MESSAGE

The migration and development agenda needs a higher focus on disaggregation, and requires accurate data and statistics as they are of paramount importance to the creation of well-informed and responsive policies. Due to globalization and high mobility of migrants, it is harder to track migration flows and compute migrant statistics. Despite challenges, the Commission on Filipinos Overseas (CFO) remains committed to their duty of providing up-to-date data to influence government action to benefit our migrant Filipinos. It is with that duty in mind that we proudly present the 2014 Commission on Filipinos Overseas (CFO) Compendium of Statistics on International Migration.

This compendium contains comprehensive records on information gathered and generated by the CFO in cooperation with our partner agencies, the Philippine Overseas Employment Administration (POEA), and the Department of Foreign Affairs (DFA). The data presented here were analyzed and presented in an easily understood manner through the inclusion of tables and charts. The compendium covers data on the: 2013 stock estimate of overseas Filipinos, number of registered Filipino emigrants, Filipino spouses of foreign nationals, EVP (Exchange Visitor Program) participants, J1 registrants, au pair participants, number of Philippine schools overseas by country, and donations coursed through the Linkod sa Kapwa Pilipino Program (LINKAPIL), which is a mechanism designed by CFO to facilitate the transfer of material and human resources from Filipinos overseas to support local projects for development. Some of the data dates back to 2005 until 2014 to provide the reader with information on common migration trends here in the Philippines.

PREFACE

When the Commission on Filipinos Overseas speaks about “overseas Filipinos”, it refers to all Filipinos living and working outside the country; it also includes those natural born Filipinos who have acquired another citizenship.

The estimated 10.23 million Filipinos abroad (who fall into three separate categories – permanent, temporary and irregular) are correctly described as “overseas Filipinos”.

There is a need to correct the common misconception that all overseas Filipinos are overseas Filipino workers or OFWs, which is not the case because about one half of Filipinos residing overseas are actually permanent migrants or legal permanent residents or immigrants in the countries where they live, or are spouses of foreign nationals residing abroad.

On the other hand, overseas Filipino workers or OFWs would fall under the category of temporary migrants whose stay abroad, while regular or properly documented, is temporary owing to the employment-related nature of their stay in their host country. OFWs are also expected to return to the Philippines when their work contracts expire.

Irregular migrants, the third category, consists of those who are not properly documented, or who are without valid residence or work permits, or who may simply be overstaying workers, tourists, pilgrims or other visitors in a foreign country.

One of the most important features of this compendium, the yearly stock estimates of overseas Filipinos which CFO started in 1994, is prepared on the basis of both primary sources and secondary sources of data. The primary sources are the registration data of emigrants and other clientele of the Commission on Filipinos Overseas (for permanent migrants), overseas employment data from the Philippine Overseas Employment Administration (for temporary migrants),

and consolidated reports (including irregular migrants) from the more than eighty Foreign Service posts of the Department of Foreign Affairs.

Secondary sources are census and other data from various host countries, which serve as reference or comparators in the estimations. It should be noted that any significant discrepancy which might be found between data on emigrants in the CFO stock estimates and census data of certain migrant destination countries, would be explained by the fact that CFO registration of emigrants started only in 1981 though it is well known that significant international migration had been taking place even before that year.

STOCK ESTIMATE OF OVERSEAS FILIPINOS

The Stock Estimate of Filipinos Overseas is the aggregate of all Filipinos residing or working overseas. It provides a snapshot of the estimated number of Filipinos overseas in a given year, based on available international migration data. It shows the number according to the three categories of overseas Filipinos, namely permanent, temporary and irregular.

Permanent migrants are overseas Filipinos whose stay abroad is notdependent on employment, a category which includes legal permanent immigrants, permanent residents abroad, those naturalized in their host country as well as those abroad who have reacquired Filipino citizenship (dual citizens).

Temporary migrants are those whose stay overseas is employment-related and who are expected to return to the Philippines at the end of their work contracts. Although most temporary migrants are overseas Filipino workers (OFWs), they also include students, trainees, entrepreneurs, businessmen and their accompanying dependents, whose stay abroad is six months or more.

Irregular migrants are those not properly documented, without valid residence or work permits, or who are overstaying in a foreign country.

The term “Overseas Filipinos” (OFs) refers to “migrant workers, other Filipino nationals and their dependents abroad.” This is consistent with the expanded definition of “overseas Filipinos” in Republic Act 10022 of 2010 amending the Migrant Workers and Overseas Filipinos Act and its implementing rules.Limitations: No comprehensive data is available on returning Filipino migrants. The stock estimate does not also completely capture data on Filipinos who are already abroad when they change migration status or when they migrate to another country.

The UN Global migration statistics revealed that in 2013 there are 232 million international migrants living abroad worldwide, with an estimated 10.23 million overseas Filipinos in more than 200 countries and territories.

Permanent migrants (48% or 4.86 million) comprised the largest category of overseas Filipinos; followed by temporary migrants (41% or 4.20 million) and irregular migrants (11% or 1.16 million). Compared with the previous year’s data, the number of permanent migrants and temporary migrants increased by 1% both, while the number of irregular migrants decreased by 2%.

The top 3 regions where Overseas Filipinos can be located are the Americas, West Asia, East and South Asia.

Irregular migrants could be found mainly in the United States, Malaysia, UAE, Saudi Arabia and France. While there remain a substantial population of irregular migrants in the Malaysia (448,450), US (271,000) and Saudi Arabia (80,500) there was a large decrease of irregular migrants in UAE and slight decrease in France, from 207,230 and 42,090 in 2012 to 42,805 and 37,880 in 2013 respectively. This year’s data showed that Italy (54,390) and Singapore (49,000) both emerged as popular countries for irregular migrants.

Top 10 Destination Countries of Filipinos are United States, Saudi Arabia, UAE, Malaysia, Canada, Australia, Italy, United Kingdom, Qatar, and Singapore.

Canada and Malaysia switched places from last year’s top destination countries with Malaysia now being 4th and Canada being 5th. Japan and Kuwait dropped from the list entirely, while Qatar emerged as the 9th top destination country from last year’s 10th. Italy and Singapore also became part of the top destination countries this year at 7th and 10th respectively.

Important note: The period of six months or more for stay abroad of temporary migrants is based on Foreign Service Circular 08-03 of 2003 on the yearly estimation of overseas Filipinos, and Sec. 22(E)(3), Title II of RA 8424 or the National Internal Revenue Code of 1997 as amended, on non-resident Filipinos.

Sources: The primary sources for the computation of the Stock Estimate are the annual administrative data and estimates of the Commission on Filipinos Overseas, Philippine Overseas Employment Administration and Department of Foreign Affairs. The secondary sources are the censuses of host countries, and reports of Filipino communities abroad, among others.

• CFO recorded 795,154 permanent Filipino migrants residing in 90 countries and territories from 2005 to 2014. The total number of permanent Filipino migrants from 1981 to 2014 is 2.09 million. This is the actual number of emigrants who registered at the CFO prior to their departure overseas.

• The top 10 destination countries of emigrants are USA (51%), Canada (25%), Japan (8%), Australia (5%), Italy (3%), New Zealand (2%), South Korea (1%), Spain (1%), United Kingdom (1%) and Germany (1%).

• In 2014, there is a 6% increase in the total number of emigrants compared with the previous year. The increase is attributed to the rise in number of emigrants going to US, Canada, and New Zealand.

• Historically, the US (51%) remains the single major destination country of emigrants, bigger than all the other countries combined.

• In Europe, Italy (3%) remains the major destination country of emigrants, while in Asia it is Japan (7%).

• Since 2012, there is a decrease in the annual number of emigrants bound for South Korea (22%) and Japan (4%).

• There are more female emigrants compared to male. The sex ratio of male to female emigrants is 67:100.

• By age group, the biggest group of emigrants are those 14 years old and below (22%), 25-29 years old (11%), and 30-34 years old (11%).

• In terms of educational attainment, the biggest group of emigrants is college graduates (29%). 10% are high school graduates, 5% are vocational graduates and 2% are post-graduates.

• In terms of occupational grouping, most emigrants (10%) prior to their migration were professional or technical workers. 4% were sales workers and 3% are production workers, and transport equipment operators.

• Of the unemployed emigrants, 26% are students, 18% are housewives, and 4% are senior citizens.

• By civil status, the biggest groups of emigrants are single (52%) and married (44%).

• Majority of registered emigrants came from the NCR (28%), CALABARZON Region (18%) and Central Luzon Region (16%).

Foreign Spouses and Partners of Foreign Nationals

• From 2005-2014, there are 214,093 Filipino spouses and partners of foreign nationals who underwent guidance and counseling seminar with the CFO.

• The top 10 destination countries of marriage migrants are USA (46%), Japan (18%), Australia (8%), South Korea (6%), Canada (5%), United Kingdom (3%), Germany (2%), Norway (1%), Sweden (1%), and Taiwan (1%).

• Majority of the marriage migrants are female (92%).

• In 2014, there is a 5% increase in the number of marriage migrants compared with the previous year.

• The most common ways for marriage migrants to meet their prospective spouses or partners are thru personal introduction by friends or relatives (31%), internet and social media (24%), and at place of work (20%).

• Even though illegal in the Philippines, there is still less than 1% of marriage migrants matched thru marriage bureaus. R.A. 6955 prohibits matching of Filipinas to foreigners for marriage or mail-order bride arrangement.

• Almost 60% of the marriage migrants have limited knowledge about the country of their foreign spouses or partners; 8% of them have no knowledge at all. This shows that less than half of them are adequately prepared for the way of life in the country of their spouse or partner.

• In terms of educational attainment, 33% of marriage migrants are college graduates, 18% have reached college level, and 16% are high school graduates. Only 1% are post graduates.

• Most of marriage migrants are young, falling in the age brackets of 25-29 years old (30%), 20-24 years old (21%), 30-34 years old (20%).

SUMMARY OF DONATIONS REFERRED THRU LINKAPIL

The Lingkod sa Kapwa Pilipino (LINKAPIL) or Link for Philippine Development Program is a mechanism designed by CFO to cultivate and nurture partnerships between Filipinos overseas and Filipinos back in the home country. This is to kindle the “bayanihan” spirit among the Filipino diaspora. Since its inception in 1990, the program has continuously facilitated the transfer of material and human resources from Filipinos overseas to support small scale, high-impact projects for social and economic development.

With the aid of the LINKAPIL, overseas Filipinos have established scholarship grants, donated books, information technology equipment, school supplies and other educational materials, funded livelihood, conducted medical missions and skills transfer projects, provided medicines and medical supplies, built schools and water systems, and donated relief goods in times of natural disasters and states of calamity. PHILIPPINE SCHOOLS OVERSEAS STATISTICS

Philippine Schools Overseas (PSOs) are private educational institutions that are fully or partially owned and/or managed by Filipinos. These schools are required to secure permits to operate and be recognized both by the Philippine Department of Education and their counterpart institutions in their respective host countries. They follow the prescribed Philippine Curriculum, but the schools may enhance based on the requirements of the host country they are located in.

Dependents of overseas Filipinos who studied in PSOs can easily reintegrate into the Philippine educational system upon their return to the home country. At the end of 2015, there are 40 PSOs located in 10 countries, mostly in the Middle East.

In accordance with the CFO mandate in Batas Pambansa 79, PSOs also serve as a locus for enhancing the social, economic and cultural ties of Filipinos overseas with the motherland.

NUMBER OF EXCHANGE VISITOR PROGRAM PARTICIPANTS

The Exchange Visitor Program is the international exchange program administered by the United States to implement the Mutual Education and Cultural Exchange Act of 1961, as amended, Public Law 87-256, 22 USC 2451, et seq. (1988). Its purpose is to increase mutual understanding between the people of the United States and the people of other countries by means of educational and cultural exchanges, including the Philippines.

Through the EVP, designated sponsoring organizations duly recognized by the US Department of State facilitate the entry into the US of foreign nationals to temporarily teach, lecture, study, observe, conduct research, consult, train or demonstrate special skills.

The CFO is a member of the Inter-Agency Committee of the EVP, and provides registration and Pre-departure Orientation Seminars to EVP participants leaving the Philippines. [www.evpcommittee.ph]

NUMBER OF AU PAIR PARTICIPANTS

Since March 1, 2012, Filipinos leaving the Philippines as Au Pairs bound for Europe and the United States are required to register with the CFO. Under this program, an Au Pair must be a Filipino citizen between 18 to 30 years old, unmarried and without children and is placed under a cultural exchange arrangement with a European/American host family for a maximum stay of two (2) years.

Au Pair meaning “at par” in French or “equal to” is a program in which a Filipino Au Pair participant lives in a mutually caring and equal relationship with the host family and the children. The Au Pair should be treated like a member of the family in the host country. Participants are expected to improve their linguistic and cultural knowledge that they can obtain better in the country where they are received. Thus, an Au Pair should learn a new language and appreciation for new culture while living with a family in exchange for doing light household chores.

Among the CFO registration requirements for the Au Pair is attendance in the Country Familiarization Seminar (CFS) to prepare the Au Pair for the immersion program in cultural and language learning in the specific destination country.

• Since 2012, the top three destination countries of au pairs are Denmark (41%), Norway (39%) and The Netherlands (11%).

• Majority of au pairs are female (97%).

• In terms of educational attainment, 48% of au pairs are college graduates.

• By civil status, 99% of au pairs are single.
