Funding is provided by FEMA/CAL OES funds. BACKGROUND During the winter storms of early 2017, a section of South Shore Drive just west of Conifer Drive near the west end of Donner Lake failed from excessive storm drainage, and approximately 100 homes were in jeopardy of being isolated. Immediate emergency repair work to South Shore Drive was approved by your Board on March 7, 2017 and temporary repairs completed shortly thereafter. Placer County and the Town of Truckee share the failing section of road with 75% in the County and 25% in the Town. The project has been accepted by FEMA/CAL OES to receive disaster assistance funding as an emergency repair project under the declared January/February winter storm emergency. To simplify the disaster recovery grant reimbursement process, the Town of Truckee, Placer County, and FEMA have decided to file the project under one application with Placer County acting as the lead agency. On August 8, 2017 your Board adopted a Resolution authorizing the Director of Public Works and Facilities, or designee, to approve and sign a Memorandum of Understanding with the Town of Truckee for shared responsibilities of the South Shore Drive Storm Damage Project, to approve the plans and specifications for the project, advertise for construction bids, award the construction contract to the lowest responsible and responsive bidder and to execute necessary construction Contract Change Orders as needed up to an aggregate amount of $362,000. The department awarded construction contract 000975 to F.W. Carson Co. in the amount of $258,380 on October 24, 2017. Work commenced shortly thereafter and the drainage improvements along South Shore Drive were installed ensuring safe travel for the public for the remainder of the 2017-18 winter season. Due to unforeseen conditions change orders for dewatering, utility conflicts, temporary paving and storm water quality provisions were necessary. This change order work has increased contract 000975 to $343,000, which remains within the approved $362,000 aggregate amount. The contract is currently on winter suspension and F.W. Carson Co. will resume work when weather allows. ENVIRONMENTAL IMPACT The repair of South Shore Drive is Categorically Exempt from CEQA under CEQA Guidelines Section 15269(d), Emergency Projects, and specifically "Projects undertaken, carried out, or approved by a public agency to maintain, repair, or restore an existing highway damaged by fire, flood, storm," etc. FISCAL IMPACT Approval of the Budget Revision will create a new project PC3015-South Shore Road in the amount of $427,000 and will be offset by FEMA/CAL OES funds. The total project cost is estimated to be $477,000 with an additional funding from the Town of Truckee ($50,000) is being requested in the FY2018-19 Final Budget. Construction costs are estimated at $343,000, Design and Project Management is $134,000, for a total project of $477,000. 1
