INFORMATION: March 7-10 – Steele Creek Development Study Public Meetings and Charrette Staff Resources: Alberto Gonzalez, Planning, 704-336-8315, [email protected] Monica Holmes, Planning, 704-336-8316, [email protected] The Charlotte-Mecklenburg Planning Department will hold a Development Response/Study which will include two public meetings and a design workshop to review and analyze proposed projects and potential development scenarios in a specified area of Steele Creek. The specific study area boundaries are shown on the attached postcard. Currently there are two pending rezoning petitions that have been filed within this area. Since the adoption of the Steele Creek Area Plan in 2012, significant development has occurred in the area. The size, scale and timing of proposed developments today are more intense than what was anticipated with the area plan, and this process is a way for staff to review and analyze what type of development may be appropriate for the area in the future. Similar efforts were previously conducted for the Waverly and Golf Links developments at Providence and I-485. This process will evaluate current rezoning petitions that have been filed and future development proposals. In particular the process will provide a potential street and open space framework for future development; guidance on appropriate land use intensity; and enhanced guidance on community design for the area. The Design Studio is also intended to provide the public a convenient place to see what staff is working on. At the wrap up meeting, staff will present the ideas and concepts that were developed during the week. The City of Charlotte invites the community to participate in the West Boulevard Corridor Study kickoff meeting on March 21, 2017 from 5 p.m. – 7 p.m. in the West Boulevard Branch Library Community Room located at 2157 West Boulevard. A postcard for the meeting is attached below.
The purpose of the study is to develop recommendations about potential improvements along this corridor between Camden Road and Billy Graham Parkway. This study will focus on improving conditions for pedestrians and bicyclists, and is being conducted by the City in close partnership with NCDOT.
Charlotte City Council members and the general public are invited to participate. Residents will have an opportunity to work with designers and City staff to shape options for the West Boulevard corridor.

Charlotte-Mecklenburg Family Homelessness Snapshot 2014-15 Staff Resource: Mary Gaertner, NBS, 704-432-5495, [email protected] The Charlotte-Mecklenburg Family Homelessness Snapshot 2014-15 was released today. This report is part of the Housing Instability & Homelessness Report Series initiated in 2015 by the Housing Advisory Board of Charlotte-Mecklenburg. It is designed to better equip the community to make data-driven decisions around housing instability and homelessness. The Urban Institute at UNC Charlotte prepared the report. Mecklenburg County Community Support Services provides funding for the report series. This report looks at the intersection of two distinct data sets, one from Charlotte-Mecklenburg Schools (CMS) and one from the Homeless Management Information System. In order to complete the data match, the most recent data set that matched in terms of time was 2014 to 2015. The report describes the characteristics of family homelessness in Charlotte-Mecklenburg and explores the connection to educational services and outcomes for children experiencing homelessness. Homelessness has lasting, negative impacts on adults and children including family separation, poor health outcomes, and lower social-emotional and academic well-being. Children in families experiencing homelessness are more likely to be absent from school, perform below grade level in math and reading, and are less likely to graduate from high school.

This report was prepared in collaboration with the City’s Management & Financial Services Department. Staff have developed this report in an effort to provide enhanced transparency of the Airport’s financial operations. The report also provides operational information and highlights from FY2016. The information contained in this report may be useful to the public, media, airline business partners, governmental agencies, the investment community, rating agencies and other interested stakeholders. A hard copy of the Report will be distributed to the Council, the City Manager’s Office, and other City staff next week. The Airport enjoyed another strong year both operationally and financially. The bullets below are a summary of operational and financial highlights more thoroughly described in the report:
• The number of enplaned passengers grew for the thirteenth consecutive fiscal year, reaching approximately 22.4 million;
• The total number of local and visiting enplanements reached a record high of 6.1 million in FY2016;
• The Airport completed a successful renegotiation of the Airport Airline Use Agreement with five airlines for 10 years;
• American Airlines remained the Airport’s largest airline with 91% of total enplaned passengers in FY2016;
• CLT provided approximately 724 daily departures to 155 destinations in 32 countries around the world in FY2016;
• Several construction projects were continued and completed in FY2016, including the Little Rock Road extension, the Airport Entrance Road, Fuel Farm expansion phase II, a high speed taxiway, and expansion of the cargo ramp;
• CLT continued to provide a business friendly operating environment for the airlines with a reconciled cost per enplaned passenger of $1.35, the lowest among large hub in the United States; and

• Airport operating revenues increased by $12.7 million to $206.4 million in FY2016 led by strong increases in terminal, parking and concession revenues.
• The Airport remained one of the nation’s highest rated airport credits, maintaining ratings of A+/Aa3/A+ by Fitch, Moody’s, and Standard & Poors, respectively.

The Arts & Science Council is currently working with contractors to address maintenance concerns with two of the City’s public art installations (pictured below). Note that these photographs are of the works in their repaired state.
Faces of Freedom, Artist: Cheryl Foster The Faces of Freedom mosaic tile installation along Freedom Drive is currently undergoing maintenance work to address a damaged concrete pillar and repair portions of the mosaic artwork that have fallen off due to faulty grout. Repair work is currently underway and should be completed by April 20.
Passing Through Light, Artist: Erwin Redl The Passing Through Light installation located on the Trade Street/I-77 underpass is undergoing maintenance work to address a defective wireless sensor that is causing several of the lights to not illuminate properly. The Arts & Science Council is currently working with a contractor to determine a solution that will permanently address recurring issues with the wireless sensor. Work to address issues with the wireless sensor should be complete by May 2017.

The size, scale and timing of the proposed developments today are more intense than what was anticipated with the area plan, and this Development Study process is a way for the City to review and analyze what type of development is appropriate for the area.
Public Outreach Property owners / general public, please be aware that the Development Study will not change the adopted future land use for the area, but will instead help develop a series of guidelines and recommendations to help direct current development proposals for the area.

What You Need to Know
Government Immigration Compliance (SB 145 – Sanderson) would legislate very tough
sanctions for local governments and public universities that have what are termed “sanctuary
city” policies. SB 145 provides that a local government, upon a finding it was violating State
immigration laws, would forfeit its Powell Bill, and beer and wine, telecommunications, video
programming and piped natural gas taxes. For Charlotte, these tax revenues are in excess of $40
million annually. In a press release, the Senate cited several cities, including Charlotte, as to
why the legislation is needed. As you may recall, a similar bill (HB 43) was filed in the house a
few weeks ago. HB 43 would have withheld all of the above revenues with the exception of
Powell Bill funds.
Change the Local Option Sales Tax Adjustment Factors (SB 126 – Brown) is legislation
sponsored by Senator Brown, who championed reallocating local option sales tax revenues in
2015 session, to change the adjustment factors applied to the half-cent local Article 40 sales tax
levy. SB 126 would eliminate all current adjustment factors for this particular tax, replacing them
with a factor based on the county's economic tier designation. Counties with a Tier 1 designation
would receive a boost in tax receipts, with their collected amount being multiplied by a factor of
1.10. Tier 1 counties are the considered to be the most economically distressed counties in the
State. Counties designated as Tier 2 would receive no adjustments, while counties designated as
Tier 3 would see reduced receipts due to being assigned a factor of 0.90. Since Mecklenburg
County’s current adjustment factor is 0.89 and is a Tier 3 county, the County’s adjustment factor
would rise to 0.90, which would provide a modest boost in local option sales tax revenues.
According to estimates prepared by the non-partisan Fiscal Research Division, approximately
$932,000 more in sales tax revenue would accrue to the City of Charlotte. Of the 100 counties in
the State, 27 counties would see decreases in local option sales tax revenues while the remaining
73 counties would experience increases.

Week 4 State Legislative Report
Transportation Megaproject Funding (HB 219 – Torbett) is legislation recommended by the
House Select Committee on Strategic Transportation Planning and Long Term Funding
Solutions. HB 219 would create a new program to fund large-scale transportation projects of
over $200 million in value. HB 219 calls for a workgroup to be established to develop criteria
for selecting projects, and which shall include representatives from the North Carolina
Association of Municipal Planning Organizations North Carolina Association of Rural Planning
Organizations, North Carolina League of Municipalities, North Carolina Association of County
Commissioners, North Carolina Metropolitan Mayors Coalition, and the North Carolina Council
of Regional Governments.
Status of State Legislative Agenda
Citizens Review Board: Staff is working to secure, prior to introduction, bi-partisan support for
local Charlotte legislation to extend subpoena power to the Charlotte Citizens Review Board.
Bill filing deadlines for local bills, of which this request is one, is March 15 in the Senate and
March 29 in the House.
Police Recordings: Staff is working on this statewide request through the NC Metropolitan
Mayors Coalition, which has convened a workgroup of city attorneys to work through this issue
and recommend legislative changes.
Strategic Transportation Investments: STI/Regional and Division Weighting (HB 81 –
Torbett) shifts the share of local input that is used to rate regional and division needs projects
from a balanced 50/50 share between NCDOT division engineers and metropolitan planning
organizations to an approximate 1/3 share for NCDOT division engineers and a 2/3 share for
metropolitan planning organizations. HB 81 passed the House.
Rural Development: The BRIGHT Futures Act (HB 68 – Szoka, Saine, S. Martin, Brenden
Jones / SB 65 – Meredith) focuses on accelerating the deployment of digital infrastructure in
rural and unserved areas including broadband, retail online services, internet of things, Grid
Power, healthcare and education. HB 68 referred to House Energy and Public Utilities. SB 65
referred to Senate Rules.
Charlotte Firefighters Retirement System (HB 58 – Dulin, Autry, Belk, R. Moore / SB 54 –
Waddell, Tarte, Bishop) is local legislation that enables the Retirement System to comply with
the Voluntary Correction Program entered into with the Internal Revenue Service, by which the
method for computing a firefighters final average salary is determined. The bill has no fiscal
impact upon the System. SB 54 received serial referrals to Senate Appropriations Subcommittee
on Pensions, Compensation and Benefits and Senate Rules Committee. HB 58 reported out of
House Committee on State and Local Government I, and will next be heard by House Committee
on Pensions and Retirement.
