Comment onForest ProjectsWater Supply is Off to a Good Start
TheSawtoothNationalForest is seeking publiccomment on proposedprojects for which theForest is seeking grantsfrom the State of IdahoDepartmentofParksandRecreation(IDPR). Each year the State ofIdahoprovidesfundingforpubliclandagenciesthroughagrantapplicationprocess.TheseStatefundsareraisedthroughthesaleofavari-etyofboating,recreation,andoff-roadvehiclestick-ers.AgenciesapplyingforIDPRgrantsarerequiredtoprovidematchingfundsor in-kind contributions.The Forest Service wouldappreciateyourcommentsor feedback on the grantproposalslistedbelow.Tobemosthelpful,commentsshould be submitted byJanuary 16, 2016. NRCS News Release The Natural ResourcesConservationServicejustreleasedthefirstwatersup-plyoutlookreport for the2016 water year. Precipi-tationsincethewateryearstartedonOctober1,2015,variesacrossthestatewiththemajorityofthewater-shedbasinsat95to175%ofnormal. “January 15th markswinter’s half way pointwhichiswhenMotherNa-ture usually deposits halfofthewinter’ssnowfallinourmountains,”saidRonAbramovich,WaterSupplySpecialist with the IdahoNatural Resources Con-servationService. “So farIdahosnowpacksareofftoagreatstartthisyearthankstoElNino.Mostbasinsarebetweenfrom110to190%of average, although sev-
eral basins are just belownormal.” Typically north IdahoreceivesmoreprecipitationthansouthernIdaho;how-ever,thisyearthehighestsnowpack is in the state’sOwyheeandBruneauba-sinswithcloseto190%ofaverage.Thelowestsnow-packsarebetween90and99%ofaverageinthePan-handle Region, Clearwa-ter,UpperSnakeandBearRiver basins. This snowaccumulation pattern istheoppositefromthepasttwoyearswhichsawbettersnowfallinthebasinsalongthecontinentaldivide. Based on Idaho’s Sur-face Water Supply Index,watersuppliesaroundthestate should be adequatewith some exceptions forthe central Idaho basins.Withearlysnowaccumu-

InMarchof1945HenryjoinedtheUnitedStatesArmy.Hetrainedfor4monthsatCampMaxeyinTexasthensailedtoOkinawaontheUSSGeneralBundy.Hewasassignedtothemedicaldetachment,6thEngineerCombatBattalion.HewasfirststationedinSeoul,KoreaandwasthenstationedatseveralplacesinKoreaforayear.HeleftPusan,KoreainNovemberof1946ontheshiptheUSMarineFoxandsailedhomemuchtothereliefofhismother.HenrywashonorablydischargedfromtheArmyonDecember2,1946witharankofTechnician4thgrade.Henrywasveryproudofthetimeheservedhiscountryaswashisfamily. Henrywasalifelong,activememberoftheElksandoftheAmericanLegion.HewasamemberoftheTwinFallsElklodge#1183untilhetransferredtotheGoodinglodge#1745in2004.Heservedonmanycommitteesinbothorganizations,enjoyedhelpingwiththeElksHoopShootandvolunteeredhistimetoimprovehiscommunities.HewasselectedasElkoftheYeartwicebyhisfellowElksandhispresenceandfriendshipwillbegreatlymissed. In1967HenrymarriedCarolynWullschlegerandbe-cameafatherto5yearoldWayne.ThreeyearslatertheywelcomedSarahtothefamilyandlivedinTwinFallsuntilheandCarolynmovedtoGoodingin2004andofficiallyretired.Heenjoyedsittingoutonthepatiowatchingev-eryoneelsefarmaroundhim. Henryissurvivedbyhisonlytruelove,wifeCarolynof48years,theirdaughterSarahandtheirgrandchildrenShelby,HopeandJoewhichhetreasured.Heisalsosur-vivedbyhissonDavid,hiswifeNancyandtheirdaughterAubreyalongwithhisotherdaughter,Diane.HisbrotherJohnandmanynieces,nephewsandtheirchildrenwilldeeplymisstheirUncleHenry.AnyonewhowasluckyenoughtocallHenrytheirfriendhadafriendforlife.Heisleavingalargeemptyspacethatwillneverbefilledbut

LarryissurvivedbyhiswifeLinda;threedaughterMindy(Mike) Starry, Sheri (Dan)Anderson,andAmyHansen(ChrisGolliher);2brothersLouisandDenny;sisterGayle;andhisbestfishingbudDoug;8grandchildren,onedeceased,(Brady). Larry was preceded in death by numerous familymembers. OurfatherLarryBayhadasoulfullofkindnessandlove.Hewasrichingenerosityandhelpedanyonewhenneeded.Heshowedusgirlsrightfromwrongandhetaughtustoworkhardandappreciateanythingandeverything.Hehadastubbornstreakthatrubbedoffonus.
