The governor’s budgetproposalcallsfora9%in-creaseinhighereducationfundinganda7.9%($116.6million) increase in K-12funding.Inanefforttofullyimplement the20recom-mendationsestablishedbythegovernor’sTaskForceforImprovingEducation,heproposedthefollowingallocations:• Nearly $39 million foryeartwoofthe5-yearcareerladderplanforaddressingteachercompensation
• $1.8milliontoaddnon-instructionalstaff(nurses,counselors,etc.)totheca-reerladder• $5millionforprofessionaldevelopment and teachertraining with a focus onmentoringnewteachers• $5 million for col-lege/careercounselingforstudents• $30millionindiscretion-aryfunding Thisboosttodiscretionary(oroperational)funds

Worktoreplacethesec-ond of two small bridgesalong Idaho 46 has start-ed and will impact trafficthrough the remainder ofwinter and early spring.CrewswillbereplacingthebridgeovertheW-9canal
aboutamilesouthofInter-state84.BothbridgesareexpectedtobecompletebyearlyMay. Crewswillbegindemol-ishingthefirsthalfofthebridgebeforeinstallationofthepre-castconcretebridge.
Thesecondhalfofthebridgewillbedemolishedandcon-structedbeginningin lateFebruary.FinalpavingoftheroadwayisexpectedtobegininApril. For the duration of theproject,trafficwillbereducedtoonelaneandtemporarytrafficsignalswillbeposted.A35-mphspeedlimitand11-foot-six-inchwidthre-strictionisineffect. The Cedar Draw canalbridgereplacement(aboutfivemilessouthofWendell)isabouthalfwaycomplete.Bothbridgeswerebuiltin1939. More than 3,000vehicles per day travelovereachcrossing.

Merle was raised inJeromeandgraduatedfromJe-romeHighSchoolin1946.SheattendedCollegeinPocatello. ShemarriedRonaldVanPat-tenonMay20,1949inJeromeandtheyraisedthreedaughters.MerlespentthemajorityofherworkingyearsasabookkeeperfortheWendellGrangeSup-ply.Shelovedfishing,playingpinochle,readingandspendingtimewithherfamily.Sheespeciallyenjoyedhertimewithhergrandchildrenandgreat-grandchildren. Merleissurvivedbyherdaughters:PearlGolding(Richard),RhondaWongandValerieMcClymonds;sixgrandchildren,onestep-grandson,sixgreat-grandchildren,twostep-great-grandchildrenandmanyniecesandnephews.Shewasprecededindeathbyherparents,hersisterPearl,andhusbandRonald. ShemarriedGlenJensenSept13,1946.TheyfarmedinandaroundtheJeromeareauntiltheirmovetoRichfield,Idaho,in1967.ShelovedRichfieldandhermanyfriendsthere,alongwiththeirpinochleparties,horseridingexpeditions,swimminginthecanal,fishing,gardening,andwalkingmilesandmiles. ShejoinedtheChurchofJesusChristofLatter-daySaintsJuly2,1960.Shehadbeenareligiouspersonevenasalittlegirlandfeltshehadfinallyshehadfoundherchurchhome;sheaccepted,lovedandlivedtheMormonreligionandneverlookedback.Sheservedseveralmissions:Chicago,IL;Cortez,CO;andservedintheMemberLocatorMissioninStGeorge,UT.CallingssheespeciallyenjoyedwerePrimaryandastheadultleaderatGirlsCampinSunValley,whichshedidformanyyears. Shewasagreathomemaker,takingpleasureincooking,sew-ing,canning,baking,andjustdoing.Sherelishedmakingherfamouspotatodonuts,whichherneighbors,childrenandgrand-childrenloved.ShealsostartedplanningandmakingChristmasgiftsforher6childrenand23grandchildreninJan,rightafterChristmas.Theyappreciatedthemanystuffedanimals,vests,crochetedAfghans,quiltedandtiedblankets,dolls,etc.,thatshespenttheentireyearmakingforthenextChristmas.Shelovedanyoutdooractivity,suchascampingandfishingatFishCreek,workinginherhugegarden,swimmingintheRichfieldcanal,hikingatZion’sNationalPark(whereshedidtheRiverWalkandAngel’sLandingatage70). AfterthedeathofGlenin1990,shemovedtoStGeorge,UT,andbegananotherentirelifethere,doinggenealogyandtemplework,visitingherchildrenandgrandchildren,andtravelingwithherhusbandsandgirlfriends,includingvisitingHawaiiandcruisestoAlaskaandMexico.ShemarriedPhilBadgerandlivedinStGeorgewithhimuntilhepassed.ShelatermarriedGaryHillin2002andlivedinStGeorgewithhimformanyyears. ShewasawonderfulandamazingmotherwhotaughtherchildrentolovetheLordandpassedthislovedowntohergrand-
childrenandgreatgrandchildren. ShewasproceededindeathbyGlen,andsonCharles(Jolene)ofTwinFalls,ID,andgranddaughterKim(daughterofCharles).SheissurvivedbydaughtersCherylAdamson(Mike)ofGilbert,AZ;YvonneOwens(Rick)ofCedarPark,TX;andKristiJensenofProvo,UT;andsonsLarryJensen(Cindy)ofGoldenValley,AZ;andEricJensenofMackay,ID;twenty-threegrandchildrenandforty-twogreatgrandchildren. Throughallthetearsandsadness,wehavegreatmemoriesofherandherloveforlife,anditiswonderfulknowingsheisnowwiththeSavior,andseeingGlen,Charles,Kim,andherownsiblingsthatshewassocloseto,onceagain. Ethanneverhadahardtimemakingfriendsduetohisgoofyandgood-heartednature.Nomatterthesituationhealwayshadsomestorythatmadeeveryonelaughandhaveagoodtime. HewasprecededindeathbyhisfatherTobeyConnellandhismotherPamelaConnell-Ruffing. AfterhighschoolshemovedtoPocatellowhereshewenttobeautyschool.AftergraduationshemovedtoGoodingtogointopartnershipwithhersisterLola.WhilelivinginGoodingsheattendedadanceinSunValleywhereshemetherfuturehusband,CecilSimhiser.TogetherRuthandCecilhadtwochildren;Carman(Jerry)MillerandDennis(Marcia)Scifres.In1945Cecilwaskilledinanairplaneaccident.RuthmarriedM.RayScifresandto-gethertheyhadthreechildren;Susan(Don)Cousineau,Kent(Coleen)ScifresandScott(Donna)Scifres.
