The program begins with an orientation and each meeting that follows gives interns the chance to meet various division leaders in Aviation. Meetings will also cover workforce development tips for professional success, as well as a program outline and schedule for the internship terminal tour and City Council Meeting. Guest speakers for each bi-weekly meeting include Donovan Jones, Stuart Hair, Babette Boone, Katie McCoy and Ashton Watson. Circle K & Kangaroo Speed Street 2017 Staff Resource: Joe Yanicak, CDOT, 704-336-5531 [email protected] The annual Speed Street festival will be held Thursday, May 25 through Saturday, May 27 in Uptown Charlotte. The concert stage will be located at Romare Bearden Park with musical performances each evening. Street closures along Tryon Street between Stonewall Street and 6th Street and Mint Street between Martin Luther King Jr. Boulevard and 3rd Street closed Wednesday, May 24 at 9:30 a.m. Cross streets will close beginning Thursday, May 25 at 9:30 a.m. Cross streets will reopen between 6 a.m. and 9:30 a.m. on Friday, May 26 for the morning commute. All streets will reopen Sunday, May 28 at 6 a.m. A map of the event site is attached.

Additionally, the Charlotte Knights will be playing at BB&T Ball Park each evening. During the festival, commuters should expect significantly heavier traffic and congestion during morning and evening rush hour. In an attempt to decrease congestion, CATS will re-route busses as needed and increase the frequency of the LYNX Blue Line service. Information regarding street closures and event details will be communicated to Uptown businesses and residents through the Street Use Notice (SUN) and through Center City Partner’s website. Additionally, Charlotte Communications & Marketing will issue a press release with city service impacts, including street closure information.

FROM: Dana Fenton, Intergovernmental Relations Manager SUBJECT: Week 15 State Legislative Report What You Need to Know The House continued work on the Appropriations Act of 2017 (SB 257 – Brown) this week. The subcommittees of the House Appropriations Committee will meet today and perhaps tomorrow to review House budget recommendations. The House is planning on releasing its budget proposal by Tuesday, May 30 and passing it by the end of next week. House Finance Committee reported out the Wireless Communication Siting (HB 310 – Saine) bill that mandates the processes that local governments must follow when regulating wireless communications infrastructure (sometimes referred to as DAS or small cell technology) in city owned rights-of-ways. Working through the NC League of Municipalities, the City has provided recommended amendments to the bill. Of particular concern to the City are provisions dealing with the various fees authorized by the bill and the definition of city right-of-way. HB 310 could be debated on the floor of the House as soon as next week. House Finance Committee reported out the Revisions to Outdoor Advertising Laws (HB 581 – Lewis). HB 581 is a compilation of the introduced versions of HB 579, HB 580 and HB 581. The introduced version of HB 579 addresses just compensation in the condemnation of outdoor advertising and is strongly opposed by NC Department of Transportation. The introduced version of HB 580 preempts local authority when it comes to the relocation of outdoor advertising from industrially zoned to commercially zoned areas. The introduced version of HB 581 preempts local authority governing the transition of static signs to changeable message signs. Both HB 580 and HB 581 are strongly opposed by the NC League of Municipalities and local governments. HB 581 could be debated on the floor of the House as soon as next week.

Page 2 May 25, 2017 Week 15 State Legislative Report Status of the State Legislative Agenda Police Recordings: The House passed Changes to Current Body-Worn Camera Law (HB 797 – Faircloth) that amends last session’s police recordings law (HB 972) but without new language to add members of city councils to the list of officials to whom the custodial law enforcement agency may disclose the recordings. The outlook for the language that was removed by the House being added back to the bill appears remote at this time. In Senate Rules Committee. Strategic Transportation Investments: The House passed DOT/DMV Changes – Megaproject Funding (HB 110 – Torbett) that creates a new program to fund larger-scale and higher-cost transportation projects of over $200 million. The new program does not have an identifiable source of revenue, except for appropriations or transfers made by the General Assembly. Instead of the General Assembly establishing criteria for selecting projects, HB 110 would establish a workgroup to develop the selection criteria. In 2013 when the Strategic Transportation Investments program legislation was enacted, the General Assembly specified quantitative criteria in the underlying legislation (HB 817 – Brawley) for selecting projects. In Senate Rules Committee. Sales Tax Redistribution: The Senate passed Change the Local Option Sales Tax Adjustment Factors (SB 126 – Brown) that changes the adjustment factors applied to the half-cent local Article 40 sales tax levy with factors based on the county's economic tier designation. Tier 1 counties, which are the most economically distressed counties in the State, would be assigned a factor of 1.10. Tier 2 counties would receive no adjustments and Tier 3 counties would be assigned a factor of 0.90. The Mecklenburg County factor would increase from the current 0.89 to that of Tier 3 counties, 0.90. According to new estimates prepared by the non-partisan General Assembly Fiscal Research Division on May 3, approximately $2.3 million more in sales tax revenue would accrue to the City of Charlotte in the first full year of implementation. In House Rules Committee. Sales Tax Redistribution: The Senate passed Economic Development Incentives Modifications (SB 660 – Brown) that makes changes in how Job Development Investment Grant and One NC funds are distributed to projects in Tier 3 counties like Wake and Mecklenburg. SB 660 is similar to legislation filed in the 2015 long session in that it put projects in Tier 3 counties at a competitive disadvantage when competing for State economic development funds. In House Rules Committee. Charlotte Firefighters Retirement System (HB 58 – Dulin) is local legislation requested by the City of Charlotte that enables the Charlotte Firefighters’ Retirement System to comply with the Voluntary Correction Program entered into with the Internal Revenue Service to tweak the method for computing a firefighter’s final average salary. The bill has no fiscal impact upon the System. HB 58 passed the House and resides in the Senate Rules Committee.
