Mayor pulls backon ballot measures

In the face of public criticism, SantaBarbara Mayor Helene Schneider onTuesday announced that she will tweaktwo of her ballot proposals — and pushthem all back to Nov. 2013 ballot.

Schneider has dropped one of themost controversial measures — a plan tocharge higher business license fees todowntown bars and restaurants that servealcohol past 11 p.m.

She also now wants to include theHope School District and Santa BarbaraCity College along with the SantaBarbara Unified School District, in herproposal to use sales tax money to fundschools.

Schneider said delaying the ballotmeasures to next year will allow people

more time to help shape the proposals.Her goal is to create a community con-sensus and she said more time wouldallow her to do that.

“There was definitely a shock factorof surprising people, however I thinkpeople appreciated something to talkabout,” Schneider said of her proposals.“People were appreciative that I waswilling to work with them. From thatcame a conversation that I don’t thinkwould have happened had I not put theseideas forward.”

Schneider surprised many communityleaders in February when she announceda package of reforms from a private suiteabove Starbucks in downtown SantaBarbara. She stood alone and announcedher “Invest in Santa Barbara 2012” ideas,which also included require public safety

unions to pay 100 percent of theiremployee contributions to the publicemployee retirement plans. She also pro-posed a half-cent increase in the localsales tax.

The announcement appeared to be apolitical misstep for Schneider, who istypically politically smart, savvy andcareful.

But it was a different story onTuesday. Schneider announced her newmeasures at Casablanca on lower StateStreet to widespread support and fanfare.

‘Good samaritan’ chargedwith murder of woman, 26

The Santa Barbara County DistrictAttorney’s Office announced on Tuesdaythat it had filed a second degree murdercharge against the man accused of run-ning over two women, killing one ofthem, in Montecito last Wednesday.

Lanie Tyrone Richardson, who days ear-lier was hailed as a ‘good samaritan’ fordriving the victims to the hospital, alsofaces charges of gross vehicularmanslaughter while intoxicated, drivingunder the influence of alcohol causinginjury and driving while his privilege todrive were suspended for a DUI conviction.

The District Attorney’s Office saidthat Richardson had three prior DUI con-victions.

“This murder charge is based upon an

allegation that the actions of the defen-dant showed a conscious disregard forhuman life.

Richardson is in County Jail with a$500,000 bail. His is schedule to bearrained on June 20.

Authorities arrested L. TyroneRichardson on Friday in connection withthe death of the woman, AllisonMeadows. Richardson was booked intothe Santa Barbara County Jail on suspi-cion of vehicular manslaughter with bailset at $500,000.

The California Highway Patrol saidthe driver fled the scene after hitting twopedestrians near East Valley Road inMontecito. A second woman hit, identi-fied by the CHP as Lindsay Keebler, 25,suffered major injuries and is in SantaBarbara Cottage Hospital. LANIE TYRONE RICHARDSON

Bureau has identified the body foundalong the Gaviota shoreline as JeffreyDavid Nancarrow, 29, of Santa Barbara.

The Santa Barbara Police Departmentmade a missing persons report on Mr.

Nancarrow on Friday, May 25, 2012. Hewas last seen at approximately 9:45 p.m.on Wednesday, May 23, 2012.

The cause and manner of death havenot been determined. A final report isexpected to take several weeks.

The man’s body washed up near anarea of the beach called Poison OakPoint on Gaviota beach Saturday morn-ing.

The man’s death does not appear to besuspicious, authorities said.

Car bomb kills 10 in Iraq

The Justice Department has begun an anti-trust probe intowhether cable companies are acting improperly to hurt nascentcompetition from online video, the Wall Street Journal reported,citing people familiar with the matter.

Justice Department officials have talked to several online videoproviders, including Netflix Inc and Hulu, which is jointly ownedby News Corp, Walt Disney Co and Comcast Corp, the paper said.

Comcast, Time Warner Cable and other cable companies havebeen questioned about issues such as setting data caps, limiting theamount a subscriber can download each month, the Journal said.

Cable companies have been worried that cheaper online videofrom companies like Netflix and Hulu would lead to customersdropping much more expensive cable TV packages, a concern thathas become known in the industry as "cord cutting".

The companies and the Justice Department all declined com-ment to the paper on the investigation.

None could be immediately contacted by Reuters for commentoutside normal business hours.

County Courthouse bells rang through-out downtown Santa Barbara on Tuesdayin celebration of the newly restoredtower clock and the renovated Spirit ofthe Ocean fountain.

The commemoration, organized bythe nonprofit Courthouse LegacyFoundation, attracted about 100 people.

As the clock approached 11 a.m., BillMahan, President of the CourthouseLegacy Foundation, led the crowd incounting down until the minute handreached the hour.

A round of applause erupted at thesound of the bells and, shortly afterward,water began gushing in the fountain forthe first time in decades.

“This is not just a typical courthouseused by lawyers—it makes me feel likeI’m in London,” said Mahan, in hisspeech honoring the renovated fountainand tower clock.

Also present were Doreen Farr, ThirdDistrict Supervisor, Salud Carbajal, FirstDistrict County Supervisor, and LoisCapps, D-Santa Barbara.

PHILADELPHIA (Reuters) — BarackObama stoutly defended his economic recordon Tuesday after a stream of bad news - and anuncharacteristic verbal misstep of his own -rallied Republican hopes that they can defeathim in November.

Acknowledging there is still a "long way togo" to repair the damage done by a recessionhe inherited, Obama insisted the Americaneconomy was on the right track despite recentsignals that the country's recovery might befading.

"What we have been able to do over the last3-1/2 years, after a decade in which we hadbeen moving in the wrong direction, is to beginto point towards a trajectory where here in thiscountry, everybody is getting a fair shot," hetold supporters at the first of a string offundraising events.

His remarks to supporters, after what somepolitical pundits say has been the worst weekof his presidency, took care not to deny thesubdued tone of recent economics indicators,but remained upbeat about the country's future.

Disappointing May jobs data has challengedObama's claim that his policies are healing theeconomy. His own comment to reporters onFriday that the private sector is "doing fine"helped Mitt Romney, his Republican chal-lenger in the November 6 election, argue thatthe Democratic president is out of touch withordinary Americans.

Obama later tried to explain that comment,saying he meant the private sector has seensome momentum while other areas of theeconomy need help more urgently.

He returned to the issue on Tuesday, saying"there are a lot of folks out there who are hurt-ing, a lot of folks who are looking for work orare underemployed, a lot of folks whosehomes are underwater." But he pinned theblame firmly on the policies of the previousRepublican administration.

Republicans, buoyed by polls that show theelection will be very close, have been hammer-ing the president for that rare verbal misstepamid other news that could spell trouble forObama.

The groom looks nervous.Maybe because he never thought this

day would come. He never believed thathe’d ever fall in love and because of that,he couldn’t imagine this day.

The other groom looks nervous, too.He knows how muchwork goes into a wed-ding, and that’s doublytrue for a wedding likethis. He never thoughtthis day would come,either. He didn’t thinkthe law would everallow it.

Something old,something new? More of the first, asyou’ll see in the new book “OutlawMarriages” by Rodger Streitmatter.

For more years than you care to count,you’ve been fighting for the right tomarry the one you love. It seems lately,though, that the only progress you’remaking is backwards, and that’s disheart-ening. But years ago, gay men and les-bian women didn’t let a little discourage-ment stop them from enjoying “sub-rosamarriages.” Instead, they boldly “floutedconvention.”

In 1865, for instance, 45-year-oldWalt Whitman fell in love with a hand-some 21-year-old streetcar conductor.Until that time, Whitman had a hard timegetting his poetry noticed, but falling inlove had a “powerful impact” on hiswork. Peter Doyle became the olderman’s muse and was devoted toWhitman until the poet died.

Ned Warren & John Marshall werekindred spirits, too.

Both were obsessed with antiquitiesand had a passion for procuring them forU.S. museums. But though Warren lovedMarshall, he didn’t want to be monoga-mous and then Marshall was forced tomarry a woman. Mary Bliss-Marshallknew the score, though, and was happyto let her husband share his bed with NedWarren. She was also happy to join thetwo men in procuring more antiques.

But, as with any modern union, thingsdidn’t always go well in an OutlawMarriage. Sometimes, break-ups wereinevitable…

Greta Garbo was a diamond-in-the-rough when Mercedes de Acosta met thenew starlet but under de Acosta’s tute-lage, Garbo learned manners and poise,

flourished, and succeeded. As a screen-writer, de Acosta did everything toensure that her lover got good roles andmajor accolades.

The problem was that de Acostacouldn’t keep anything to herself, andshe blabbed their secrets in a tell-allbook. That was when Garbo coldly toldde Acosta to get lost.

Let’s start with the bad news: at justover 200 pages, “Outlaw Marriages” isbarely longer than a Kardashian wed-ding. The good news is that it’s just asrich.

Mixing history, some old-fashionedscandal, and plenty of star-power, author

Rodger Streitmatter not only gives read-ers a sense of the times in which these“outlaws” lived, but also – and this ispretty amazing – an idea of the tolerancethat they enjoyed.

In some cases, the media kept mumabout the marriage (which, technically,in all cases in this book, were not strictly“marriages”) and in other cases, the situ-ation was public knowledge but fewseemed to care.

“Outlaw Marriages” is the kind ofbook you’ll be disappointed to see endbecause it’s so much fun. And do I rec-ommend it…?

“The people who live here care so muchabout this place and donate so much,” Farrsaid.

Farr described the event as a “legacy”because the community has been so willing torestore and preserve the beauty and rich histo-ry of Santa Barbara.

“This legacy will be enjoyed not just bypeople who live here but also by people fromthe state and the country,” Farr said.

Officials then revealed a plaque observingthe fountain.

“Isn’t that beautiful?” asked Mr. Mahan, asthe spectators clapped in appreciation.

The fountain, finished in 2011, was origi-nally designed in a Spanish-Moorish style andcompleted in 1929 after the 1925 earthquakehad destroyed most of the city, including theold Greek revival Courthouse.

In 2010, the local architectural conservatorsidentified that the fountain was one of themany features of the Courthouse that needed tobe renovated.

“This fountain is the spirit of the ocean,”Salud Carbajal said, speaking both literallyand figuratively.

Carbajal made an honorary speech forNaomi Schwartz, a founding member and for-mer president of the Courthouse LegacyFoundation, who died last week.

“Every day for years she would look here

and appreciate it so much,” he said. “She wasjust an extraordinary person…and I would liketo say that we (restored the foundation) in herhonor.”

After the speeches, a guitarist began playingmusic and the guests enjoyed refreshments asthey conversed about the beauty of theCourthouse.

One of the guests, a local artist, was fasci-nated by the manual labor that was required torestore the fountain.

“They had a stone yard [in front of the foun-tain] while two men carved the fountain byhand. They used very few tools to minimizethe sound,” he explained in admiration.

The design of the sculptures originated fromEngland, but the materials that were used arelocal. The stones came from Slippery RockRanch in Goleta and the tiles for the pond arefrom NS Ceramics.

“This is the most important element whenyou walk into the courthouse,” said Mahan. “Ithink it’s the most beautiful monument in thecountry!”

Visitors can also now view the newlyrestored murals inside the Courthouse, whichcelebrate the history of time, particularly inrelation to Santa Barbara.

Inside the mural room, visitors can standaround the Seth Thomas Tower Clock andwatch the bells sway back and forth at eachquarter hour.

Posters explain the mechanics of the belland the history of clock-making. Until 2012,the clock was hidden from the public eye andthe space was used for storage. Now it is theBisno Schall Clock Gallery.

Schneider no longer wants to raise businesslicense fees for downtown retail establish-ments that serve alcohol past 11 p.m. at least

six nights a year. Instead she wants all busi-nesses that sell alcohol throughout the city,regardless of location to pay business licensefee proportion to their alcohol sales.

Right now, convenience stores and mini-marts, on Milpas Street, for example, pay abusiness license fee proportionate to theirsales — excluding alcohol. Schneider wants tochange that so that the business license feeswould include alcohol, level the playing fieldwith nightclubs and restaurants.

Her pension reform and sales tax proposalsremain the same.

Schneider also said she didn’t want her bal-lot measures to compete with the several taxincreases scheduled for the state ballot.

The change in timing, however, means thatthe ballot reforms will go on the ballot at thesame time that Schneider is up for re-elec-tion, a fact that Schneider said she wanted toavoid.

“My original proposal was that I thought it

would be a benefit to it out of the mayor’srace,” Schneider said. “But Invest in SantaBarbara will be part of what I did as mayorwhether I did it this year or next year.”

She’s appreciative of all of the support andexcited about the relaunch of her reforms.

“I really do appreciate the thousands of vot-ers who signed petitions,” Schneider said.“They wanted to see it on the ballot, and theywill, just in 2013.”
