Work Experience Alaska Department of Health and Social Services, Division of Behavioral Health Health Program Manager II – Behavioral Health Regulatory: Dec. 2011 - Present • I reviewed over one-third of the state’s community behavioral health agencies for compliance with state

mental health statute, and the contractual agreements that these agencies entered into as a part of the state’s Medicaid program.

• I oversaw the implementation of a statewide accreditation requirement that affected an industry comprising of over 100 behavioral health agencies, and nearly $500MM in yearly State resource allocation. These efforts continue to result in improved quality of behavioral health, as noted by increases in statewide capacity, increases in systems efficiency, and greater stability among behavioral health agencies.

• I aided in the integration of statewide mental health and substance use treatment services under a single regulatory domain of behavioral health. My involvement served to minimize the disruption to the industry throughout the implementation of new regulations via communication, education, and policy clarification with multiple stakeholders and providers.

• I researched and clarified the due-process options available to a behavioral health provider in the event that the state takes an action against them. My work clarifying a provider’s rights and options under state law led to a revision of state regulations, for which I authored these revisions.

Alaska Department of Health and Social Services, Division of Public Assistance Health Program Manager II – Interim Assistance Medical Review: Sep. 2010 – Dec. 2011 • Hired into a program that had been adversely impacted by staff and resource shortages. Within three

months, I reduced a four-month backlog of pending cases to within a thirty-day turn-around for all case decisions submitted to the office.

• I routinely managed a caseload of over one-thousand applications for Social Security disability-related benefits per year. My program management resulted in a rapid turn-around of decisions, getting those eligible for benefits the assistance they needed, while also screening-out those applications that were not eligible for benefits, resulting in annual savings to the state of approximately $3MM.

• I uncovered a significant limitation to the state regulations that governed my program, and made my findings known to leadership. Later, upon outside threat of lawsuit, the Division took note of the issues I had raised, and clarified the legal language relating to the program based on my recommendations, as to minimize potential for future legal risk regarding the program operations.
