AD2.001 SECTION: 01 1010 – SCOPES OF WORK, Part 3, BP 2A, New Scope Item #2A-98 Please refer to 2A Addendum #1, item AD1.019, add the following scope paragraph to specification 01 10 10: ADD: 2A scope item #2A-98: BP 2B will furnish and install the grandstand/bleacher systems in their entirety, including but not limited to the Home & Visitor grandstands at the football stadium, the bleachers at the softball, baseball, and MP5 fields. BP 2B will furnish and install all footings shown on drawing C3.6; BP 2A will provide all concrete/asphalt flat work under the bleachers shown on drawings C3.7 and C6.4 that BP 2B will anchor their bleachers into. BP 2B will furnish & install all fencing and gates that is/are connected directly to the grandstand/bleacher structure or makes up the guardrail system of the grandstand/bleachers as shown on drawings C3.6, C3.7 & C3.8; BP 2A will provide all fencing that is adjacent to the grandstands/bleachers and will make any final connections/tie-in of 2A fencing into the 2B grandstand/bleacher fencing.
AD2.002 SECTION: 01 1010 – SCOPES OF WORK, Part 3, BP 2A, Scope Item #2A-64 REVISE the fifth sentence of the paragraph as follows: “The Owners turf vendor will also provide the concrete/asphalt subbase for the track & field events in the artificial turf field that require rubber track surfacing (high jump, long jump, & pole vault, etc), BP 2A will install the rubber surfacing/stripping for these track & field events. BP 2A will coordinate this effort with the Owners turf vendor. BP 2A will install the asphalt running track and rubber track surfacing and stripping in its entirety”.

AD2.003 SECTION: 01 1010 – SCOPES OF WORK, Part 3, BP 2A, Scope Item #2A-01 DELETE the reference #14 for specification 23 1123 “Natural Gas Piping”.
AD2.004 SECTION: 01 1010 – SCOPES OF WORK, Part 3, BP 2A, Scope Item #2A-19 REVISE replace the last sentence of this paragraph with the following sentence: “Any additional SCE’s required by the AHJ/SCI shall be compensated for via the unit rate Allowance Specification Section 01 2100”.
AD2.005 SECTION: 01 2100 – ALLOWANCES, Item #2A-08 DELETE the last sentence of this paragraph. “If materials are still suitable as required by contract, Contractor may re-use SCE materials from previously removed SCE’s associated with this allowance, but Contractor must assume for bidding purposes that a minimum of four (4) SCE’s of these eight additional SCE’s could be installed simultaneously at any given time throughout the duration of the Work”.
AD2.006 SECTION: 01 1010 – SCOPES OF WORK, Part 3, BP 2A, Scope Item #2A-35 ADD the following sentence to the end of the paragraph: “2A contractors are advised that the site has three (3) phases as per the Sequence of Construction on drawings C1.0 and Contract Schedule per Specification 01 3213, thus 2A must establish their own cut/fill and import/export quantities per each phase and cannot assume that they will use fill material from Phases B or C to complete fills in Phase A or vice versa”.
AD2.007 SECTION: 01 1010 – SCOPES OF WORK, Part 3, BP 2A, Scope Item #2A-37 REVISE the last sentence of the paragraph to read as follows: “In addition to any test pits 2A performs for proctor samples, 2A may be required to perform exploratory test pits by the CM at locations where proof rolling tests fail to determine the cause & extent of the problem, and 2A will backfill the pits upon completion of the testing; 2A will be compensated for these exploratory test pits via the Unit Rate Allowance # 2A-01”.
AD2.008 SECTION: 01 1010 – SCOPES OF WORK, Part 3, BP 2A, Scope Item #2A-36 ADD the following second bullet to this paragraph: “As regards to moisture conditioning by chemical means (addition of soil additives such as lime, calciment, Portland cement, kiln dust, etc.) only, of soils at or below design subgrade only, if the T&I PE, CM & Owner determine that the subgrade soils have excessive moisture content through no fault of the 2A prime and that the only option remaining to 2A to dry soils at or below design subgrade, after more standard methods of mechanical drying (scarifying/loosening, disking, aeration, etc.) have been investigated & exhausted, is chemical drying, then the 2A prime shall be compensated via contract allowance or change order, based on a negotiated unit rate or on a time and materials basis. As with any compensable change work, the 2A prime may only proceed with chemical drying of soils at or below design subgrade if directed by the Owner & CM via written Field Work Directive. The 2A prime will not be compensated for chemical drying if soils at or below design subgrade at specific locations have been obviously mistreated by the 2A prime (i.e. subgrade soils have been left at grades that allow ponding, have not been compacted/sealed off/sloped to drain, have not been covered by stone roads & lots as per the Construction Schedule where required by the Site Access Plan, have been used as 2A site access/transport lanes by the 2A prime without protective stone,

etc.). All cut soils remain wholly unclassified; all moisture conditioning of any kind required in order to utilize any cut soils as structural fill remains work by the 2A prime, whether that cut is being used as on-site fill or exported to be used as fill on any other site; the 2A prime will not be compensated for any moisture conditioning of any soils that have previously been placed as fill by the 2A prime”.

RESPONSES TO BIDDERS’ QUESTIONS: Addendum

AD2.030 Question:
The scope of work descriptions are confusing. Will the low bidder be entitled to a scope review before contract and start of work?
Response:
While the Project Team does their best to clearly scope inclusions and exclusions as well as coordination of several specific activities for each bid package, pre-award meetings are held with each Prime apparent low bidder prior to award of Contract to ensure that the bidders' understanding and the intent of the scope of work are synchronous. No bid pricing adjustments will be allowed after bid opening. The apparent low bidder may, withdraw their bid should they believe their understanding of a scope item at time of bid differs from the intent reiterated during scope review. However, there is a Bid Bond on the project, should the apparent low bidder withdraw their Bid, they are subject to the Owner enforcing the Bid Bond penalty.

Question:

Response:
All the drawings are included in the Contract Documents, see Specification 00 0115 - List of Drawings.
AD2.032 Question: Can existing sewer main and manholes (1600') be abandoned rather than removed as stated on the demolition plan sheets?
Response:
The existing sewer may be properly abandoned in place per the project specifications in areas where it does not conflict with proposed construction.
AD2.033
Question:
Alternate 3A existing irrigation system to be removed is not shown at all. Please provide as-built and limits of irrigation system to be removed. Please provide more clear limits, size, etc. for the irrigation system that is to be installed.
Response:
Proposed irrigation system requirements are outlined specification section 32 8400. In regards to the existing irrigation system on the baseball field, to the best of our knowledge, there are 12 valves and 11 zones.
AD2.034 Question: Alternate 3B is also not clear. Please provide more information. Plan indicates that the 2" water main is part of the Alternate however alternate description on Solicitation Sheet 00300-3 indicates that it is. Please clarify. Please provide detail of 2" Irrigation Vault w/Backflow Preventer.
Response:
The verbiage of the Alternate is correct, the 2" pipe and associated control valve, vault, & backflow are part of the basebid. See also Specification revision item #AD2.011 above. The irrigation vault shall be Lok Box LB2T as manufactured by Hubbell Power Systems, Inc. or approved equal. The backflow preventer sizing shall be in accordance with specification section 32 8400.

Response:
See Specification 01 10 10, 2A scope items 2A-64 (revised by 2A Addendum #2, item AD2.002) and 2A-65.

BP 2B provides the grandstand foundations/footings, 2A provides the slabs under the grandstands and bleachers, see 2A Addendum #1, item AD1.019 & 2A Addendum #2, item AD2.001.

AD1.041 Question: Response:
Has any testing been done for the onsite topsoil? Due to the 5-10% organic requirement, the onsite topsoil will need an exorbitant amount of compost to achieve this requirement. If testing has not occurred, can the amendments to the topsoil be considered extra work? No testing of the onsite topsoil has been performed. Refer to specification 01 10 10, 2A scope item 2A-77 for 2A responsibilities in regards to testing and amending of onsite topsoil to meet the project specification sections 32 9200 & 32 9300 at no additional cost to the Owner; in addition if required, all imported topsoil must also comply with the project specifications. Bidders may visit the site in accordance with specification 00010 to take your own topsoil samples for analysis in order for you to attempt to quantify the amount of organic amendments that will be required, however the Bid opening date will not be extended while awaiting topsoil analysis results; nor will the A/E review your topsoil results prior to the Bid.
AD1.042 Question: Response:
The detail for the artificial turf on L5.0 shows a concrete curb. This is not shown on the plan view on L3.5. Please revise A on L3.5 to show the limits of the curb. See detail A/L5.2, the concrete seat walls and concrete sidewalk (to the plan north and south) of the astroturf will act as the curb, also the nailer board is shown attached to the seat walls.
AD1.043 Question: Response:
Scope Item 2A-44 and the scope access plans show laydown areas for approximately 25 acres. The cost to install and maintain these areas will be extremely costly. With the tough requirements that AACPS has in regards to their subsoil, topsoil, and grass operations, the cost will be substantial to remove this material. Please confirm that the Site Access Plans are correct and these areas will need to be stoned. Yes, install the stone as shown on the Site Access plans. As this is a green field site, the stone will server to minimize sediment control maintenance, allow for contractor laydown and access to the building. Also, refer to 2A Scope item #2A-44, the majority of the stone is located under future paved areas and the temporary stone roads may be left in place, as long as there is no conflict with any permanent finishes and the pavement subgrade still meets all geotechnical requirements.
