Maize is also a key ingredient in animal feed and is used extensively in industrial products, including the production of biofuels. Increasing demand and production shortfalls in global maize supplies have worsened market volatility and contributed to surging global maize prices. Climatic variability and change, and the consequent rise in abiotic and biotic stresses, further confound the problem. Unless concerted and vigorous measures are taken to address these challenges and accelerate yield growth, the outcome will be hunger and food insecurity for millions of poor consumers. We review the research challenges of ensuring global food security in maize, particularly in the context of climate change. The paper summarizes the importance of maize for food, nutrition and livelihood security and details the historical productivity of maize, consumption patterns and future trends. We show how crop breeding to overcome biotic and abiotic stresses will play a key role in meeting future maize demand. Attention needs to be directed at the generation of high yielding, stress- tolerant and widely-adapted maize varieties through judi- cious combination of conventional and molecular breeding approaches. The use of improved germplasm per se will not, however, be enough to raise yields and enhance adaptation to climate change, and will need to be complemented by improved crop and agronomic practices. Faced with emasculated state extension provision and imperfect markets, new extension approaches and institu- tional innovations are required that enhance farmersaccess to information, seeds, other inputs, finance and output markets. Over the long-term, large public and private sector investment and sustained political commitment and policy support for technology generation and delivery are needed to overcome hunger, raise the incomes of smallholder farmers and meet the challenges of growing demand for maize at the global level. Abstract Maize is one of the most important food crops inthe world and, together with rice and wheat, provides atleast 30% of the food calories to more than 4.5 billionpeople in 94 developing countries. Introduction

Together with rice and wheat, maize provides at least 30%of the food calories to more than 4.5 billion people in 94developing countries. They include 900 million poorconsumers for whom maize is the preferred staple. Maizeis currently produced on nearly 100 million hectares in 125developing countries and is among the three most widelygrown crops in 75 of those countries (FAOSTAT, 2010).About 67% of the total maize production in the developingworld comes from low and lower middle income countries;hence, maize plays an important role in the livelihoods ofmillions of poor farmers. The nature of the demand for maize is also changing.Maize is an important food crop but over the past decade,its demand as livestock feed has grown tremendously. Thishas largely been driven by rapid economic growth in highlypopulated regions in Asia, the Middle East and LatinAmerica leading to increased demand for poultry andlivestock products from more affluent consumers (Delgado,2003). Maize grain is a key ingredient in animal feed andthis added demand has driven up prices of maize grain andmade it less affordable for poor consumers in several regionsof the world. The maize feed market is growing especially incountries such as China and India, where economic growthis enabling many to afford milk, eggs and meat. Rapiddevelopment in these countries is also driving up demand formaize as an industrial raw material while maize is a keyingredient in the bioethanol program in the USA.

Production shortfalls in global maize supplies andincreasing input prices have grave consequences fordeveloping countries. Along with prices of other commod-ities, especially wheat, maize prices have increased by 43%since 2008 and are projected to increase in the future inresponse to increasing demand and constraints for expand-ing supplies. Such increases will impose great hardship onthe poor, as the food price surge of 2008 and early 2011 havemade abundantly clear. In addition, lagging domestic produc-tion will place a huge and politically risky burden ondeveloping country economies, driving up their maize importsfrom about the 7% of today’s demand to 24% in 2050, aproportion that will be priced at around USD 30 billion(Rosegrant et al., 2009). Unless vigorous measures are takento accelerate the growth of yield, the outcome will be lessaffordable food for millions of poor maize consumers.

Farmers, governments, researchers and input suppliershave been responding to the expanding demand for maize.During 2003–08, maize production increased annually by6.0% in Asia, 5.0% in Latin America, and 2.3% in sub-Saharan Africa (FAOSTAT 2010). Nonetheless, the increasesfell short of those needed to prevent price hikes in 2008.Part of the response to increasing demand has involvedbringing new land into cultivation, increasing maize area inAsia and Latin America by 3.5% annually (FAOSTAT 2010,referring to data from 2003–08). Area expansion, however,is not a sustainable option and often comes with anenvironmental cost in terms of increased land degradation.At the current rate of area expansion, increases in futureproduction will come at the cost of crop diversity and forestconservation. The major challenge for the future isachieving significant growth in food production withoutcompromising public health, environmental quality, andsustainability of farming systems (Tilman et al., 2002).

Although crop breeding alone is not a panacea, bydeveloping high-yielding crop varieties it is likely to play acritical role in meeting the need for increasing food

production even though huge challenges remain (Delmer,2005). Maize production (as well as other cereals) doubledin the past 40 years due to increased yields resulting fromthe use of improved crop varieties, along with greaterinputs of fertilizer, water and pesticides (Evenson andGollin, 2003). The difficulty of meeting the need forincreased food production is exacerbated by climatechange. Spatial analyses and crop modelling studies haveconsistently predicted a decline in maize yields for manydeveloping countries in the tropics. Using CIMMYT datafrom more than 20,000 historical maize trials in Africa,combined with daily weather data, Lobell et al. (2011)estimated that each degree day spent above 30°C reducedthe final yield by 1% under optimal rainfed conditions andby 1.7% under drought conditions. For Africa particularly,the impacts will be highly variable, with Southern Africalikely to be affected most, while some regions (such as theEast African highlands) may see improved conditions formaize production. The challenge will be to provide maizefarmers with the means to respond both to the threats andopportunities posed by climate change.

The combined challenges of increasing demand, con-tinuing poverty and malnutrition, natural resource depletionand climate change will require the world to double theproductivity and dramatically increase the sustainability andresilience of maize-based farming systems. This require-ment can only be met through a concerted engagement offarming communities, international and national research-ers, policy makers, the private sector, and many otherdevelopment partners which intrinsically involves targetcommunities and national governments in designing appro-priate and pro-poor solutions. This review article is, hence,a synthesis of a series of debates, discussions and actionplans on how maize can continue to contribute to food andlivelihood security of poor producers and consumers at theglobal level and especially in the developing regions.

The article is structured as follows: in Section 2 wepresent the role of maize for food, nutrition and livelihoodsecurity—looking at the importance of maize in thegrowing demand for food, feed and other uses at theregional and global levels. Section 3 highlights thehistorical productivity of maize, consumption patterns andfuture trends. Section 4 looks at the constraints toproductivity growth in terms of biotic and abiotic stressesand the challenges that these pose to maize breeders. Thevulnerability of maize-based farming systems to climatechange are addressed in Section 5. Section 6 presents thefuture technology options to overcome the effects of majorabiotic and biotic constraints. Section 7 reviews the policyand institutional barriers to the adoption of maize technol-ogies. In the conclusions (Section 8), we identify keylessons and action points for policy makers, researchers anddevelopment practitioners.

Role of maize for global food security

Maize is grown over a wider range of altitudes and latitudesthan any other food crop, under temperatures ranging fromcool to very hot, on wet to semi-arid lands, and in manydifferent types of soils. The global area for maize (averagefor 2008–2010) is about 150 million ha. The correspondingaverage annual production was over 750 million metrictons. This is, by far, larger than the production of the twoother major staple cereals (wheat and rice) (Fig. 1). Duringthe same period, maize represented an average of 27% ofcereal area, 34% of cereal production and 8% of the valueof all primary crop production. This includes estimated areaand production of green maize, which is highly valued asthe harvest approaches at the end of the hungriest season.The regional distribution of area and production is given inTable 1.

Maize is an important source of food and nutritionalsecurity for millions of people in the developing world,especially in Africa and Latin America. The role of maizefor human consumption, expressed in terms of the share ofcalories from all staple cereals, varies significantly acrossregions. This ranges from 61% in Mesoamerica, 45% inEastern and Southern Africa (ESA), 29% in the Andeanregion,1 21% in West and Central Africa (WCA), to 4% inSouth Asia. The contribution of maize as a source ofproteins from all the cereal staples is very similar to itscontribution of calories (Fig. 2). Its use as a source of foodaccounts for 25% and 15% of the total maize demand in thedeveloping countries and globally, respectively. In sub-Saharan Africa, maize is mainly a food crop accounting for73% and 64% of the total demand in ESA and WCA. InSouth Asia 46% is used as food mainly for poor householdswho cannot afford other staples such as rice and wheat. Thedemand for food is also high in Mesoamerica (44%), NorthAfrica (39%) and the Andean region (36%) as well asSouth East Asia (29%; see Fig. 3). This makes maizeparticularly important to the poor in many developingregions of Africa, Latin America and Asia as a means ofovercoming hunger and improving food security. Its highyields (relative to other cereals) make maize particularlyattractive to famers in areas with land scarcity and highpopulation pressure.

Maize production has spread widely from its origins inMesoamerica into new areas beyond the USA and Canada,especially during the second millennium. As it wasintroduced to new cultures and new agro-ecologies, newvarieties were selected to meet dietary preferences betterand new uses were developed with adaptation to newbiophysical environments. Despite its relatively recent

introduction into Africa, it has become one of the mostimportant staples in the region. By the 1930s, maize hadbecome important in smallholder agriculture in Africa bothas a subsistence and as a cash crop. The construction ofinfrastructure, and especially railways, further encouragedthe expansion of smallholder maize cultivation. The nearlycomplete change in the diets of tens of millions of Africansfrom traditional sorghum and millet to maize in less thantwo generations represents an almost unprecedented trans-formation in food production and consumption patterns(Byerlee and Heisey, 1997). Societies in sub-Saharan Africaalso share two attributes with their counterparts in Mexicoand Central America. First, with the exception of pockets inWest Africa, Africans south of the Sahara demonstrate anoverwhelming preference for white maize. As an estimated96% of world trade in maize is yellow, this preference hasimplications for exchange of germplasm and for trade.2

Second, in contrast with other major maize-producingregions of the world, farmers in both sub-Saharan Africaand Mesoamerica generally grow maize as a food croprather than as an industrial crop—although they often sell itfor cash.

Maize currently covers 25 million ha in sub-SaharanAfrica, largely in smallholder systems that produce 38million metric tons, primarily for food (Smale et al., 2011).An additional 2.8 million ha is grown in South Africa,mostly in large-scale commercial production, much of it foranimal feed. The highest amounts of maize consumed arefound in Southern Africa at 85 kg/capita/year as comparedto 27 in East Africa and 25 in WCA. In Lesotho, Malawi,South Africa, Zambia and Zimbabwe, average consumption

is over 100 kg/capita/year. These amounts represent morethan 50% of total calories in Lesotho, Malawi and Zambia,43% in Zimbabwe, and 31% in South Africa. The

dependence on maize in many countries in the region is aconcern for food and nutritional security, especially whenother supplements for dietary diversity are limited. Maize

provides vitamins A and E but lacks the lower B vitaminsthat characterize other grains such as sorghum or wheat;maize is low in usable protein and its leucine blocks thehuman body’s absorption of niacin, a vitamin whoseabsence causes protein deficiency (McCann, 2005).Decades of efforts by breeders at CIMMYT have led tothe development of “Quality Protein Maize” (QPM) withenhanced nutritional value, especially through higherlevels of lysine and tryptophan in the endosperm andbetter amino acid balance. In Ethiopia, Tanzania andUganda, randomized trials showed significantly improvedheight and weight of children consuming such varieties—particularly in Southern Ethiopia, where the populationrelies heavily on maize (Gunaratna et al., 2008).

Maize is not just used for human consumption. Figure 3shows that maize demand is significantly diversified fromits use as a source of food to livestock feed, industrialprocessing, seed and other alternative uses. At the globallevel 63% of the maize demand is for livestock feed whilein the developing countries this currently stands at around56%. These aggregate figures obscure significant variationin alternative uses at the country level (e.g. food vs. feed)across the developing and the developed world. In the highincome countries, 70% of maize is used as feed and only3% for direct human consumption. By contrast, in sub-Saharan Africa outside of South Africa, more than two-thirds of maize is used as food and only about 18–20% asanimal feed.

The industrial demand for maize is mainly related to itsgrowing use in the bio-energy sector. Investment in maize-based bioethanol is booming. Around 50 developingcountries have established targets for blending ethanol withgasoline. Maize in particular is a primary feedstock forethanol production in the huge US ‘corn ethanol’ program.

Given the importance of maize for human/animal consumptionand for biofuel production, it is also important to analyze thepotential trade-offs around using maize to produce ethanol.With large-scale production of bioethanol using maize grain infirst-generation conversion technologies, food prices andlevels of child malnutrition would increase significantly,especially in sub-Saharan Africa and South Asia (e.g. seeHeadey and Fan 2010). Recent market trends suggest that thetwo drivers of bioethanol expansion (high oil prices andpolicies for domestic energy security) are unlikely to weakenduring the coming decades, and could even intensify. Thusthe boom in the USA may only be a foretaste of what mayunfold in the coming decades.

Maize is also an important component of feed for themeat industry, especially in Asia where maize consumptionhas soared, driven by the growing demand for maize aspoultry and pig feed. Total meat consumption in sevenmajor Asian countries (China, India, Indonesia, Nepal,Thailand, Philippines, Vietnam), mostly pork and poultrymeat, rose from 20 million metric tons in 1980 to 77million metric tons in 2000, (Wada et al., 2008). In thepoultry industry maize accounts for most of the energy inthe feed ration for broilers: broiler rations, on average,contain 60–65% maize, 28–30% soybean meal, and 2–3%oil. Overall maize use for feed in the seven major Asiancountries has more than tripled from 29 million metric tonsin 1980 to 109 million metric tons in 2000 (Wada et al.,2008). World-wide demand for maize as livestock feed isgrowing at 6% per year, and is projected to be a majorcomponent of future demand.

With increasing diversification of maize demand andutilization, global trade has become an important strategyfor overcoming production shortfalls. Maize is the secondmost widely traded cereal after wheat. Annual exports,

estimated at about 90 million metric tons, mainly fromNorth America (USA), Eastern Europe (mainly Ukraine)and South America (mainly Argentina and Brazil) meet thegrowing demand for maize imports in Mexico, NorthAfrica, East Asia, and West Asia and South East Asiaamong the developing countries and Japan and Canadaamong the high income economies (Fig. 4).

Most of these imports are related to the growing use ofmaize as livestock feed. The exports from the US accountfor slightly more than half of the annual traded volumeswhile the Southern cone of Latin America accounts forabout one-third of the total amount. An important issue tonote is that sub-Saharan Africa is largely self-sufficient as aregion with South Africa meeting the production shortfallsin the other growing countries. However, this inter-regionaltrade in Africa is beginning to suffer as many countrieshave put restrictions on imports of genetically modified(GMO) maize grown in South Africa. Data on the exactshare of non-transgenic and transgenic maize is notavailable but most of the maize produced in South Africais reported as genetically modified. This certainly hascreated a major market uncertainty for both importers andSouth African producers and exporters and may signifi-cantly change the structure of maize trade in the region.

Historical productivity growth, consumption patternsand future trends

Maize area and production at the global level have showndramatic changes over the past 50 years. Between 1961 and

2010, the global maize area increased by 50%, that is fromabout 100 million to more than 150 million ha. Signifi-cantly, much of the area growth occurred in the developingcountries where cultivated area has almost doubled from 60million ha in 1961 to about 112 million ha in 2010.Production and productivity has also registered a muchfaster growth in the developing regions. Productionincreased by more than five fold from about 75 millionmetric tons to about 405 million metric tons during thesame period. In the developed economies, area has changedvery little over time—39 million ha (1961) to 41 million ha(2010). However, the production of maize has increasedthree-fold, indicative of an impressive growth in produc-tivity over the 50 year period. This picture among thedeveloped and developing countries indicates a dramaticgrowth in maize production at the global level—registeringalmost a four-fold increase from 200 million metric tons(1961) to 765 million metric tons (2010) (Fig. 5).

These figures, however, conceal significant variabilityamong regions and countries in terms of area, yield andproduction responses over the past half century. Forexample, despite the tripling of the maize area, yield hasnot shown significant changes in sub-Saharan Africa.Excluding South Africa, maize yields in sub-Saharan Africaonly increased by about 40% over this period (from about0.9 t/ha to 1.5 t/ha). Variability of yield for maize is alsoextremely high in this region. The area, yield andproduction growth rates for maize across the differentregions are given in Table 1. Over the past 10 years, theannual growth in area expansion is highest in WCA(3.26%), East Asia (3.13%) and Eastern Europe (3.98%).

The annual yield responses are highest in Eastern Europe(5.78%), South Asia (3.56%), South East Asia (3.26%) andLatin America (3.14%).

Maize is primarily grown as a rainfed crop in manydeveloping countries including sub-Saharan Africa, Asiaand Latin America. Under uncertain climatic conditions,this increases the risks associated with maize production.Depending on the climatic uncertainties, this dependenceon rainfall causes the year to year variation in maize yieldsand production (Table 2). Although regional aggregate datastill hide a lot of information on intra-regional variationacross countries, the variability of production and yield(measured in terms of coefficient of variation, CV) is veryhigh for countries in Africa, South Asia, and Latin America

as well as Eastern Europe. When complemented withmarket risks associated with poorly integrated domesticand regional markets, small-scale maize producers oftenface significant challenges in smoothing consumptionand income over time. Better varieties for stresstolerance and investment in water management and valuechain development will help mitigate these inherentrisks.

The contribution of area and yield productivity growth tothe historical annual production growth (1961–2010) acrossthe different regions is presented in Fig. 6. The annual areagrowth rates are negative in West Asia and Eastern Europewhere maize area has declined over time. As indicatedabove, the historical growth in area is largest in WCAwhere

maize is a relatively new crop and has expanded rapidlyover the last 50 years into new growing years. The areaincreased from about 2.6 million ha in 1961 to 11.2 millionha in 2010. Overall, East Asia (mainly China) and WCAhave shown the largest annual growth rates as the sum ofarea and yield together, followed by ESA (including SouthAfrica) and South East Asia.

The main driver of the dramatic growth in productionand yield response at the global level is the growth indemand for maize for both food and non-food uses. It issignificantly higher than for other cereals (wheat and rice)

and increased by more than four fold from 189 millionmetric tons in 1961 to 771 million metric tons in 2010. In2010, maize accounted for more than 40% of the globaldemand for the major cereals while wheat and riceaccounted for 30% and 25%, respectively. Much of thegrowth in maize demand originated from the developingregions where it has grown by more than six fold from 65million tons to 427 million tons during the same period.Demand only grew by less than half of this rate in the highincome economies (from 124 to 344 million metric tons),(Fig. 7).

The demand for maize in the developing countries isprojected to double by 2050. In addition, by 2025 maizewill have become the crop with the highest production inthe developing world (Rosegrant et al., 2009). This impliesthat the overall demand for maize in the developingcountries will be larger than the other major cereals (riceand wheat). It is mainly driven by growth in population aswell as changes in income and urbanization that inducechanges in dietary patterns in the emerging economies.Worldwide meat demand is estimated to rise by more than55% between 1997 and 2020, with most of that increasetaking place in developing countries. Asia will account forhalf of the increase in global cereal demand. Globaldemand for maize will increase by 50% from 558 millionmetric tons in 1995 to a projected 837 million tons in 2020(Wada et al., 2008). Maize demand in Asia will increase by87% from 162 million tons in 1995 to 303 million tons in2020. Most of the extra 140 million tons of maize that willbe produced in Asia between 1995 and 2020 will be fed tolivestock.

At current levels of productivity growth, maizeproduction will fall short of the accelerating demand.Unless vigorous measures are taken to accelerateproductivity growth, many poor consumers in urbanand rural areas in the developing world may face hungeras food prices soar and make it difficult to meet theirsubsistence requirements. The price effect will particu-larly depend on policy decisions to use maize for bio-fuels, the price of fuel and the size of the negative effectof climate variability and change on global and regionalmaize production. Under business as usual models, theoutcome will be food insecurity for millions of maizeconsumers, continuing childhood malnutrition and lossof wellbeing for the poor, which may create social unrestand instability.

Biotic and abiotic constraints to productivity growth

Maize is the basis for food security in some of the world’spoorest regions in Africa, Asia, and Latin America, yetyields are often extremely low, averaging approximately 1.5tons per hectare—about 20% of the average yield indeveloped countries. Yields in low-productivity rainfedenvironments are severely limited by an array of factors,including abiotic and biotic stresses. Recurrent drought,low levels of fertilizer use, and low adoption of improvedvarieties all contribute to the low yields.

Abiotic stresses

Drought is the most important constraint to enhancingmaize production and productivity in the tropical and sub-

tropical regions. A decade ago, before recognition ofclimate change, Heisey and Edmeades (1999) estimatedthat in sub-Saharan Africa roughly a quarter of the 10.4million ha of maize in the lowland tropics and 22% of the7.6 million ha in the mid-altitude/subtropics werefrequently under stress from drought. Soil fertility isprobably an even more serious constraint in most maizegrowing environments in Africa, due to very low use offertilizer and the demise of bush-fallow systems of soilfertility replenishment (Morris et al., 2007).

Despite these constraints, Africa has huge potential inmaize production. An estimated 88 million ha of land issuited to maize that is not presently cultivated, even afterexcluding protected and forested areas (World Bank,2010). This is almost three times the area currently sownand over half of the available land suited to maizeproduction globally. Most of the potential for areaexpansion is in ESA, particularly Sudan, Mozambique,Angola and Tanzania (see Table 3).

Given the rapidly growing demand for maize, whichwill require intensified cropping systems in the contextof increasing scarcity and value of agricultural water, andlikely unfavorable climate change scenarios, the value ofdrought tolerance in maize is certain to increase. Insouthern Africa, the incidence of drought during 2002–03resulted in a food deficit of 3.3 million tons, with anestimated 14 million people at risk of starvation. In2005–06 and again in 2009, severe droughts struck maizefields in eastern Africa, and drought regularly affectscrops in the dry belts of Mexico and Central America,and parts of South and South East Asia. Farmers affectedby recurrent drought tend not to invest in yield-enhancing inputs but respond instead by planting largeareas to low-input maize in the hope of ensuringhousehold food security. Stabilizing and increasingproductivity in the face of recurrent drought can promotecropping diversification, better management of soilfertility, and income generation.

Nitrogen—either applied as fertilizer or from organicsources like manure or legumes—is one of the mostimportant nutrients for plants, but small-scale maizefarmers often cannot afford chemical fertilizer. Africanfarmers, who are mainly smallholders, use, on average,less than 10 kg of fertilizer per hectare of crop land.Therefore, maize varieties that tolerate drought andnitrogen-poor soils will reduce farmers' risk, provideincentives to invest in inputs like fertilizer, and allowthem to attain food security on a smaller area, freeing upland and labour to grow cash crops, and reducing pressureto open new land.

The interlinked soil fertility problems of acidity,aluminium toxicity, and low phosphorous availabilityconstrain yields on about 4 million ha of croplandworldwide. Also, because maize is grown predominantlyas a rainfed crop, increased rainfall variability fromclimate change (Hulme et al., 2001; Stige et al., 2006)will lead to greater losses due to drought and flooding andtherefore frequent production and price variation (Jonesand Thornton, 2003). The largest impact on consumerprices comes from relatively favourable productionregions, such as areas with an average of 500–800 mmrainfall, where unexpected drought can significantly cutproduction. Excess rainfall and poor drainage is anothersevere constraint to maize productivity, particularly duringthe wet season in areas of Asia that are heavily dependenton monsoon rainfall. In such conditions, maize yields areoften approximately one-half to one-third lower thanirrigated production in the dry season.

Combinations of stresses are also particularly damagingto crops (Mittler, 2006). The combinations of drought, heatstress and water-logging/excess moisture, coupled withvulnerability to emerging diseases and insect-pests, are

likely to increase in some regions, especially in Sub-Saharan Africa and Asia, with global climate changes.CIMMYT researchers have observed that many inbred/hybrid/open-pollinated varieties that are tolerant to droughtalone perform poorly under conditions of drought com-bined with high temperature. This indicates that jointscreening for both stresses simultaneously will be requiredto identify tolerant materials, and that tolerance to thecombination cannot be predicted from reaction to eachstress in isolation. The combination of water-logging earlyin the season, which impedes root development, and late-season drought occurs commonly in some areas of Southand Southeast Asia.

Biotic stresses

Losses due to abiotic stresses are often compounded byhigh incidence of diseases, insect pests and weeds,which on an average can reduce yields by more than30%. An estimated 54% of attainable yield is lostannually to diseases (16%), animals and insects (20%)and weeds (18%) in Africa. Similar losses have beenobserved for Central and South America (48%) andAsia (42%; Oerke, 2006). Efforts to reduce maize lossesfrom diseases and insect pests through host-controlledresistance (biotic stress resistant varieties) offer tremen-dous opportunities for increasing and stabilizing maizeproductivity.

Maize diseases of global or regional importanceinclude southern corn leaf blight (Bipolaris maydis),southern rust (Puccinia polysora), northern corn leafblight (Exserohilum turcicum), common rust (Pucciniasorghi), gray leaf spot (Cercospora species), stalk and earrots caused by Diplodia and Fusarium, and kernel and earrots caused by several Fusarium and Aspergillus species,which also contaminate grain with mycotoxins therebyreducing grain quality and safety. Diseases that areparticularly important in Asia are the downy mildews,post-flowering stalk rots (PFSR), gray leaf spot, bandedleaf and sheath blight (BLSB), and turcicum leaf blight.For Latin America, the tar spot complex and the corn stuntcomplex diseases are of particular importance. Majorbiotic stresses limited to Africa include maize streak virus(MSV), and the parasitic weed Striga (Striga asiatica andStriga hermonthica).

The frequency and severity of disease epidemics isdynamic, and while some currently important diseases maybecome less important as resistant cultivars are developedand deployed, others presently considered unimportant maybecome more prevalent with changes in climate, croppingpractices and introduction of new germplasm (Ward et al.,1997). For example, increased adoption of zero tillage andretention of residue cover has resulted in increased

incidences and severity of gray leaf spot (Cercospora zeae-maydis).3 In Africa, yield reductions of 30–60% have beenattributed to gray leaf spot (GLS), depending on germplasmand environmental conditions (Ward et al., 1997). GLS isnow becoming an important disease globally, with highincidences reported in Nepal, China, Colombia, Mexico,Brazil and several countries in Africa. A similar situationhas been observed for the tar spot complex (Phyllachoramaydis and Monographella maydis) in Latin America,where heavy losses have recently been noted in ElSalvador, Guatemala, Mexico, Colombia and Nicaragua.

Insect pests reduce maize production by directly attack-ing roots (rootworms, wireworms, white grubs, and seed-corn maggots), leaves (aphids, armyworm, stem borers,thrips, spider mites and grasshoppers), stalks (stem borersand termites), ears and tassels (stem borers, earworms, adultrootworms and armyworm), and grain during storage (grainweevils and grain borers). Stem borers are the mostdamaging group of insect pests in maize cultivation andaccount for an estimated average annual loss of 18% (DeGroote, 2001). Two species of stem borers (Chilo partellusand Busseola fusca), are common biotic constraints tomaize in ESA, while in west and central Africa, the stemborers Sesamia calamistis, Eldana saccharina, and Mussi-dia nigrivenella are the dominant insect pests of maize,limiting production.

In addition to pre-harvest losses, substantial post-harvestlosses (up to 80%) have been reported in the tropics fromgrain weevils (Sitophilus zeamais) and the larger grain borer(Prostephanus truncatus). Minimizing such losses willsignificantly contribute to nutrition and food security.Storage insect pests, mainly the maize weevil (Sitophiluszeamais), larger grain borer (LGB) (Prostephanus trunca-tus), angoumois grain moth (Sitotroga cereallela) and thelesser grain weevil (Sitophilus oryzae) cause an estimated20–30% loss of maize, thus negatively impacting foodsecurity and income generation. Ear and kernel rots ofmaize, caused by a variety of fungi, are prevalent in warm,humid, tropical and subtropical maize growing environ-ments. About 55.9% of the area under maize in subtropical,mid-altitude, transition zone and highland zones experienceeconomic losses due to ear rots, and up to 44% of maizegrown in tropical lowlands are lost to ear rots.

Economic losses result from reduced grain quality andmycotoxin contamination (especially aflatoxin and fumoni-sins produced by Aspergillus flavus and Fusarium verti-cillioides, respectively) making grain unsafe for food andanimal feed. Adequate storage facilities are essential topreserve quality, minimize storage losses and maintain foodsafety for food security. Although substantial research anddevelopment efforts have gone into storage, there have beenmany cases where ‘improved’ storage technologies have notbeen taken up by small-scale farmers. This is because manyof these technologies turn out to be inappropriate forfarmers’ needs, or are not available at the right price and theright time (Compton et al., 1993).

Vulnerability to climate change

Changes in precipitation patterns, caused by climatechange, will increase the likelihood of short-term cropfailures and long-term production declines. It is anticipatedthat climate change will increase water scarcity in thecoming decades (Lobell et al., 2008). Water scarcity isprojected to become a more important determinant of foodscarcity than land scarcity and the resulting decline inglobal per capita food production will threaten future foodsecurity (Brown and Funk, 2008; Funk and Brown, 2009).Climate models also show a high probability (>90%) thatby the end of this century growing season temperatures willexceed the most extreme seasonal temperatures recorded inthe past century (Battisti and Naylor, 2009). Hulme et al.(2001) suggest a warming in Africa of between 2 and 6°Cby 2100 while Ruosteenoja et al. (2003) predict warming of9°C for northern Africa and 7°C for southern Africa,between 2070 and 2099.

While an increase in temperature of a few degrees isprojected to increase crop yields in temperate areas, inmany tropical areas temperature increases are likely to bedetrimental to food production because exposure to hightemperatures (e.g. > 35°C) can result in a reduction in cropyields by affecting a large array of physiological, biochem-ical and molecular processes (Lobell et al., 2011). Sensi-tivity to supra-optimum temperatures and mechanisms oftolerance depend on the severity, duration and timing ofheat stress together with the developmental stage of theplant. Higher temperatures eventually reduce yields whileencouraging some weed and pest proliferation. The effectof a combination of stresses, such as heat and drought, oncrop performance will be greater than the effect of eachstress individually.

Extreme weather events that are expected under climatechange will also affect the incidence, severity and geo-graphical distribution of maize diseases, especially fungithat incite ear rots and contaminate the grain with

mycotoxins (Paterson and Lima, 2010). Semi-arid to aridand drought conditions in tropical countries are associatedwith high levels of mycotoxin contamination. Changes inclimate may lead to acute aflatoxicosis and deaths from theconsumption of poor crops as occurred in Kenya in 2004(Strosnider et al., 2006). High incidences of aflatoxin havebeen reported in Kenya, especially in years of severedroughts (Lewis et al., 2005). Rain, at or near harvest, alsocould lead to unacceptable concentrations of aflatoxin inmany crops in warm regions (Cotty and Jaime-Garcia,2007). The extent to which crops become vulnerable toattack by insect pests is also affected by prevailing climaticconditions. Higher temperatures and drought conditions areusually more favourable for the proliferation of insect pestsand, under dry conditions, the life cycle of insects isshortened, resulting in several generations per growingcycle (Bale et al., 2002).

Climate change is likely to influence food-producingcapacity in many areas. While some areas may experience areduction in crop yields, others are likely to benefit(Raleigh and Urdal, 2007). The impact of climate changeon agricultural production will be greatest in the tropics andsubtropics, with Africa particularly vulnerable due to therange of projected impacts, multiple stresses and lowadaptive capacity (Nelson et al., 2009). Climate change isprojected to reduce maize production globally by 3-10% by2050 (Rosegrant et al., 2009). Due to higher temperatureand reduced rainfall, Jones and Thornton (2003) estimatedthat crop yields in Africa may fall by 10–20% by 2050.However this figure masks variation whereby in some areascrop reductions will be greater (northern Uganda, southernSudan and the semi-arid areas of Kenya and Tanzania)while in other areas crop yields may increase (southernEthiopia highlands, central and western highlands of Kenyaand the Great Lakes Region; Thornton et al., 2009).Analysis of climate risk identified maize in southern Africaas one of the most important crops in need of adaptationinvestment (Lobell et al. 2008, 2011). South Asia will alsobe hard hit by climate change effects, where irrigated yieldsfor all crops will experience significant declines. Maizeyields may drop by 17% in the irrigated areas of South Asiabecause of climate change-induced heat and water stresses,if current trends persist until 2050.

In a recent study which uses CIMMYT regional datafrom more than 20,000 historical maize trials in Africa,combined with daily weather data, Lobell et al. (2011)estimated that each degree day spent above 30°C reducedthe final yield by 1% under optimal rain-fed conditions andby 1.7% under drought conditions. The net effect of 1°Cwarming on maize yields was also different under droughtand optimal growing conditions. For optimal management,at present, maize growing at an average of less than 23°Ctends to gain from warming, whereas yields of maize grown

in areas above this baseline temperature tend to declinewith warming. Sites above 25°C in average temperaturedecline quite rapidly because of frequent exposure totemperatures above 30°C, with more than 10% yield lossper 1°C of warming. Under drought conditions, even thecoolest trials are harmed by 1°C warming, with lossesexceeding 40% at the hottest sites. Roughly 65% of presentmaize-growing areas in Africa would experience yieldlosses for 1°C of warming under optimal rain-fed manage-ment, with 100% of areas harmed by warming underdrought conditions (Lobell et al., 2011).

The impact of climate change also includes potentialdisplacement of environmental refugees. There are gloomypredictions of how environmental crises will impact globalsecurity and the geopolitical status quo. The environmentalproblems associated with climate change could play a rolein causing migration which can lead to conflict in receivingareas: the arrival of “environmental migrants” can burdenthe economic and resource base of the receiving area,promoting native-migrant contest over resources such ascropland and freshwater (Raleigh and Urdal, 2007). Climatechange is also likely to undermine the capacity of states toprovide the opportunities and services that help people tosustain their livelihoods and which help to maintain andbuild peace. In certain circumstances, these direct andindirect impacts of climate change on human security andthe state may in turn increase the risk of violent conflict.

Farmers in all regions have developed different copingmechanisms for adapting to the impacts of climatevariability. However, climate change represents an enor-mous challenge which will test their ability to adapt andimprove their livelihoods in order to escape poverty andunder nourishment. Adaptation to climate change will bedifficult and complex in regions projected to be hit hardestand where institutional, financial and technological capacityis limited (e.g. Africa). Given the projected impacts ofclimate change on food security, more attention needs to bedirected at the generation of stress tolerant and widelyadapted crop varieties along with improved agronomicpractices. Maize research has a critical role to play instimulating adaptation to and mitigation of climate change invulnerable areas. Maize varieties with increased tolerance toabiotic stresses (drought, heat and water-logging) and resis-tance to diseases and insect-pests are important for managingcurrent climatic variability and for adaptation to future climatechange. Furthermore, sustainable agronomic and resourcemanagement practices, such as conservation agriculture andprecision agriculture, can effectively contribute to climatechange mitigation (see section 6 below).

In addition to technological solutions, there is also aneed for better policies, institutional arrangements andinvestments in infrastructure that create enabling conditionsto adopt and adapt new technologies and innovations.

These include investments in irrigation, roads, storagefacilities and improved access to markets. Enhancedcapacity for adaptation will also require policy innovationsfor stabilizing prices, diversifying incomes, increasingfarmer access to improved seeds, finance, insuranceproducts and productive safety nets to protect the poorand support resilience of vulnerable livelihoods.

Future technology options

Improved germplasm and novel technologies

The development and dissemination of improved germplasmand risk-reducing management options have the potential tooffset some of the yield losses linked to climate change andother abiotic and biotic stresses. Much attention needs to bedirected at the generation of stress-tolerant and widely-adapted maize varieties. Research is required into theidentification of traits associated with combined heat anddrought tolerance, and the development of improved germ-plasm for high temperature and water-limited environments.

The development of improved germplasm for meetingpersistent and emerging challenges related to changingclimates can be made through a combination of conven-tional, molecular and transgenic breeding approaches.Improvement in the levels of defensive traits, includingtolerance to drought, low N fertility, water-logging, heat,and acid soils, and resistance to diseases, insects and theparasitic weed Striga, can significantly reduce the riskassociated with planting under rain-fed conditions and maypromote the use of other inputs and improved managementpractices. Breeding for drought tolerance often offers highreturns to investment not only in Sub-Saharan Africa (LaRovere et al., 2010), but also for rainfed maize productionin Asia (Gerpacio and Pingali, 2007). Maize offers greatpotential as a rainfed crop to follow rice at the end of themonsoon, or as the main crop in areas where wateravailability is marginal or inadequate for rice. To realizethis potential, maize varieties are needed that toleratedrought late in the growing cycle, during flowering andthe grain filling stages.

Changes in rainfall distribution will also result inincreased temporary excessive soil moisture or water-logging in maize production areas. Water-logging regularlyaffects over 18% of the total maize production area in Southand Southeast Asia (Zaidi et al., 2010). The development ofimproved germplasm, with combined drought and excess-moisture tolerance, will be necessary to cope with climateextremes in many areas of Africa, Asia and Latin America.Recent research shows good potential for increasing water-logging tolerance in maize (Zaidi et al., 2010). Develop-ment of improved germplasm with tolerance to combina-

tions of abiotic stresses warrant development of newscreening/phenotyping approaches and breeding strategies.

Favourable gene combinations contributing to higher yieldor stress tolerance or nutritional quality do exist in the genepools of primary maize and wild relatives. These can be usedfor breeding new high yielding, stress tolerant and nutritionallyenriched cultivars using conventional approaches. However,these desirable genes/alleles and their combinations arescattered over various different landraces, populations orgenotypes, where they often occur at low frequencies. Thefuture of maize breeding will depend on more efficienttechniques for the discovery of these novel and informativealleles (alternative versions of a gene), haplotypes (combina-tions of alleles or DNA sequences at different closely linkedsites/genes on the same chromosome and tend to be inheritedtogether) and gene combinations than those currently avail-able. Significant strides have been made in the past twodecades in understanding the phenotypic and moleculardiversity in the maize germplasm, identification of genes/QTLs (Quantitative Trait Loci) influencing diverse traits,especially for tolerance to biotic and abiotic stresses andnutritional quality traits (Prasanna et al., 2010). Emergingmolecular breeding technologies thus offer new high-throughput approaches which could ensure the developmentof adapted germplasm for future climates.

Among the genetically modified (GM) crops, maize hasan important place along with soybean, cotton and canola.Of the 29 Biotech/GM crop-growing countries, 16 haveGM maize. Over one-quarter of the global maize area istransgenic (James, 2011). Several transgenic maize productshave been developed and released in the USA, mostly bymultinational companies. A series of transgenic maizeproducts are in the pipeline for release in developingcountries (e.g. China, Brazil, South Africa etc.), includingBt maize, herbicide tolerant maize, maize with resistance toMaize Streak Virus (MSV), and those with stacked traits.Where limited genetic variation in maize exists for keytraits such as drought tolerance, nutrient use efficiency andherbicide resistance, transgenic breeding would be animportant option to pursue.

The ability to develop quickly germplasm combiningtolerance to several complex polygenically inherited abioticand biotic stresses will be critical for the resilience ofcropping systems to climate change. Conventional breedingmethods that rely on extensive phenotypic screening areeffective but slow in producing widely adapted germplasmand are not optimal for rapidly improving tolerance tomultiple stresses. Enhanced understanding of the physio-logical basis of drought tolerance, coupled with advances ininstrumentation, are important in integrating high through-put and cost-effective field-based phenotyping methods inbreeding for abiotic stress tolerance (Araus et al., 2008).Although the scientific community currently relies heavily

on phenotypic evaluations and/or wet chemistry forimportant traits, imaging techniques that allow immediateand non-invasive detection of plant characteristics, beforevisual appearance of phenotypes are gaining prominence, asthey aid in high throughput profiling of phenotypiccharacteristics. With the fall in genotyping costs, newgenomic selection technologies have become available thatallow the breeding cycle to be greatly reduced, facilitatingthe inclusion of information on genetic effects for multiplestresses in selection decisions (Heffner et al., 2009). Thechallenge is also to identify, validate and integrate use ofmolecular markers associated with major genes/QTLs forimportant oligogenic (simply inherited) defensive andnutritional quality traits in breeding programs (Prasanna etal., 2010).

Another important avenue for improving breedingefficiency is the use of doubled haploid (DH) technologyin facilitating development of genetically pure parentallines for developing hybrids in a timely and cost-effectivemanner (Röber et al., 2005). Use of DH technology todevelop inbred lines rapidly is widespread among commer-cial maize breeding programs particularly in Europe and theUSA. Further research is required to develop protocols thatcan effectively combine DH technology with molecularmarkers and transgenes (especially stacked transgenes fordifferent traits) for enhancing genetic gains and breedingprogress (Prasanna et al., 2010).

Improving the uptake and use efficiency of nutrients,particularly nitrogen and phosphorous, could significantlycontribute to securing world food and feed production andraise agricultural incomes. Globally, nutrient use efficiencyis among the most important factors limiting crop produc-tivity and yield stability in both high potential–low riskenvironments as well as low potential–high risk environ-ments. Obviously, genetics and breeding alone cannot solvethis complex challenge. Improved agronomic practices,especially conservation agriculture, have significant roles toplay. In addition, agronomists and geneticists/breeders haveto work in tandem to identify cultivars that respond best tosuch practices, and for generating better understanding ofthe complex interactions between genotype x environmentx management practices.

Improvement of nutritional quality in food crops (bioforti-fication) is a promising strategy to combat under-nutrition,particularly among the rural poor in developing countries. Thedevelopment of Quality Protein Maize (QPM) by CIMMYT isa major milestone in maize breeding and biofortification. Manymaize breeding programs operating in Africa, Latin America,and parts of Asia are currently developing QPM varieties toimprove nutrition and health of local populations (Krivanek etal., 2007). To enhance the adoption and impact of QPMvarieties, it is important to enhance their productivity andtolerance to biotic and abiotic stresses. Another important

breeding objective is improving the pro-vitamin A content ofmaize grain. Research under the HarvestPlus project hasprovided significant leads for developing micronutrient-enriched maize, especially for kernel-zinc and pro-vitamin A(Harjes et al., 2008; Yan et al., 2010). Methionine is anessential amino acid that is often limiting in maize-based dietsand is the primary growth-limiting amino acid for chicken inthe poultry industry (Hellin and Erenstein, 2009). Methionine-enriched maize, developed either through conventionalbreeding (Scott et al., 2004) or genetic engineering (Lai andMessing, 2002) has high potential in the poultry industry as asubstitute for costly synthetic methionine.

Conservation agriculture

Agronomy, including soil fertility and water managementand weed control, are key determinants of crop productivityin the tropics. Climate change will be especially detrimentalto crop production in cropping systems where soils havebeen degraded to a point where they no longer providesufficient buffer against drought and heat stress. Theseeffects will be most severe if irrigation water is notavailable to compensate for decreased rainfall or to mitigatethe effects of higher temperatures. These problems cannotbe addressed by improving genetic adaptation to heat ordrought stress alone and will require agronomic interven-tions (Hobbs and Govaerts, 2010).

Scientists are therefore developing improved croppingsystems and management practices, often referred to asconservation agriculture. This involves significant reduc-tions in tillage, enhanced surface retention of adequate cropresidues and diversified, economically viable crop rota-tions. As a result, there has been increased growth inproductivity, more efficient use of water and soil nutrientsand savings in the costs of fuel and labour (Hobbs andGovaerts, 2010). Conservation agriculture also enhancessoil carbon sequestration and reduces CO2 emissions byreducing tillage (and hence use of fossil fuels) and byreducing the burning of crop residues, thus contributing toboth adaptation to and mitigation of climate change.

There is little doubt that research on crop and resourcemanagement to overcome seasonal labour constraints andto maximize returns to cash inputs, while conserving thesoil base and enhancing soil fertility over the longer run,will go a long way toward increasing productivity andsustainability of maize-based systems. Research on theseconstraints has increased sharply in the past decade butsuccess, measured in terms of adoption, has not beenimpressive. While early experience has been positive,adoption is still limited and considerable research is neededto adapt conservation agriculture practices to locally-specific biophysical and socioeconomic conditions espe-cially for resource poor smallholder farmers in Africa

(Giller et al., 2009). The use of crop residue and maizestover for feeding livestock as well as for cooking andheating creates trade-offs that reduce incentives for farmersto use these resources for soil fertility management.Availability of equipment for direct seeding or minimaltillage operations is another constraint that needs to beaddressed in developing locally adapted options forconservation agriculture.

Precision agriculture tools that allow a more efficient useof nitrogen if fully developed and made profitable can alsooffer win-win solutions in terms of low costs of productionand significant reduction in the emission of nitrous oxide, apowerful green house gas. Currently, more than 70% of allnitrogen fertilizer is applied in the developing world.CIMMYT is working on new approaches that enhance theefficiency of fertilizer applications and reduce the overalldemand for N fertilizers by small-scale farmers.

Socioeconomics and policy research

Past experiences from successes in Asia and other regionshave clearly demonstrated that technology adoption andimpact at scale is a function of the ‘hard’ technology (e.g.good germplasm and agronomy) as well as the institutionalinnovations and policies that ensure farmer access toinformation, new seeds, complementary inputs and reliablemarkets for selling surplus produce at prices that will makeinvestments in new technologies attractive to smallholderfarmers. These institutional and policy innovations may aswell be considered as ‘soft technologies’ without which the‘hard technologies’ alone will not make much impact. Anintegrated approach that links the biophysical and thesocioeconomic work is essential for success in improvingproductivity of maize and in enhancing adaptation tochanging climate. Socioeconomic and policy research oftenprovide information that contributes to the better under-standing of the context in which new technologies will needto work and can facilitate the targeting, design anddevelopment of appropriate technologies that will havehigh adoption potential by resource poor farmers. Forexample, the access to and scarcity of resources such asland, labour, water, traction power, capital and outputmarkets can be important factors that will determine thekind of technology that is suitable for a given region andwill inform the process of technology development anddiffusion.

Many farmers in the developing regions face severalbarriers to adopting new and potentially profitable orattractive varieties and agronomic practices. These widenthe yield and productivity gap. Access to information, inputand output markets and services play a critical role inclosing this gap. Given the time-lag between technologydevelopment, deployment and on-farm adoption of new

varieties, there is a continuing need for research to identifyinstitutional innovations and policy options that facilitatefarmers’ access to existing and new varieties as well asyield-enhancing and risk-reducing management practices.Socioeconomic and spatial agroclimatic research is alsoneeded to understand and map the climate hotspots,vulnerability of livelihoods, current coping strategies andadaptation options and the institutional and policy mecha-nisms that promote adoption of new technologies andenhance local adaptive capacity to climate change. Breed-ing and agronomic research therefore need to be intimatelylinked to social science research which will help in theunderstanding of the context in which development is totake place. This should result in the development ofpractical products such as institutional innovations, accessto seeds, credit, insurance and markets and should help toovercome other barriers that currently limit farmer invest-ment in new technologies.

Constraints to the adoption of available technologies

Strengthening seed systems

More than half of the developing world's maize area is stillplanted to unimproved varieties. For example, it isestimated that in the late 1990s approximately 48% of thetotal maize area in ESAwas planted using farm-saved seed(Hassan et al., 2001). This figure rises to 64% when SouthAfrica is excluded. For Latin America, some 55% of thetotal maize area at the end of the 1990s was planted usingfarm-saved seed, and for Asia (excluding China) the figurewas approximately 35% (Morris et al., 2003). The use ofrecycled farm-saved seed or unimproved varieties is one ofthe most important factors that limit the productivity ofmaize in several countries in the developing world, unlikethe situation in the developed countries, where 98–100% ofthe maize area is under single-cross hybrids. Poor seedproduction and distribution continue to slow the adoptionof improved maize germplasm by resource-poor farmers inthe developing world.

The most recent estimates place the adoption ofimproved open-pollinated varieties (OPVs) and hybrids at44% of the maize area in ESA in 2006–07 (excluding SouthAfrica) and 60% in West and Central Africa in 2005.Despite evidence of dynamic change in the seed sector, dataindicate that roughly half of Sub-Saharan Africa’s maizearea continues to be planted to farmers’ varieties, thoughthrough cross-pollination and farmer selection, breedersoften suggest that many of these have been influenced byproximity to modern maize. The relatively low adoptionlevels persist despite the fact that the push towardsliberalization and restructuring of the seed sector in ESA

during the past two decades has witnessed a proliferation ofprivate seed companies in the maize seed industry(Langyintuo et al., 2010).

A recent study under the DTMA (Drought TolerantMaize for Africa) project revealed a number of institutionalbottlenecks affecting the maize seed value chain, particu-larly in the area of policy, credit availability, seedproduction, germplasm and marketing. In 1997, there were19 registered maize seed companies in Angola, Ethiopia,Kenya, Malawi, Mozambique, Tanzania, Uganda, Zambiaand Zimbabwe that produced and marketed 49,000 tons ofseed. In 2007, there were 80 companies in the same ninecountries that produce and market just over 100,000 tons ofseed. Given that the number of seed companies increasedfour-fold between 1997 and 2007 but the quantity ofseed marketed barely doubled suggests that there areinefficiencies in the seed production and deploymentenvironment (Langyintuo et al., 2010).

Despite efforts to liberate the input markets, the seedsector in many countries remains largely under the directcontrol of the state. For example, approximately 70% ofmaize seed in Ethiopia, mostly hybrid, was still producedby ESE (Ethiopian Seed Enterprise). Not surprisingly,purchased seed in 2007–8 accounted for just 20% of thearea under maize cultivation in this country (Spielman etal., 2010).

Langyintuo et al. (2010) concluded that the majorbottlenecks in the seed industry were lack of awareness ofthe availability and value of existing varieties, the highrelative price of seed because of poor and uncompetitivegrain prices, and lack of credit. The supply of pre-basic andbasic seed that is used in the production of certified seed isa major supply side constraint in the provision of qualityseed to farmers. The adoption of progressive seed laws andregulations with effective harmonization of seed trade willimprove regional trade in seed and farmers’ access toimproved maize varieties adapted to local conditions. Topromote growth and development of the maize seedindustry, it is imperative for a coordinated interventioneffort by both public and private sector players to addressthe various bottlenecks. The collection, processing, dissem-ination and management of information on varietal releaseand adaptation remain vital in ensuring success of thecoordinated effort.

Extension services and innovation systems

Most new technologies that will become available tofarmers will be ‘information intensive’, i.e., they willrequire increased levels of knowledge for appropriatemanagement. Extension provision, therefore, plays a rolein bringing new ideas to farmers and educating themabout promising technology options as well as linking

them to new networks which may play important roles infacilitating their access to new technologies and services.However, the need for more responsive extensionprovision has coincided with deep cuts in publicly-funded extension services in many developing countries.Extension needs to play an important role in demonstratingnew technologies to farmers and stimulating local innovationsystems for participatory adaptation of innovation, especiallyknowledge intensive integrated crop and natural resourcemanagement systems.

The breakdown of classical publicly-funded agriculturalextension services means that these services are now unableto address the needs of many farmers, especially thoseliving in marginal environments. Private extension provi-sion was expected to replace that previously provided bygovernment. In the majority of cases, however, the privatesector has proved incapable of replacing previous stateservices due to high transaction costs, dispersed clientele,and low (or non-existent) profits. If services are onlyoffered where demand already exists, there is a risk thatprivate sector providers will serve only the better-offfarmers and ignore those living in less favoured areas(Muyanga and Jayne, 2008). Weak extension systems alsomake it hard for farmers to access information about newvarieties. When information is sketchy and imperfect, theseed replacement system fails and farmers plant very oldOPVs or hybrids using farm saved impure seed.

Key components of extension provision include: dis-seminating locally adapted, high yielding and stress tolerantcrop varieties; innovation systems to develop and adaptimproved management systems; and gathering informationto facilitate national research work. Other services are alsocritical. The breeding and agronomic research work needsto be supported by other factors including (i) complemen-tary investments in climate-responsive information andinput delivery systems; (ii) a strengthening of institutionsfor provision of market information and coordinating seedmarketing with supply of fertilizer and credit delivery, and(iii) strategies for scaling up/out promising innovations towider target areas to reach the poor and women farmers inless favoured regions.

New approaches to extension provision are needed alongwith a new consensus on the role of the public and privatesectors and how extension provision for resource-poorfarmers can be provided on a more sustainable basis. Boththe private and public sectors clearly have key roles to playin contributing to the provision of extension services. Theseparation of delivery and financing of extension results infour main extension modalities that can be used to enhancefarmers’ access to improved maize seed:

Several pilot projects and especially the Sasakawa-Global 2000 (SG 2000) demonstrations on farmers’ fieldshave shown that there is considerable potential to raisemaize yields in Sub-Saharan Africa, and have served as areminder that rapid adoption of new technologies ispossible in medium-to high potential areas when relevanttechnology is combined with input delivery systems andmarket opportunities. Yields in thousands of large plotdemonstrations typically averaged from 4–5 t/ha againstaverage national yields of 1–1.5 t/ha. Nonetheless, whenprograms were withdrawn, the realities of overcoming inputsupply discontinuities, extending supply chains into remoterural areas, and forging solvent local agro-enterprisespersisted.

Input vouchers redeemable at private input dealers andtargeted to farmers who use little fertilizer have been themain vehicle for implementing smart subsidies (e.g.Malawi). In response to the 2005/06 crisis, the governmentinitiated the Agricultural Input Subsidy Programme (AISP).AISP provides about 50% of farm households withvouchers for 100 kg of fertilizer and small quantities ofmaize (and lately legume) seed, with mainly privatelyimported fertilizers delivered principally, and in some yearsexclusively, by two parastatal input suppliers. The mainchallenge with this kind of approach is to minimizeleakages and to enhance the targeting of the poor, usingmarket based input delivery systems (Dorward et al., 2009).

Agricultural extension should not only play a role indisseminating information and seed technologies but alsostimulate local innovation. In the linear vision, innovationresults from the creation of knowledge through basicscientific research, followed by strategic, applied, andadaptive research, and ultimately to technology develop-ment, dissemination and adoption. Agricultural develop-ment, however, is an immensely complex processcharacterized by a high degree of nonlinearity. Hence, inplace of a linear approach, what is needed is an “innovationsystems” approach in which innovation is the result of aprocess of networking, interactive learning and negotiationamong a heterogeneous set of actors (Davis et al., 2008).An innovation system consists of a web of dynamicinteractions among researchers, extension agents, equip-ment manufacturers, input suppliers, farmers, traders, andprocessors. In a vibrant innovation system, agriculturaldevelopment results from efforts to combine technologicalimprovements in production (e.g. improved maize seed),processing, and distribution with organizational improve-ments in how information and knowledge are exchanged

between various actors along with policy changes thatcreate favourable incentives and institutions to promotelocal innovation and adaptation of technologies.

Imperfect markets and asset constraints

Other related constraints include those of cash and creditprovision and under-developed marketing systems forcommercializing maize under smallholder systems. Poorcommercialization makes it hard for farmers to sustain theirinvestments in new technologies (hybrid seed, fertilizer,etc). When markets collapse (e.g. maize markets in Ethiopiain 2001), they lack incentives and go back to theirtraditional systems based on semi-subsistence farming.

As a result, adoption has also been uneven in high andlow potential areas and resource poor and marginal farmersoften lag behind in terms of technology adoption because ofasset constraints and market imperfections. When thecredit, labour, traction power and land markets areimperfect, farmers who lack the necessary capital or familyresources (labour, land, oxen) will fail to invest in otherwiseprofitable technologies. For example, experience frommany African countries has shown that seasonal labouravailability is an important constraint to the acceptance ofimproved management practices that are relatively labourintensive, such as plant spacing and weeding. If these arerecommended as a package with fertilizer and seed, theprofitability of other components is also affected. Evenwhere land is in short supply, seasonal labour shortagesoften decisively influence farmers’ choice of technology forseveral reasons: hand-hoe agriculture demands a great dealof labour, off-farm work is important in many areas, and apool of landless rural labourers is not available whendemand for labour is greatest. Improving the functioning offactor markets and credit to smallholder farmers enhancesopportunities for developing successful value chains thatpromote adoption of new varieties and managementpractices. Overcoming such market and institutional imper-fections will play a critical role in reaching the poor andwomen farmers and promoting inclusive and equitablegrowth in maize growing areas.

Conclusions

Maize is one of the three most important cereals for foodsecurity at the global level and is of particular importance inthe diets of the poor in Africa and Latin America. Itscontribution in terms of calories and protein derived fromcereals ranges from 61% in Mesoamerica, to 45% in ESA,29% in the Andean region, and 21% in WCA. Given itsdiversified uses and market demand, maize production alsocontributes indirectly to food security and poverty reduction

in the developing regions through income growth even whenthe produce is sold for other non-food uses (e.g. feed). Inmany developed countries and the emerging economies ofAsia and Latin America, maize is increasingly being used asan essential ingredient in the formulation of livestock feed.With growing demand for livestock products and changingdietary patterns in populous developing regions, the demandfor maize is projected to double by 2050. Whereas yieldsremain very low in many developing regions, the challenge ofclosing the yield gap and accelerating production bydeveloping new high yielding varieties is further complicatedby the threat of climate change.

Maize is a popular crop for many smallholder farmers indifferent regions, mainly because of its wide adaptability,high yields and valuable by-products (e.g. stover used asfodder for feeding livestock). The dramatic growth inproduction at the global level during the past 50 yearswas mainly possible through yield growth and areaexpansion in the developing countries. Except in sub-Saharan Africa where yield has only grown by about 1.2%annually since the 1960s, many other regions saw aproductivity growth of more than 2% per year. This papershows that smallholder maize production in developingcountries is stymied by technological, biophysical andsocioeconomic constraints. The biotic and abiotic stressesthat limit maize production and productivity include acombination of factors such as drought, heat, poor soilfertility and water-logging/excess moisture, coupled withvulnerability to emerging diseases and insect pests whichare likely to increase in some regions, especially in Africaand Asia, with global climate changes.

Future productivity growth to meet the growingdemands for maize will require holistic approaches thatnot only help sustain current yields but substantiallyincrease crop productivity under variable and changingclimate. Experiences from the Green Revolution in Asiaalso indicate that technology alone will not solve theproblem. The review of past successes and future opportu-nities undertaken in this paper show the importance ofcontinued investment in agricultural research and ofaddressing policy and institutional constraints such as thosehindering access to information, technologies, inputs andmarkets which continue to undermine farmers’ incentives toinvest in the adoption and adaptation of new maizetechnologies.

Over the long term, large public and private sectorinvestment and sustained political commitment are neededto ensure strong support of plant breeding and innovationsin seed and input supply systems. These will enhancefarmer access and use of improved seed and complementaryinputs as well as improved crop management practices whichwill protect soils and cope with unpredictable climaticconditions. More innovative extension and advisory systems

are also needed to facilitate farmer learning, rather than deliverpackages.The maize productivity gains achieved throughsmallholder adoption of improved seed and fertilizer duringthe 1980s in Africa were driven by appropriateness of thetechnologies and enabling marketing and support policies thatencouraged their use. The state can play an important role increating the enabling institutional environment as well asdirectly investing in research, infrastructure and services,especially when the private sector lacks the incentives to workin certain regions.

Adapting to climate change is going to be more difficultfor many smallholder maize farmers in Africa, Asia andLatin America. CIMMYT along with IITA and nationalpartners is developing various maize technologies andpolicy and institutional innovations to help raise theproductivity of maize and enhance adaptation options forfarmers. Among other things, the range of options beingdeveloped include widely adapted hybrids and OPVs ofdrought tolerant maize, water efficient maize, maize for lownitrogen soils, insect resistant maize, and quality proteinmaize to meet the nutritional needs of consumers who relyon maize as their main source of calories. The partnership isalso working on strategies for sustainable intensification ofmaize systems through best-bet agronomic practices andintegration of legumes and other crops for system diversi-fication. Farming based on the principles of conservationagriculture that involves reductions in tillage, improvedretention of crop residues, and diversified and economicallyviable crop rotations, also contributes to increase yields andresilience of farming systems. The development of suchmore sustainable systems will enhance income and nutritionfor the poor while also contributing to both adaptation toand mitigation of climate change.

Responding effectively to the threats of climate changeto maize production and food security and managing pricesurges will require sustained and increased investment toaddress multiple stresses (e.g. drought plus heat, diseaseand insect damage) as well as scaling up/out some of theproven technologies and institutional innovations. There issignificant potential to increase production in many regionswhere farmers have not adopted available and profitabletechnologies mainly because of limitations in accessinginformation, seeds and input markets as well as underde-veloped value chains for marketing surplus produce.Investments in developing future technologies need to becomplemented by strategies and firm commitments fromdeveloping country governments and partners to upscalethese innovations. They should then be made available tofarmers and smallholder producers through enhancedsupport for extension, increased inputs and value chaindevelopment in order to reduce transaction costs andremedy market impediments that currently limit farmers’access to improved technologies and services.

Boddupalli Prasanna is Direc-tor of the Global Maize Pro-gram at CIMMYT, based inNairobi, Kenya. He receivedhis PhD degree from the Indi-an Agricultural Research Insti-tute (IARI), New Delhi, in1991. Before joining CIMMYThe worked as a maize Geneti-cist at IARI and led severalNetwork Projects on molecularbreeding, gene pyramiding,quality protein maize, bioforti-fication, functional genomicsand allele mining, and pheno-

typic and molecular characterization of maize landraces. He alsoserved as Team Leader for India under the Asian MaizeBiotechnology Network (AMBIONET) during 1998–2005, and asNational Fellow of the Indian Council of Agricultural Research(ICAR) during 2005–2010. A Fellow of the National Academy ofAgricultural Sciences (India), he guided the research programs ofseveral MSc and PhD students, and published more than 95research articles and book chapters in peer-reviewed journals and

books. He served as a member of several important policy-makingbodies in India, including biosafety and biotechnology issues.

Jon Hellin works at the Interna-tional Maize and Wheat Im-provement Center (CIMMYT)in Mexico. He has 20 years’research and rural developmentexperience from Latin America,South Asia and East Africa. Hereceived his BA and MScdegrees from the University ofOxford, and his PhD from Ox-ford Brookes University. Aftercompleting a cross-disciplinaryPhD on smallholder land man-agement in Central America, hisresearch has focused on farmers’

livelihood security and access to markets. He has authored two booksand over 25 articles in peer-reviewed international journals.

Marianne Bänziger is CIM-MYT’s Deputy Director Generalfor Research and Partnerships.The International Maize andWheat Improvement Center,known by its Spanish acronym,CIMMYT (www.cimmyt.org), isan international, not-for-profitresearch and training organiza-tion. With partners in over 100countries, the center applies sci-ence to increase food security,improve the productivity andprofitability of maize and wheatfarming systems, and sustain

natural resources in the developing world. As a crop physiologistwith a PhD from the Swiss Federal Institute of Technology ETH inZurich (1992), Marianne Bänziger’s disciplinary expertise is in maizeresearch targeted at stress environments. She has published over 40articles and book chapters in peer-reviewed international journals andbooks, and contributed significantly to the development of droughttolerant maize varieties in Africa.
