the south.

The proposed ballot initiative measure would retain the existingprovisions in the Santa Barbara Municipal Code Chapter 5.04which exempt the gross receipts from the sale of alcohol fromthe calculation of the existing City business license tax for allof those businesses within the City unless the business is openfor business to new customers after 11:00 p.m. on six or morenights each year and the business is located within the definedEntertainment District.

This proposed initiative measure, if approved by a majority ofthe voters of the city of Santa Barbara, and subsequently approvedby an ordinance of the City Council adopted by five (5) or moremembers of the Council, would amend the Santa Barbara MunicipalCode to create a City retail transactions and use tax in the amountof 0.05 percent of the gross receipts resulting from the retail saleof or the storage and use of tangible personal property occurringwithin the city of Santa Barbara. The transaction and use tax tobe imposed would be used by the City for general governmentalpurposes, such as the provision of police and fire services orto fund libraries or City park projects or recreation programs.

The proposed City transaction and use tax would, under the initiativeordinance, be defined, applied, and administered in the mannerrequired by certain express portions of the state of CaliforniaRevenue and Taxation Code. The proposed initiative ordinancealso requires that, prior to the effective date of the City transactionand use tax ordinance, the City must contract with the state Boardof Equalization for the administration and collection of the Citytransaction and use tax by the state Board in a manner also consistentwith the state of California’s Sales and Use Tax Law.

The proposed transaction and use tax ordinance initiative measurewould not take effect if a companion initiative measure to amendthe Santa Barbara City Charter with respect to City employeepensions is not also approved by the City voters in the sameelection and in the manner required by law.
