IN MEMORIAM

With great sadness we have to inform you that at Saturday 19th of July our offshore colleague

Bertus Hakenkruger

has passed away.

Bertus was Shift Foreman and worked for Seaway Heavy Lifting. Beginning of April Bertus was diagnosed with tumors in his brain and longs. Since that period he has been treated with several chemo therapies.

Last week Bertus was feeling so well and fit that even the possibilities to return back to work were discussed.

Unfortunately we got the shocking news that he will not return to work. We know that Bertus will be missed by his colleagues.

The funeral has taken place at Tuesday 22nd July in Turkey.

We wish his wife and children all the best in this difficult period.

Italian police have arrested five human traffickers under allegations of stabbing 60 migrants to death and throwing their bodies into the sea off the coast of Lampedusa. Asylum-seekers rescued by the Danish petrol tanker TORM LOTTE between Libya and Malta and taken to Messina told

investigators that the sinking fishing boat was carrying between 700 and 750 people, according to Italian media. Only 569 people were rescued by the Danish freighter, while the others died drowning or were allegedly stabbed or beaten to death by the traffickers in the fishing boat's hold and then hurled into the sea. Due to its southern location, Lampedusa is a favourite target of migrant smugglers who usually set sail from Libya's loosely patrolled coast.

To avoid coastguard patrols, human traffickers often allow overcrowded, rundown boats to run adrift miles from Lampedusa's shores.The practice has caused many vessels, usually loaded with migrants fleeing wars or hardship in Syria, Eritrea and elsewhere, to flounder. Earlier this month, dozens of would-be migrants died in the refrigerated hold of a fishing boat in an episode so horrific that Italian authorities compared it to a Nazi mass grave. The African migrants, who were stowed in the hold by human smugglers, are believed to have suffocated to death, crammed on top of each other. The men were packed in so tightly that rescuers initially counted 30 victims but had to revise the death toll up to 45, after the vessel was towed to a Sicilian port for a closer inspection. "They were stacked up, one on the other, like in an Auschwitz mass grave," said Antonino Ciavola, the chief of the police rapid response team in Ragusa, Sicily. More than 600 migrants were on board the 20m long vessel that police said should have carried half that number. Authorities said that more than 60,000 migrants have reached Italy since the beginning of the year and the number of arrivals is expected to exceed the yearly record of 62,000, set in 2011 during the Arab Spring uprisings, over the next few days. Rammasun is a Siamese word for thunder god.After Lingling and Kajiki earlier in 2014, Rammasun became the third tropical cyclone, and the first typhoon to directly impact the Philippines in 2014. The storm formed in the Intertropical Convergence Zone, an area near the equator where the northeast and southeast trade winds come together, and slowly drifted northwestwards. Having passed through the islands of Micronesia, the system turned westwards and quickly progressed along its path under the influence of a subtropical ridge (STR). Rammasun posed a significant threat to the Philippine

Morocco's Comarit put into liquidation The Tangiers Court of Commerce has put the former Moroccan ferry company Comarit into liquidation, effectively ending any remaining hopes that the company might still be rescued. The firm, which has been out of action since

early 2012 after running into major financial difficulties, was officially put into liquidation on July 17, according to local website Maritime News. This report also said that notices to this effect had been published in Moroccan newspapers.

The notices indicated that the company, headed by Moroccan businessman and politician Abdelali Abdelmoula, had been insolvent since March 19 2011, the website report added. Two ro-pax vessels abandoned in the French port of Sète have been sold this year. The 1986-built MARRAKECH was sold in April, probably for scrap, for a reported €1.2M ($1.6M) and the 1972-built BNI NSAR left the French port a few days ago for Albania, where it was due to be converted into a floating hotel after having been bought for a reported €380,000 by a Greek buyer. In June, Moroccan website Yabiladi reported that the company's head office in Tangiers had been seized on the orders of the Court of Commerce following legal action by creditors. Panama Canal: New Lock Gates Transferred to Atlantic Side

ACP informs that the Panama Canal Expansion has reached another important milestone with the transfer of the first gates to the new locks complex in the Atlantic side. "This is a very important operation because it involved the first movement of the gates from the special dock where they were unloaded to the lower chamber of the new locks," said Panama Canal Authority (ACP) Administrator Jorge L. Quijano. The Administrator explained that the process was carried out following rigorous safety measures to ensure that the more than 3,000-ton steel structures could be moved to the dry lock chambers using the pavement ramp built for this purpose. Eight of the 16 rolling gates that will be used for the new locks are already in Panama. The remaining eight will arrive in two separate shipments from its manufacturing site in Italy. In the next couple of days, the other

gates will be moved from the temporary unloading dock to the dry lock chambers to be able to use the area for the arrival of the remaining lock gates. ACP adds that the Panama Canal Expansion Program is currently 77% complete. Source : Maritime Global News

Port Hedland Deckhands Approve Strike Action a Second Time

Tugboat deckhands at Australia’s Port Hedland approved industrial action for a second time this year amid a dispute over leave and wages, risking disruption to iron ore exports through the largest bulk export terminal. Members of the Maritime Union of Australia approved an unlimited number of 2-hour and 4-hour stop-work meetings and unlimited

work stoppages of 6 hours and 12 hours, the Fair Work Commission said last Wednesday , citing the results of a ballot. The union represents deckhands at Teekay Shipping (Australia) Pty., which is contracted by BHP Billiton Ltd. to run tugboats in the port.

Strikes by workers, should industrial action happen, may slow exports by companies including Fortescue Metals Group Ltd. and BHP, which estimated that disruption may cost suppliers about A$100 million ($94.3 million) a day. Iron ore shipments through Port Hedland climbed to a record in May as output from mines expanded. Prices tumbled 29 percent this year amid forecasts for a widening global glut as supplies expand. “There seems to be a lot of posturing by the unions, without a great deal of impact on

volumes from the port to date,” said Ankit Pahuja, a Melbourne-based analyst at Australia & New Zealand Banking Group Ltd. Iron ore shipments from the port in June were 21 percent higher than the previous year despite the threat of strikes, he said by e-mail. The Maritime Union of Australia previously approved unlimited stoppages of 24 hours, 48 hours and seven days on May 12, according to the commission. A union’s authority to take action lapses after a set period, requiring a fresh ballot of members to approve a continued mandate. The union, whose members work four weeks on then have four weeks off at present, is seeking four weeks’ annual leave and an increase in pay. Two other unions that have staff at Port Hedland have also approved action at the facility, which is located about 1,300 kilometers (808 miles) north of Perth and handles output mined in the Pilbara, Australia’s biggest producing region. The Australian Maritime Officers Union approved unlimited stoppages ranging from 2 hours to 72 hours, the commission said May 30. The Australian Institute of Marine and Power Engineers approved stoppages ranging from 4 hours to 48 hours, the commission said June 10. Both unions were granted 30-day extensions to the periods in which they could take action, documents on the commission’s website show. Iron ore with 62 percent content delivered to the Chinese port of Tianjin fell 0.6 percent to $95.40 a dry ton , according to The Steel Index Ltd. Prices dropped to $89 on June 16, the lowest level since September 2012, the data show. Iron ore exports from Port Hedland reached a record 36.1 million tons in May, data from the port authority show. Shipments to China also reached an all-time high that month and accounted for 83 percent of the total, the data show. BHP (BHP), Fortescue and Atlas Iron Ltd. ship through Port Hedland, while Rio Tinto Group exports through Cape Lambert and Dampier. China’s

total iron ore imports in the first six months of 2014 climbed 19 percent from a year earlier, customs data show. Australia’s share in the period rose to 56 percent from 50 percent, according to Bloomberg calculations based on the data. the global surplus will climb to 83 million tons this year from a 12 million-ton deficit in 2013, Citigroup Inc. estimates. Identification and Tracking of Seafaring Vessels Anywhere on Earth to Improve

Drastically from 2018 ESA will improve the identification and tracking of seafaring vessels anywhere on Earth from 2018 under a public– private partnership with LuxSpace of Luxembourg and exact Earth of Canada, signed on 15th July at the UK’s premier airshow. Existing marine traffic control, which is based on radio links, is limited to coastal areas and even near shore

can still have signal gaps. The system was originally developed to prevent collisions but it now also tracks ships to help prevent pollution, aids in the movement of dangerous goods and offers routine surveillance. Large vessels and all passenger ships irrespective of size are mandated by the International Maritime Organization to carry Automatic Identification System (AIS) equipment. It transmits the course and speed as well as identification and position information to other vessels and shore stations.

While AIS has been deployed globally, it suffers from a major limitation because Earth’s curvature limits its

horizontal range to about 74 km from shore. This means that AIS traffic information sent out by ship beacons is available only around coastal zones or on a ship-to-ship basis. Satellites are the answer: the ship’s identity and position are recorded by satellite then sent to ground stations for processing and distribution.

ESA is promoting ‘SAT-AIS’ in partnership with the European Maritime Safety Agency to meet the requirements of users, particularly those of government agencies such as coastal administrations. The development contract for Phase-B2/CD of one SAT-AIS microsatellite with an option for a second was signed on 15 July at the UK’s Farnborough International Airshow by Magali Vaissiere, ESA’s Director of Telecommunications and Integrated Applications, and Jochen Harms, Managing Director of the prime contractor, LuxSpace S.a.r.l. of Luxembourg.

“This programme is an excellent example of a public–private partnership, driven by industry, for the development and exploitation of a constellation of microsatellites,” noted Mrs Vaissiere. For these next-generation services, LuxSpace will design and build the 60 x 60 x 70 cm, 100 kg microsatellite, aiming for launch in 2018. “This programme is an important step for LuxSpace to further develop its product line for the global commercial and institutional market,” said Jochen Harms. The Canadian operator exactEarth will be responsible for its mission definition, ground segment, launch and operation. The agreement between ESA and exactEarth was signed at Farnborough by Magali Vaissiere and Peter Mabson, President of exactEarth Ltd. “This agreement represents a major milestone in the development of a leading-edge maritime monitoring system for Europe, establishing the groundwork for long term joint collaboration between

Salvaged Costa Concordia Departed Giglio Under Tow

Arrival in Genoa Scheduled for Saturday The Crowley Maritime Corp. subsidiary TITAN Salvage and partner Micoperi have confirmed that the Costa Concordia – the Concordia class cruise ship that wrecked along shores of Giglio Island, Italy, in January 2012 – has been refloated and has begun its final voyage to an assigned berth in Port of Genoa Voltri, Italy, some 200 miles away. The project is the

largest and one of the most technically complex maritime salvage jobs ever completed. Currently moving at an average speed of two knots, the slow and precise tow of the disabled cruise ship is being made by a convoy comprised of at least 10 other vessels. There are two tugs, with a combined 24,000 horsepower and 275 tons of bollard pull, at the ship’s bow towing the hull. Another two auxiliary tugs are positioned aft. The other vessels in the convoy, including a pontoon with a 200-tonne crane, are carrying personnel and equipment. A team of marine biologists are present during the tow and the convoy is being preceded by a specialized marine mammals-watching vessel. The convoy is anticipated to arrive in Genoa on Saturday, July 26, about mid-day pending favorable weather and vessel traffic in the area.

To ensure the continued integrity of this historic and unprecedented project, TITAN Salvage’s Nick Sloane, senior salvage master, and Rich Habib, salvage director, are onboard the Costa to provide around-the-clock, hands-on monitoring of the vessel’s list, ballasting, speed and more. The sailing route will take the vessels south between the island of Giglio and Giannutri before heading west-southwest

to a point south of the island of Montecristo. The convoy will then head west-northwest to a position south of the island called Scoglio d’Africa before crossing the Ligurian Sea to the Port of Genoa Voltri.

“This is the latest achievement in a very long series of detailed wreck removal phases,” explained TITAN’s Chris Peterson, vice president. “We have patiently and eagerly planned for this move and only upon confirming that is was safe to do so, got underway.”Once the tow arrives in Genoa, it will be safely berthed thus successfully ending the historic salvage project. [Ferry Disaster] 100 days on, Sewol haunts Koreans

On April 16 a ferry named the Sewol sank off South Korea’s southwestern coast, leaving 294 dead and 10 still missing as of Wednesday. More than 240 of the dead and missing victims were students and teachers from Danwon High School in Ansan, Gyeonggi Province.

Thursday marks the 100th day since the massive tragedy struck the nation, but the emotional wounds remain untreated and the political and economic aftershocks are still reverberating. The Korean government came under a firestorm of criticism for failing miserably in the rescue operations for the sunken ferry. In response, government officials said “the 4/16 disaster” would begin a new era here, as was the case after 9/11 in the U.S. Taking lessons from the Sewol disaster, the nation must and would change, they said. Lawmakers and President Park Geun-hye subsequently vowed to overhaul the nation’s safety regulations including plans to dismantle the Coast Guard, the country’s first-responders in maritime accidents. They also promised to end cozy, and often corrupt, relations between the government and private companies ― a custom that indirectly contributed to the disaster by preventing thorough safety inspections on the Sewol before the sinking, according to

parliamentary and prosecutorial investigations. Local media went so far as to coin a word, “gwanpia,” referring to the network of corruption between bureaucrats and the private sector. But 100 days since the maritime disaster partisan stand-offs have stalled parliamentary investigations, special bills and government reform plans. The much-disputed

“special Sewol bill” was designed to authorize an inquiry panel to determine the causes of the Sewol sinking. The proposal is a parliament-initiated reform attempting to “overhaul” the nation. But party divisions have prevented the bill’s passage. Opposition parties claim the panel will need prosecutorial powers to investigate the accident. The ruling Saenuri Party, on the other hand, argued that giving prosecutorial powers to a parliamentary panel would go against current criminal laws that authorize only state prosecutors to conduct such investigations.

Those with prosecutorial powers hold much authority including the right to apply for search warrants. Meanwhile, other safety-related disasters have continued to hit the country. Two trains collided in Gangwon Province, killing one and severely injuring three on Tuesday evening. More than 80 others were left with minor injuries from the crash.

Last week, a rescue helicopter crashed, killing five firefighters. They were returning to base after conducting a salvage operation to search for the 10 still missing from the accident. The firefighters had frantically tried to avoid killing others as their helicopter exploded in downtown Gwangju. Media reports hailed the deceased firefighters. An editorial called them real heroes who stood in stark contrast to the 15 crew members of the Sewol. The 15 sailors are now standing trial for abandoning the ship on April 16 while telling passengers, most of whom are now dead or missing, to stay in their rooms on the ill-fated ferry.

Prosecutors have deemed the 15 crew members and regulators who were supposed to monitor and prevent such disasters as the primary culprits of the calamity. Close to 140 have been arrested in relation to the Sewol accident.

The families of the Sewol ferry victims on Wednesday began a march to the National Assembly in a show of dissatisfaction with what the prosecution has done so far. They will march from Ansan to the National Assembly in Seoul, arriving on Thursday. The march comes after the families started a hunger strike on July 12. They said the special Sewol bill and the envisioned panel are the only means to reveal the “real causes” of the disaster. They speculate that there might be more government officials who should be held responsible. The government, political parties and other organizations offered compensation, but the bereaved said they would forego reparation payments from the state and other benefits. What they really want, 100 days after the Sewol sank and so many innocent passengers perished helplessly in the middle of the sea, is not compensation but the truth. Source : KoreaHerald

Container ship towed after near miss A container ship which lost power while navigating Otago Harbour was pulled into deeper water by a tug - having had a near miss with the shipping channel's sandbank. In April, the 223m-long container ship Maersk Batur lost all power shortly after departing Port Chalmers, which prompted Port Otago's tugs Otago and Rangi to return to the ship and tow it back into deeper water. The incident was, by regulation, reported by Port Otago to Maritime New Zealand (MNZ), the Transport Accident Investigation Commission (TAIC) and Otago's harbour master.

MNZ has, since February, suspended publishing its monthly incident summaries, as it considers privacy issues.

The Otago Harbour near miss came to light after it was disclosed in parliamentary question time, when Transport Minister Gerry Brownlee released reports of 50 ship-related collisions, or near misses, to Green Party MP Gareth Hughes. Mr Hughes was criticising the Government for playing down recent shipping incidents in the wake of the 236m container ship Rena grounding, the subsequent oil clean-up and removal of the wreck from Astrolabe Reef, off Tauranga. Included in the reports was a five-minute grounding of a 177m Singaporean cargo ship off New Plymouth's coast in May, which the master had not reported until five days after the incident. Maersk Batur was reported as having had ''possible contact'' with sand at the edge of the channel in Otago Harbour. Maersk NZ operations manager Stuart Jennings said he understood there had been a ''fuel flow failure'' aboard Maersk Batur while it was in the channel and the engine ''cut out'', leading to the vessel's master dropping anchor and restarting the engine, all of which had taken only a ''short time'', he said. ''There were safety protocols of the port and ship in place which were enacted ... It was concluded there was no danger.'' The Singapore-registered 223m-long, 43,000 tonne-plus Maersk Batur is a regular visitor to Port Chalmers, and global shipping giant Maersk is the port's largest customer. Port Otago chief executive Geoff Plunket said Port Otago's 100% owner, the Otago Regional Council, had been informed after the mandatory reporting to MNZ, the TAIC and Otago's harbour master. None of the agencies had undertaken a formal investigation. Port Otago's own investigation was completed and found ''no issues'' for the port company, he said. He declined to release the findings, saying further comment had to come from Maersk. The tugs Otago and Rangi accompanied Maersk Batur when it departed Port Chalmers, and they left the vessel several hundred metres from the port, as planned, Mr Plunket said. However, they were called back and were ''immediately able to assist'' in towing Maersk Batur to deeper water. The MNZ incident report said the ship, which had a Port Otago pilot on board, suffered ''a temporary power failure'', causing its bow to turn towards the channel edge, but with a tug's assistance the ship was moved to ''safe water''. ''The master of the ship reported possible contact of [the] ship's bow with [the] soft sand edge of the channel,'' MNZ said. South Korea ferry fugitive hid behind cabin wall, bags of cash at hand

South Korea's most wanted man, whose heavily decomposed body was found in an orchard last month, had evaded arrest by hiding behind an upstairs wall of a wooden cabin, with suitcases of cash at hand, prosecutors said on Wednesday. The body of Yoo Byung-un, 73, wanted in connection with the sinking of a ferry in April, was only identified this week, more than a month after he was found lying next to a copy of a book he had written, empty bottles of alcohol nearby, ending the country's biggest and most dramatic manhunt."We did all we could to find Yoo and are devastated we couldn't find him alive," Kim Hoe-jong, a senior prosecutor, told a media briefing in Incheon, the city west of Seoul where the ferry began its last voyage. For two months, wanted posters offering a reward for Yoo's capture faded under the summer sun or disintegrated in the rain while thousands of police combed the country looking for a man who co-founded a church, held an exhibition of photographs at the Louvre in Paris and did jail time for fraud. compound 215 km away, going as far as searching for tunnels with mechanical diggers.Yoo headed the family that owned the company that operated the Sewol, a ferry that capsized on April 16 on a journey to the holiday island of Jeju, killing about 300 people, most of them schoolchildren, and triggering an outpouring of grief across the country. At the modest but well-appointed, two-storey cabin on the outskirts of Suncheon where Yoo had holed up, its entrance cordoned off by police tape, plates and other tableware could still be seen piled up beside the kitchen sink. Bags of clothes lay on the floor next to a washing machine, and bibles and a calendar still open to the month of May were visible through a window. Police raided the cabin, called "Memory in Wood", on May 25 but failed to find the multi-millionaire, who had hidden behind a wooden wall. When they returned last month, acting on testimony given by an assistant, police found two suitcases that between them contained 830 million won ($810,800) and $160,000, tagged with numbers 4 and 5, prosecutors said, suggesting more cash may have been stashed elsewhere. It was not clear how, or when, the health-obsessed Yoo travelled the two kilometres to where his body was found nearly three weeks later between orchard saplings, clad in an expensive winter coat and beside a bag containing the alcohol bottles, a change of clothes and a pack of plums. There was also the book, "Greater Love has No One Than This", written in 1995 while Yoo was serving four years in prison for fraud, and an empty bottle of a shark-liver-oil health tonic, made by a Yoo family company. Prosecutors say Yoo had been helped during his flight by a network of members of the church he co-founded, now called the Evangelical Baptist Church. The church has denied the allegations.The ferry disaster triggered outrage across the country - especially when video footage emerged of crew members abandoning ship while the children stayed in their cabins as instructed.The Sewol's 15 surviving crew members, including the captain, are on trial on charges ranging from negligence to homicide. Wanted on charges of embezzlement, negligence and tax evasion, Yoo had managed to elude the country's largest manhunt in what had become a political headache for President Park Geun-hye, whose government came under heavy criticism for its handling of the disaster. On Tuesday, Suncheon's police chief said the body in the orchard had been identified with DNA and fingerprint evidence as Yoo. He was sacked the same day over his handling of the case.Authorities had offered a reward equivalent to nearly half a million dollars for information leading to Yoo's arrest and detained several family members. Prosecutors said they were still pursuing his son, Yoo Dae-gyun, and would try to seek out the late patriarch's wealth. "We thought since he had money, he must have been eating well in a warm place," said a 74-year-old who lives near the plum orchard and gave her name only as Ji. Man charged with stealing tugboat East Providence

East Providence police say they've arrested a man for stealing and grounding a tugboat last month, and more arrests may be on the way. The Providence Journal reports that 48-year-old Richard A. Maisano of Warwick was charged with one count of felony receiving stolen property. A telephone listing for Maisano could not be found. Capt. Richard Frazier says they are looking for others who were involved, and more arrests are pending. The 40-foot vessel named the Theodore was stolen from an East Providence marina June 3. It was found partially submerged with no one on board. Authorities believe the thieves jumped ship. Fishermen told the authorities they saw at least two people on board, and that the boat was going in circles. Source : sfgate

Euronav shrinks loss Euronav trimmed its losses in the second quarter as it revealed a rising rate spot environment for VLCCs

and suezmaxes. The Belgian tanker owner reported a quarterly loss of $22.6m, compared to $28.5m in the same period of 2013. The company logged $22.1m in earnings before interest, taxes, depreciation and amortisation (Ebitda), below the $24.5m expected by RS Patou Markets when a $6.5m estimated vessel sale loss is included. Revenue shrank to $95.1m from $99m, but the Antwerp-based company’s depreciation expense fell to $34.2m during the period compared to $41.8m in the second quarter of last year. The results come as Euronav pointed to positive signs in tanker markets, particularly for larger vessel classes. “Rates in both VLCC and suezmax categories have improved significantly during June and July,” said chief executive Paddy Rogers. “We believe crude tanker rates will remain strong in the coming months due to positive seasonal demand factors and improving fundamentals.” Euronav said its VLCCs garnered a time-charter equivalent (TCE) rate of $19,150 per day in the Tankers International (TI) pool, an improvement on the $14,200 per day earned last year. But in the third quarter, the TI pool spot rates are coming in at $22,600 per day in the start of the third quarter, with 37% of the available days fixed. quarter, with the average second-quarter spot rate at $20,500 per day compared to $18,400 in the same period in 2013. But Euronav’s suezmaxes are earning an average of $21,800 per day in the current quarter, with 53% of available days locked in. Euronav said last quarter was dominated by a long and deep refinery turnaround season that cut crude demand, but it didn’t detract from underlying fundamentals. Once refineries came back online towards the end of the quarter, it pushed rates upward. Euronav and TI, which also includes DHT Holdings and Overseas Shipholding Group, “were observing this and pressing the market for higher rates to reflect the tight balance,” the Belgian owner said. S. Korea's int'l ferry passenger shrinks in H1 International ferry passengers to and from South Korea dropped from a year earlier in the first half on a large decrease in the number of South Korean travelers, the government said Wednesday. The number of international ferry passengers to and from the country came to 1,266,610 in the first half, down 4.3 percent from the same period last year, according to the Ministry of Oceans and Fisheries. Such a drop, however, came solely from a drop in the number of South Korean passengers, apparently reflecting a growing reluctance among the local population to travel by sea following the tragic sinking of a passenger ferry in April that left 294 dead and 10 still missing. South Korean passengers on international ferries plunged 22.1 percent on-year to 630,335 in the January-June period, more than offsetting a 24 percent on-year spike in the number of foreign passengers, according to the ministry.

The ministry has also attributed any recent drop in international ferry passengers to increasing services by low-cost carriers. In 2013, international air passengers on flights by South Korea's five budget carriers reached a record high of 4.91 million, growing 37 percent from a year earlier. Of all ferry passengers in the first half, more than half used ferries to and from China, with the number of Chinese passengers to and from South Korea jumping 38.2 percent on-year to 527,713, according to the maritime ministry. Stricken yacht towed by Ilfracombe RNLI A SAILOR whose yacht suffered a mechanical failure near Combe Martin had to be towed by Ilfracombe RNLI The crew members were called just after 5.30pm to a yacht, called Twelfth Night, whose engine had overheated in the area of the Copperas Buoy. The all-weather lifeboat, Spirit of Derbyshire, was launched and arrived 15 minutes later. Volunteer coxswain Andrew Bengey decided the best thing to do was to tow the yacht back to Ilfracombe harbour. Once it arrived in Ilfracombe it was moored in one of the visitor moorings in the outer harbour. Mr Bengey said: “This man was very well prepared for his journey. “He was a very experienced sailor, and it was only due to an unfortunate mechanical failure and unlucky lack of wind that we were called to his aid.” Source : northdevonjournal

Sovcomflot Doubles Qualship 21 Programme Fleet

The United States Coast Guard (USCG) has officially confirmed that 20 Sovcomflot Group (SCF) vessels had been added to its Qualship 21 programme (Quality Shipping for the 21st Century). From July 1, 2014, the number of SCF Group vessels participating in the Qualship 21 programme doubled from 22 to 44 ships. These vessels include the gas carrier SCF Arctic – built in 1969. According to the USCG, fewer than 10% of vessels operating under foreign flags in US ports and territorial waters comply with the requirements of the Qualship 21 programme. Participation in the programme allows vessels to reduce the number of inspections by Ports State Control or enjoy longer intervals between these inspections. The Qualship 21 has been developed by the USCG to support ship-owners who constantly strive to perfect their safety systems, protect the environment and increase their competitiveness. In order to receive a Qualship 21 certificate and retain its right to a place in the programme, a vessel must show that over the last 36 months it has not been apprehended or impounded for non-compliance with IMO requirements in accordance with the Paris Memorandum of Understanding (SOLAS, MARPOL, STCW and more recently MLC 2006). During this period, the vessel must not have broken the laws in force within US territorial waters or have been involved in any serious incidents at sea. RNLI timeline exhibition at Durlston – saving lives at sea

The fascinating history of the Swanage Lifeboat Station is revealed at an exhibition at Durlston Castle.

Durlston Castle, a mile south of Swanage, sits at the heart of Dorset County Council’s Durlston Country Park. The castle will host the exhibition in its Fine Foundation Gallery, set against the backdrop of the Purbeck coastline that the Swanage Royal National Lifeboat Institution (RNLI) has kept watch over for generations. The exhibition is open from 11.30am – 5pm every day until 25 August. A timeline will follow the trials and tribulations of the Swanage RNLI, from the first lifeboat crew in 1875, through to the modern day. Visitors will explore the evolution of saving lives at sea, incorporating the many guises of Swanage Lifeboat Station through its 139-year history. The event will also feature a prize raffle, raising funds for the new Swanage Lifeboat station. RNLI volunteer, Angela Morris, who is curating the exhibition, said: ‘Durlston provides the perfect venue to showcase the vitally important work undertaken by the RNLI. AIS Data for Emissions Reduction By Anke Cotteleer

With emissions reduction firmly on the industry’s agenda, studies show that carrying out ship emission calculations, based on AIS data, can offer significant benefits. A Port of Rotterdam vessel traffic planning program aims to share reliable information, minimize unnecessary delays and reduce shipping emissions. By sharing information between stakeholders, ships are able to plan their journeys more efficiently. For example, if they know exactly when a pilot is available, or when they can access a terminal, this pre-information can be used to optimise traffic flows and reduce unnecessary emissions from so-called ‘non-standard behaviour’ in the approach area of Rotterdam. For liner shipping, non-standard behaviour happens when vessels wait to be serviced by a pilot, tugboat or terminal before they enter the actual port area. This behavior includes drifting, making turning circles, speed changes and anchoring, which is not necessary for the scheduled

dispatch of the vessel. It leads to the unnecessary use of fuel and production of emissions. MARIN quantified the potential emissions reduction by minimizing this non-standard behavior. To determine the potential effects of the vessel planning initiative, MARIN calculated the emissions for each voyage of the inbound liner vessels in the year before the introduction of the program. The emission calculations followed the method based on AIS data that has been developed for the Netherlands Pollutant Release & Transfer Register. The study then focused on determining the

standard or expected travelling time of inbound liner ships in the approach area to the port by analysing AIS data. This was done for different vessel sizes and locations. To estimate the delays incurred when a vessel enters the port approach area, MARIN needed knowledge about the standard travelling times. In its calculations MARIN assumed that the vessel traffic planning program would remove this unnecessary maneuvering. Finally, MARIN replaced the emissions of voyages with non-standard behavior with the emissions of voyages with standard behavior to calculate the potential emissions reduction. A potential emissions reduction of as much as 3% to 5% was feasible, showing how ship emissions calculations - based on AIS data - can help in future policy making. NAVY ARRESTS, HANDS OVER SEIZED VESSEL TO INTERPOL

The Nigerian Navy Ship (NNS) Ibusa, handed over a seized vessel, MT Itiri, it arrested for maritime illegalities to the International Police of the Nigerian Police Force. Confirming the handover, the Commanding Officer, NNS Beecroft, Commodore Ovenseri Uwadaie, said the vessel was arrested at the Lagos road stead in connection with a hijack incidence off Pennington Terminal in the nation's waterways. The navy alleged that the vessel was involved in a case of hijack of another vessel, and after it was arrested, investigations began to unravel the truth. Uwadiae said: "Consequently, NNS Beecroft was directed to take custody of the vessel and after preliminary investigation, Naval Headquarters directed that the vessel be handed over to the INTERPOL Department of the Nigerian Police for further investigations. The Nigerian Navy, under the leadership of the current Chief of Naval Staff (CNS), Vice Admiral Usman Jibrin, has zero tolerance for illegalities in Nigerian waters. "The Nigerian Navy therefore reiterates its drive to make our waterways safe for legitimate businesses to thrive. Consequently, we are using this medium to warn sea pirates and criminal elements in the nation's waters to desist from nefarious activities or face the consequences as there will be no hiding place for such elements. "The NN also solicits for information from maritime stockholders and law abiding citizens that could lead to the apprehension of those involved in criminal activities in our waters. Gladstone Port responds to report on environmental impact of dredging

The Gladstone Observer newspaper reports that a study undertaken by James Cook University and the Australian Institute of Maritime Science into offshore dredging and coral reefs has little relevance to Gladstone harbour, according to the Gladstone Ports Corporation. A corporation spokeswoman said the study was undertaken in an environment vastly different to that of the Port of Gladstone, although the corporation continually reviewed science to improve maintenance and dredging operations.

The spokeswoman pointed out that the coral habitats in Gladstone harbour were not as plentiful as the reef systems in the Great Barrier Reef Marine Park. "GPC's dredging operations do not occur within the Great Barrier Reef Marine

De vrouw werd met spoed overgebracht naar het ziekenhuis, zo meldt de Koninklijke Nederlandse Redding Maatschappij (KNRM).Een voorbijganger zag omstreeks kwart voor twee hoe de vrouw de zee in liep en belde 112. Daarop werden de politie, KNRM, reddingsbrigade en ambulancedienst gealarmeerd. Een agent die snel ter plaatse was en een vrijwilliger van de reddingsmaatschappij die vlakbij de bewuste plek woont, doken het water in en vonden de vrouw voorbij de eerste zandbank. In afwachting van de komst van de reddingboot hielden de hulpverleners het hoofd van de vrouw boven water terwijl het tij opkwam. Een KNRM'er in overlevingspak die met het Kusthulpverleningsvoertuig ter plaatse kwam, ging ter assistentie ook

MSC sued Two Californian companies have sued Mediterranean Shipping Company (MSC) over a shipment of allegedly rotten fruit. Distributors Green Earth and Alberts Organic claim they lost more than $65,000 of produce that went off en route to Philadelphia. Their complaint alleges the consignments were loaded on to two German-owned ships, the 2,450-teu HELENE S S (built 2007) and the 2,524-teu KIEL TRADER (built 2003), at Paita in Peru in January. Panicky shippers, fearing labour strife, cause west coast congestion

SPOOKED shippers, fearing west coast labour trouble, are moving cargo early, prompting Germany's Hapag Lloyd to warn of mounting congestion at ports in the US and Canada because of "significantly increased import volumes".

At Los Angeles and Long Beach, increased cargo volumes starting in June resulted in major terminal congestion and delays," said the Hapag Lloyd statement. "Currently rail cargo is still impacted with delays and increased dwell times. We expect this situation to further deteriorate with continuous surge of import volumes," said a company statement.

DG shipping, MPT salvage stranded cargo vessel

M V Caravel Pride, an Indian flagship cargo vessel, was on its journey back from Western India Shipyard's dry dock after repairs, when the container vessel ran into trouble with its engine failing mid-sea. At around 6.30pm on July 16, 2014, when the vessel's captain was asked to drop anchor, the ship was unable to stabilize due to rough weather. The vessel was finally saved from damage when the Mormugao Port Trust (MPT) intervened. Caravel Pride was docked at Western India Shipyard for the last three months for repairs. On its way back to its destination after repairs, an hour into its journey, the engine stopped abruptly. The vessel started drifting towards the shore, where it ran the risk of damage in the rough weather if it hit some earth in shallow water. "The control tower was monitoring the movement of the ship. Normally, when the anchor is dropped, the ship stabilizes, which did not happen in this case. We were alarmed and tied a rope, before abandoning the operations for the next day as it was already late in the day. The following day on July 17, we were unable to pull it despite mobilizing three tugs due to rough seas and heavy swell," chairman of MPT, P Mara Pandiyan, said. The matter was then reported to the ministry of shipping and DG shipping and assistance was sought. DG shipping promptly dispatched the emergency towing vessel (ETV) SCI 03 to carry out the operation, which arrived at Mormugao harbour on July 19. "The salvaging operations, headed by SCI 03 and supported by the three MPT tugs, began on the morning of July 20. A team of marine officers and the DG shipping officials monitored the operations with the help of the signal station facility. The salvage operation faced tough challenges due to extremely bad weather and frequent spells of heavy rain showers accompanied by squally wind conditions," Pandiyan said. After fighting the adverse weather and high rising waves for three hours, SCI 03 successfully passed a towing wire. After a challenging and strenuous operation, the port pilots along with the MPT tugs finally berthed the M V Caravel Pride safely at Berth No.9. N’Goma FPSO sails for block 15/06 The newly named N’Goma FPSO, which arrived just over a month ago in Angola, enjoyed a shower of champagne at quayside in the Paenal shipyard on July 18 when the shipyard hosted a naming ceremony for the vessel, which is owned by Sonasing, a joint venture company with SBM Offshore, Sonangol, and Angolan Offshore Services. The Angolan shipyard completed its scope for the FPSO on schedule. The vessel has now sailed for the Eni-operated offshore block 15/06, where mooring operations by the SBM INSTALLER will take place. The 16th escort taskforce under the Navy of the Chinese People's Liberation Army successfully arrived at a naval port in Qingdao, East China's Shandong province, on the morning of July 18, 2014, wrapping up its eight-month-long mission.Wang Sentai, deputy political commissar of the PLA Navy, expressed his sincere greetings and warm congratulations to all members of the taskforce at the welcome ceremony held by the North China Sea Fleet of the PLA Navy. According to Wang, the 16th Chinese naval escort taskforce was made up of the guided missile frigates "Yancheng" and "Luoyang" and the comprehensive supply ship "Taihu Lake". Since it was sent to the Gulf of Aden and waters off Somalia coast to perform escort missions on November 30 last year, the taskforce has completed 40 escort missions for 132 Chinese and foreign ships, sent 53 special operation members successively to conduct onboard escorting missions for 18 ships, and rescued 1 merchant ship which was attacked by pirates. Iranian Navy to expand presence in open seas: admiral

The commander of the Iranian Navy said on Tuesday that Iran plans to expand its naval presence in the open seas.

Rear Admiral Habibollah Sayyari also said that Iranian naval forces enjoy a high level of military preparedness to defend the country. In addition, he said that the Iranian Navy’s 31rst Fleet, which is comprised of the Shaheed Bayandor destroyer and the Bandar Abbas warship, has recently been sent to the open seas to provide security for Iranian commercial ships and oil tankers. He said that the 31rst Fleet has been dispatched to replace the Navy’s 30th Fleet, which is comprised of the Alvand destroyer and the Bushehr logistic warship. The 30th Fleet carried out a successful mission and became the first Iranian fleet to cross the equator, he added. Elsewhere in his remarks, Sayyari said that the Navy will take delivery of the domestically manufactured Damavand destroyer in the near future. The advanced and well-equipped warship, which is a destroyer of the Jamaran class, is currently undergoing final tests, he said. after the 1998 Pokhran II nuclear tests. As reported by TOI earlier, India had invited Japan to participate in this year's Malabar war games, which have ruffled the feathers of a prickly China in the past, during PM Shinzo Abe's visit to New Delhiin January. India has largely restricted the Malabar exercise to a bilateral one with the US after China protested against its 2007 edition in the Bay of Bengal, since they were expanded to include the Australian, Japanese and Singaporean navies as well. Both India and Japan are wary of China's growing military might and increasing assertive behavior in the Asia Pacific. Given his keenness to further bolster the bilateral strategic partnership with Japan, Prime Minister Narendra Modi is likely to visit Tokyo soon. India, however, does not want to be dragged into the escalating power play between the US, Japan and others on one side and China on the other in the region.

Three Indian warships, guided-missile destroyer INS Ranvijay, stealth frigate INS Shivalik and tanker INS Shakti, along with their Kamov-28 and Chetak helicopters, entered the Japanese Sasebo port on Wednesday. The "harbour phase" of the exercise will be undertaken from July 24 to July 26, while the "sea phase" from July 27 to July 30.

The US is being represented by its nuclear-powered aircraft carrier USS George Washington, Ticonderoga-class destroyer USS Shiloh, Arleigh Burke-class destroyer John S McCain and nuclear submarine USS Columbus, apart from P-3 Orion aircraft and MH-60R helicopters, in the war games. Japan, in turn, has fielded its destroyers, JS Kurama and JS Ashigara, as well as the US-2i ShinMaywa amphibious aircraft, which it is keen to sell to India.

"This is the 18th edition of the Malabar exercise, which will include carrier strike operations, surface and anti-submarine warfare, as also VBSS (visit, board, search and seizure) operations.Japan has earlier taken part in the 2007 and 2009 editions," said the officer. Submarines: South Korea Climbs The Learning Curve

South Korea recently launched the fifth of six KSS-2 class (Type 214) submarines. This one will be ready for service in about a year, which is typical for this kind of project. The last two KSS-2s were built by Daewoo Shipbuilding & Marine Engineering. These KSS 2 class subs are armed with South Korean made Haeseong-3 cruise missiles and torpedoes. The Haeseong-3 is like the torpedo tube launched American Tomahawk. Haeseong-3 has a range of 1,500 kilometers and can reach any target within North Korea. The first three KSS-2s were built (from German components) by Hyundai Heavy Industries. Much to the chagrin of the South Koreans, who are trying to develop their own submarine building capability, the first three Type 214s had quality problems. Mostly it was because of defective components and poor construction techniques that left the three boats noisy and easier to detect.

The first three Type 214 subs were out of action for most of 2010 because of these problems. This was very embarrassing, as these subs were built in South Korea and that was a big deal for South Koreans. Building submarines is a very specialized and exacting type of manufacturing and South Korea has only been doing it only since 2000. The first subs built in South Korea were these three German Type 214s, and the first of those entered service in 2008. The boats were built using licensed technology from the German developer (HDW) and many of the components were manufactured in South Korea as well. But then in 2006 metal bolts in the Type 214s began coming loose or breaking. The problem was traced to the South Korean supplier of the bolts which were not, it turned out, manufactured to the German specification. Eventually, German specialists were called in, and by 2011 the problem had been fixed.

South Korea went ahead with plans to build six additional Type 214 subs over the next 12 years. South Korea already had nine 1,100 ton Type 209 subs, designed and built in Germany. The Type 214 boats use fuel cells, enabling them to stay underwater for up to two weeks, which is ten times longer than the Type 209s. The Type 214 is a 1,700 ton, 65 meter (202 foot) long boat, with a crew of 27. It has four torpedo tubes and a top submerged speed of 35 kilometers an hour. Maximum diving depth is over 400 meters (1,220 feet). AIP boats go for up to a billion dollars each. The second batch of South Korean 214s will have an improved AIP system, which is apparently more reliable and provides a small increase in time underwater. South Korea will probably become a supplier of AIP systems as well because they now have the industrial expertise for this sort of high tech. The latest Type 214 boat is important because if it proves to be flawless it will make South Korea a contender in the international submarine market. A Royal Canadian Navy ship will head to the Mediterranean to join an ongoing NATO mission in the region. The military said in a statement Wednesday that Defence Minister Rob Nicholson be in Halifax on Thursday to send off HMCS Toronto. The frigate will join NATO Reassurance measures in the Mediterranean. Toronto will replace HMCS Regina, which was redirected in May to take part in alliance operations meant to send a message to Russia over the crisis in the Ukraine. NATO announced in April that it was beefing up maritime patrols in both the Baltic Sea and the Mediterranean as part of a deterrence package to contain potential Russian ambitions.Regina has been part of Standing NATO Maritime Forces since May 2014. BMT Partners with Ares Shipyard to Deliver 17 Patrol Boats for Qatar Coastguard

BMT Nigel Gee (BMT), a subsidiary of BMT Group, is pleased to announce its latest partnership with Ares Shipyard (Ares) to design and build seventeen patrol boats from advanced composites, for the Qatar Coastguard. This order

comprises three different vessel sizes: five of 23 metres capable of speed in excess of 37 knots, 10 of 33 metres capable of achieving 30 knots and two of 46 metres also capable of 30 knots. BMT will be responsible for the Naval Architecture, including hull development, and class level design & engineering work on all three sizes of vessel. BMT’s team of naval architects and engineers has worked closely with Ares to develop the designs for the vessels which meet the customer’s stringent performance and comfort

requirements. Kerim Kalafatoglu, Managing Director of Ares Shipyard explains: “Developing a vessel that far exceeds the customer’s expectations in both looks and, performance, could only be made possible through the effective partnership between BMT and Ares. PetroVietnam Marine Shipyard (PV Shipyard) and Semco Maritime have entered into a strategic partnership with the aim to perform rig repair, rig refurbishment and rig upgrades in Vietnam for local and international rig operators and owners in the region. The two companies will work under the alliance brand name: Vung Tau Rig Services. Semco Maritime and PV Shipyard have worked together since 2012 and the partnership completed two major rig upgrades in 2013. “We’ve had operations in Vietnam since 2010, and we have been very active within accommodation modules,” said Morten Clausen, managing director of Semco Maritime. “Now we are ready for phase two of our business plan with a focus on upgrades for the South East Asian offshore rig market and doing that with PV Shipyard in our joint alliance, Vung Tau Rig Services holds very promising prospects and adds significantly to our Southeast Asia presence.” Semco Maritime has moved its office to the PV Shipyard building. The first two subs in the series – HMS Astute and HMS Ambush – have been handed over to the Royal Navy, while the remaining five are now in various stages of construction and steel was cut in March to begin work on the seventh boat.

Boat three Artful was launched earlier this year and will be followed by Audacious, Anson, Agamemnon and boat seven will be named Ajax. CSDC backs Yamal orders China Shipping Development Co (CSDC) has guaranteed orders for three LNG carriers signed for at DSME

by its joint venture with Japan’s MOL.

The shipowner said it would be liable for no more than $490m on a pro-rata basis related to its indirect shareholding in the single-ship companies that ordered the 172,000-cbm Arc7 vessels for Russia’s Yamal gas project. CSDC also said it had provided guarantees of up to $6.4m for the charters of the vessels to Yamal LNG running to 2045, plus options.

Evergreen re-starts REX 3/ARC 2 Far East-southern Red Sea service

TAIWAN's Evergreen Line is to resume services of direct connections to Far East-Southern Red Sea in a joint service with CMA CGM, UASC and CSCL on their REX 3/ARC 2 service following its suspension of services three years ago.

The re-branded ARC service will deploy seven vessels downsizing from the 6,000-7,000 TEU range to vessels of 4,250 TEU. ARC turns in 49 days and rotates through Xiamen, Shenzhen-Yantian, Shenzhen-Shekou, Port Kelang, Djibouti, Jeddah, Port Sudan, Djibouti, Port Kelang and back to Xiamen.

The first sailing from Xiamen was scheduled for July 24 deploying the 4,404-TEU CMA CGM Amber, according to Alphaliner. The reviving of the service will complement its existing Far East-Red Sea service (FRS) jointly operated with Cosco to focus on northern Red Sea ports. Evergreen's closure of its 'REX 3/SRS 2' service in May this year will be compensated by its new slot arrangement with UASC allowing it direct connections to Far East-southern Red Sea. PetroFrontier Corp. provides operational update

PetroFrontier Corp. is pleased to announce that Statoil Australia Theta B.V., PetroFrontier's joint venture partner and the operator of the 2014 work program and budget ("2014 WP&B") has initially selected two of the wells from the 2014 WP&B for completion and testing. The OzAlpha-1 and OzBeta-1 wells are believed to provide the best opportunities to test the concept of extracting oil from the Lower Arthur Creek and Thorntonia formations. Statoil has developed comprehensive completion and testing programs and has commenced operations on the OzBeta-1 well.

OzAlpha-1

The OzAlpha-1 well was drilled to a total vertical depth ("TVD") of 1,250 metres and encountered a combined total of approximately 88 metres of Lower Arthur Creek Hot Shale and Thorntonia formations, which is very near prognosis.

Multiple oil shows were recorded while drilling and a continuous coring operation recovered approximately 196 metres of core. PetroFrontier's independent third party petrophysical analysis has identified a total net oil pay of 20 metres within the Arthur Creek and Thorntonia formations utilizing a porosity cut off of 2% and a water saturation cut-off of 58%. Statoil has developed a completion and testing program for this well which includes perforating a three metre interval, performing a hydraulic fracture stimulation and testing the well with a jet pump. The main objective of the completion is to test the concept of oil production from these formations which has yet to be proven. Subject to contractor availability, weather and regulatory approvals, testing operations are anticipated to be completed early in the fourth quarter of 2014.

The OzBeta-1 well was drilled to a TVD of 1,442 metres and encountered a combined total of approximately 124 metres of Lower Arthur Creek Hot Shale and Thorntonia formations, which is also very near prognosis. Multiple oil shows were recorded while drilling and a continuous coring operation recovered approximately 99 metres of core. PetroFrontier's independent third party petrophysical analysis has identified a total net oil pay of 29 metres within the Arthur Creek and Thorntonia formations utilizing a porosity cut off of 2% and a water saturation cut-off of 58%. Statoil has developed a completion and testing program for this well and operations have commenced. The program includes perforating a three metre interval, performing hydraulic fracture stimulation and testing the well with a jet pump. As with the OzAlpha-1 well, the main objective of the completion is to test the concept of oil production from these formations which has yet to be proven. Subject to contractor availability, weather and regulatory approvals, testing operations are anticipated to be completed early in the fourth quarter of 2014.

Statoil has successfully drilled and evaluated the fifth and final well of the 2014 WP&B, OzEpsilon-1. This well is located in Exploration Permit 128 and provides stratigraphic information, which reinforces regional seismic and geological interpretations. The well was drilled to a TVD of 665m and encountered a combined total of approximately 81m of Lower Arthur Creek Hot Shale and Thorntonia formations. A total of 67 metres of core were recovered in a continuous coring process, which penetrated the Lower Arthur Creek and Thorntonia formations. All of the planned open hole well evaluation activities have been completed. The well has been abandoned as anticipated due to its shallow depth and additionally, a lack of hydrocarbon indicators while drilling.

Evaluation of these wells is currently in progress. These wells will be abandoned as part of the 2014 WPB. However, the decision to test prior to abandonment will be influenced by the test results of OzAlpha-1 and OzBeta-1.

Israel’s transport minister has proposed building an offshore port for Gaza. The suggestion follows on from recent calls by the Qatari foreign minister to build a port in Gaza to help alleviate the suffering there. Israel’s transportation minister Yisrael Katz has said Gaza should have its own airport and port. “We should open the Rafiah crossing between Gaza and Egypt for an intermediate period, for goods and people to pass through, with supervision,” he said. “At the same time, we should initiate the creation of an artificial island at sea, under international supervision and with international funding, roughly 4.5 km off the Gaza coast,” he continued. A model for the project has already been created, he said. On the island there will be a port, a power plant and water treatment plant, and eventually an airport. There could be hotels there, too. The island would be connected to Gaza by a bridge, which would have a security checkpoint in the centre.“[The checkpoint] would be under full international control for 100 years, and under Israeli control at sea,” he suggested. “The Palestinians would be part of operating the port and airport, and staffing the hotels.” Source: GulfShipNews

Ocean Mineral Singapore clears next step for seabed exploration

Ocean Mineral Singapore Pte Ltd (OMS) has received approval from the International Seabed Authority (ISA) on its application for its first seabed exploration licence. Over the next few months, OMS will work with ISA to finalise the terms of contract for the award of the licence. The licence will allow exploration for polymetallic nodules at a site within the Clarion-Clipperton Fracture Zone of the Pacific. OMS is a Singapore-incorporated company majority owned by Keppel Corporation, with UK Seabed Resources Ltd, a wholly owned subsidiary of London-based Lockheed Martin UK Holdings Ltd, and Singapore-based private investment company Lion City Capital Partners Pte Ltd, as minority shareholders. Mr Ong Ye Kung, director of OMS, said, "We are pleased to have taken another step forward in this long term project. It leverages Keppel's experience in the offshore and marine sector, and we are excited by the opportunities that this venture presents."

Under the exploration licence, OMS intends to conduct environmental studies and to survey for deposits of polymetallic nodules within the approved area. Polymetallic nodules contain copper, nickel, cobalt and manganese, as well as rare earth minerals. Asia Dry Bulk-Capesize market seen flat to higher as owners resist lower rates

Rates for capesize bulk carriers on key Asian routes could remain flat or show marginal improvement next week as ship owners resist attempts by cargo owners to depress freight prices, ship brokers said.Capesize freight rates from Australia to China showed a slight gain in the week through Wednesday as owners held out for higher rates than charterers offered. Rates from Brazil to China continued to fall as too many ships chased too few cargoes. broker on Thursday. "Going into next week rates for Australia-China may get to $8 a tonne," he said. Rates for a voyage from Brazil to China could inch up to around $18.50 per tonne, the broker added."Current rates are too low for Brazil to China," the broker added. While miners including Rio Tinto BHP Billiton and Fortescue Metals Group all chartered capesize ships, activity was relatively quiet, the Singapore broker said. Some 11 ships were fixed to haul iron ore from Australia to China in the week to Wednesday, compared with 12 in the previous seven days, Reuters shipping data showed. "Apart from seasonal doldrums coal trading [from Australia to China] appears [to be] at a particular low," Norwegian ship broker Fearnley said in a weekly note on Wednesday. This lack of coal fixtures also weighed on capesize freight rates, the Singapore broker said. Rates for the Western Australia-China route closed at $7.83 per tonne on Wednesday, up from $7.56 per tonne a week earlier. Freight rates for the Brazil-China route closed at $18.30 per tonne on Wednesday compared with $19.11 per tonne last week. Charter rates for smaller panamax vessels could slip lower as the available tonnage outweighs a slight revival in chartering activity, a Singapore-based panamax broker said on Thursday. "The north Pacific market is steady with petcoke and coal cargoes," the broker said. There had also been an increase in interest for larger panamax ships to haul coal from Australia, the broker said. But the large number of ships available for charter continued to depress rates, the broker added. Rates for a panamax transpacific voyage closed at $4,228 per day on Wednesday, against $5,181 per day last week. "In the east, the list of open vessels is still huge, and with limited trading, we saw a small dip in rates," Fearnley said in its note. Charter rates for supramax vessels in Asia were stable this week, Fearnley said. The Baltic Exchange's main sea freight index closed at 727 points on Wednesday, down from 755 a week earlier.
